Innovations in traffic rules always come into force from the New Year, that is, from January. The year 2021 was no exception. Then you will have to fork out in full. The changes are designed to increase the number of debts repaid on time. Don’t forget that you don’t have to rush to pay the fine right away. It comes into force within three days. If you pay right away, the amount may be full. Therefore, it is better to wait for the protocol to come into force.

The changes that came into force on January 1, 2021 do not apply to many serious and gross violations of the rules. The list of motorists who will not receive a discount includes those who committed a traffic accident in which there were victims. If a fine is imposed, such violators will pay the amount in full. Repeatedly exceeding the speed limit by more than 40 km/h will also result in a full fork. Those who ignored the red traffic light will not receive a discount either. Reckless drivers driving in oncoming traffic or a one-way lane in the opposite direction will also pay 100% of the fine. Those driving a car that is not registered will also not receive a discount on payment for the violation.

These changes made to traffic rules have already begun to encourage violators to pay their fines as quickly as possible. If in doubt, you should contact the traffic police department. Another important point is the receipt. There is no need to throw away the payment. It is better to keep proof of payment for several years. Databases are updated periodically, and therefore information may get lost.

Car owners can expect innovations in the Road Traffic Rules

The main innovations are the translation of vehicle passports and compulsory motor liability insurance policies into electronic format.

From July 1, a number of innovations in the Road Traffic Rules come into force in our country, which can significantly change the lives of motorists.

Firstly, a gradual transition to electronic vehicle passports will begin. This process will affect, by the way, not only Russia, but also five other countries of the Eurasian Economic Union. Now all data about the car and its history will be stored electronically in the traffic police databases.

The EPTS system, which is part of the state corporation "Rostechnologies", has been approved as the single administrator of the EPTS system. Passports will be issued when making purchase and sale transactions or at the request of the citizens themselves.

The authorities explain this initiative, first of all, with concern for protecting consumer rights. When buying a car in person, the client will be able to easily find out all the information about both the car and its owner, which leaves virtually no maneuvers for fraudsters.

Also, the electronic PTS will contain complete information about completed repairs, maintenance and other information. In addition, if the car is collateralized by the bank, this will also be reflected in the database.

The new mechanism will help avoid a criminal scheme when such a car is confiscated, and the new car owner is left without money and a vehicle. Finally, the innovation will relieve the owner of the need to store the vehicle title at home.

However, paper passports will still remain in circulation. Authorized departments of the countries of the Eurasian Union will be able, along with issuing electronic passports, to continue processing documents according to the old model.

The complete transition to electronic PTS will take place in exactly one year. This is due, first of all, to the fact that some member countries of the Union were not ready for this reform and do not have the necessary regulatory framework, AutoNews.ru reports.

Secondly, there will be a number of changes in the compulsory motor liability insurance system. In particular, the validity period of the procedure for mandatory pre-trial claims under OSAGO will be extended until January 1, 2021. This procedure is necessary to reduce the number of lawsuits and reduce the abuse of rights by car fraudsters.

Currently, a car owner who does not agree with the amount of payment under compulsory motor liability insurance must contact the insurer directly before going to court. The company must also accept claims regarding the quality of repairs. The law allows ten days to resolve a conflict situation. When? if a compromise is not found, the car owner can safely file a lawsuit.

This norm has been in force in the Russian Federation since 2014, but now its validity period has come to an end. The deputies planned that in the future the financial ombudsman would deal with such controversial situations. It will be his task to consider and resolve insurance conflicts. However, the people's representatives did not have time to pass the corresponding bill and were forced to extend the existing rules.

Thirdly, the improvement of electronic MTPL policies will continue. Despite the fact that such a service has existed since mid-2015, most car owners still prefer the paper version. This situation should be corrected by several innovations that will simplify the procedure for issuing electronic policies.

Thus, from July 1, the Russian Union of Auto Insurers plans to launch an updated system for the guaranteed conclusion of electronic contracts. The new mechanism will automatically redirect the client to the website of this organization if, for technical reasons, he is unable to issue an MTPL policy on the insurance company’s page.

