Designers and cuts, what you need to know

How to register a constructor car in 2019

According to modern regulations, using specialized services is easy and legal if all parts and components are imported in full compliance with the law.
The designer must be transported across the border legally, with customs clearance procedures carried out. But the surprises begin at the traffic police, where employees do not want to register the car. Argumentation is considered to be a reference to the safety rules for operating vehicles TR. To gain access to registration, you must obtain confirmation of compliance from the Center of Expertise. Specialists must have appropriate accreditation and work with vehicles. If workers give an opinion on suitability for use, then you can submit documents for registration to the authorities

In case of an unreasonable refusal, it is important to go to court and conduct proceedings. To do this, you must receive a written response from the traffic police regarding the refusal.

Some difficulties arise when registering different models of the same brand. For example, for the assembly of a designer kit with documents for a Toyota Corolla, spare parts or a body from a Toyota Spacio are brought - this complicates the registration procedure, since according to the documents the cars are different. This is a common problem. There is no way to register your own designer car in this case. The same question concerns cutting when inspectors identify nuances. And identifying this is not considered difficult, because an illegally imported body is not registered as such (it is registered at customs as scrap metal) and does not go through the customs clearance process. The exception is interchangeable designer bodies. For 2021, there is a list of car models within the same brand, the parts of which can be legally installed and registered with the State Traffic Safety Inspectorate, which expands the possibilities for installing and registering license plate units from different car modifications.

As for the stages of the registration process, they are standardized and are carried out according to the following principle:

Submitting an application through the State Services website or through a direct visit to the traffic police

It is important to note that before carrying out the procedure, the traffic police must evaluate the donor, verify documents and give permission to carry out registration. As noted above, the refusal is issued in writing. Verification of serial numbers of units with documents, which is carried out at a separate site

The presented point is carried out without problems, but requires the provision of documentation that concerns the issues of moving the numbered units of the designer. Next, an application and a package of documents are submitted to the “One Window”, where the forms are filled out. In case of correct actions, the citizen is issued license plates and PTS, which indicate the numbers and features of the vehicle, changes in the body. The final stage is checking for registration errors.

Now you know how to register a constructor car with the traffic police. Time to move on to the main options for moving saw cuts and full-fledged bodies from abroad.

How to check a car for cutting?

Having a thickness gauge will help identify seams hidden behind the putty. The cost of the device starts from 1000-1500 rubles, and its presence will help you save much more. Check every 2-3 centimeters of the racks in a row. The manipulation will take about half an hour. And if you use a lift, you can check whether the floor was welded properly. Particular attention should be paid to door arches and stamped identification numbers, and check the sill trims.

Another way is to study the body number. Look for it under the hood close to the windshield. If the car has been manipulated, you may find a strip instead of the stamped serial number. A poorly welded strip can be easily identified by touch. First you need to clean the surface to be examined with water, or even better, with acetone. You can also look at the number from the back. To do this, you need to dismantle the linings. If the number is engraved under the seat, it is not necessary to dismantle it; you can use a compact mirror. Similarly, with the study of racks with a thickness gauge, you can also monitor the number. If everything is in order, then after calibration the values will remain the same, and the gadget will not emit warning signals. The most sensitive devices can even recognize deposits between numbers and other deviations from the norm.

Car enthusiasts share their secrets on how to recognize a cut or a construction kit. Vehicle history documents are issued, even if they are issued on the territory of the Russian Federation.

So, the difference between a cut and a designer is revealed by the following signs:

  • The year of registration was after 2008. It was at this time that the scheme began to work. A year, of course, is not 100% proof, but it’s a reason to think about it and double-check the car once again.
  • Duplicate PTS. If it is impossible to obtain a new document, car owners can
  • use duplicate. If the car is sold on the secondary market, the lack of the original title may be explained by its loss.
  • Availability of marks for replacement of units.

All of the above indicates that cuts have been made. The auto designer is characterized by a discrepancy between the year of manufacture and the external configuration. Before checking, you should find out more about the generations of the model you plan to buy. If the car's documents are from 2000, but the presented design appeared only in 2005, then you see the result of replacing the internal units. Most likely the car was assembled in parts.

Advantages and disadvantages of the design machine

How to register a designer car and issue a title in 2019.
The benefits of huge savings in customs duties for the buyer of a designer car are obvious.

Among the main advantages of such a car it is worth noting:

  • low mileage;
  • low price;
  • good condition of components;
  • relative reliability.

In general, a person gets a reliable and high-quality car at a low price. There are no complaints about the operation of the system, because the parts were not subject to accidents or prolonged downtime.

However, the designer also has a lot of disadvantages, which are rarely taken into account by buyers. Among them:

  • problems with car registration;
  • unknown build quality;
  • selling a car is difficult;
  • some car parts may not pass through the border;
  • probability of purchasing a cut;
  • problems with documents and registration.

