Recently, people who are registered in the regions of Russia are faced with the problem of applying for a car insurance policy in Moscow. Read the article about why this happens and how to apply for a policy with registration in the region.

Various situations happen in our lives that can cause certain difficulties. So, for example, it is far from uncommon that many people in our country do not live where they are registered, but their vehicles are registered at the place of direct registration of the owner according to the Russian Federation passport. In such a situation, the car owner does not violate any laws of the Russian Federation, since all citizens of our country have the opportunity to move without any obstacles throughout the entire territory of the state. Tax deductions also occur according to the law of the Russian Federation and do not depend in any way on the movements of the car owner, since he can do this anywhere in the country. However, when it comes to renewing or obtaining a new insurance policy, certain problems may arise.

Apply for compulsory motor liability insurance with registration in the region

Is it possible to apply for compulsory motor liability insurance in another region?

Laws do not prohibit issuing compulsory motor liability insurance in a region other than the place of permanent residence. Insurance companies do not have the right to refuse to issue a policy due to lack of registration in the region where it was received. You can apply for insurance in any available way - both at the branch of the insurance company and on its website.

To move a car to another region, a special temporary OSAGO policy is issued. It is valid for up to 20 days - this time should be enough to arrive at your destination. After this, you will be able to obtain permanent insurance - for this you will need to register the car with the local traffic police department.

Briefly about OSAGO

What is compulsory motor liability insurance and is insurance required when registering a car? This question is asked by people who have purchased a new vehicle. The only correct answer is yes, and the sooner you apply for it, the better, since compulsory insurance is provided for by law.

OSAGO is a document confirming an agreement concluded between the owner of a vehicle and an insurance company; on its basis, insurers compensate for damage to the person (car owner) found to be at fault for the accident.

The insurance company compensates for damages for each insured event that occurs during the validity of this policy.

If you are the culprit of the accident, the losses will be compensated by the insurance company from which you purchased the policy. If your vehicle is damaged, the company from which the person responsible for the accident purchased insurance pays the losses.

This means that when purchasing MTPL insurance, you first of all insure your money, that is, yourself. There are cases when the culprits of an accident are two persons, then greater guilt is determined, but basically everything ends in court, where the culprit of the accident will be accurately determined.

The influence of the region on the cost of the policy

The region where the policy is issued, unlike the place of residence of the owner, is not included in the number of parameters that are used to calculate insurance. In contrast, the region of registration of the car owner plays an important role. The law assigns a territorial coefficient to each region. It is calculated depending on the traffic situation, the number of cars, geographical location and other parameters.

Examples of coefficients for different regions:

  • Moscow - 2
  • Kazan - 2
  • St. Petersburg — 1.8
  • Novosibirsk - 1.7
  • Lipetsk — 1.5
  • Kirov - 1.4
  • Volgograd - 1.3
  • Vladikavkaz - 1
  • Tver - 0.8
  • Chita - 0.7

Depending on the territorial coefficient, the cost of the policy will be cheaper or, conversely, significantly more expensive.

Key points of car insurance

Every driver allowed to drive a vehicle runs the risk of becoming a participant in a road accident, thereby causing material or physical damage to himself and other participants in the accident.

If such a rather difficult situation arises on the road, the insurance company where the person responsible for the accident took out a policy will pay all the victims a certain amount of money as compensation for damage.

The program for compulsory motor insurance has been adopted in Russia since 2002 . During this time, various changes were made to the generally accepted MTPL rules.

They relate to the content of the insurance contract, the amount of payments, as well as the procedure for drawing up and subsequent issuance of the document when deciding whether it is possible to get car insurance in another region.

Before going to an insurance organization, the car owner will first need to familiarize himself with the insurance rules for compulsory motor liability insurance that are relevant today.

According to modern legislation, all drivers without exception who drive vehicles, that is, move across the territory of Russia, are required to register for compulsory motor liability insurance.

To draw up an insurance contract, car owners have the right to contact any company in the Russian Federation, regardless of their registration address.

Insurers, in turn, are obliged to issue a compulsory motor liability insurance policy strictly in accordance with the established rules, and a certain procedure must be strictly observed.

The registration process consists of the following steps:

  1. Transfer by the owner of the car of the necessary papers intended for the insurance company.
  2. Insurance cost calculation.
  3. Payment of the established price of the insurance policy by the driver of the vehicle.
  4. Conclusion of a formal contract between the insurer and the policyholder.

Each of the above points is characterized by its own individual characteristics in accordance with the rules of MTPL insurance.

Registration procedure

The procedure for obtaining compulsory motor liability insurance does not depend on the region in which you are located. You can obtain insurance in any convenient way - contact a branch of the insurance company or leave an online application on its website.