After this, in a closed section of the site, a new insurer will be identified by PTS number, with whom the client will be offered to conclude an agreement. For the convenience of the car owner, he will not need to fill out the application again. All information left in the contract will be forwarded. Thus, RSA will have full control over this redistribution of contracts.

Later, the official websites of insurance companies and the Russian Union of Auto Insurers will be connected to the government services portal. After this, car owners will be able to issue an electronic MTPL policy without providing scans of their documents. This is expected to happen before the end of this year.

The second important change concerned compulsory insurance. The innovations have already come into force. Also from January. Now a fake policy, purchased only to show it to a State Traffic Inspectorate employee, will not save you. And you no longer need to carry this document with you. — If two mistakes are made in one block, then this is also a retake. If the candidate made two mistakes, but in different blocks, then he is given ten minutes extra and two questions on one of these two sections,” explained Alexander Kolosov, deputy head of the supervision department of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs for the Oryol region.

The on-site test for motorists now means completing five exercises. Three remained from the old rules - stopping and starting on an incline, “entering a box”, parallel parking. And two more new leads – “snake” and “90 degree turns”. The new snake has not changed much, but the “90 degree turn” exercise is completely new. The driver must make a left turn and a right turn. At the same time, the space for maneuver is limited. This is what caused some outrage among motorists and driving school leaders.

This “90-degree turns” exercise is quite complex,” explained Vladimir Sushchenko, head of the regional methodological “Driver Center” of the road technical school. — A snake was enough, but in principle this exercise will help you feel the dimensions of the car, but in itself it is difficult, it is quite difficult to turn, especially for girls.

According to driving teachers, from September 1, the exam process will become noticeably more complicated. There are exercises that will delay trips around the city. The regional traffic police say this was done deliberately. Drivers need to be trained conscientiously, thereby weeding out those who are unprepared at the racetrack stage. Especially for this purpose, 4 cameras were installed in the training vehicle. They not only record the road in front and behind the car, but are also aimed at the pedals.

Moreover, the department noted, such innovations will educate not only potential drivers, but also those taking the exam. Regulations for monitoring drivers with up to three years of experience are being developed. If they become the culprits of an accident, an individual check will be carried out in each case. The person who trained the driver at the training stage and the person who took the exam will be identified. Thus, it is planned to reduce the number of accidents and improve driving culture.

The debtor will not be allowed to drive!

On January 15, 2021, other new rules came into effect. They enable the federal bailiff service to impose a temporary restriction on the right of debtors to drive a vehicle. Those who have not paid taxes, fines, fees or alimony for a total amount of 10 thousand rubles or more may temporarily lose the opportunity to travel by car.

Learn and pass in a new way

The head of the Ministry of Internal Affairs, Vladimir Kolokoltsev, signed an order approving the new administrative regulations for passing exams in the traffic police back in 2015. There will be several innovations in 2021. Now, when passing the theory after training at a driving school, after each mistake you will need to answer five more questions on the topic where it was made. Today, to pass successfully, you need to answer 18 out of 20 questions without errors.

The practical test, i.e. driving, will also change. Today at the site the cadets take three exercises. After the innovation comes into force, they will have to complete as many as five exercises for assessment. In addition, new tasks will appear, including:

  • stopping for safe boarding or disembarking of passengers;
  • reversing parking and leaving a parking space.

This applies to those who want to get category B. For those who want to get category A, new rules will also be introduced. For example, “high-speed maneuvering”. So, a motorcyclist will have to drive around five cones in an eighty-meter section in twenty-five seconds.

The point system for taking the exam on city roads will also become stricter in 2021. So, depending on where the cadet made a mistake, he will be given one, three and five points. For not wearing a seat belt, you can immediately receive three points. If a cadet stalls while trying to move away, he will be given one point. Five penalty points will indicate a failure to pass the driving test. Such rules will make it possible to produce drivers with a higher level of training.


The changes also affected the process of passing the driving test.

The appearance of driver's licenses will also change. Special marks will appear on them, indicating that the driver has restrictions on driving. Innovations have so far been outlined only on paper. This document should have come into force a long time ago, but for now both State Traffic Inspectorate employees and representatives of driving schools are waiting for this to happen. In any case, this will happen before the end of 2021.