It is worth remembering that the purchased car is officially considered a set of parts.

What is a designer for your PTS?

How long does it take to register a car after purchase?

During everyday operation and repairs, the car is periodically subject to disassembly: for example, when installing an alarm system, dry cleaning the interior, repairing after an accident, replacing the engine. Having the proper experience in disassembling and assembling Japanese cars, the quality does not suffer after assembling the kit. What you can see when you accept the car.

Can you send a cut (carpil) of a car to the region without assembly?

Yes we can. In this case, the cut is not assembled; the front and back parts are attached to ties. The cut without assembly will look like this:

For carpil, sending without assembly is possible, but does not make any sense. Pallets with spare parts for carp saws are heavy and take up a lot of space.

And then Russian ingenuity came to the rescue, which more than once helped to get out of a situation that at first glance was a dead end.

Someone in the auto business realized earlier than others that you can buy cars in Japan, disassemble them (separate the engine assembly with automatic transmission, front suspension and attachments from the body, remove the rear suspension and muffler), import and clear them through customs in Russia as separate license plates units. After this, all that remains is to carry out the standard formal procedure for replacing units, as if your engine had broken down or the body had to be replaced.

Legally, replacing an old body with a new one is absolutely legal.

Thus, identification of the vehicle after making changes to its design, in relation to the one registered, is a prerequisite.

If, after replacing the body, it is impossible to identify the vehicle relative to the base one (registered with the State Traffic Inspectorate), the presented vehicle will be a single vehicle, the conformity assessment of which is carried out in accordance with paragraphs 66-75 of the Technical Regulations on the Safety of Wheeled Vehicles, approved by the Decree of the Government of the Russian Federation dated September 10, 2009

Attention

Bringing a car under documents

Due to the fact that customs duties are growing with enviable consistency, in contrast to the income of the population, it has now become popular to purchase cars in Japan and register them with “old” documents left over from cars imported earlier, but no longer in use for one reason or another. reasons. At the same time, you can save from 1000 to 6000 dollars on customs duties. It is enough to buy a disassembled car and documents from a car that is already in the country.

Such an operation in Primorye is called ARRIVING UNDER DOCUMENTS. In this article we will try to expand on this issue a little. First of all, why is this being done?

1.

Import of cars under the “designer” scheme in 2018: answers to all questions

At the end of March 2021, the restrictive wording on the need to pay 3,000 euros for customs clearance of the vehicle body was canceled. Now the duty is a fixed 15% of the customs value.

Drom wrote several times about these changes, but the minds of motorists are still excited by the prospects that have opened up along with promising adjustments to the legislation.

What can you do now?

You can bring yourself a structurally intact (without traces of the impact of the grinder), but a disassembled car for parts according to a more budget-friendly scenario than before.

For example, importing a minivan from the mid-2000s to Vladivostok under the “cut” scenario will cost 300-400 thousand rubles, and under the “constructor-2018” scheme - 350-450 thousand rubles. The increase in price for a whole body can be roughly estimated at 50-60 thousand rubles.

It turns out that the main and key change is that a car imported for spare parts no longer needs to be literally cut down to pass as a set of parts in order to reduce the duty. In this case, you will receive a cargo customs declaration (CCD) not only for the engine, but also for the body. You will not be given a PTS when importing a “designer” under any circumstances.

The niche of “cuts” has a good chance of remaining in demand, since many initially do not need a whole body, and the premium for its safety in this case is not always justified.

“Honest Designers” are back?

No.

No and no again.

The “honest designer” scheme implies the legal operation of a car imported for spare parts on Russian roads. It was very popular until the end of 2008, when a new used car was imported using existing (donor) documents and the main components were replaced on paper - body, engine, frame.

This scheme lost relevance with the introduction of the body duty in 2008 (5,000 euros, then 3,000 euros) and finally ceased to exist in 2021. The traffic police will no longer register the “constructor” due to the following norm:

“The impossibility of identifying a vehicle due to the replacement of a frame, body or component part of the structure, which resulted in the loss of the identification number applied by the manufacturer of the vehicle when it was put into circulation, or the invalidation of the vehicle passport are grounds for recognizing vehicles as not subject to registration with the State Traffic Inspectorate.”

This phrase means that after replacing the old body with a new one, the old license plate will certainly be “lost”, as a result of which the traffic police will not be able to identify the car.

Some motorists consider this traffic police regulation illegal and are trying to challenge it in court. Alas, practice shows that even with a court decision in its favor, the buyer of a “designer” still cannot get it registered with the inspectorate.

It is noteworthy that the above-mentioned traffic police norm threatens the problem-free existence of those very “honest designers” (or “good old ones” - as you like) who legally entered the Russian Federation until the end of 2008. Until recently, the acquisition and operation of such a car was not considered a risky undertaking, but there are confirmed cases where the traffic police flatly refused to re-register such cars in some Russian regions.

