How are duplicates different from originals?

The duplicate PTS has virtually no differences from the original. Even though it says “Duplicate” right on the first page, it completely replaces the original. Moreover, upon receipt of a duplicate, the original loses its legal force. As for the external differences, they are minimal, but easily noticeable. In addition to the direct inscription on the front side, the “special marks” indicate the reason for replacing the vehicle title. Another important difference is the new car ownership count. A duplicate passport will not show the entire sales history of the car, but you can find it out by contacting the traffic police department with it.

What documents are needed to obtain a new PTS?

Officially, the package of documents for obtaining a duplicate PTS is quite small:

  • owner's passport;
  • application for a duplicate;
  • receipt of payment of duty.

However, in practice, traffic police officers may also require some other documents, for example, an explanatory note addressed to the head of the State Traffic Safety Inspectorate (indicating the reason for receiving a duplicate), compulsory motor liability insurance, STS, DKP or another document confirming ownership of the car. The more complete the package of documents, the less chance of getting a refusal.

Required documents

Taking into account the reasons that became the basis for obtaining a duplicate, citizens must collect a certain set of forms and forms.

The main list includes:

  1. the applicant's general passport to establish the identity of the applicant;
  2. power of attorney, if the interests of the owner are represented by a trusted person;
  3. STS confirming registration with the State Traffic Safety Inspectorate (the certificate is issued by inspectors when registering a vehicle, it must be presented in case of an inspection when stopping the car);
  4. documents confirming the emergence of ownership rights (purchase and sale agreement, gift or inheritance agreement);
  5. a copy of a previously received title (usually prudent owners have them);
  6. OSAGO insurance policy (you need to take care of obtaining it in advance, since failure to obtain it will result in a fine);
  7. receipt of payment of the state fee for issuing a new form;
  8. an explanatory note from a citizen addressed to the head of the inspection (you should briefly write the reason for the appeal).

You need to collect the required list of documents in advance, after which you can apply to a government agency to receive a government service. If any form is missing, this is grounds for refusing to issue a duplicate.

In addition, you must fill out an application in the approved form. Corrections and cross-outs are not allowed; only reliable information is entered based on the data of the citizen’s passport, as well as STS.

How much does it cost to re-issue a title?

There is no penalty for the loss of a PTS, as, for example, for the loss of a civil passport. However, you will still have to pay when re-registering. To obtain a duplicate PTS you need to pay a fee of 800 rubles. (560 rubles when registering through State Services and paying via the Internet). Also, when replacing the PTS, you will have to reissue the vehicle registration certificate: you will also have to pay for this - 500 rubles. (350 rubles when registering through State Services and paying via the Internet). In total, the state will have to pay from 910 to 1,300 rubles for re-registration.

How to get a duplicate PTS?


The procedure for obtaining a duplicate PTS is regulated by:

  • Order of the Ministry of Internal Affairs of Russia dated 08/07/2013 N 605 (as amended on 09/06/2017) “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for the registration of motor vehicles and trailers for them” (registered with the Ministry of Justice of Russia on 09/27/2013 N 30048 ).
  • Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 N 1001 (as amended on March 20, 2017) “On the procedure for registering vehicles” together with the “Rules for registration of motor vehicles and trailers for them in the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation”, “Administrative regulations of the Ministry of Internal Affairs of the Russian Federation for the execution of the state function of registering motor vehicles and trailers for them" (registered with the Ministry of Justice of Russia on December 30, 2008 N 13051).
  • Order of the Ministry of Internal Affairs of Russia N 496, Ministry of Industry and Energy of Russia N 192, Ministry of Economic Development of Russia N 134 dated June 23, 2005 (as amended on March 10, 2017) “On approval of the Regulations on vehicle passports and vehicle chassis passports” (registered with the Russian Ministry of Justice on July 29, 2005 N 6842).

