  1. The motorcycle was in an accident and cannot be restored. Or it is possible to carry out repairs, but this will entail replacing most of the structural parts. As a result, a new mechanism will emerge that is difficult to legitimize. Therefore, the motorcycle must be deregistered.
  2. Hijacking. In the event of a vehicle theft, the victim writes a statement to the police and after filing a case, if the motorcycle has not been found, the vehicle can be deregistered.
  3. When disposing of a vehicle, the vehicle is worn out and cannot be restored. The motorcycle was registered for a limited period. For example, a person came to the Russian Federation for a while, purchased an iron horse, exploited it, and before leaving abroad, deregistered the vehicle.
  4. The motorcycle was sold, but for some reason the buyer did not re-register the vehicle in his name. The former owner is obliged to wait 10 days from the date of the transaction. If, after time has passed, the new owner has not contacted the traffic police, the seller has the right to deregister the vehicle independently.
  5. Export of motor vehicles outside the Russian Federation. In this case, the motorcycle must be deregistered and the license plates must be submitted to the traffic police. In return, the owner of the vehicle receives plates with the inscription “Transit” and has the right to transport his vehicle abroad.
  6. Death of a motor vehicle owner.
  7. Termination of the activities of the legal entity for which the vehicle is registered.
  8. If the motorcycle is leased and the contract was terminated upon expiration (Order of the Ministry of Internal Affairs of Russia No. 605, clauses 60.1 - 60.9).

Is it possible to deregister a motorcycle?

A motorcycle is a movable property that is subject to mandatory registration at the traffic police department. Its owner is issued the appropriate documents (registration certificate and vehicle passport), registration numbers.

All information about the owner is stored in a state database, and the Federal Tax Service annually assesses the statutory tax on movable property. If there is a need to deregister a registered vehicle, you need to contact the nearest traffic police department.

Documentation

To stop registering a motor vehicle, you will need to prepare a number of papers:

  • application for deregistration of a vehicle;
  • citizen's passport;
  • a general power of attorney signed by a notary if the documents are submitted by an intermediary;
  • vehicle passport (PTS);

Important: in 2021, motorcycles will not be inspected by the State Traffic Inspectorate before disposal.

You must come to the traffic police after the destruction of the motor vehicle with a supporting document.

  1. Return the motorcycle for recycling. To do this, you will need to contact a specialized organization that will issue a certificate of destruction of the vehicle.
  2. Collect documents:
      citizen's passport;
  3. for representatives of the owner - a notarized power of attorney;
  4. vehicle passport (PTS);
  5. certificate of registration of a motor vehicle (STS);
  6. document confirming ownership.
  7. Register with the State Traffic Inspectorate. You can receive the service in two ways:
      Contact the traffic police department in person, having prepared in advance an application to remove the vehicle from the scrappage register.
  8. Sign up through the Unified State Services Portal by submitting an electronic application for termination of vehicle registration. At the same time, a personal appearance at the State Traffic Inspectorate cannot be avoided, but the procedure is carried out in a simplified manner.
  9. Attach a recycling certificate, application and license plates remaining from the vehicle to the papers.
  10. Report to the traffic police department.
  11. The motorcycle is deregistered after the documents are checked by an inspector.

In 2021, when purchasing a motorcycle, the new owner takes upon himself the responsibility to deregister the vehicle and re-register it in his name. But sometimes there are situations when the buyer is in no hurry to go to the traffic police and delays registering the vehicle. In this case, the former owner can apply to the State Traffic Inspectorate with an application to terminate the registration of motor vehicles (Order of the Ministry of Internal Affairs of Russia No. 605, clause 60.4).

Algorithm of actions when deregistering a vehicle:

  1. Wait 10 days from the date of registration of the motorcycle purchase and sale transaction.
  2. Register with the traffic police department in which the vehicle was registered (via the State Services website or personal appearance at the inspection office).
  3. Prepare documents:
      passport;
  4. a power of attorney confirmed by a notary, if the procedure is carried out by a representative of the seller;

Change of residence

Order of the Ministry of Internal Affairs of Russia No. 139 from 2013 abolished the mandatory registration of vehicles in the region in which the owner lives. Every citizen has the right to register his motorcycle in any subject of the Russian Federation convenient for him. There is no need to terminate registration due to relocation. However, if a citizen wants to transport his vehicle outside of Russia, he will need to deregister the vehicle in the country.

Step-by-step instruction:

  1. Collect documents:
      ID card confirming the identity of a citizen of the Russian Federation;
  2. a power of attorney signed by a notary, if the registration is carried out by the applicant’s representative;
  3. transport passport - PTS;
  4. technical passport for a motorcycle - STS;
  5. document confirming that the motor vehicle is owned by the applicant.
  6. Make an appointment with the State Traffic Inspectorate:
      through the State Services website;
  7. upon personal appearance at the traffic police.
  8. Fill out the application and pay the state fee for issuing transit numbers.
  9. Appear at the traffic police with a package of documents, a printed application for deregistration and license plates of your vehicle.
  10. After checking the papers, the inspector makes a note in the STS that the motorcycle has been deregistered and issues license plates with the inscription “Transit”; the old number is handed over for recycling. The vehicle is not inspected.

How to deregister a car so as not to pay transport tax?

When moving to a permanent place of residence in another federal unit of Russia, you must also submit a TIN and an insurance policy to the registration office at the former address along with the necessary documents. A traffic police officer inspects the vehicle and issues an official document confirming the deregistration of the vehicle.

Later, you need to submit all available documents and register the motorcycle with a new registration.

If for some reason the owner does not have documentation for his motorcycle, then he is allowed to contact the department only with a personal passport.

The traffic police department of the Internal Affairs Directorate of the Brest Regional Executive Committee explains that the procedure for deregistration of vehicles in connection with disposal is determined by paragraph 42 of the Regulations “On the procedure for state registration and state registration of vehicles, deregistration and amendments to documents related to the registration of vehicles,” approved Resolution of the Council of Ministers of the Republic of Belarus dated December 31, 2002 No. 1849.

  1. If a motor vehicle is subject to destruction, then the following documents will be sufficient for deregistration:
    • identification;
    • certificate of disposal;

  2. application addressed to the head of the traffic police.
  3. With the collected documents, you need to contact the State Traffic Inspectorate, making an appointment in advance. After receiving the application by the inspectorate employee, the applicant must receive a response within 10 days. Since the package of documents is incomplete, the decision is made at the discretion of the inspector.

  4. Ownership was transferred to another person, who, 10 days after purchasing the vehicle, did not re-register it in his name. In this case, the former owner can deregister the vehicle with a minimum number of documents (citizen’s passport and application) by contacting the traffic police department where the vehicle was registered.

When is it necessary to deregister a motorcycle?

The law adopted in 2014 identified the main reasons why it is necessary to carry out the procedure for deregistering a vehicle:

  • sale (or donation) of movable property;
  • disposal;
  • export outside the Russian Federation.

Also, the need to deregister a motorcycle may arise in the following cases:

  • theft;
  • receiving an inheritance if you do not want to use it;
  • The vehicle is unusable (cannot be repaired).

The procedure is necessary to complete the receipt of tax on the vehicle, for non-payment of which a fine is imposed

Is it possible if there is no transport?

You can deregister a motor vehicle without the required documents at the State Traffic Safety Inspectorate by submitting an appropriate application in the following situations:
