According to the order of the Ministry of Health and Social Development of the Russian Federation of 2010, the composition of the medical first aid kit is maximally adapted to solve various situations on the road concerning the health of the driver and passengers.

The 2021 requirements for a car first aid kit concern not only its presence in the car, but also its configuration. These requirements are addressed to the car owner, who must take care of this and ensure that the list of medications is available and updated. If these requirements are not met, the car owner is liable in the form of penalties. The fine for not having a first aid kit in the car in 2021 is applied in accordance with the provisions of Part 1 of Article 12.5 of the Code of Administrative Offences. The requirements for a first aid kit also apply to its equipment. For not having a first aid kit, the driver is first warned and then fined 500 rubles. And this despite the fact that the average price of a first aid kit for a car is in the range of 250-300 rubles. It is more profitable to buy the required assistance kit than to pay fines for its absence.

The car owner must also monitor the expiration date of medications, periodically checking and updating the necessary medications. It is important to understand that the shelf life of a first aid kit may be longer than that of the specific drugs included in its composition.

In accordance with the Resolution of the Cabinet of Ministers of the Russian Federation “On Road Traffic Rules”, the operation of vehicles without a first aid kit and a list of medicines is prohibited. In addition, the order of the Ministry of Health also approved a list of medicines for such first aid kits.

Responsibility for the absence of a first aid kit or inconsistency of its contents is provided for by the Code of the Russian Federation on Administrative Offenses and entails a warning.

By order of the management of the State Automobile Inspectorate of the Ministry of Internal Affairs of the Russian Federation, during regular technical inspections of vehicles and during inspections of vehicles that enter the territory of the Russian Federation from abroad, inspectors are instructed to pay attention to the presence of first aid kits and the expiration date of medications that are included in their composition.

Thus, the issue of standardization of the first aid kit requires resolution by excluding drugs from its composition and adapting the content to EU requirements, as well as eliminating the legal conflict regarding the presence of two regulatory documents regarding the composition of the first aid kit.