If the PTS is damaged or the pages containing information about the owners of the vehicle or chassis are completely filled out, the State Traffic Inspectorate unit at the place where the last transaction was made will issue a duplicate passport in return, in which, in the “Special Notes” section, records are made about previously issued passports, provided for in paragraph 10 of Order No. 496 of the Ministry of Internal Affairs and other regulatory legal acts of the Ministry of Internal Affairs of Russia. The replacement of the passport is carried out on the basis of an application from the owner or owner of the vehicle (clause 16 of Order No. 496).

In case of loss of passports, the owners and holders of registered vehicles as soon as possible notify the State Traffic Inspectorate unit at the place of last registration about the series and numbers of the lost documents. In case of passport theft, the internal affairs agency at the place of theft is also notified (clause 17 of Order No. 496).

In cases of loss or theft of passports, actions are taken to record them in the manner established by the regulatory legal acts of the Ministry of Internal Affairs of Russia. Lost or stolen passports, in replacement of which duplicates were issued, are considered invalid. If found, they are handed over to the State Traffic Inspectorate or customs authorities that issued duplicates, where they are taken into account, stored and destroyed in the prescribed manner. Information about the receipt of such passports by the customs authorities is sent to the divisions of the State Traffic Inspectorate to make adjustments to the relevant information records (clause 18 of Order No. 496).

According to paragraph 10 of Order No. 496, duplicates of lost or unusable passports are issued to the owners and owners of vehicles and (or) chassis:

  • organizations and entrepreneurs - on chassis and previously unregistered vehicles manufactured by them after July 1, 1993;
  • by customs authorities - for chassis and previously unregistered vehicles imported into the Russian Federation after July 1, 1997, and for vehicles and chassis with an electric motor - after August 7, 2008;
  • divisions of the State Traffic Inspectorate - for vehicles in all other cases.

In the issued passport, in the “Special Notes” section, the entry “Duplicate” is made. Issued to replace the PTS (PShTS)” and the series, number and date of issue of the original passport and subsequent issued duplicates are indicated, if the passport was previously replaced. In passports issued by departments of the State Traffic Inspectorate as duplicates for registered vehicles issued by customs authorities after July 1, 1997 inclusive, records are made in the “Special Marks” section about established customs restrictions. The replacement of the passport is carried out on the basis of an application from the owner or holder of the vehicle on the day of its application, and in cases requiring additional checks, a decision on the possibility of replacing the passport is made based on their results within up to 30 days from the date of receipt of the application.

It is important to note that changes in vehicle registration data in connection with the issuance of a duplicate PTS occurs without inspection of the car, as evidenced by paragraph 57 of Order No. 605:

“Changes in vehicle registration data related to the issuance of registration certificates, vehicle passports, vehicle registration plates, in replacement of lost ones, unsuitable for use, not meeting the requirements of the legislation of the Russian Federation or duly approved samples, or the validity period of which has expired, and Also, when replacing registration plates, due to their preservation, they are carried out without inspecting the vehicle.”

To obtain a duplicate PTS you will need the following documents:

  1. Statement.
  2. Identity document.
  3. Documents for the vehicle: STS and certificate of safety of the vehicle design for the vehicle.
  4. Documents for numbered units.
  5. Documents certifying ownership of a vehicle, license plate in accordance with the legislation of the Russian Federation.

On his own initiative, the applicant may provide the following documents:

  1. Document or details of the document confirming payment of the state duty. The fact of payment of the state duty by the payer is confirmed by information on the payment of the state duty contained in the State Information System on State and Municipal Payments (clause 17.1 of Order No. 605).
  2. Insurance policy of compulsory civil liability insurance of the vehicle owner. Information confirming the issuance of the policy is requested through information systems designed to support the activities of the State Traffic Inspectorate, or through the system of interdepartmental electronic interaction (clause 17.5 of Order No. 605).

Registration deadlines

Officially, the period for obtaining a new PTS is 30 days, but in practice you have to wait much less. Typically, the PTS can be picked up within the next few business days. The situation is different when the vehicle title has been stolen, since in addition to visiting the traffic police, the driver has to write a statement to the police department and wait for a decision on the case. This can delay the process for several weeks or even a month, and the thief will most likely never be found. That is why car owners who suspect that their title has been stolen still take risks and write that they themselves are to blame for the loss of the document.

