Electronic OSAGO policy: what do you need to know about car insurance online?

What is the difference between an electronic OSAGO policy and a paper one?

First of all, the electronic policy differs from the paper one in its format. It is provided as a PDF file electronically signed by the insurer. The electronic policy contains the same data and details as the paper one. Information about it must be entered into the AIS RSA database.

You can apply for electronic MTPL on the insurance company’s website. To do this, you need to fill out an application on the official website of the insurer, upload scanned copies of the required documents and pay the cost of insurance using one of the available methods. To apply for an electronic policy, you will need standard documents - passport, PTS and STS, driver's license and diagnostic card.

Which policy is cheaper

An electronic MTPL policy is calculated in the same way as a paper one. When registering it, all tariffs and coefficients established by law are used - territorial, KBM, age-experience, vehicle power and others. When taking out such insurance, the insurance company does not have the right to change their values or introduce its own coefficients.

The cost of an insurance policy does not depend on the method of its registration. The law does not establish discounts or surcharges when applying for electronic compulsory motor liability insurance. However, the insurer can choose a larger base rate when applying for e-MTPL. Before purchasing insurance, check the rates of the insurance company you are interested in and calculate the cost of insurance using an online calculator.

Does the cost of different types of insurance differ?

Many motorists are interested in the question of whether they will be able to purchase an OSAGO policy online cheaper than usual or not. Currently, the answer to this question is negative. The compulsory civil liability insurance market is strictly controlled by the state. This is what dictates prices.

At the same time, the different costs of compulsory motor liability insurance policies in different insurance companies are explained by all sorts of promotions carried out by insurers to attract customers.

Insurance companies are fighting for the introduction of free pricing, promising in this case to significantly reduce prices for customers who do not get into accidents. It is difficult to say when such pricing will be introduced and how much insurance will become cheaper.

Currently, insurers receive additional profits from electronic policies. The fact is that when registering a policy at the office of the insurance company, the client communicates with the insurance agent. This person receives certain deductions from each insurance contract. When you sign up for insurance online, that person disappears from the scheme, and there is no one to pay the deductions.

What should be indicated in E-OSAGO

The electronic MTPL policy is issued on the XXX series form (for paper policies, the KKK and MMM forms are used). The color of the document is usually orange-pink, like the paper version. Unlike a paper policy, an electronic policy does not contain a QR code for document verification.

The electronic policy contains the same data as the paper one:

  • Insurance premium amount
  • Validity and periods of use
  • Information about the policyholder
  • Information about the vehicle and its owner
  • Information about drivers and their number
  • Information about the amount of insurance premium
  • Information about insured events
  • Date of conclusion of the contract

The document also contains a note that the policy is electronic and that it is certified by the insurer’s electronic signature.

What is MTPL insurance?

OSAGO – compulsory motor third party liability insurance. Insurance must be taken out if a person is a car owner and uses a vehicle that is registered with the traffic police. The cost of issuing a policy depends on many factors and is calculated separately.

Important! According to the MTPL policy, in the event of an accident, the injured party receives compensation in the amount of up to 400,000 rubles (if property was damaged), up to 500,000 (if harm was caused to the health of third parties). The electronic MTPL policy is analogous to a regular paper one.

How to distinguish a fake policy

When purchasing e-OSAGO, there is a chance to purchase a fake policy. Such a document will not be able to protect your liability in insurance cases, and if you present it, you risk receiving not only a fine, but also punishment for forgery of documents.

You can distinguish a fake MTPL policy both before and after the purchase. First, pay attention to its price - if insurance is noticeably cheaper than in other insurance companies, this may raise suspicions. Pay attention to the website where you buy the policy - it will differ from the official website of the insurance company. Study the form and compare it with the sample from your chosen insurer - the design and details may differ.

After purchase, check for an electronic signature certificate - you can use it to verify the authenticity of the document. Some insurers send them along with the policy. Also, after purchasing a fake, you will not receive confirmation from RSA. When you try to find a fake policy in the official database, you will receive an error or a message about an expired document.

