I bought a car on paper transits, how to drive 2021

Good afternoon, dear reader.

This article discusses several issues affecting transit numbers that arise when buying or selling a car.

Currently, these questions are relevant, because At the beginning of 2011, the legislation relating to the issuance of transit numbers underwent very significant changes. And even in 2021, not all drivers had time to familiarize themselves with these changes.

Today we will talk about how to obtain, exchange or renew transit numbers, why a driver might need transit numbers at all, and also about in what cases a fine may be imposed for expired transit numbers .

  • How much do transit numbers cost?
  • How long are transit numbers valid for?
  • In what cases do you need to obtain transit numbers?
  • How to renew transit numbers?
  • How to exchange transit numbers?
  • Penalty for expired transit numbers.

Just in case, let me remind you that changes to the regulatory documents of the Ministry of Internal Affairs relating to transit numbers were discussed in the article “Changes to documents of the Ministry of Internal Affairs 2011. Part 3. Temporary registration of a car. New validity period for transit numbers.”

How much do transit numbers cost?

The first issue that will be discussed in this article concerns the cost of obtaining transit numbers .

Article 333.33 of the Tax Code of the Russian Federation:

39) for the issuance of state registration plates of “Transit” vehicles, including in replacement of lost or deteriorated ones:

  • made from metal-based consumables, for cars - 1,600 rubles ;
  • manufactured from metal-based consumables, for motor vehicles, trailers, tractors, self-propelled road construction and other self-propelled machines - 800 rubles ;
  • made from paper-based consumables - 200 rubles ;

In 2021, only metal transit numbers are issued in Russia, i.e. 1,600 rubles for their production .

In this case, the only good news is that transit numbers are required by car owners quite rarely. This will be discussed below.

Are transit numbers required in 2019?

Yes, transit numbers are required. But not every vehicle buyer. As we have already written, the relevance of transit numbers on an ongoing basis remains only for individual entrepreneurs and legal entities professionally engaged in the sale of cars. Ordinary people can apply for such numbers only if they are going abroad.

In order for individuals to travel without transit or permanent registration plates, they must have a document with them that confirms that 10 days have not yet passed from the date of purchase. That is, you need to show the traffic police inspector one of three documents: a deed of gift, a purchase and sale agreement, or a certificate of inheritance.

Who is required to use transit numbers

According to Order of the Ministry of Internal Affairs of Russia No. 339 (06/26/2018), not every person should use transit numbers immediately after purchase. According to this document, only individual entrepreneurs or legal entities that sell vehicles and transport them to the place of sale or modification are required to receive such signs.

Individuals will no longer be simply issued a transit number. They are allowed to drive without registration for 10 days after purchasing the car. This mitigation is due to the fact that it is now possible to register a car anywhere, and not just in the region of residence, as before.

Individuals also sometimes have to obtain transit numbers. This applies to a situation where a person bought a car and needed to transport the car abroad. In this case, you need to immediately go and buy transit numbers, after which you can travel abroad.

What happens if you don't use transit numbers?

If a car of a legal entity or individual entrepreneur is used without state registration plates (temporary or permanent), then traffic police officers have the right to mistake it for an unregistered car. The same applies to individuals who ride without license plates for more than 10 days without taking care of re-registration and registration.

According to Article 12.1 of the Code of Administrative Offenses of the Russian Federation, driving an unregistered car may subject the driver to an administrative fine. Its size varies from 500 to 800 rubles . In general, it’s not very pleasant. Repeated violation threatens with a fine of 5,000 rubles or deprivation of rights for 1-3 months.

Important! You can get a repeat violation in literally an hour: all it takes is for you to be stopped twice by traffic police officers. And they will definitely stop you if they see a car without license plates. Therefore, we do not recommend driving a vehicle without registration, except for the permitted ten-day period.

What documents are required to obtain a transit number?

To obtain temporary registration plates, you must write a corresponding application and provide the following documents:

  1. Receipt for payment of state duty.
  2. Power of attorney from a company or individual entrepreneur (if necessary).
  3. Original and copy of the vehicle passport.
  4. Inspection report.

After this, it is enough to submit a package of documents and an application to the nearest traffic police department. In the process of issuing transit plates, changes will be made to the vehicle passport: it will indicate the very fact of using temporary plates, the date of issue and validity period.

