A vehicle registration certificate (VRC) is issued to the owner after the vehicle is registered with the traffic police. It must be kept by the driver along with other documents that must be presented at the request of the inspector. Stages of work to restore lost documentation

When only car documents and licenses are stolen, they can be restored at the State Traffic Inspectorate, but this solution will not be effective if other documentation is stolen. This cannot be done without contacting law enforcement agencies. Experienced drivers recommend in this case not to mention theft of a license in your application. The State Traffic Inspectorate may offer to issue a temporary document or issue a new one. Each of the options is attractive in its own way, but also has significant disadvantages. For example, temporary documents do not have photographs, so the driver will need to present a passport along with them. The period of validity of such rights is limited to only a couple of months.
If the license is not issued by this time, an extension of the period of validity of the temporary certificate will be required. If your passport is stolen, this option will not be the most successful. Temporary rights without such a document will have no meaning. If it is mentioned that the documents were stolen and not lost, the driver will have to wait for the investigation to proceed every 2 months to renew the documents.
When restoring this documentation, it is imperative to find out which option will be implemented, because the state duty in each case is significantly different. If a driver needs to pay 800 rubles for a temporary license, but issuing a new license will cost him 2 thousand rubles. There is no need to present a medical certificate in case of loss of rights. In what cases is this needed?

To obtain a certificate, you must ensure that you have the following documentation:
- statement,
- identification,
- state duty for a temporary license,
- state fee for a new certificate.
ATTENTION !!! An important aspect when issuing a duplicate is the absence of overdue payments for collections. If there are debts due to fines, the issuance of documents will be delayed until they are repaid. When a driver contacts law enforcement authorities regarding the theft of documents, the issuance of a new license is possible only after the case is closed.