OSAGO cost online

The cost of regular and electronic versions of MTPL within one insurance company is absolutely the same, so contrary to popular belief, you won’t be able to save money by purchasing online. You can find cheap policies on the Internet, but you simply won’t be able to buy them without purchasing additional services.

The cost of an MTPL policy depends on:

  • vehicle power;
  • age and length of service of the car owner;
  • number of drivers included in the document;
  • indicator of the KBM coefficient for a particular driver (accident-free driving);
  • region of registration;
  • duration of the policy.

How to present an electronic traffic police policy

The electronic MTPL policy can be saved to any smartphone or tablet with an installed application for viewing PDF files. Now, if a traffic police officer asks you to show your policy, open the document on your device. The inspector will be able to check the authenticity of the document using the internal database - for this, traffic police officers are issued working tablets with Internet access.

However, many inspectors still do not trust electronic documents and may not recognize them. Problems may also arise in remote regions with unstable or non-existent Internet. For these cases, you can print out an electronic policy and take it with you. There is no need to have the printout certified by the insurer - it is enough that it is legible and contains all the required data.

However, inspectors often continue to issue fines when attempting to present an electronic policy. Such fines are unlawful: you have the right to appeal them in court. It will be necessary to confirm the authenticity of the policy with information from the RSA.

When does E-OSAGO come and start operating?

Speaking about how a cheap electronic OSAGO policy differs from a paper one, it is worth noting that E-OSAGO does not begin to operate immediately after registration. Usually it becomes valid only 48-72 hours after it has been issued. This is due to the fact that car owners who drive without a issued policy do not have the opportunity to promptly obtain a document immediately after getting into an accident. In other words, if the driver caused an accident, he will not be able to apply for a cheap E-OSAGO on the spot from a smartphone or tablet (more precisely, the registration process will be possible, but the document will be invalid within a few days).

Question answer

Why can’t I apply for e-MTPL when buying a new car?
Information about the new car is not yet in the RSA database, so it will not be possible to issue an electronic policy for it. You can buy the first MTPL policy for your car only at the office of the insurance company.

What to do if the electronic policy was not found in the database?

If insurance is not detected, then most likely you bought a fake policy or the data was entered into the PCA with an error. In the second case, you need to contact the insurer and find out the reason. If the data is entered incorrectly, make corrections. If the insurance company does not have a license, you will have to purchase a new MTPL from a trusted insurance company. You can also tell your insurance company about a scammer who is selling fake policies.

Can an electronic policy be purchased from any company or only from the one where the paper one was already purchased?

You can buy insurance online both for the first time in the company and for subsequent requests. The main thing is that the insurer has an appropriate license.

Methods for obtaining civil liability insurance

Many car owners think about which MTPL policy is best to choose. When it comes to documents, we involuntarily imagine strict reporting forms, papers with signatures and seals. It should be noted that a paper document on compulsory motor liability insurance that corresponds to such ideas can be purchased in our time. To obtain it, you must contact the office of the insurance company, provide documents and pay the insurance premium (insurance cost). After this, the client receives the usual paper document.

However, life does not stand still, and new technologies are actively being introduced into it. In 2021, the state required all insurers operating in the field of civil liability insurance to provide the opportunity to purchase this insurance via the Internet. Since then, there has been debate about what is better to choose - an electronic policy or a regular one.

In fact, from a legal point of view, this makes absolutely no difference. The purpose of the policy as a document is to confirm the fact that the civil liability of its owner in the event of an accident is insured. Both paper and electronic documents fully fulfill this function.

Any problems with the electronic version can only arise at the level of traffic police inspectors. Checking any document using a tablet is not a problem. For this purpose, the internal database of the State Traffic Safety Inspectorate and the database of the Russian Union of Auto Insurers (RUA) are used. However, not all traffic police officers have tablets, so they have to make phone calls to other employees who have a computer. Therefore, problems with electronic insurance sometimes arise. Although the driver has every right to present an electronic policy not only in the form of a printout, but also in the form of an electronic document on a smartphone or tablet.

