How to register?

In accordance with the Government Decree, registration of a snowmobile must be carried out within ten days from the date of its purchase.

Required documents

When registering a snowmobile, you will need a package of documents, which includes:

Passport of a citizen of the Russian Federation or his authorized representative, or any document used as an identity document.
Statement from the snowmobile owner or his authorized representative.
Notarized power of attorney if the applicant is not the owner of the vehicle.
Vehicle passport.
Purchase and sale agreement, as well as any other document confirming ownership:
court statement;

Certificate of acceptance and transfer of the vehicle.
Transit registration plates, if they were issued previously.

Rules for filling out an application

An application for registration of a snowmobile is drawn up at Gostekhnadzor. The document is divided into several points:

A header that indicates the owner’s full name and provides information about the attachments to the application.
Owner information:

brand;
year of issue;
color;
car passport.
Information about the owner's representative.
Date and signature.

A completed application form is issued at the Gostekhnadzor office upon your initial visit.

Procedure

The procedure for registering a snowmobile occurs in the following sequence:

Vehicle insurance, obtaining compulsory motor liability insurance.
Arrival at the regional department of Gostekhnadzor to receive an application and payment details.
Payment of state duty.
Arrival at Gostekhnadzor with a package of documents and transport.
Transfer of documents for registration and inspection of vehicles.
Obtaining documents confirming vehicle registration.
State duty and payment procedure.

According to Article 333.33 of the Tax Code of the Russian Federation, the amount of state duty is regulated by the implementation of registration actions. These may include:

issuance of registration plates – 1500 rubles;
issuance of a vehicle passport – 800 rubles;
issuance of a registration certificate – 500 rubles.

Payment is made before submitting the full package of documents to Gostekhnadzor.

What licenses do you need to drive a snowmobile?

A snowmobile serves as a means of transportation on snowy roads and is a rather rare piece of equipment. Many believe that the presence of this type of transport can relieve the driver of responsibility. This is an erroneous opinion, since the driver of a snowmobile becomes a full-fledged participant in the movement and is required to have a license and also know the traffic rules.

What licenses are needed to drive a snowmobile?

To drive a snowmobile you will need registration and a category A1 license - a tractor driver or a tractor driver. Only if he has documents, a motorist has the right to start driving, regardless of whether it is a forested area or a public road.

Category A1 for motor vehicles requires:

How to get a?

The training lasts from 1 to 1.5 months and after passing the internal exam at a driving school, the motorist can safely go to take the exam at Gostekhnadzor. Passing the theory at a driving school requires tickets, and you can start the practical part only after passing the theory.

The Gostekhnadzor examination begins with the collection of documentation:

statements;
ID cards;
medical certificates;
tractor driver's license;
driver license;
photos 2 pcs. 3x4 cm on matte paper;
payment receipts.

The exam also consists of theory and practice. The theoretical part takes place on tickets approved by the Ministry of Agriculture. You should familiarize yourself with the tickets and study them thoroughly, since there are often questions with special nuances. If you fail to pass your license to drive a snowmobile the first time, you can proceed to the next exam at least a week later.

Having failed to pass the practical part three times, additional training is required and a certificate from the educational institution is provided about repeated listening to lectures and practice driving a vehicle.

The results of the theory test are valid for up to 3 months. At the end of this period, a retake is required to obtain a license.

The practical part consists of two stages – “city” and “autodrome”. When driving around the “city”, practical skills in performing maneuvers in real traffic conditions, knowledge of traffic rules and compliance with safety rules are tested.

Fine for driving a snowmobile without a license

Driving a snowmobile is allowed only if you have an open category A1 license. If the document does not contain the corresponding entry, the driver is prohibited from driving the vehicle.

The fine for driving a snowmobile without a license is set at 2,500 rubles. The driver may receive a monetary penalty when driving on public roads.

Otherwise, when meeting with a traffic inspector in a forest area, the decision can be avoided.

Do I need to register a vehicle?

Before you think about obtaining a license, you should familiarize yourself with the procedure for registering vehicles with Gostekhnadzor. To register a snowmobile, a period of 10 days is given from the date of purchase, otherwise the owner will be subject to fines. Vehicle registration is not required if the engine volume is less than 50 cm³.

