A vehicle registration certificate (VRC) is issued to the owner after the vehicle is registered with the traffic police. It must be kept by the driver along with other documents that must be presented at the request of the inspector. Stages of work to restore lost documentation

  • during the inspection of the vehicle, signs of counterfeiting or concealment of license plates on any units were revealed, or license plates were damaged by corrosion or as a result of natural wear and tear, and were also unreadable after repair work;
  • any prohibitions have been imposed on registration actions (for example, for non-payment of taxes, alimony or during divorce proceedings);
  • failure to pay (stamp for payment) the recycling fee;
  • provision of an incomplete package of documents;
  • death (cessation of activity) of the owner.

Restoration work regarding the registration certificate

If the registration certificate is stolen or lost, it is necessary to restore not only this document, but also the insurance policy, as well as a certificate of technical inspection. You can begin to restore all lost documents at once or separately.

What is needed for registration

  • marriage registration certificate or other document confirming the change of surname, name or patronymic of the owner;
  • damaged STS (if the reason for restoration is damage or natural wear and tear of the document);
  • PTS with amendments, certificates for numbered units, safety certificates, and so on when receiving a new STS after changing the design of a vehicle.

All specified documents are attached to the application, which is filled out online or on a form received at the registration office of the State Traffic Inspectorate.

The application must indicate (the form of the document is established in Appendix 1 to Order of the Ministry of Internal Affairs No. 605):

  • name of the traffic police department;
  • Full name of the applicant;
  • the action to be performed (make changes for such and such a reason);
  • make, model and year of manufacture of the car;
  • vehicle registration number and VIN number;
  • information about the owner of the vehicle (full name or name of organization, residential/registration address, details of the vehicle owner’s identification document/company tax identification number);
  • information about the representative of the car owner (the section is completed if the application is submitted by a representative of the owner, acting on the basis of a written power of attorney);
  • detailed information about the vehicle in respect of which the registration is being carried out (make, model, year of manufacture, VIN number, color, category, chassis and body numbers, power, weight, etc.). the section is filled out in accordance with the data specified in the PTS;
  • list of changes made to the design of vehicles (filled out only if there are changes and a duplicate of the STS has been received in connection with changes to the PTS);
  • data from the inspection carried out and the decision made on the application (sections are filled out by employees of the State Traffic Inspectorate after carrying out the appropriate actions);
  • list of documents provided by the applicant as attachments (filled in by the applicant in accordance with the list specified earlier);
  • issued to the applicant (the section is filled in by traffic police officers after issuing a duplicate registration certificate).

All registration actions, including restoration (making changes) to the vehicle registration certificate, are carried out after full payment of the cost of the service provided.

The price is influenced by such factors as the range of services provided, which may include:

  • making changes to the PTS;
  • car re-registration;

There are cases when owners are refused to issue a new STS to replace the lost one. How to calculate? These situations are regulated by Order of the Ministry of Internal Affairs No. 1001, issued on November 24, 2008:

  2. The documents collected by the owner contain incorrect information about the vehicle. which differ in those that are entered into the traffic police database.
  3. If the car does not meet safety requirements.
  4. If the inspector discovers that the documents you provided to him are fake.

If the inspector refuses to accept your documents and issue a new STS, without explaining the reasons, and you are confident in the correctness and originality of the documents, you must require him or his management to write a written refusal. Based on it, you can draw up a complaint against the head of the MREO, attach to it the papers that were provided to the inspector for issuing a new STS, and go to court with these documents.

When the theft did not occur within one’s own city

Sometimes troubles happen in another locality, which often leaves drivers in shock and depressed. First of all, the driver must contact the State Traffic Inspectorate office to restore his license. He will be able to restore the remaining documents only at the place where the registration took place.

But for foreigners with temporary registration, things are much more complicated. To restore their driver’s license, they need to contact the State Traffic Inspectorate, where the temporary registration of documents was carried out. They simply won’t be able to use any traffic police department. Therefore, foreigners need to pay increased attention to the safety of documents. If they are lost, you will have to work hard to restore or obtain duplicates.

IMPORTANT !!! Unlike foreigners, citizens of the Russian Federation can obtain driving licenses for a certain period of time at any branch of the State Traffic Inspectorate. Restoring a car registration certificate
