Registration procedure - how to correctly fill out an application to register a car with the traffic police

Competently filling out the form will reduce the processing time for credentials. Use the sample provided to fill out the application; we’ll go through what and where to enter step by step before going to the traffic police.

STEP 1 Information about the registration authority and the applicant

First, indicate the name of the registration department of the traffic police where you are applying for registration. You take the name either from the website of the MREO department, or from sample forms hanging on stands in front of the registration windows.

For example, if in Moscow you apply for registration to the department on Pererva 21, then in the application we indicate “OMO State Traffic Safety Inspectorate TNRER No. 4 of the Main Directorate of the Ministry of Internal Affairs of Russia for the city of Moscow.”

In the line below we indicate the full name of the applicant. If the owner came, we enter the owner, if the owner’s representative – the full name of the attorney.

STEP 2 Selecting the type of registration action

There are several possible reasons for filing an application with the traffic police to register a car:

  • Buying a new car;
  • Change of owner when purchasing a used car;
  • Re-registration when installing additional units, changing colors, etc.

If the car is registered with the State Traffic Inspectorate for the first time, in the “Register” section, highlight the required operation. If there are registration marks in the PTS, select the reason why the changes are being made, highlighting the appropriate option.

In the picture, option 1 – we select when registering a car from the showroom, 2 – used.

STEP 3 Registered vehicle

After determining the choice of actions, we indicate information about the vehicle. You must enter the vehicle make and model, VIN, year of manufacture and numbers, if available. A traffic police officer will check for fines, registration restrictions, car history and send it to an inspection station for inspection if necessary (the car is used or changes have been made)

To inspect the vehicle, fill out the “Information about the vehicle” section in the application. The fields in the form opposite the entered data about the car are filled out by an employee at the inspection site; for registration, “Compliant” must be written everywhere.

STEP 4 Information about the owner of the vehicle

Both during a change of owner and during initial registration with the traffic police, information about the owner of the vehicle is filled out in this section of the application. The type of document provided is indicated (for example, passport).

Take the information to be filled out from the passport from the document that you provide during registration. An employee of the State Traffic Inspectorate will verify the data in the attached document and the application.

Please provide the contact phone number of the car owner below.

STEP 5 Information about the owner’s representative

If the application for registration is submitted by an authorized person, in the fifth section we write down his passport details. The information is entered into the form as indicated in the passport. Let us remind you that a power of attorney must be attached if the procedure takes place without the owner of the car.

At the end of the block, indicate the date of application, surname, initials and signature of the applicant. Please note that the signature is signed by the person who came to the traffic police department to carry out the registration procedure.

STEP 6 Information about vehicles

The car information block is filled in in case verification is necessary. We recommend filling out the information when filling out the application so as not to waste time filling it out.

You write out the information from the vehicle’s passport. It is with this document that the traffic police officer at the observation deck checks the actual values of VIN, color, power, etc. The numbers on the body, parts and engine must be readable - this will make checking easier. Wipe or wash numbered parts before checking.

STEP 7 Vehicle design changes

The section is filled out if modifications have been made to the car (for example, a conversion to gas equipment has been made). At the second step in the application form, we emphasize “change in design.” We take the information to fill out from the documents for the installed equipment. We enclose the documents with the application.

You will find more details about registering a transfer to HBO in the article.

The blocks below are filled in by the MREO employee processing the application.

Filling out the application to register the car is completed.

Why is an application necessary?

First, let's look at why you may need an application to the traffic police. In many cases, drivers make formal statements when communicating with traffic police officers.

For example, you can verbally ask for a driver’s license to replace the lost one.

In the case of an oral application, the refusal to issue will also be given to the driver orally. As a rule, citizens are not satisfied with refusals and they try to challenge them with higher-ranking officials in the traffic police or write complaints to the prosecutor's office. But this requires at least some evidence, and in the case of oral appeal there is none.

So, first of all, the driver himself needs a written statement, because... in case of refusal, it will serve as written confirmation of the fact of application to the traffic police. Accordingly, it can subsequently be used when contacting higher authorities.

If the vehicle is stopped and it is discovered that the vehicle was being driven without registration documents, the driver will be issued a fine in the amount of 500 to 800 rubles. If a driver is detained again with a similar violation, the fine will be 5,000 rubles. If you refuse to pay the fine, the driver may be deprived of his driving privileges for up to 3 months.

Application form, sample and examples

The petition does not have a specific approved form or sample. The document is written in free form by hand with a pen, pencil, marker - anything of any color. The main thing is that it contains your signature, indicates who it is being sent to, and is legible. Otherwise, you will simply be denied its satisfaction.

But the main thing is that if you need to write it to a traffic police officer on the road, then this must be done very quickly. Therefore, we strongly recommend that you print out the so-called “fish” - all the necessary basic data, and fill out the essence and to whom it is sent on the spot. Below we will provide a general sample of a petition and then you will learn what to write for each type and why there is so little time to submit this document.

General sample

So, the application must indicate:

  1. to whom and from whom it is declared (cap),
  2. what is being stated and on what basis,
  3. the petition itself (text of the petition),
  4. signature and date of submission of the document.

This is what a typical example of a “fish” petition looks like without its essence stated:

We gave an example of a “motion” to postpone the consideration of a case due to the need for legal assistance in the form of a defense attorney or attorney. Now let's look at the other most common statements in this document and provide samples and examples of each of them.

Attention! We will provide samples of filling out only the essence (as well as a complete sample of this petition in the form of a file), since the header, preamble and places for signatures and dates are the same everywhere.

Sample on attaching video recordings or interviewing witnesses

Everything is very simple here. We write that we demand that our video (or audio) evidence be included in the case materials or indicate the presence of witnesses. And we write on the basis of why this needs to be done:

Based on parts 1 and 2 of Article 26.2 of the Code of Administrative Offenses of the Russian Federation, I ask you to attach to the materials of the case against me and study the video recording from my DVR in order to determine the degree of my guilt.

  • .
  • .

On imposing a minimum sentence or replacing a sentence

It's even easier here. We need to indicate that there are mitigating circumstances (if they really exist) and not aggravating ones, and based on this, apply the minimum sanction of the Russian Code:

  • a fine instead of deprivation of rights or administrative arrest,
  • replacing a fine with a warning,
  • assign a minimum fine when the amounts are “forked”.

Based on Articles 4.2 and 4.4 of the Code of Administrative Offenses of the Russian Federation, I ask you to apply the minimum sanction of the norm (assign a warning) provided for in Article __, Part __ of the Code of Administrative Offenses, due to the absence of aggravating and the presence of mitigating circumstances in the form of such and such.

About oral comments

But in certain cases - if the violation did not lead to harmful consequences, if the violator has no fines - an oral reprimand may be assigned. This is possible if the violation is insignificant on the basis of Article 2.9 of the Code.

Based on Article 2.9 of the Code of Administrative Offenses of the Russian Federation, I ask you to recognize my administrative offense as minor and limit myself to an oral remark.

Petition to restore the fine discount period

Such a document is submitted after a decision is made in connection with missing 20 days, if the letter with a copy of the fine took longer, and therefore the car owner is not to blame for missing the deadline.

“__” __________ 20__, resolution No. _________________________________ was issued against me. I received a copy of this resolution “__” ____________ 20__.

Meanwhile, Part 1.3 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation provides that if a copy of the resolution imposing an administrative fine sent to a person held administratively liable by registered mail is received at his address after the expiration of twenty days from the date of such resolution , the specified period is subject to restoration by the judge, body, official who made such a decision, at the request of the person held administratively liable.

Based on the above, I ask you to restore the missed deadline for paying the fine at a discount through no fault of mine.

On familiarization with the case materials

This right in 2021 is given by Article 25.1 for the person against whom the case is being conducted and 25.2 for the victim.

Your proceedings contain the case materials regarding me.

In accordance with the above, I ask you to provide me with these case materials for review, or provide copies of these materials.

Please notify me about the opportunity to review it at my permanent registration address.

  • .
  • Sample in PDF.

Samples of other types of petitions are written in a similar way. Here it is only important to understand that if a case has already been initiated and you know its details (case number, resolutions, etc.), then they must also be indicated in the appeal. It is also advisable to indicate on what basis you are applying for this or that.

Is there a petition to cancel a sentence?

Yes, but only if we are talking about assigning an oral reprimand due to the insignificance of the administrative offense.

But there is no point in writing in the “movement” that you are innocent, about your rights being violated by a traffic police officer, about an incorrect investigation and the abolition of liability on these grounds. All this is done directly during the consideration of the case when interviewing you as a violator. If the decision has already been made, then you need to appeal it.
