How to decrypt

Decoding PTS/PSM may indicate certain provisions. You can find the region code in the numbers reflected in the series. This applies to the subject where the issuance of the act is carried out. Car registration is also carried out at the specified location. If a person receives a passport in the capital, then the act will have the number 77. You can see if the document in front of you is original by comparing the series of the act and line number 23. It reflects the organization that issued the paper. In the photo, these data are located on the front side.

You need to define it like this:

  • when the number in the series matches the code of the organization that is located in the region where the act was issued, it is valid;
  • if the number in the series differs from the code of the region where the company is located, the person is faced with a fake.

In addition to the serial number, it is worth paying due attention to the letter designation. In this way, the authenticity of the act is verified. It is worth remembering that until 2008, T was used as the first letter. An exception is vehicles for which documentation was issued by organizations abroad, while the vehicles were assembled within Russia.

After the specified year, it was replaced by U, which is due to the exhaustion of the limit of possible combinations with the previously used letter. If an electronic or paper document has a different letter in the number, the person has a fake form in front of him. It is quite difficult to check the document in question online. The easiest way to implement this is in observation mode. Currently, experts have identified forgeries of the acts in question. They use a series starting with T. The second letter in sequence may vary. This provision is not intended to be fundamental. The body and state number are not reflected in this case. PTS numbers do not include certain information. This is treated as a normal sequence number. To repeat, it is registered at the initial stage in the printing house.

PTS information

The document displays the following information:

  • VIN – car code (17 characters of letters and numbers that indicate the country of the manufacturer, the date of release from the assembly line and the license plate number);
  • Year of manufacture;
  • what category does it belong to?
  • model;
  • engine and chassis license plates;
  • body number and color;
  • engine power and volume;
  • what environmental class does it belong to (Euro -1,2).

In addition, the document contains the owner’s details (full name and residential address), as well as the date of receipt and by whom it was issued.

A sample PTS of a car displays information about all owners (if the car is not new), changes to technical details. characteristics, issuance of a duplicate document.

Information in PTS

The PTS for a car is issued by the following organizations: if the car has just been produced at the factory - by the manufacturer upon purchase, if the car arrived from abroad - the PTS is issued by customs, if the PTS has been lost or the deadline for its replacement has come - the PTS is issued by the traffic police.

PTS is a document of strict accountability. It is mandatory that the technical passport is printed on special blue forms with special watermarks and a protective stripe, which are produced by the Goznak enterprise.

The vehicle registration certificate must contain 24 types of information:

  1. Vehicle identification number, or VIN, consisting of 17 numbers and letters. The code is unique for each car.
  2. Vehicle type, that is, it belongs to the class of passenger, truck or motorcycle transport.
  3. Car make and model. If the car is foreign-made, the make and model may be written in Latin letters.
  4. Model and individual engine number.
  5. Vehicle category. There are five categories in total: A, B, C, D and E.
  6. Year of manufacture of the vehicle.
  7. Chassis type and frame number.
  8. Body number. In cars arriving from abroad, the body number is different from ours, which is similar to the VIN code.
  9. Manufacturer country.
  10. Country of export of the car (from which country it arrived in Russia). The country of export does not have to coincide with the country of origin.
  11. Engine power in horsepower.
  12. Car body color.
  13. Permitted maximum vehicle weight.
  14. Ecological class of the car (Euro-1, Euro-2, etc.).
  15. Number and series of the customs declaration for the import of a car.
  16. Customs restrictions.
  17. Full name of the car owner.
  18. Owner's address.
  19. Name of the organization that issued the vehicle passport.
  20. The address of this organization.
  21. The date when the PTS was issued.
  22. Weight of the vehicle without load in kilograms.
  23. Engine displacement in cubic cm.
  24. Engine type (diesel or carburetor).

This information is typical for a car that was purchased new.

If the car was purchased secondhand, its title must reflect information about all its past owners. The fact of a change in the technical characteristics of the vehicle, if any, is also indicated, as well as information about the issuance of duplicate PTS.

PTS function

A car passport is required to perform any actions related to the vehicle (purchase - sale, registration). There is no need to take it with you. The driver must have a license, insurance and registration certificate, which are presented if necessary.

What language are the letters in?

Many people are interested in the question of whether the letters are Russian or English and the Latin or Cyrillic alphabet? A vehicle passport issued in the Russian Federation has entries printed in Russian.

The series and document number are no exception. A document series contains both numbers and letters. Letter characters are indicated in Russian.

It is worth understanding that no matter in what language the series of the vehicle passport is indicated, online services used to check the car require entering these characters in English.

If an unknown error occurs after filling out the fields, you may need to change the input language for the vehicle passport series and enter the data again.

Algorithm for obtaining PTS

The PTS is issued immediately upon the initial sale of a car at a car dealership along with the purchase agreement.

If a car is purchased on credit, the original is kept in the bank until the owner pays off the cost of the car. In this case, a certified copy is issued, with which the remaining documents are drawn up.

Do they coincide with STS

In order to ensure convenience when maintaining an electronic database of cars, vehicle passport forms and registration certificates are issued in pairs. Moreover, the symbols of the number and series have a complete match.

This fact helps the car owner, having one of the documents in hand, to check for fines issued for the vehicle. The buyer will also have access to the car’s history if there is a series or number of one of the papers.

If we compare a passport and a vehicle registration certificate, the main difference will be that the driver of the car does not need to carry the first document with him, unlike the second, which must always be in sight of the driver when driving.

The registration certificate proves the ownership of each car owner and proves to the traffic police inspector that the specific person indicated in this document is the owner of the vehicle.

If the driver’s documents, when checked by a traffic police inspector, do not contain a registration certificate, then administrative liability will be imposed on the driver and an appropriate fine will be issued.

It is possible that in this case, the vehicle will be sent to a specialized impound lot.

A passport is needed when registering a vehicle and applying for a CASCO or OSAGO insurance policy for a car. It is not necessary for the driver to carry it with him when driving.

By the way, vehicle passports remain with the financial institution that issued the loan for the purchase of the car until the debt is fully repaid.

Vehicle registration after receiving a registration certificate

The procedure for registering a car when purchasing is not limited to just signing the contract.

To become the full owner of the car, you must register the vehicle at any traffic police department.

To speed up the situation, you can submit an application online on the website of government services or the State Traffic Inspectorate.

Registration of a car upon purchase requires the following documents:

  • Registration Applications.
  • Receipts for payment of state duty.
  • Purchase and sale agreements.
  • Insurance.
  • PTS and passports of the new owner.

After submitting the documents, the car will be inspected by an inspector and the license plates will be checked against those indicated in the title. If no discrepancies are observed, the car is registered and the new owner is issued a registration certificate.

The details of the new owner are entered into the PTS. If the car has been resold several times and there is no place to enter the information, the owner is given a duplicate document.

Duplicate PTS

"Oh my God!" — you exclaim with undisguised surprise, noticing the loss of the registration certificate. What to do now, what solutions to this situation will be correct? In this case, it is advisable to obtain a duplicate PTS to replace the returned one. How to avoid unforeseen risks when receiving a duplicate PTS? You will learn about all this below.

What does a duplicate PTS look like and what information does it contain?

PTS is a strict reporting form, which is produced at Gosznak and printed on blue paper. A duplicate is an excellent replacement for the original, but only in the “Special notes” column is the inscription “Duplicate” placed. Along with the original copy, the duplicate contains 24 columns.

It contains predominantly information about:

  1. Model and make of the car;
  2. Year of release;
  3. Country of origin;
  4. Details of the organization that was responsible for issuing PTS;
  5. Body type;
  6. Information about the owner of the car;
  7. vin number.

Fake vehicle registration certificates are often used for fraud purposes. Sometimes, only an experienced specialist can distinguish a fake from an original. But there is a whole list of properties by which even an ignorant person can distinguish an original from a duplicate.

Differences between the duplicate and the original:

  1. The duplicate itself contains the inscription “DUPLICATE” in large letters , which is simply impossible not to notice. The inscription is so large, clear and clear that it catches your eye upon first inspection.
  2. Along with the original, the duplicate is equipped with watermarks , the essence of which is to protect the document from forgery by fraudsters.
  3. Duplicates of PTS available for used vehicles are usually shabby , which does not cause positive emotions.