So there is no good news?

Not really. Owners of some frame cars can bring themselves a whole body and install it on the frame of their car already registered in the Russian Federation (with a clearly readable frame number). Only provided that the documents are suitable: in the PTS the car must be identified precisely by the frame number, and the body number is not mentioned. The result should be an “honest designer” of the 2018 model.

It is important to note that there is no talk of formalizing the procedure in the traffic police - see the excerpt from the official document above. This only means replacing a numberless part, which subsequently has nothing to compare with. In addition, it is necessary to take into account nuances such as matching the body color. In essence, the entire procedure is possible only due to the absence of obvious legal obstacles. But as we all know, this is often temporary. In general, at your own peril and risk.

Fans of motorsports will also be pleased with the innovations: it will become much easier to bring a cool “Corch” for racing.

Clear. This doesn't concern me!

That's also not entirely true. There is a fear that, due to the possibility of importing a whole body for a reasonable price, a new wave of criminal cars may form.

Since the introduction of large duties on customs clearance of bodies in 2008, cars have been imported into the Russian Federation in a variety of ways - “carpiles”, “bites”, “cuts”, “frames” and so on. These schemes are almost 10 years old, so attentive buyers of aftermarket cars have at least learned to resist them. Previously, pitfalls could be found by inspecting popular saw contact points on the body.

Now things could be different. Unscrupulous businessmen will certainly take advantage of the opportunity to carry bodies without physical force in order to circumvent duties. As a result, people risk running into a criminal machine and being left with nothing. Literally and figuratively.

The reward for deliberate fraud of this kind is a fascinating article of the Criminal Code of the Russian Federation “Forgery or destruction of a vehicle identification number.” Punishment ranges from a fine of 80 thousand rubles to a prison term of two to three years. Unfortunately, this does not stop the craftsmen who have become skilled at welding planks - their skills only progress from year to year, but there are no fewer clients.

Are you buying a car that seems too new for its year? Carefully study the places where identification numbers are applied, preferably involving real specialists with extensive experience in this particular matter. For a quality check, it may be necessary to disassemble the car body a little, and not every seller will agree to this, but in this case it is better to pass by a lucrative offer than to be left with nothing later.

What is a construction machine and carpil cutting machine?

Is it possible to sell a car without license plates?

To understand the nuances of registration, it is important to work out the issue of distinguishing concepts. A construction car is a vehicle made from new license plates, assembled using old documents.

This scheme appeared a long time ago, but is still popular. It involves the detailed import of new spare parts and large components (construction parts), which are then formed into a car based on the old one. This technique allows you to avoid paying duties and adjust the price tag without losing quality.

The sequence of actions in this procedure is as follows:

  1. A construction car is purchased abroad, where craftsmen disassemble the car into parts. Auto mechanics remove the exhaust system, the engine, and for a framed car, the frame. To determine the need to remove a particular unit, read the documentation, where and on what the serial number is applied.
  2. Crossing the border with the Russian Federation, numbered parts are registered for different recipients and are carried out according to various invoices (invoices will be required to account for the designer). This is the main condition for obtaining the corresponding effect. Duty and customs clearance will be 10-30% of the import of a full car.
  3. After importing the equipment, an old vehicle is selected, including those that are damaged and cannot be restored. This equipment is re-registered under the documents of imported components. The result is the effect of transforming an old, broken car with new license plate units.

But the procedure is accompanied by flaws, and the first of them is the question of how to properly register a constructor? This is done with a number of problems. According to the documents, we will receive an old, damaged car, but in fact a brand new vehicle, which the state strictly suppresses. The savings in this case for the end consumer are up to 50%, and the budget loss is even greater. Therefore, registration is sometimes problematic for various reasons.

The cut deserves special consideration. This is the same designer, but with minor adjustments, which are associated with the element-by-element import of the frame. It is divided in half to avoid paying the full duty. In this case, a title is not issued for the designer vehicle, registration is impossible, since the design of the vehicle is considered unsafe for participation in road traffic.

How to identify a constructor machine

Often, a cut or construction kit is supplied under the guise of normal cars.

It is important to understand that the user may have problems not only with documents for such transport, but also with its technical condition

It is issued as if the number plates on an old car had been replaced.

Naturally, changes in the design of the vehicle must be registered with the traffic police, which can be done if you have documents for these components. More information about replacing and registering changes in the design of a vehicle can be found by going to the article “Changes in the design of a vehicle subject to registration.”

According to the documents, you will still have the same old or broken car with replaced units, but in reality you will be driving a new car. Even when taking into account the costs of buying an old or wrecked car with documents, the net savings are rarely below 50%.