Some drivers wonder whether an electronic policy can be replaced with a paper one. The answer is simple - yes, you can. To do this, you should contact the insurer and ask him to issue a document on a strict reporting form. You will have to pay extra for the form. Moreover, you can even contact the insurer via the Internet and ask him to send you a paper policy by mail. In this case, you will have to pay for postage.

What are the different policy options?

Many motorists are interested in the difference between an electronic policy and a paper one. More recently, these documents differed only in that one was produced on a secure, strict reporting form, and the second was simply printed on a regular sheet of paper. Both policies were green. At the same time, it was possible to print an electronic document on a black and white printer. Another difference between e-OSAGO is that all electronic policies have the XXX series.

However, in 2021, a new strict accounting form was introduced for OSAGO policies. It became purple and received more reliable protection. Both electronic and paper documents differ in appearance only by the word “Electronic” in the title and series, contain the same information and are legally identical.

New sample MTPL policy:

From 1.02.20 it is planned to issue policies of a new type, with a unique number without a series.

How to get MTPL insurance online

When purchasing an electronic policy, you do not need to visit the insurer's office - just fill out the form on the insurance company's website and send scanned copies of the necessary documents electronically. After this, you will receive an invoice for the insurance premium, which must be paid with a bank card. After payment is made, a document certified with a special high-security electronic signature will be sent to the client’s email. It can be printed on a printer and presented to traffic police inspectors and other persons upon request, or shown electronically on a smartphone or tablet.

Should the e-OSAGO printout be certified?

There is no need to certify the printout at the insurance company office. Its authenticity must be verified using special databases.

True, cases periodically arise when traffic police officers do not want to recognize such documents and even try to fine their owners. However, the explanatory process is underway, and such cases will soon stop.

Using a QR code in MTPL

The first of the significant changes can be considered the mandatory inclusion of a QR code on the policy form.

To see what this code looks like (located in the upper right corner), look at the image below.

The QR code on the MTPL policy is actually an encoded link that leads to a specific page on the Internet. You can decode this link using a separate application created for smartphones. It is enough to simply take a photo of the QR code and this program, after decoding, will automatically transfer the user to a page with the relevant information.

The QR code assigned to the policy will direct you to the page of the RSA (Union of Auto Insurers) web resource, where you can obtain the following data:

  • Full name of the insurance organization that issued the insurance policy;
  • Information about the policy (number, series, date of issue);
  • Validity period of the car insurance contract (beginning, ending);
  • Information about the insured vehicle (make and model, VIN code, registration number).

It follows from this that using the QR code, anyone can verify that they have a genuine MTPL policy. It’s now easy to complete the check: just go to the page to compare the data with the information included in the auto insurance policy.

Such an opportunity will be very useful, for example, in the case when, during an accident, car drivers decided to draw up documents without involving traffic police officers. In this case, you can quickly verify the authenticity of the policy and proceed directly to filling out the required notice.

During the period of service creation, the process of obtaining and using e-MTPL had a large number of difficulties. Thus, only some insurers had a purchase option on their website, and if they did, there were constant problems with the service. In addition, many companies deliberately prevented the introduction of such an opportunity: with online registration, it will not be possible to sell the vehicle owner insurance with a large number of additional services. Also, checking an electronic MTPL policy by an inspector could take a long time.

Every year the system of electronic insurance policies continues to be fine-tuned. Thus, in 2021, several changes related to compulsory motor liability insurance are being introduced.

  • Now any insurer is obliged to issue a policy both in regular and electronic form at the choice of the vehicle owner.
  • Electronic insurance can be either renewed or purchased for the first time. In the second case, you will need to send scans of documents when registering.
  • It is now possible to obtain personal data from the RSA database.
  • Only its future owner should fill out e-OSAGO.

In addition, the active fight against fraud in this area continues. Thus, the main problems of using e-OSAGO have already been solved and the document has more advantages than disadvantages:

  1. This type of insurance can be used on the same basis as regular insurance.
  2. To issue an electronic MTPL policy, you don’t even need to leave your home. All you need to do is collect the necessary documents, transfer the required amount and print the resulting file.
  3. The insurer does not impose additions that increase the cost of compulsory motor liability insurance.

