Which car drivers are required to have a first aid kit?
The traffic regulations in force in Russia contain an appendix listing the conditions under which it is prohibited to operate vehicles in the country. One of them is the lack of a first aid kit on most types of transport.
In accordance with this application, the first aid kit must be in:
- buses,
- passenger cars,
- trucks,
- wheeled tractors,
- side-trailer motorcycles.
Therefore, for example, a first aid kit is not required for motorcycles that do not have a sidecar (“sidecar”).
The prohibition on operating the above-mentioned vehicles without a first aid kit does not imply a ban on movement. Naturally, if it happened that you were forced to use part of the contents of the first aid kit, you are not obliged to look for where to buy a new car first aid kit or try to replenish it, and only then continue on your way. You have the right to continue driving, but at the first opportunity you must buy a new first aid kit or part of the missing contents.

19. Destruction and lack of diffusers of lighting devices are not allowed
19. The absence, destruction and contamination of the lenses of external lighting devices and the installation of optical elements not provided for by the design of the lighting device (including colorless or painted optical parts and films) are not allowed.
This requirement does not apply to optical elements intended to correct the light beam of headlights in order to bring it into compliance with the requirements of TR CU 018/2011.

The following new requirements have been added in this paragraph:
- The headlight lens must not be dirty. Since the lens is the outer glass of the headlight and dirt often gets on it, I recommend that you wash or wipe the headlights additionally before passing the inspection.
- It is prohibited to install additional parts and films on the headlights. For example, if the headlights are tinted, the car will not pass inspection.
When were the last changes made to the composition of the car first aid kit?
The composition of a car first aid kit, mandatory in 2021, was approved in 2009, and the changes came into force in 2010. Since then, nothing has changed, the composition of the first aid kit is still the same.
The changes made to the composition of the first aid kit in 2009 became quite serious. In a modern car first aid kit there are practically no medications, especially painkillers.
A modern first aid kit consists mostly of means for dressing wounds, as well as stopping bleeding, and for carrying out resuscitation actions that can be carried out by a non-specialist.
There are several reasons for excluding painkillers from the first aid kit. One of the main ones is the victim’s potential allergy, due to which painkillers may worsen his condition. Another reason is that it is not possible to create a number of specific conditions for storing such products in a car.
Why do you need a first aid kit in your car?
A few years ago, it was possible to undergo technical inspections, as well as use cars, without the need to complete a first aid kit. In 2018, this issue was revised and such an element of car equipment as a first aid kit was recognized as mandatory.
Many drivers complained that they had not used the first aid kit even once during the entire period of driving, and had to spend money on updating it regularly. It is necessary to emphasize that its content was revised back in 2010, the list of items became very small. However, you need to remember about the emergence of new requirements, you need to know them, because if you do not adhere to this point, obtaining a technical inspection and insurance will become impossible. The introduction of the rule of mandatory availability of a first aid kit is explained by the fact that:
- Quite often, the consequences of minor road accidents are complicated due to the lack of common dressing materials;
- An ambulance, especially during rush hour and during traffic jams, cannot immediately be near the scene of a traffic accident;
- If assistance is not provided for injuries of moderate severity, the number of negative consequences for the victim associated with the loss of a large amount of blood increases;
- The lack of funds for emergency resuscitation measures leads to the death of drivers and their passengers.
I would like to emphasize that even if you have to use a first aid kit only once in your life, it can pay for itself several times more.
Composition of a car first aid kit in 2021
The composition of a car first aid kit is regulated by the Order of the Ministry of Health in its current version.
In total, a first aid kit for a car should contain 17 items (including the case and instructions):
- Hemostatic tourniquet: 1 pc.
- Non-sterile bandages 5 m x 5 cm: 2 pcs.
- Non-sterile bandages 5 m x 10 cm: 2 pcs.
- Non-sterile bandages 7 m x 14 cm: 1 pc.
- Sterile bandages 5 m x 7 cm: 2 pcs.
- Sterile bandages 5 m x 10 cm: 2 pcs.
- Sterile bandages 7 m x 14 cm: 1 pc.
- Sterile dressing bag: 1 pc.
- Sterile medical gauze wipes (at least 16x14 cm): 1 package.
- Bactericidal adhesive plasters (at least 4x10 cm): 2 pcs.
- Bactericidal adhesive plasters (at least 1.9x7.2 cm): 10 pcs.
- Rolled adhesive plaster (at least 1 cm x 2.5 m): 1 pc.
- Device for resuscitation "mouth-device-mouth": 1 pc.
- Scissors: 1 pair.
- Medical gloves (at least size M): 1 pair.
- Recommendations for using the first aid kit: 1 copy.
- Case for first aid kit: 1 pc.
In theory, you are not required to purchase a ready-made car first aid kit. You can assemble it yourself.
Naturally, it is easier to purchase a ready-made set, but you can complete it yourself. The main thing is not to forget to find and print (or make a photocopy) recommendations for using a first aid kit and put all the necessary first aid supplies in the case. Both of these items must be included in a first aid kit for a car.
What should be the contents of a first aid kit?
Some drivers do not know what the contents of a first aid kit should be and they have to spend money purchasing an extended kit. This is considered unnecessary, because medications have been removed from the list. As a result, one set of first aid kit can be used for an unlimited period of time.
A basic first aid kit should contain:
- A set of bandages that can be used for dressings;
- Tourniquet;
- Sterile bandages that are used to apply a bandage to the wound site;
- Gauze pads, which are used for dressings for bleeding;
- Plaster on a roll;
- Individual patches with bactericidal impregnation, which are used to cover minor wounds and injuries;
- Resuscitation device;
- Disposable sterile gloves used when assisting a wounded person;
- Scissors;
- Instructions for the products in the first aid kit.
According to observation data, this composition is sufficient to provide assistance. You can expand the contents of the first aid kit by adding medications, but in this case you will have to monitor their expiration dates.
The requirement to have instructions for using the listed medical products is considered controversial, because they can be printed out yourself, for example, from the Internet. There are no instructions on what a car first aid kit should look like; it is better to put everything in a convenient box with certain marks. This will avoid misunderstandings when undergoing vehicle inspection.

