We remind you that the dates of technical inspection are considered whole years. That is, for example, if a vehicle of category “C” produced in 2021 is purchased in January 2021, then in order to obtain compulsory motor liability insurance it must first undergo a technical inspection, since 1 year has passed since the year of manufacture.

Innovations in passing maintenance
- Instead of a ticket for passing a technical inspection, there will now be a diagnostic card, which can be obtained at the technical inspection station after passing it. Essentially, this is a document drawn up in the form of a table in which the diagnostic results are entered. This card is certified by the specialist who carried out the maintenance;
- The updated technical inspection form is a green card sized 105x74, printed on a computer. It is important that this card contains a 10-digit coupon number;
- The changes also affected the frequency of technical diagnostics. First visit - cars that have reached 3 years after release. The second is 5 years. All subsequent visits are 2-7 years apart. If the car is older than 7 years, then an annual inspection is provided for such a vehicle;
- Trucks (more than 3.5 tons), vehicles equipped with light and sound signals, and training vehicles are subject to mandatory annual technical inspection;
- Another innovation is that all cars supplied to the Russian market from 2021 must be equipped with the ERA-GLONASS emergency warning system;
- Maintenance costs have also changed. Now it is determined based on the personal capabilities of the driver and his vehicle. But to exclude overpayments, certain payment standards were introduced: for categories N1 and M1 - 770 and 720 rubles, respectively, O1 - 600 rubles; L – 240 rubles.
Maintenance cost in 2021
Category B vehicles fall under payment group M1. The maximum possible cost of a technical inspection for compulsory motor liability insurance in 2017 for such vehicles is 800 rubles. It is worth noting that the rate cannot be raised above this amount, regardless of the subject of the Russian Federation. The average rate for undergoing maintenance is approximately 720 rubles.
For motorcycles, it will be cheaper to undergo maintenance. A diagnostic card costs no more than 240 rubles. The price for technical inspection of trailers (semi-trailers) depends on its weight and category, and ranges from 600 to 1050 rubles, and exactly:
- weighing up to 750 kg – 600 rubles;
- total weight from 750 kg to 3500 kg – 600 rubles;
- weighing from 3500 kg to 10000 kg – 1050 rubles;
- from 10,000 kg – 1,050 rubles.
Price of a technical inspection card for vehicles transporting people – category M:
- car up to 5000 kg – 1290 rubles;
- car from 5000 kg – 1560 rubles.
The cost of a vehicle inspection card of category N (trucks):
- car up to 3500 kg – 770 rubles;
- car from 3500 kg to 12000 kg – 1570 rubles;
- car from 12,000 kg – 1,630 rubles.