Under what circumstances is a duplicate PTS issued?

Avid motorists strive to obtain a duplicate PTS at any cost. But the thing is that it can be issued in several cases.

So, here is a list of situations when it is advisable to create a duplicate by contacting the relevant authorities:

  1. The vehicle has a new owner.
  2. The original PTS was stolen or it was irretrievably lost or damaged by the owner.
  3. Change of place of registration of the owner of the car.
  4. If your passport runs out of fields designed to be filled out.

Here, perhaps, is the main list of reasons why car owners resort to obtaining a duplicate.

How to get a duplicate PTS?

If you want to receive a duplicate PTS without difficulty and in a short time, then follow the sequence of actions.

To obtain a duplicate, the racing driver must present the following documents:

  1. Certificate of ownership of the vehicle;
  2. Vehicle purchase documents.
  3. Insurance policy.
  4. Explanatory . It is necessary to contact the head of the MREO in case of loss or damage to the PTS. The explanatory note must contain information about the circumstances under which the PTS was lost. It is also agreed that if the old vehicle is found, it will be returned to the MREO.
  5. Application in a regulated form . Here the main role is played by the fact that the document should not be replete with errors, blots and other corrections. If the user doubts his capabilities, then it is better to entrust this matter to the traffic police officers, asking them for help.
  6. Passport.
  7. Power of attorney to represent the interests of the owner of the car . It is necessary if the car owner is unable to re-issue the documents himself.
  8. Certificate of closure of a criminal case. Its presence is mandatory if the PTS has been stolen and a criminal case has been initiated.
  9. Certificate of payment of state duty . Today, the state fee is 500 rubles for issuing a new vehicle title. If you need a new car certificate, you will have to pay 300 rubles .

Obtaining a new certificate is a mandatory step, since the details indicated in the passport are corrected. Now you just have to wait for the inspector to inspect the car. Next, he puts his signature on the statement. This procedure will be useful if the PTS has been lost. Having submitted all the necessary documents, ask the traffic police officers when the duplicate will be ready.

What does PTS series mean?

The car passport series begins with numbers - the code of the region where the vehicle passport was issued. This code can only contain two digits. In other cases, the PTS is considered a fake.

You need to remember that the characters from the region code must match the mark of the customs authority that issued the car. This mark, as well as the stamp and signature of the customs office, are located at the end of the first page of the PTS.

Numbers are followed by letters. The first of them is the letter T. The exception is passports assigned to foreign-made cars. They are assembled by Russian factories. Since 2008, changes have been made to the designation of PTS series, and since then the first letter in the series has been the letter U.

It is unacceptable to write other letters in the vehicle passport series, even if they are international. This fact must be taken into account when studying this document.

Attention! Illegal actions are possible on the part of scammers who sell stolen cars and provide fake documents.

Article 131 of the Customs Code of the Russian Federation informs that having such a registration certificate in hand, you cannot use transport for movement, carrying out purchase and sale transactions, as well as donation.

It should be borne in mind that the series and number in the original vehicle passport and the duplicate of this document are identical.

Today, cases of fraud in the purchase and sale of cars have become more frequent. The scammers' schemes have become so elaborate that a decent citizen may get the impression that the deal is pure. It is important to know that in fact this is a deception, sometimes leading to disastrous consequences. Many motorists have experienced the hardships of litigation after making such transactions.

Before purchasing a car, it is advisable to make sure that the seller has a copy of the original title; this will protect the new owner of the car from problems associated with possible fraudulent activities of criminals.

Series and PTS Number Where to Watch

In this regard, the State Customs Committee of Russia asks owners of cars whose PTS correspond to those listed below to appear at the customs authority at their place of residence or to the Department of Customs Investigations and Inquiries of the State Customs Committee of Russia (tel. 449-87-23) and assist in establishing the circumstances of the purchase and sale cars After the completion of the proceedings, such persons will be given the opportunity to carry out proper customs clearance of vehicles.

Until 1996, the state traffic inspectorate was responsible for issuing PTS, and it was almost impossible to determine the legality of a car imported before 1996 inclusive. Therefore, we do not consider such cars, and their number is already small.