Is the issuance of a duplicate STS a registration action?
Registration actions include (Order of the Ministry of Internal Affairs No. 605):
- registration and deregistration of motor vehicles;
- making changes to registration documents;
- refusal to register, deregister or change data in registration documents.
Thus, obtaining a duplicate of a vehicle registration certificate is a kind of registration action and is not performed if (Order of the Ministry of Internal Affairs No. 1001):
- the documents provided by the owner of the vehicle do not correspond to the established standards or contain inaccurate information;
- vehicles do not comply with the design ensuring traffic safety, or changes made to the design are not confirmed by safety certificates;
- during the inspection of the vehicle, signs of counterfeiting or concealment of license plates on any units were revealed, or license plates were damaged by corrosion or as a result of natural wear and tear, and were also unreadable after repair work;
- any prohibitions have been imposed on registration actions (for example, for non-payment of taxes, alimony or during divorce proceedings);
- failure to pay (stamp for payment) the recycling fee;
- provision of an incomplete package of documents;
- death (cessation of activity) of the owner.
Restoration work regarding the registration certificate
If the registration certificate is stolen or lost, it is necessary to restore not only this document, but also the insurance policy, as well as a certificate of technical inspection. You can begin to restore all lost documents at once or separately.
To carry out the restoration process regarding the registration certificate, you will need to visit the State Traffic Inspectorate with a package of documents:
- an appeal in the appropriate form,
- an explanation mentioning all the nuances of this incident,
- official documents identifying the owner,
- a document confirming the passage of technical inspection, if you have it on hand,
- certificate of payment of state duty.
When obtaining a document is required as quickly as possible, it is not recommended to mention theft. If the car is used for a long time by one owner, it is necessary to drive the car to the site, where an inspector will inspect the vehicle and issue an appropriate document about this. After presenting a complete package of documents, the owner of the car will receive a duplicate of the registration certificate. After this, the car owner will have to start applying for an insurance policy and obtaining confirmation of passing the technical inspection.
Is it possible to drive without STS?
Driving a vehicle without the required documents is an illegal act. The following are required to be presented upon request of the inspector:
- driver's license;
- certificate of state registration of the vehicle (STS);
- MTPL insurance policy.
Accordingly, in the absence of an STS, the inspector has the right to punish the driver with a fine of 500 rubles , as well as confiscate the car and place it in a impound lot.
How to restore a passed technical inspection
The owner of the car can visit the service station where the inspection was previously carried out. At the same time, he will be able to provide a duplicate of the technical inspection on a free or paid basis. When applying to another inspection station, he will have to go through the procedure according to the rules. To obtain this document, you must pay a fee equal to 500 rubles. It is better to report the loss of documents to the driver rather than their theft. After all, while the investigation continues, the owner will not be able to obtain a duplicate. - prepare a package of documents appropriate to the situation;
- pay the state fee in the prescribed amount;
- contact the traffic police in person or online.
What is needed for registration
The main package of documents required to restore the registration certificate includes:
- civil passport of the owner of movable property. If the owner of the vehicle is an individual, then actions to restore the document are carried out under a power of attorney issued by the head of the company;
- PTS;
- a valid MTPL policy (all registration actions, including restoration of registration documents, are carried out exclusively if you have a compulsory motor insurance policy).
Additional documents, depending on the reason for document restoration, are:
- explanatory note (if a duplicate is obtained to replace a lost document);
- resolution to close (suspension) the criminal case (in case of theft of a document);
- marriage registration certificate or other document confirming the change of surname, name or patronymic of the owner;
- damaged STS (if the reason for restoration is damage or natural wear and tear of the document);
- PTS with amendments, certificates for numbered units, safety certificates, and so on when receiving a new STS after changing the design of a vehicle.
All specified documents are attached to the application, which is filled out online or on a form received at the registration office of the State Traffic Inspectorate.
The application must indicate (the form of the document is established in Appendix 1 to Order of the Ministry of Internal Affairs No. 605):
- name of the traffic police department;
- Full name of the applicant;
- the action to be performed (make changes for such and such a reason);
- make, model and year of manufacture of the car;
- vehicle registration number and VIN number;
- information about the owner of the vehicle (full name or name of organization, residential/registration address, details of the vehicle owner’s identification document/company tax identification number);
- information about the representative of the car owner (the section is completed if the application is submitted by a representative of the owner, acting on the basis of a written power of attorney);
- detailed information about the vehicle in respect of which the registration is being carried out (make, model, year of manufacture, VIN number, color, category, chassis and body numbers, power, weight, etc.). the section is filled out in accordance with the data specified in the PTS;
- list of changes made to the design of vehicles (filled out only if there are changes and a duplicate of the STS has been received in connection with changes to the PTS);
- data from the inspection carried out and the decision made on the application (sections are filled out by employees of the State Traffic Inspectorate after carrying out the appropriate actions);
- list of documents provided by the applicant as attachments (filled in by the applicant in accordance with the list specified earlier);
- issued to the applicant (the section is filled in by traffic police officers after issuing a duplicate registration certificate).
Price
All registration actions, including restoration (making changes) to the vehicle registration certificate, are carried out after full payment of the cost of the service provided.
The price is influenced by such factors as the range of services provided, which may include:
- making changes to the PTS;
- car re-registration;
- replacing license plates;
- temporary registration;
- issuance of transit numbers.

The amount of the state duty is established by Article 333.33 of the Tax Code of the Russian Federation and in 2021 is:

Payment of the state fee is made:
- at any bank or ATM;
- through any payment systems;
- online using funds from a bank card or electronic wallet (on the State Services website, in the bank’s personal account, and so on).
Depending on the organization through which the funds are transferred, the amount of the additional commission is established.
You can pay the state fee without commission through large banks, such as Sberbank of Russia or VTB.
Confirmation of payment is a check on which the amount of the duty and the date of payment are indicated, as well as the details of the company that transferred the funds to the recipient.
Reinstatement of the insurance policy
If the policy is stolen, a visit to the branch of the insurance company representing the interests of the car owner is required. You must have a restored registration certificate with you. Even if the car owner has nothing left in his hands other than a passport, a representative of the insurance company will be able to find all the required information in the database. If you take out an insurance policy from a reputable company, the car owner will not be charged a fee for obtaining a duplicate, but each case has its own nuances, so you shouldn’t count on it.
The period of use of the policy will remain unchanged. It will correspond to what was indicated in the original. When an insurance policy is received before a duplicate is issued, the document number can be entered later. But at the same time, this operation cannot be done alone. To add a license plate, you will need to contact the insurance company branch again.
When re-executing such a document, you must provide the following documentation:
- passport,
- technical inspection,
- registration certificate,
- driver's license.
Refusal to restore
There are cases when owners are refused to issue a new STS to replace the lost one. How to calculate? These situations are regulated by Order of the Ministry of Internal Affairs No. 1001, issued on November 24, 2008:
- If there is a ban on registering this vehicle.
- The documents collected by the owner contain incorrect information about the vehicle. which differ in those that are entered into the traffic police database.
- If the car does not meet safety requirements.
- If the inspector discovers that the documents you provided to him are fake.
If the inspector refuses to accept your documents and issue a new STS, without explaining the reasons, and you are confident in the correctness and originality of the documents, you must require him or his management to write a written refusal. Based on it, you can draw up a complaint against the head of the MREO, attach to it the papers that were provided to the inspector for issuing a new STS, and go to court with these documents.
When the theft did not occur within one’s own city
Sometimes troubles happen in another locality, which often leaves drivers in shock and depressed. First of all, the driver must contact the State Traffic Inspectorate office to restore his license. He will be able to restore the remaining documents only at the place where the registration took place.
But for foreigners with temporary registration, things are much more complicated. To restore their driver’s license, they need to contact the State Traffic Inspectorate, where the temporary registration of documents was carried out. They simply won’t be able to use any traffic police department. Therefore, foreigners need to pay increased attention to the safety of documents. If they are lost, you will have to work hard to restore or obtain duplicates.
IMPORTANT !!! Unlike foreigners, citizens of the Russian Federation can obtain driving licenses for a certain period of time at any branch of the State Traffic Inspectorate. You will have to apply for a permanent duplicate instead of lost documents at your place of registration. An important aspect is the fines that the driver may have accumulated. Without repaying them, he will not be able to receive even a temporary certificate.
Restoring a vehicle's registration certificate in another city is almost impossible. According to the law, he can use such a service, but in fact, the issuance of a duplicate is possible only at the place of registration.
In this case, the driver has several options for restoring documents. In the first case, he will have to transport the car by tow truck to his city, which is very costly financially. Not every driver can afford such material losses.
The second option will be much preferable. You can leave your car in a guarded parking lot, return to the city where registration was made, restore all the required documents, and only after that return to pick up your car.
What to do if you lose your PTS
Each of us can lose an important document. Unfortunately, no one is immune from this. The main thing in this situation is not to panic and react to the current circumstances in a timely manner.
The first thing you need to do if you lose your title is to contact the MREO department where the car was registered. This action will protect the car owner from fraudulent activities by criminals. The fact is that if a passport falls into the wrong hands, it can be used for other purposes. It is not uncommon for stolen car documents to be used for counterfeit import of spare parts.
It is better to come to the traffic police department in a car whose title has been lost. This need is due to the fact that department employees can initiate the procedure for reconciling license plates on the spot.
At the MREO office, the car owner will need to write a statement in the established form, which indicates the STS data and information about the owner of the car. In addition, the owner must write an explanatory note in which he describes in detail the circumstances of the loss of the document. When replacing the PTS, the STS also changes.
A car passport does not belong to the category of documents that must always be carried with you. This document is needed only during legal actions in relation to the car.
After the car and the driver’s documents are checked, the owner of the vehicle is issued a duplicate passport, which has full legal force. In most cases, it is possible to restore the title to a car if it is lost in 1-7 days. However, if traffic police officers need to conduct a more thorough check of documents, the process may take 30 days.
Until a duplicate passport is issued, traffic police officers issue a resolution declaring the lost document invalid. This means that after the owner of the vehicle submits an application to the appropriate authority, he does not need to fear fraudulent activities.
Important: if the original passport of the vehicle is found after contacting the traffic police department, it can no longer be used - this document is invalid.