Additional requirements

In addition to transit numbers, you must also issue a transit insurance policy. Compulsory insurance applies even to cars that are not yet registered with the traffic police. Otherwise, you may receive a fine for lack of insurance. This rule also applies to individuals - you cannot drive a car without compulsory motor liability insurance, even if it is temporary.

A temporary policy can be valid from 5 to 20 days. If the car is registered abroad and temporarily imported into the country, then the validity period of the transit MTPL will be equal to the period of its stay in Russia.

When calculating the price of transit insurance, a coefficient of coefficient equal to 0.2 is used. If you do not purchase transit insurance, then traffic police officers may send the car to an impound lot, since it is prohibited to drive a car without insurance.

How long are transit numbers valid for?

In 2021, transit numbers have a strictly defined validity period (clause 33 of the vehicle registration rules):

For a vehicle removed from state registration and exported outside the Russian Federation, a vehicle registration certificate with a mark on deregistration and a state registration plate “TRANSIT” are issued, the validity of which is 30 days. The vehicle passport (if available) is submitted to the registration department.

This period cannot change and is always exactly 30 days .

What are transit license plates

Description of transit license platesTransit numbers are state registration plates that are issued by the traffic police when purchasing a car in another city. Most often they are used to move a car. There are two types of such license plates: paper and iron .

What kind of signs you want to install on your car depends solely on your financial capabilities. After all, the procedure for registering transits is quite expensive and lengthy. In addition, the car owner faces a fine for expired transit plates if you are slow in registering the car in another city.

Currently, transits are issued exclusively to legal entities and individual entrepreneurs.

As for ordinary car owners (individuals), they are no longer issued transit license plates, since by law, after purchasing a car, you can drive without license plates for up to ten days. Therefore, all information presented concerns only individual entrepreneurs and legal entities .

Cost of registration of transit numbers

The transit is attached to the windshield from inside the car and must be clearly visible to traffic police inspectors. Now, according to the new regulations, the license plate cannot be installed on the windshield inside the car, because for this you can be fined or, even worse, deprived of your driver's license.

Currently, transit costs are as follows:

  1. Cost of registration of transit numbers
A transit number made of metal will cost 1 thousand rubles. Issued exclusively for cars.

  2. For tractors or trailers, transit will cost half as much - 500 rubles.
  3. For a simple paper temporary registration plate you will have to pay only 100 rubles.

To secure transits, it is recommended to use standard places designed specifically for placing license plates, so that when checking, the traffic police officer has the opportunity to see and identify this number.

In what cases do you need to obtain transit numbers?

Starting from October 15, 2013, obtaining transit numbers lost its meaning for ordinary car owners, because... It has become possible to register a car at any registration office in the country.

In this regard, the rules for vehicle registration have also changed. Now transit numbers are issued only in two cases:

40. The assignment of a state registration number "TRANSIT" is carried out when deregistering a vehicle exported outside the territory of the Russian Federation for alienation in connection with the transfer of ownership of this vehicle to a foreign individual or legal entity, as well as when drawing up a registration document for the vehicle in in connection with its export outside the territory of the Russian Federation, as well as on the base vehicle or vehicle chassis, transported to final manufacturers or in connection with its export outside the territory of the Russian Federation.

1. Legal entities and individual entrepreneurs for transportation of the base vehicle or chassis to the final manufacturer or for export from the territory of the Russian Federation.

2. For individuals when taking a car abroad for permanent stay.

In 2021, 10 days .

Note. Until April 3, 2011, transit numbers were issued to each car owner when the car was deregistered. In 2021, this scheme does not apply, because... There is no need to deregister the car when selling it.

Transit numbers: what are they and who needs them

Transit numbers are temporary registration plates, which in some cases should be used until the car is registered (and, accordingly, the owner receives a permanent license plate). In appearance, such license plates are not much different from regular (permanent) license plates, except that the background of the field in which the region code is indicated is yellow.

As for the material from which the temporary number is made, metal is most often used. At the same time, there are also plastic options (metal “transit” ones are the most expensive).

Important! “Transit” cards must be installed on a regular license plate. Therefore, the previously common paper temporary signs are now practically not found.

Now let's move on to the main question: if you are an ordinary motorist (individual) and buy a car, will you have to get transit numbers? In most cases, the answer will be negative, since now individuals, when purchasing a car (no matter whether new or used), are given a ten-day period to register the car (during these 10 days you can drive without transit).