Step-by-step instructions for obtaining a duplicate from the traffic police

You can apply for a new PTS in 2 ways: through State Services or visiting a branch. To quickly and easily obtain a PTS at the branch, you must act in accordance with the following instructions:

  1. Firstly, it is necessary to collect as complete a package of documents as possible. You can pay the fee before visiting the branch (the main thing is to indicate the details correctly). You can also draw up an application and an explanatory note in advance, but it is easier to do this at the department using the samples provided by the State Traffic Inspectorate employees. You should also have your own paper and pen with you, just in case.
  2. Having arrived at the department, you need to find out the desired office at the reception and take a queue (if the department is equipped with an electronic queuing system, you need to take a coupon with a number).
  3. The car can be placed on the vehicle inspection site in advance. Perhaps the inspector will not have any suspicions and the inspection of the vehicle will be skipped, but it is better to park the car nearby in advance so as not to waste time on this later.
  4. If all the documents are in order, next time you will only have to visit the branch to receive your documents: a duplicate vehicle passport and a new registration certificate.

However, this process can be made even easier if you arrange for a duplicate through State Services. So you will only have to visit the branch once - to receive ready-made documents. The application is submitted online, there is no need to carry documents (it is enough to enter some data they contain), and fees are paid through Internet banking or e-wallets.

Issuance of a duplicate PTS if lost

Loss is the most common reason for re-registration of PTS. In this case, recovery usually does not take much time: 1-3 days. However, before going to the traffic police, you should carefully look for the original in all places where it may be. And the problem is not even that you will have to pay a fee for re-registration. The problem is that selling a car with a duplicate title will be more difficult: you may have to reduce the price to find buyers. Issuance of a copy of the PTS in case of theft

If a document is stolen, the process of obtaining a duplicate will be much more difficult and longer. Before contacting the traffic police, the owner will have to write a statement of theft at the police station. Based on this application, a criminal case will be opened, and it will be possible to apply for a duplicate only when the case is closed.

Registration of a duplicate PTS for the heir

If the car was inherited, but the title was lost, then the heir will have to deal with obtaining a duplicate himself. Within 10 days after entering into inheritance, he can drive a car without STS and OSAGO, but then he will receive a fine. To obtain a certificate and insurance, he will have to obtain a new vehicle title. To do this, he will need documents proving receipt of ownership, as well as documents necessary to register the car.

Duplicate title for trailer

Not all motorists know that trailers also need to have a title. If it was lost, then the process of obtaining a duplicate is no different from what is used to obtain a duplicate for a regular car. If the trailer was purchased without a title, then problems will arise when registering it. You will be able to obtain a title with the help of a dealer who sells these trailers. However, in order to avoid problems and difficulties, you should not buy trailers without a vehicle passport.

What to do if your PTS renewal is refused?

In case of refusal, the driver has the right to demand a written explanation of the reason from the inspector. This refusal must be issued as a full-fledged document: have a title, number and signature. If the reason for the refusal is legitimate, then it is obvious that in order to receive a PTS, something will have to be corrected, for example, to pay off the debt due to which the FSSP has imposed restrictions. If the refusal is unmotivated or unlawful, then the driver can file a complaint with the head of the traffic police department, or even with the prosecutor’s office (sometimes just the mention of this forces unscrupulous inspectors to accept the documents). If the matter does come to the point of a complaint, then the evidence in the case may be the same written refusal or a video recording of the dialogue with the inspector (a traffic police officer on duty does not have the right to prohibit filming it).

What to do if your request for a duplicate is refused?

Unfortunately, such situations can also happen. In this case, there is no need to despair; you need to ask the traffic inspector so that the negative decision is formalized in writing. After this, you need to prepare a package of papers and file a complaint addressed to the head of the MREO. The manager is obliged to consider the citizen’s appeal and resolve the controversial issue that has arisen.

In case of repeated refusal, the car owner can appeal the decision of the higher management of the traffic police in court. If necessary, you can enlist the help of an experienced car lawyer.