It is not recommended to neglect registration, even if the engine size is less than required. This may lead to the following consequences:

in case of theft, the search for a vehicle is complicated by the fact that the vehicle is not entered into the database and does not have a personal number;
car thieves have chosen snowmobiles because most of them are not registered. Having stolen them, they register them and sell them at several times the price;
if a driver who has not registered is stopped by Gostekhnador or the State Traffic Safety Inspectorate, he faces a fine and/or deprivation of his driver’s license for all types of transport for up to 1 year;
inspectors treat snowmobiles with close attention, carefully study the available documentation and the purchase and sale agreement, since transportation of an unregistered snowmobile without license plates is prohibited by law;
Vehicles without registration are sold at low prices.

Upon registration, the driver receives a certificate of technical inspection (MOT). If the snowmobile is not yet 1 year old, then technical inspection is carried out by Gostekhnadzor authorities without conducting a technical condition check. Maintenance is usually carried out once every 12 months, having agreed in advance with Gostekhnadzor on the date, time and place.

When passing a technical inspection, you will need not only a license, but also the following list of documents:

identification document (passport or other document);
driver license;
OSAGO policy;
application for maintenance.

What to do with a homemade device?

To register a homemade snowmobile, the package of documents must include a certificate of compliance of the technical device. Obtaining a certificate is done in the following way:

Passing the test of a homemade product in a Testing Laboratory, where the owner is sent by the Certification Bodies.
Obtaining a certificate.

Snowmobile owners can register through the State Services website. To do this, the driver must:

On the State Services portal, in the search bar, enter “Registration of self-propelled vehicles and trailers for them.”
Select the “Registration of self-propelled vehicles” section.
In the “How to receive the service” column, use the link from the “Electronic delivery address” sub-item.
Fill out the application electronically, attaching scanned documents.
The next day, a notification about the date and time of the visit to Gostekhnadzor will appear in your personal account.
Visit Gostekhnadzor to receive confirmation of registration.

Providing the service takes no more than five working days.

When ordering registration (deregistration) of a snowmobile or ATV, you receive:

Passport of a self-propelled vehicle with a Gostekhnadzor mark on registration (deregistration);
State registration number (in case of deregistration, the license plate is surrendered);
Consultations on passing a technical inspection (in case of deregistration, a maintenance ticket is submitted);
Certificate of registration of the car (in case of deregistration, the certificate is surrendered).

Please note that as of October 27, 2021, changes to the law on compulsory motor liability insurance came into force; now you do not need to submit a policy to register. Insurance must be taken out after registration with the Gostekhnadzor of Moscow and Moscow Region.

How to do this through the MFC?

Since 2014, owners of self-propelled vehicles can contact the Multifunctional Center to register their vehicles. The package of documents required for registration remains the same. The procedure for providing the service is as follows:

The MFC registers the application with attached documents.
Confirmation of registration is received within 5 working days from Gostekhnadzor.

Grounds for refusal and appeal

Gostekhnadzor may refuse to register self-propelled vehicles. The reason may be:

Incorrect documentation.
Corrections in documents.
Replacement of original documents with their copies.
Provision by the owner of an incomplete set of documents.
Expiration of the MTPL policy.
Expiration of the owner's passport.
Finding a wanted snowmobile.
The documents show signs of forgery.
Non-compliance of self-propelled equipment with the standards and requirements of GOST. A refusal may occur if a technical device is harmful to the safety of people, the environment or property. This limitation applies to homemade technical means, because cars from the factory already have all the necessary certificates and markings.

If there are one or more reasons for refusal to register, an authorized Gostekhnadzor employee must provide his decision in writing.

The owner of a snowmobile has the right, in response to a refusal, to file a complaint against the actions of the territorial body of Gostekhnadzor or against individual employees of this structure. The basis is:

refusal to register an authorized employee without reason;
refusal to accept documents without reason;
violation of registration deadlines established by law;
refusal of the Gostekhnadzor representative to correct errors in documents that were made during registration actions.

The owner of the technical equipment can file a complaint with the State Technical Supervision Authority, send it by registered mail, or submit an appeal through the department of the Multifunctional Center. The application processing period is 15 working days. The complaint must contain the following information:

Information about the applicant:
residential address;
contact details for feedback.
The name of the Gostekhnadzor body, full name and position of the employee whose actions, in the opinion of the applicant, should be appealed.
Description of the actions of the Gostekhnadzor employee and his decisions, which are considered unlawful by the driver.
Arguments for the basis when drawing up a complaint.

Application form for vehicle registration in 2018

When purchasing a car, the new owner is required to register the vehicle within 10 days. To do this, you should contact any traffic police department that carries out registration activities.
