The obligation to replace license plates arises in connection with the provisions of Order of the Ministry of Internal Affairs No. 1001 “On the procedure for registering a vehicle.” Replacing or obtaining a duplicate license plate is required in the following situations.

✔ Loss of appearance.

If you drive a vehicle with unreadable license plates, you risk getting a fine. It is probably unnecessary to explain that they can impose a monetary penalty on you not just once, but an infinite number of times - until you finally bring the numbers back to normal.

✔ The appearance of rust.

Rust prevents the normal readability of the license plate, so the car owner needs to monitor the appearance of orange spots on the license plates. This is especially true for SUV owners who attach license plates to car frames.

✔ Damage.

Any damage to at least one of the two numbers, which leads to the unreadability of the license plate, entails the replacement of state plates.

✔ Loss or theft.

Without license plates, you cannot perform many actions, for example, undergo a technical inspection or register a vehicle. In addition, criminals can use your numbers if you do not report the theft. Someone can simply put signs on their car, and the fines will come to you.

Thus, if you do not notice one morning that there are no license plates on your car, report this to government agencies as soon as possible.

Replacing car license plates at the traffic police

In the Russian Federation, there is a State standard that the car number must comply with - GOST R 50577-93. One of the requirements for the GRZ is clear visibility from a 20-meter distance. Plates often lose their appearance during operation, and then the State Traffic Safety Inspectorate must be replaced by the traffic police.

When should you change vehicle license plates?

Let's list the following situations:

1. Symbols are difficult to read at dusk or during the day at a distance of up to 20 meters.
2. Replacing the number plate on a car is mandatory when the paint on the inscriptions has peeled off, which makes it impossible to read the information correctly.

Additionally, documents are required for companies and institutions that have a vehicle on their balance sheet:

• passport of a citizen of the Russian Federation - a representative of a business entity responsible for obtaining or changing the state license;
• power of attorney;
• payment slips with a wet stamp from a banking institution.

If a state sign is stolen, you must add a certificate from the police, which will certify that there is a statement from the owner of the car about this incident.

The cost of changing the license plate of a car without changing the owner

The costs of the procedure are the same throughout the Russian Federation. The amount is determined by the Tax Code in paragraphs 36-40, article 333.33:

• you have to pay 2 thousand rubles for a sign on a car;
• if the GRZ is issued for motor vehicles, tractors, trailers – 1.5 thousand rubles;
• For the state car sign “Transit” on a metal plate, the state duty will be 1.6 thousand rubles. (800 rubles – for motor vehicles, tractors, trailers), a plate on a paper base costs 200 rubles.

Deadlines

If it is discovered that a license plate has been stolen or lost, the owner of the car should go to the traffic police immediately. If a citizen or legal entity purchased a new car, he can use the old GRZ. There are 2 options:

1. When purchasing a vehicle, state signs can be reissued to the new owner.
2. State registration plates can be left with the previous owner of the car so that he can assign them to his newly acquired car within a certain period of time.

With the second option, there is also the opportunity to save money on state fees, since you do not need to purchase new license plates, and the fee will be 850 rubles.

○ Replacement of number upon sale.

Today, the seller himself chooses whether to keep the old license plates or sell the car with the old state plates. At the same time, the owner who started selling the vehicle must understand that, according to the law, it is impossible to transfer a car without signs to the buyer.

That is, if the seller wants to keep the plates for himself, he is obliged to change the plates to others before selling the car. If the car is transferred to the acquirer with the old license plates, then the new owner handles the re-registration.

To re-register a car to a new owner, you will need the documents listed above. The vehicle is registered in the region of residence of the new owner (clause 24.1 of Order of the Ministry of Internal Affairs No. 1001).

According to the new rules, the traffic police will begin to assign numbers using the all-Russian database, thus gaining access to all car license plate codes in Russia, it will not be difficult to assign signs of the owner’s registration region. ○ Deadline for replacement.

After purchasing a car, it is necessary to register within 10 days (clause 3 of RF Government Decree No. 938). If the new owner ignores this requirement, the old owner of the car applies to deregister the vehicle, and the purchaser may be held accountable.

If the vehicle owner’s license plates have become unusable, he can replace them at any time. Only he needs to take into account that he cannot drive with such state signs, because for this he can be held accountable.

Is it possible to leave the license plates when buying a car from another region?

Paragraph 39 of Decree No. 1764 contains information that the number must correspond to the region of registration of the car owner. And he is issued by the traffic police department at his place of registration.

But paragraph 43 allows you to save the number provided that the regional code is replaced on it. Accordingly, the signs will have to be changed in any case.

If the car was purchased before the amendments came into force (before January 1, 2020), then the new owner can keep the previous license plates with the region of purchase . But only on the condition that the car was not deregistered before the sale.

Also, the previous owner has the right to apply to the traffic police with an application to terminate registration after 10 days after the transaction. If the buyer does not register it for himself within the specified period, then the signs become automatically invalid.

In these cases, the new owner applies to the traffic police to register the car and receives signs in accordance with the region of his registration.

○ Penalty for driving with damaged or missing license plates.

If you have missing plates or they are damaged, then driving a vehicle with such plates is fraught with consequences.

If such a car is stopped by a traffic police officer, the driver will be held accountable under Art. 12.2 Code of Administrative Offenses of the Russian Federation. Driving with unreadable license plates is punishable in accordance with Part 1 of this article with a fine of 500 rubles.

If you do not have state signs at all, then you will be held liable under Part 2 of Art. 12.2 Code of Administrative Offenses of the Russian Federation. This violation is punishable by a monetary penalty of up to 5,000 rubles or deprivation of rights for 1-3 months.

Saving any region number

The decision to retain the state registration number is made on the basis of the corresponding expression of will of the owner of the vehicle for which it was registered, contained in the application for the registration action as a result of which it is released.

Example: If you are registered in Volgograd and your registered car has Moscow plates, you can save the number in the traffic police, but you will only receive it from storage if you register in Moscow.