The only problem with electronic insurance is the lack of ability to make changes to the contract. You will not be able to add or remove drivers or change your passport details via the Internet. In all these cases, you will need to contact the insurance company directly. However, given the constant changes in the rules regarding e-MTPL, one can hope that similar issues will be resolved in the future.

The reason for the appearance of counterfeit documents is an increase in insurance rates. This became the reason for falsifying a document that is important for every motorist.

Until now, every driver had the opportunity to present the policy to traffic police officers, without fear of detection of a counterfeit. The situation changed completely after the formation of the SAR database.

There are many other shortcomings of old policies, among which are:

  • low protection against counterfeiting;
  • printing a document did not require the use of special equipment; a regular printing line was sufficient;
  • lack of the required number of forms;
  • lack of information for the population regarding the protective measures of MTPL documents.

All this became the reason for purchasing fake documents related to compulsory car insurance. There were well-thought-out schemes in use, in which, even after discovering a counterfeit, the owner received financial compensation by simply going to court.

The electronic form of the insurance policy has become the first step in ensuring the protection of the insurer and vehicle owners. Its owner has equal rights and benefits as the owner of a previously accepted paper document.

The advantage is that it reduces the likelihood of policy fraud. The new forms will significantly strengthen the overall security level of the legal auto insurance system.

It is worth studying the appearance of new electronic policies and the measures taken to protect them from counterfeit documents.

What does the cost depend on?

A number of factors influence the final cost of the policy. Generally speaking, the fewer risks the insurer sees, the cheaper compulsory motor liability insurance will be. But let's move on to the details:

  1. Vehicle category. It is obvious that a truck involved in an accident can cause significant damage. Firstly, to those around you. Not only to people, but also to other machines, buildings and structures. Secondly, to yourself. The cost of restoring a truck will very likely be higher than, say, a subcompact car.
  2. Vehicle registration locations. This is not about what region is indicated on state registration plates. It is important where the vehicle is registered (can it be registered with e-MTPL?). Insurance is more expensive in metropolitan areas and cities, in general. In rural areas it is cheaper. It is possible that the logic here is this: in a village where there are only 5-10 cars, the risk of accidents is lower. In large cities, where traffic is very active, it is higher. And rightly so.
  3. Mode of use. To make insurance cheaper, you need to take it out for a short period. Let's say, not for a year, but for 3 months. True, if you compare the amounts, then the annual one, in general, will be more profitable. But if there is no money for it, then you can use the indicated method to reduce costs for compulsory motor liability insurance.
  4. Engine power. It is not very clear how this indicator affects the degree of risk of an insured event.
    Apparently, powerful cars are used more often to drive recklessly. Important! The minimum coefficient applies to vehicles whose engine power is less than 50 hp.
  5. Driver's experience and age. Everything is clear here: the more experienced the person behind the wheel, the more confident he feels on the road. Although there is a flip side to the coin: often, confidence turns into self-confidence, which is dangerous. As for age, a person at 22 years old may have more driving experience than someone who has turned 30. But at 22 years old a person is probably more frivolous. In any case, age and driving experience are taken into account together, in conjunction.
  6. Accident-free driving. There is no need to explain anything about this factor. It is always beneficial for insurers to deal with those who have not been involved in an accident. But no one is safe from a collision on the road.
  7. Number of registered drivers (how to register a driver in e-OSAGO?) Firstly, the more people allowed to drive a vehicle, the higher the likelihood of the car getting into an accident. One driver may be careful, while another may ignore traffic rules. Secondly, a “weak” driver always pulls down a “strong” one. The policy fee is calculated not based on the performance of an experienced driver, but on the basis of the characteristics of a less experienced one.

Thus, the cost of compulsory motor liability insurance is calculated taking into account all the listed factors. The legislation prescribes certain coefficients for each case.
