The new rules for vehicle registration, which came into force in 2018, do not cancel the paper PTS.

Why do you need to register a car with the State Traffic Inspectorate?

The rules for registering a car are the same for everyone. A vehicle that is not registered threatens the new owner with a fine and confiscation of the driver’s license for up to 3 months.   • a bailiff ban has been imposed;
  • vehicle unit numbers do not correspond to those in the PTS;
  • false documents were submitted;
  • car stolen;
  • the vehicle design is unsafe;
  • registration numbers were found to be fake.

Sometimes failure occurs due to delays. The entire registration process from the date of application to the issuance of the certificate should take no more than 3 days. If any requests needed to be made and the owner did not meet the deadline, registration will not be completed.

What else do the new 2021 motor vehicle registration rules contain?

The new order contains other innovations that are worth knowing about:

  • Now, when registering a car, you can present not only a passport, but also a temporary identity card,
  • in the case when the owner of the vehicle dies and several people claim his inheritance, the heirs can come to an agreement themselves. in whose name the car or motorcycle will be re-registered; however, the consent of the heirs must be notarized,
  • Vehicle registration is no longer cancelled, even if bailiffs impose a ban on registration actions.

Order of the Ministry of Internal Affairs of Russia dated June 26, 2018 N 399 approved:

  • Rules for state registration of motor vehicles and trailers;
  • sample form of vehicle registration certificate.

The rules establish the procedure for registering with the State Traffic Safety Inspectorate motor vehicles with an internal combustion engine displacement of more than 50 cubic cm or a maximum electric motor power of more than 4 kW, as well as a maximum design speed of more than 50 km/h and trailers for them, intended for driving on public roads. , as well as vehicles registered in other states and temporarily imported into the territory of the Russian Federation for a period of more than 6 months.

Registration of a vehicle is carried out by divisions of the State Traffic Inspectorate for an individual or legal entity, an individual entrepreneur who owns a vehicle by right of ownership, as well as for a person who owns, uses or disposes of a vehicle on behalf of the owner legally.

A list of grounds is provided in the presence of which vehicles are not subject to registration with the State Traffic Inspectorate. In particular, when signs of concealment, falsification, alteration, or destruction of vehicle identification numbers, numbers of components and assemblies are detected; prohibitions and (or) restrictions on registration actions have been imposed on the vehicle; There are no marks on the payment of the recycling fee, etc., in the vehicle passport.

The procedure for registering a vehicle with an electronic title has been determined. It has been established that registration actions are carried out on the basis of a valid PTS or electronic PTS having the status “valid”. The PTS, which was replaced by an electronic passport, is considered invalid from the date of registration of the electronic passport.

For vehicles that do not have electronic passports, PTS are issued to replace those that are lost, unsuitable for use, or do not correspond to the established standard. If there are no records in the PTS about the owners, names and details of documents confirming ownership, these lines are filled in during registration actions.

The owner of the vehicle is obliged to register the vehicle or make changes to the registration data of the vehicle within 10 days after the acquisition, release of the vehicle into circulation or the occurrence of other circumstances requiring changes to the registration data.

The Rules stipulate the procedure for registering a car owned by two or more owners: registration is carried out for one of them with the written consent of the remaining owners, submitted by them to the registration department of the State Traffic Inspectorate during the registration action.

“TRANSIT” registration plates are issued for 30 days (previously the period was 20 days).

  • legal and organizational basis, goals of state registration of vehicles;
  • rights and obligations of participants in relations arising in connection with the state registration of vehicles.