STS replacement. Methods for obtaining a duplicate STS
After losing the vehicle certificate, the owner will need to contact the local traffic police office to obtain a duplicate vehicle registration certificate. Thanks to the adoption of the new regulations, obtaining a duplicate now takes a minimum of time. The owner can receive a duplicate STS within one day if he does not have any problems with documents and cars.
There are several ways to restore a car certificate:
- The first way is to register on the State Services website and fill out a special application with a request to replace the certificate for a vehicle. Through this portal, the car owner can make an appointment with a traffic police inspector at any time convenient for him. After entering all the necessary data, the car owner will receive information about whether his request was accepted or the provision of services was denied. At the appointed time at the traffic police, the owner of the car hands over all documents to the inspector. Within an hour after this, the car owner is given a new certificate for his vehicle. The state fee for issuing a certificate must be paid before contacting the traffic police department. It is best to do this at any branch of Sberbank, since the employees of this banking organization have all the necessary details.
- The second way is to immediately contact the traffic police, located at the place where the car is registered. Here you must submit the entire package of documents to the registration window, including payment of the state fee. The certificate will be ready within an hour.
The difference between the two methods of obtaining a certificate is only in the waiting time. If, when registering through government services, the owner is assigned a specific time, and he does not wait for an appointment for more than fifteen minutes, then when submitting documents in the general queue, such a wait can last for several hours.
When drawing up an application, you should not write that the reason for the loss of the certificate is its theft. Then the traffic police officers will require you to submit a certificate from the police confirming that a criminal case was opened regarding this circumstance and that at the time of submitting the documents it was closed. The consideration of the case can take several months, and driving without a certificate is not allowed. Therefore, it is inappropriate to indicate such a basis in the application. It is best to indicate that the certificate was lost under unclear circumstances.
How to protect yourself from document theft?
The theft of a wallet with documents is a very common occurrence. Often, drivers simply have nothing to resist pickpockets and burglars. Therefore, ensuring 100% security is almost impossible. When leaving documents in the car, you need to make sure that there is an alarm system and that the locks are protected. This measure will to some extent reduce the “attractiveness” of the car to criminals, but some desperate thieves may neglect even such protective measures.

Restoring your license, registration certificate, maintenance and insurance policy will require quite a lot of time and effort.
When your license and registration certificate are lost or stolen by criminals, do not despair. All documents can be restored. This procedure is not very fast, but it is still easy to perform. Restoring a car registration certificate
So, when you contact the district traffic police, the employee should offer to write a statement. In it you write down the reason for the loss of the document (theft or loss), indicate the car details (number, car make, etc.). The application is submitted to the traffic police officer.
- registration data is changed along with the information that is indicated in the registration documents issued by the traffic police, or if these registration documents need to be changed;
- when changing registration data, court decisions on donation transactions, purchase and sale transactions and other transactions requiring corrections in documents are taken into account;
- registration data may be changed at the request of the new owner, who has previously received ownership of the relevant vehicle;
- the technical inspection procedure is optional if the legal entity has changed the address of its organization;
- In accordance with tax laws, new car owners have the right to keep the license plates of the previous owner. If it is necessary to change the number, the owner who has received ownership of the car must submit an application to the State Traffic Safety Inspectorate;
- registration plates are replaced without inspecting the car if they are changed after the statute of limitations has expired or if they do not comply with the rights established by law;
- license plates saved by the new owner are issued to him either for a new vehicle or for the one for which they were previously registered;
- The vehicle registration certificate must indicate all changes in the design of the vehicle. Alteration of a vehicle should be carried out only after it has been assessed by representatives of the traffic police, conducting a technical examination and making appropriate notes in the vehicle documents;
- if the vehicle needs to be re-equipped to provide normal driving conditions for drivers who have a degree of disability due to impairment of the musculoskeletal system, then a technical inspection of the vehicle is not carried out;
- When changing the color of the vehicle, the owner must submit an application to the traffic police, whose representatives will indicate this change in the certificate.