Looking at the composition of the first aid kit, it is clear that it has a long shelf life. Since there are no medications in a modern first aid kit, its shelf life is limited only by the shelf life of adhesive plasters, which lose their beneficial qualities over time.
One way or another, the general shelf life of the first aid kit is 4.5 years.
For another 6 months you have the right to use the first aid kit, but during this time you must exchange it for a new one.

For example, a bactericidal patch, which has the shortest shelf life, can be used for 5 years. Therefore, we can conclude that it is worth replacing it every 5 years. As for bandages, they can be useful for decades.
The composition of the first aid kit is considered very convenient, because there is no need to necessarily buy ready-made kits. It will be cheaper to complete the kit yourself; you can buy all the products separately and put them in a box for transportation.
Punishment for not having a first aid kit in 2021
In accordance with Article 12.5 of the Code of Administrative Offenses of Russia, there are the following potential types of sanctions for the lack of a first aid kit: a warning or a fine of 500 rubles.
Considering that a new first aid kit in stores will cost you about 300-500 rubles, there is definitely no point in risking a fine and giving up the first aid kit. Moreover, it may happen that you risk not only a fine, but also someone’s life, including your own.
It is also necessary to take this circumstance into account. In the Russian Criminal Code there are articles 124 and 125, which provide penalties for failure to provide assistance to a patient and leaving a person in danger. If it happens that you were supposed to help someone and failed due to the lack of a first aid kit in the car, you may also be subject to criminal liability. This means fines of tens of thousands of rubles, forced labor or possible imprisonment for up to 1 year.

Composition of a car first aid kit according to GOST in 2018-2019
Until 2009, the composition was very different from the version of the car first aid kit from 2018 to 2021. Previously, the emphasis was on antiseptics, analgesics, and substances that restore heart function. Therefore, drivers had to carry quite a lot of different medications with them: analgin, ammonia, nitroglycerin, hydrogen peroxide, iodine, etc. But in 2009, the situation changed dramatically due to the fact that the Ministry of Health amended the list of contents of a first-aid kit: now the main list consists of hemostatic agents remedies, and tablets and medications were excluded. The decision was explained by several aspects:
- Many medications do not have a very long shelf life, which, firstly, forces drivers to frequently renew their first aid kit, and secondly, creates the danger of using expired medications;
- often unstable temperature in the car negatively affects the quality of the drugs;
- almost half of the drugs have not found real use in providing first aid;
- many people simply do not know how to use medications and can cause irreparable harm to themselves or others, medical practice is necessary here;
- Most often in road accidents people suffer from blood loss.
In 2010, a new law was adopted, and since then it has remained in force. The composition is very optimal and universal; it will not be subject to changes for the next few years. This is what the contents of a motorist's first aid kit should look like in 2018-2019:
