How to register a car without registration

The number of vehicles on the roads is constantly growing, so the Ministry of Internal Affairs is trying to simplify the paperwork procedure as much as possible. The process is quite simple, but requires an understanding of a number of legal issues that affect the timing of the operation. If you understand the basic rules correctly, registering a new car will go quickly and will not create additional difficulties. A more effective solution is to turn to specialists. New and old registration rules

Innovations in regulations adopted in the summer of 2021 did not affect the procedure for registering cars from a car dealership. In 2018, the procedure remained the same. The changes affected exclusively the procedure for deregistering a vehicle. However, a number of minor amendments did appear. These include:

  • no need to present a compulsory motor liability insurance policy;
  • You can conduct an inspection upon arrival if the application was submitted through the government services portal.

These changes were made because many owners are now purchasing insurance and submitting claims online. This significantly reduces the procedure time. However, without compulsory motor insurance it will not be possible to register a new car, since traffic police officers search the information through the database.

Typically, a policy is issued immediately when purchasing a car at a car dealership, but there are a number of special conditions under which many buyers refuse to carry out the procedure on the spot. Often the reasons are economic considerations. If you buy insurance separately, it is important to remember that for new cars its validity should not expire in less than 12 months.

Sequence of actions taking into account the new design rules

The procedure is divided into three main stages: obtaining a CASCO or MTPL policy, submitting an application to any traffic police department and checking the VIN number (along with the purchase and sale agreement). The most intensive process is applying to the authorities to register a vehicle. It includes a package of documents, namely:

  • passport of a citizen of the Russian Federation;
  • purchase and sale agreement from a car dealership;
  • receipt for payment of state duty;
  • vehicle passport;
  • application filled out according to the sample.

If a third party is performing the procedure for you, a power of attorney will also be required. It is worth noting that today inspectors often check for the presence of a fire extinguisher, first aid kit and emergency sign when checking the VIN number, so it is recommended to purchase them before visiting the traffic police department. For vehicles purchased abroad, you will also need to present customs papers.

Taking into account all factors, registering and obtaining license plates for a new car has remained virtually unchanged since 2013. The registration sequence is as follows:

  • a purchase and sale agreement is signed at the car dealership;
  • an insurance policy is purchased;
  • the state fee for registration is paid;
  • the necessary package of documents specified above is collected;
  • the owner or authorized representative contacts the traffic police;
  • the vehicle is inspected;
  • All documents with the application are submitted in a free window.

Step-by-step registration of a new car

Among the nuances associated with registering vehicles through State Services in 2021, questions may arise related to the documents of the person carrying out registration actions. In particular, citizens who do not have a permanent place of registration will have to provide a document confirming temporary registration. In addition, registration by persons who do not have the right to manage the registered vehicle is allowed.

Registration of the car with the traffic police is a mandatory condition for its operation. If you bought a new car from a dealership, you need to get license plates for it - you can’t drive without them, that’s obvious. When purchasing a used car with license plates, you must replace the owner in the documents and the traffic police database. In addition, the state must know from whom to collect transport tax. The registration of the car with the traffic police will also tell him about this.

The logic of this rule can be understood: firstly, to register a car, you must present the car to the traffic police officers. That is, get behind the wheel and come to the traffic police department. Secondly, you will also go from the traffic police in a registered car. And the liability of any vehicle driver must be insured.

The law gives a deferment to the new owner: Within 10 days after the conclusion of the purchase and sale agreement, you can purchase a compulsory motor liability insurance policy. But it’s better not to delay. If an accident occurs and you are at fault, you will have to pay for the damage to the other car out of your own pocket. You are not insured.

You can register a car at any traffic police department convenient for you, regardless of the place of registration. The rule on registering a vehicle by registration has been abolished. But the license plates on the car will be with the region code where you are registered.

Let's say you are registered in the Kursk region. And you live and bought a car in Moscow. There are no obstacles to registering a car in Moscow, the license plates will simply be Region 46.

To obtain registration plates, a new vehicle is registered with the State Traffic Inspectorate, after which it is assigned a state registration number. All car owners are familiar with this procedure, but the rules change periodically. The current procedure for registering a car:

  1. Submitting an application to the traffic police by the owner of the car or an authorized representative
  2. Payment of state duty
  3. Providing a car for inspection by traffic police officers
  4. Receiving STS numbers

The application is filled out at the department. To fill it out in advance, you should download the current form on the traffic police website and fill it out according to the sample.

The car is inspected at a special site, where the applicant places it upon arriving at the MREO. The procedure is carried out to verify the VIN code and marking of numbered units with the technical passport data. The general characteristics of the vehicle are also checked against the registration certificate: model, brand, color and others. The markings must match exactly. If the numbers are different, erased, “interrupted” (there are traces of forgery), the car will not be registered. If fraud is suspected, the department staff will send the car for a forensic examination, which the vehicle owner will have to pay for. The examination period takes up to two weeks. If the vehicle does not cause suspicion, the inspection will take no more than 20 minutes.

After checking the documentation, the car is registered, and the owner’s details are entered into the registration certificate. The traffic police issues the applicant a registration certificate and a set of license plates. It may take one to two hours to complete all steps, depending on the department.