When registering, the driver can either re-register in his name those plates that are already on the car (if a used car was purchased), or get new ones.

But, of course, it is too early to say that transit license plates have ceased to exist altogether. At the moment, the following categories of motorists need to obtain temporary license plates:

  • individuals who need to cross the state border (if the car is exported abroad for permanent stay);
  • legal entities and individual entrepreneurs (if a legal entity or individual entrepreneur is engaged in the sale or transportation of cars, and also exports them abroad).

Some car owners are wondering whether problems will arise with traffic police officers if the car does not have any license plates at all? To prevent this from happening, you should definitely take with you supporting documents (for example, a purchase and sale agreement), which can certify that 10 days have not yet passed from the date of purchase.

How to renew transit numbers?

Starting from April 3, 2011, the procedure for renewing transit numbers ceased to exist within the framework of the rule of state registration of vehicles in the registration departments of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, i.e. currently impossible .

Nevertheless, you should not despair even if you did not manage to get to your destination in 30 days. In this case, you can exchange transit numbers.

When and how to obtain transit numbers

Deadlines and methods for obtaining transit numbers
Despite all the innovations and innovations when obtaining transit numbers, they have not changed fundamentally. As for individuals, entrepreneurs and legal entities, they remained virtually unchanged.

The only thing is that it was decided to increase the deadline for obtaining temporary registration marks to 10 days . This innovation will increase the chances of registering a car in another city without obtaining transit license plates.

On the other hand, transits can be established if, when selling a car, its former owner decides to keep the previous license plates, and transit license plates are issued for the car that is being sold.

The service life of a car with such signs is also 10 days for both entrepreneurs and legal entities. Currently, transit license plates are not issued to individuals, and after purchasing a car you can drive without license plates for 10 days.

How much will you have to pay for expired transit numbers?

  • Amount of fines for expired transit numbers
In 2015, legislation established the following amendments for overdue license plates.

  • Now the minimum fine is 500 rubles, and the maximum is 900 rubles.
  • For a repeated offense, the fine will be 5 thousand rubles. In addition, car owners who commit an offense again may be deprived of their license for a period of 2 to 5 months.

You should also take into account that paper transit license plates wear out quite quickly and can tear, so if a car with such license plates is stopped by a traffic police officer, he will be required to issue a fine.

To avoid this, when receiving numbers, place them in a file or laminate them. This will allow you to protect them from various negative factors, and, of course, a fine.

There are several ways to solve the problem of how to obtain transit signs. One of them is contacting the traffic police service, where the owner will be provided with new license plates, but the cost of this service will exceed the cost of the initial registration of transit plates. On average, such a service will cost you from 2,500 to 3 thousand rubles .

There is another way, but if you decide to use it, you must understand that it is not entirely legal. In addition, its cost is much lower and the manufacturing procedure will take less time. There are companies that provide renewed license plates. You can get them from them for an average of 1,700–2 thousand rubles .

How much will you spend on obtaining transit numbers?

As mentioned above, registration of such license plates is very expensive. Only recently, issuing transit license plates cost about 1,000 rubles for a passenger car and 450-500 rubles for vehicles such as a truck, tractor, etc. At the moment, issuing short-term license plates has become more expensive, namely 1,600 rubles for cars and 800 rubles for trucks and special equipment . Even a traffic police officer cannot explain such a sharp increase in prices. The license plate itself should not be mounted on the inside of the windshield, as this may result in a fine or loss of license. It is better to use standard places to place numbers, so that in the event of an inspection, a traffic police officer can see and identify this number.

How much will you pay if you overstay your transit numbers?

In 2015, new fines for expired license plates were established by law. From now on, the minimum fine is 500 rubles, and the maximum is 900 . Moreover, if the violation of late signs is committed by the car owner again, the fine will be 5,000 rubles .

In addition, drivers who have committed an offense again will face deprivation of their license from 2 to 5 months. It is worth noting that paper transit numbers quickly wear out and tear, so if an inspector stops a car with such numbers, he will certainly issue a fine to the owner of the car.

That is why, when receiving license plates, it is recommended to place them in a file or laminate them, this will protect them from various factors that affect the condition of license plates.