Technical inspection for OSAGO 2021
Starting from 2021, companies that are members of the Techexpert union can carry out vehicle diagnostics. This was done so that companies that issue MTPL insurance policies could check the availability of diagnostic cards after the inspection. Thus, only government organizations can undergo maintenance.
Companies providing compulsory motor liability insurance must offer an electronic policy option, that is, with the ability to fill it out online.
The OSAGO coefficient has changed. After committing 5-9 violations, a coefficient of 1.86 is applied to the motorist. If the driver is not satisfied with the amount charged for damage to the car in an accident, then the motorist has the right to go to court.
How is the technical inspection carried out in 2021?
Companies that are members of the Tekhekspert union and have its accreditation have the right to carry out technical inspection in Russia. But still, according to the law, the organization and conduct of technical inspection is controlled by insurance companies and the Russian Union of Motor Insurers. This was done so that insurers, when selling MTPL policies, independently check the availability of a diagnostic card drawn up based on the results of a technical inspection, which confirms the serviceability of the vehicle. This transfer of the functions of conducting technical inspection and monitoring it to private organizations from the traffic police significantly relieved the traffic inspection, which, with the increase in the number of cars, could no longer cope with this previous function.
An accredited company (usually a car service that has the necessary license) checks the car for a number of parameters - from the performance of all main mechanisms to compliance of emissions with environmental standards. If the car meets all the requirements, a diagnostic card is issued that confirms this. If something requires correction, the law gives 20 days to eliminate the problems, during which time you can come for a second inspection, for which no additional fee will be charged.
By the way, as for the cost, a technical inspection in 2021 should not cost on average more than 958.5 rubles (excluding VAT) - this amount was set as the maximum by the Federal Tariff Service. In reality, the tariff is lower, and for passenger cars it averages 700 rubles. Competition in this market is taking its toll.
The frequency of inspection is as follows:
- The first technical inspection must be carried out when the car is three years old;
- The next technical inspection must be completed when the car is five years old, the third technical inspection will need to be completed at seven years, that is, every two years;
- after the car is seven years old, inspection becomes an annual procedure;
- vehicles that are designed to transport a large number of passengers undergo technical inspection every six months, regardless of their age.
How to pass a car inspection in 2021
The first thing you need to do is decide on the maintenance item. On the website of the Russian Union of Auto Insurers you can find a list of diagnostic centers for vehicle maintenance and choose the one that is more suitable for yourself.
Before undergoing diagnostics, it is necessary to clean the car to more easily and accurately determine its color. It is necessary to pay attention not only to the presence of a fire extinguisher and first aid kit, but also to their expiration date. Often, the obstacle to providing an inspection card is the presence of cracks on the windshield. But you may encounter this problem if the crack is on the driver’s side.
To undergo technical inspection you must provide the following documents:
- Passport;
- Driver's license;
- A certificate confirming the registration of the car;
- Power of attorney to the responsible person, if the owner of the car is not able to be present at the service station.
During maintenance, the driver must know what faults are present in the car. The most important problems include damage to the steering, malfunctions in the braking system, defects in the operation of on-board electronics, and problems with lighting fixtures. These problems can lead to an accident, so they must be corrected. In addition, all problems that do not affect security are eliminated.
And so, a list of parts that are primarily checked at service stations:
- Brake system;
- engine;
- fuel system;
- steering;
- > chassis;
- lighting fixtures and headlights;
- windshield wipers and washers;
- individual body elements (locks, handles, traction, coupling devices, etc.).
Technical inspection news in 2021 in the Russian Federation
In reality, there is no technical inspection news for 2021 as such yet. At least those changes that are widely talked about were not actually adopted. Let us remind you what we are talking about and what exactly it was proposed to introduce in relation to technical inspection in 2021:
- a ban on sticking colored and other films on car lights, as well as on tinting and painting them;
- prohibition of changes not provided for by the design of the car.
As of January 2021, these amendments have not been officially made, although their necessity is obvious, since the same tinting of lighting devices obviously reduces the safety of such a car on the road in the dark or in conditions of poor visibility. Regarding changes to the design, in addition to the innocent installation of headlight washers or something similar, this includes equipment for using gas as fuel, which must be certified, and the installation of which must necessarily be agreed upon with the traffic police, as well as other significant changes in the design..
It is likely that these and some other amendments will be adopted and even come into force within a year. But at the moment, any news that technical inspection in the Russian Federation has become different under the new law of 2021 is not true.
Fines provided for lack of technical inspection
Vehicles carrying passengers are subject to mandatory fines for the absence of a diagnostic inspection card. These are not only minibuses and buses, but also taxis and private carriers.
Drivers transporting dangerous goods can also be fined. This is explained by the fact that taxi drivers and vehicle carriers have a higher responsibility on the road than other road users.
If you do not have insurance, you must pay a fine of 800 rubles. to the state. If you do not have insurance with you, then you need to have 500 rubles with you.

However, this amount is not legally prescribed anywhere and may have slight differences at different service stations. It is also worth knowing that if your vehicle is older than three years, then it needs a diagnostic card. Depending on the purpose and class of use of the car, this card is valid for:
- one year for a car whose year of manufacture has passed more than 7 years, including the year of manufacture itself, which is indicated in the vehicle passport;
- two years for a car, from the year of manufacture of which 3 to 7 years have passed, including the year of manufacture, which is indicated in the passport or vehicle registration certificate.
You should not lose sight of the fact that the coupon previously issued to you must be exchanged for a diagnostic card only when its validity period expires and the vehicle has been inspected. If the validity of the coupon is less than two years, then you can exchange it for a card during the next technical inspection.