How to determine “carpil” and “cut” according to PTS

Establishing a “cut” according to the PTS (vehicle passport) must be done in stages. First, if the vehicle’s passport was issued at customs, and there are no special marks on it about the replacement of units, then the car is legal, that is, it was imported into the country in one piece.

Secondly, if the PTS is customs, but there is no mark on the issue of a duplicate vehicle passport, and there is no customs stamp, then do not risk using such a car, much less buying it. It is clear that this car was assembled from cut blocks.

Third, if the body or components specified in the PTS were replaced before 2009, and they correspond to the make of the car, you can safely purchase it. The fact is that already in 2009, an extortionate duty was introduced, and before that the duties were small, and no one sawed cars for import - there was no need.

Fourth, there are known frauds in the ranks of the traffic police MREO with vehicle passports in several regions, such as Ingushetia, Chechnya, Buryatia and Tuva. Therefore, beware of PTS with series 06 Ingushetia, 95 Chechnya, 03 Buryatia and 17 Tuva. True, recently they have already carried out a purge, some were fired, some were imprisoned, but the problem still remained.

“Carpiles”, which are difficult to identify visually (unlike “cuts”), are most often registered under the documents of cars that were involved in an accident, that is, there was a car with real documents, but it was not driving or was broken down. A “carpil” of the same brand is ordered, and new parts and spare parts are installed on the old car, or vice versa. In the latter case, the strip with body serial numbers and codes is digested. Therefore, it is difficult to determine “carpiles” from the PTS

Pay special attention to the welding of the strip, its quality and at least approximate correspondence of the condition of the car to the year specified in the title

Designer for your PTS what is 2018

Unfortunately, they promise to close this nice feature soon.

You can use documents from stolen cars that were left in the hands of the unfortunate owners, as opposed to the car. In this case, serious connections with the traffic police are required in order to remove this car from the theft database, otherwise nothing will come of it.

If you need to perform all operations on behalf of the owner of the car, stock up on a sufficient number of copies of notarized powers of attorney, which indicate that you have the right to carry out such actions.

You can buy a construction set that has already been assembled and cleared through customs, while you save time and effort, but you gain less in money.

Saving.

On a 91 NISSAN SAFARI jeep with a 4200cc engine, you can save about 6,000 euros.

Is it possible to drive a construction car?

Since it is quite possible to check the car for cutting, the next question arises - is it safe to drive and how long will it be used without any problems.

From the editor: Casco and insurance

If, for example, you are selling a frame jeep, in which the body is well and professionally welded, you can take a risk and purchase such a car

Just pay special attention to the documents - in order for registration with the traffic police to go smoothly, you need to have a technical passport (PTS) from the donor car in hand

Riding such a jeep is quite safe, since in the event of any accident, the main load from the impact is taken by the frame, which no one sawed.

Another thing is frameless cars. The first trouble is that clearing such a car through customs is much more problematic (you need to replace the numbers on the body) and riskier (you need good documents), otherwise the traffic police may simply refuse to clear it.

In addition, driving such cars is dangerous. Often, in the event of a traffic accident, they are simply torn in half. It is clear that the fate of passengers in such a situation is deplorable.

Therefore, think carefully about whether it is worth getting involved with a cutting machine. If you want to protect yourself from buying a designer car under the guise of being untouched, then be extremely careful, or better yet, turn to professionals.

As a Lego construction set, you can save about 200 thousand rubles in import duties. In addition, these cars can be tens of times cheaper than their new counterparts. That is why the question arises, what is a cutting machine? There are two options for selling inexpensive cars: a kit is assembled from several different cars or, in fact, a replacement of units is issued and that’s it. Other parts may even be collected from other cars, even after an accident.

In contrast, cutting machines cut in half or cut off certain parts in order to avoid paying high duties at customs during import into the country. In this case, duty is paid either for scrap metal or for spare parts. But it is still several orders of magnitude cheaper.

This business is quite widespread, for example, sawing machines from Japan make up a significant part of the total supply and reached 2 thousand tons last year. But it should be taken into account that such options are the most dangerous. Below we will look at how you can win and where the catch lies.

Designer for your PTS what does this mean

Also, documents with a frame or with an iron (bar) can be purchased on the Internet.

Why is it not profitable to buy a car from an “honest designer”, as before?

Firstly, at the moment it is very difficult and expensive to register an “honest designer”. Previously, it was much simpler, so there was a point in bringing it in like this. Secondly, previously, designers of the 1st configuration were not subject to a high duty of 3,000 euros per body, as is now the case. When importing by sawing or carving, no duty is paid for the body of the 1st configuration.

Why is it not profitable to buy a car with the front half?

Because the cost of delivery and customs clearance of halves from Japan is not much less than for cutting. But when you order a cut, you will also have the entire rear part of the car.

What machines are profitable to buy from Japan by sawing (cutting)?

In principle, any.