Important! Before visiting the MREO, the vehicle must be insured. The driver can buy an MTPL insurance policy at the company’s office or on the website by ordering the service online.

The MTPL insurance policy is a mandatory document that every motorist must have. However, insurance is not included in the list of documents provided by the traffic police when registering a car. The policy must be purchased before registration, but it is not necessary to present it. Representatives of the State Traffic Inspectorate will check the availability and validity of insurance using the database.

From 2021, car dealerships are allowed to register vehicles. Not everyone can provide the service, but only those dealers who have received the appropriate state permit. Accredited dealers are included in the register of the Ministry of Internal Affairs.

Salon employees submit documents to the MREO on behalf of the car owner and receive a registration certificate. Accredited dealers have the right to produce registration plates themselves, but this service is not currently available. The project is new and has not yet been fully implemented. In order for a new car to be registered in a timely manner, the owner must begin collecting documents already during the purchase process. The owner needs:

  1. Pick up the title and contract from the car dealership, which is drawn up in triplicate when registering the vehicle (for the seller, the buyer and the traffic police).
  2. Conclude a MTPL agreement with the insurer within 10 days (Clause 2, Article 4 of the Law “On MTPL” Federal Law No. 40).
  3. Go to the traffic police yourself or order a registration service at a car dealership.

The owner of a car can register it independently by filling out official documents and contacting the State Traffic Inspectorate. The owner will need:

  1. Select the interdistrict registration and examination department (MREO) of the traffic police and make an appointment.
  2. Prepare the documents that will be needed to register a new car with the traffic police.
  3. Submit an application to the MREO - in person, through a legal representative or through the government services website. A traffic police officer must register it within 15 minutes if submitted in person and within 5 minutes if submitted electronically. On the day of reception, the traffic inspector must certify the application with a signature.

To register a new vehicle, you will need to provide traffic inspectors with:

  • statement;
  • owner's passport, as well as vehicle registration certificate;
  • agreement with an official dealer.

From 2021, the applicant may not provide a compulsory motor liability insurance policy. The traffic inspector checks this information through his database (clause 15.6 of Order No. 605 of the Ministry of Internal Affairs of the Russian Federation dated 08/07/2013 has been cancelled).

If instead of the owner the documents are submitted by his representative, then a notarized power of attorney will be required.

  1. Contact an insurance company to conclude a compulsory motor liability insurance agreement. You must provide a vehicle title, as well as driver’s licenses of the owner and persons authorized to drive the vehicle.
  2. Find the desired traffic police department and make an appointment.
  3. Pay the state fee and keep the receipt for presentation to the traffic police.
  4. Drive your car to the traffic police department and hand over the collected documents.
  5. Receive a registration certificate, PTS and license plates.

A traffic police officer inspects the vehicle on the day the documents are received. The time allotted for the procedure is 20 minutes. The inspector checks whether the equipment necessary to ensure road safety is available, in accordance with the traffic regulations. In addition, he looks at whether the identification marking matches the submitted documents on the vehicle.

For registering a new car, a state fee of 2,850 rubles is charged. This is the total amount that the vehicle owner pays for the provision of several services:

  • issue of numbers – 2,000 rubles;
  • registration certificate – 500 rubles;
  • entering new data into the registration certificate – 350 rubles.

You can make the payment at the bank, but most car owners use the Government Services Portal, which provides a 30% discount. Instead of 2,850 rubles, you will need to pay 1,995 rubles.

How much is the state fee?

The price of services has increased slightly today. At the same time, the prices for registering a vehicle with the traffic police are an order of magnitude higher. The total amount is 3300 rubles. This includes three state fees, which are charged for the following services:

  • creation of a new PTS – 800 rubles;
  • issuance of license plates – 2000 rubles;
  • production of STS – 500 rubles.

Unlike the re-registration procedure, in which you can keep your old license plates and often just need to make changes to the title, these services are mandatory.

Where to pay the state fee?

Today there are many ways to pay for government services. The car owner independently chooses the most convenient method for him:

  • terminals (available directly at the traffic police department);
  • through the government services portal;
  • online services (electronic money);
  • at any convenient bank.

However, there is a problem with presenting electronic receipts. Traffic police officers are required to accept papers in accordance with the PD-4 form. True, many online services and mobile banks today create an electronic version that meets the requirements.

Ordering numbers from commercial companies

The list of organizations that have received a license to print registration plates is presented on the official website of the State Traffic Inspectorate. Select a suitable company, order the production of plates and provide the vehicle registration certificate received from the traffic police; it is on the basis of this document that the plates will be produced.

The cost of printing license plates varies, often depending on the license plate format. The price is regulated by the Federal Antimonopoly Service, the maximum cost is 2000 rubles. Additional fees may apply for other services such as express delivery.

Important! For driving a vehicle without license plates, a motorist faces a fine of 5,000 rubles. We recommend ordering the production of license plates immediately after registering the car with the State Traffic Inspectorate.

In what cases can the owner be denied registration?

Since the procedure is legal in nature, all documents and actions must be carried out in accordance with the regulations in the prescribed manner. The reasons for refusal are usually:

  • incomplete package of documents;
  • the car does not meet safety requirements;
  • VIN number marking is broken;
  • the car was not insured;
  • there is a ban on car registration;
  • state fees were not paid in full.
