You bought a car and need to register it. From the moment of execution of the car purchase and sale agreement, you have 10 days to register the car.   Attention! A document on termination of registration of a vehicle is filled out only if 10 days have passed since the sale of the vehicle, but it has not been registered to the new owner. In addition to the application, you will need to attach a purchase and sale agreement for the vehicle.

  Such a statement states “Remove from registration due to expiration of registration period.” The fields in the application that require inspection of the vehicle are not filled in; the application must be accompanied by a document confirming the applicant’s authority to represent the interests of the owner (power of attorney or other documents).
• Vehicle disposal. The statement states “Cease registration of the vehicle due to disposal.” Fields requiring vehicle inspection are not filled in. A certificate of disposal must be attached to the application, since now it is impossible to deregister a vehicle if it is not actually disposed of.
• Removal of vehicles outside the Russian Federation. The application states “Remove from registration due to export outside the territory of the Russian Federation.”
  At the end of the procedure, employees will indicate transit signs in the “Issued to the applicant” column. For such an application, you will need a purchase and sale agreement, gift agreement or any other document that will confirm the ownership of a foreign person not registered in the Russian Federation.
• Waiver of your rights to an insured vehicle due to damage or destruction of the car in order to receive an insurance payment, or replacement of a car of inadequate quality.
  The statement states “Remove from registration due to renunciation of your rights in favor of the insurance company / replacement of a car of inadequate quality.” The application will need to be accompanied by a document confirming the transfer of ownership rights to a third party. The vehicle inspection box is not filled out.

Deregistration for disposal

The process of how to deregister a damaged car that is not running for further scrapping is regulated by paragraph 65 of Order of the Ministry of Internal Affairs No. 605 of 08/07/2013. In accordance with the specified document, the procedures provided for in paragraph 32 of the Administrative Regulations must be completed: accepting an application, inspecting the car, making a decision to deregister it and the corresponding documentation.

There are two ways to organize the required inspection of a damaged vehicle by a traffic police officer:

• Having delivered the vehicle to the observation deck of the State Traffic Inspectorate using a tow truck.
• By calling an employee to the scene of an accident to inspect a vehicle that is not suitable for use.

The result of the inspection will be a report drawn up by the inspector on the technical condition of the machine, recording the impossibility of its further operation. Deregistration for disposal in this case will be made on the basis of:

• Owner statements.
• Certificate of technical condition.
• PTS and vehicle certificates.
• Submitting license plates.
• Powers of attorney (when documents are submitted by an authorized person).

When a vehicle is removed for recycling, it is then impossible to legally sell it. The traffic police will not control whether the car was actually transported and scrapped according to the act, but a corresponding mark will appear in the department’s database, and license plates and documents for the car will be taken away.