In the first case, you will need to contact the insurance company branch with all the required documents. Fill out the application and wait for it to be reviewed. If the decision is positive, pay the cost of insurance in any convenient way. After this, you will receive a paper policy in your hands.

In the second case, go to the official website of the insurance company and fill out an online application. Indicate in it the desired policy conditions, information about the car and drivers. Upload, if required, scanned copies of all necessary documents. Pay the insurance premium by bank transfer. After this, you will receive an electronic policy - you can print it out if necessary.

What documents may be required

The package of documents for obtaining insurance does not depend on the region. It includes:

  • Owner's passport
  • Policyholder's passport (if it is not the owner who insures)
  • Vehicle title
  • Driver's licenses of persons who will be included in the policy
  • Diagnostic card (for vehicles older than three years)

A vehicle registration certificate is not required for registration of compulsory motor liability insurance - the law does not include it in the list of required documents. To obtain temporary insurance for moving a car to another region, you can use a transit certificate.

What the law says

The Law on Compulsory Motor Liability Insurance establishes the basics that relate to compulsory insurance of motor vehicle owners.

The purpose of such relations is to provide protection to victims and compensate them for damage that was caused during the use of the vehicle (participation in road traffic and adjacent areas).

The law specifies the persons who may participate in these relations:

  • the owner of the vehicle , or the one who has a power of attorney to drive it. The person who operates the vehicle while on duty is not the owner;
  • driver . A person who drives a vehicle, but if he is trained, then the driver is a trainer;
  • victim. The person who was harmed.

Civil liability arises as a result of an insured event (causing harm to the victim) and obliges the insurer to pay the insurance.

The articles of the law consist of six chapters:

  • the first is the general position;
  • the second reveals in detail the procedure for compulsory insurance;
  • the third deals with payments;
  • the fourth describes the features and imposes requirements on insurers;
  • the fifth reveals the functions and powers of insurers;
  • The sixth chapter includes questions about the interaction of insurers with the relevant authorities, the procedure for international insurance, and the procedure for control that the owner of the vehicle bears under insurance.

Recently, changes have been made to the MTPL Law.

All vehicle owners must take out insurance, but there are exceptions for some vehicles:

  • whose speed is less than 20 km/h;
  • vehicles of the military and intended for military service in the authorities. Transport for business needs is not included in this category;
  • vehicles from abroad, provided that the owners are insured within the framework of international systems;
  • trailers for passenger cars.

The law considers in detail the procedure and amount of insurance payments. The amount of payments depends on the harm caused: to a person’s life, his health, or property.

The victim must document the harm that was caused to him or provide the damaged property for inspection. The insurer is obliged to pay the insurance within one month.

If after this period the payment has not been made, then you can file a complaint against the insurance company demanding payment of a penalty.

OSAGO 2021 has a low cost and is processed quickly, therefore, the compensation will also be low. Therefore, many choose a voluntary policy, which costs much more, but also provides large amounts of payments and a number of other advantages.

Typical problems

Insurance companies often refuse to issue compulsory motor third party liability insurance at places other than the insured’s place of residence. They may justify this by the lack of branches in the region, technical problems or internal requirements of the insurer. Such refusals violate the laws on compulsory motor liability insurance - the insurer does not have the right to refuse to issue such a policy without serious reasons.

Problems may arise when returning to your region of residence with a policy issued in another region. It will be more difficult to include new drivers in such insurance or to terminate it when selling the car. To do this, you may have to return to the region where the policy was issued.

Summing up

Having compared all the advantages and disadvantages of compulsory motor liability insurance, each car owner must draw certain conclusions for himself.

If your line of work requires you to frequently stay in another region of the country and you urgently need to take out insurance for your car there, you can do this without worrying about the legality of this action. In other words, no matter where you are, no matter what corner of the country you go to, you can quite legally contact any official representative office of OSAGO and receive an insurance policy.

The only nuance that needs to be taken into account is the chance of falling into the hands of scammers and buying a fake policy. Since in another city it is not always possible to contact trusted persons, you often have to look for company representatives on the Internet, and this is not a safe business. Be carefull!

Despite the disadvantages, in particular compensation for damage in the event of a traffic accident in the region where the policy was issued, there are still many more advantages. In particular, car owners value freedom of movement and the ability to obtain a policy in any region of the country.

In what cases may a policy not be issued?

According to the law, the issuance of compulsory motor liability insurance can only be refused for several reasons:

  • Lack of communication with RSA
  • Incomplete package of documents or errors in available information
  • The policyholder does not have ownership of the car or a power of attorney from its owner

Any other reasons, including lack of registration in the region where the policy was received, are illegal. If you receive a refusal, you can appeal it to higher authorities (RSA, Rospotrebnadzor or the Central Bank) or demand a trial.
