The procedure for registering motorcycles, vehicles and trailers for them is determined by Order of the Ministry of Internal Affairs of Russia No. 1001 of 2008. Amendments from 2011 to this order included a clause according to which the engine number is not subject to verification when carrying out registration actions. The engine number was now considered by legislators as a consumable item, like a gearbox or some kind of transfer case. This practice is widely used, for example, in the USA, where the entire engine is often replaced during repairs, and no re-registration with the police is required. This served as a kind of impetus for massive engine replacements, incl. not necessarily similar ones. Let us remind you that replacing an engine with another model is a conversion and must be documented accordingly.
On June 29, 2021, new changes were made to this Order of the Ministry of Internal Affairs No. 1001 regarding the reconciliation of the engine number. According to the new 2021 car registration rules, this number will be looked at again, and if it turns out that the engine number has been changed, this will become grounds for refusal of registration (or cancellation of the current registration). It is interesting that the vehicle registration certificate still does not indicate the engine number.
3. They are not subject to registration with the State Traffic Inspectorate and registration actions are not carried out with vehicles on the following grounds: ... “signs of concealment, falsification, alteration, destruction of vehicle identification numbers, numbers of components and assemblies (body, frame, cabin, engine) identifying the vehicle were found means, or forgery of submitted documents, non-compliance of vehicles and numbered units with the information specified in the submitted documents or registration data, as well as if there is information about the location of vehicles, numbered units on the wanted list or the submitted documents among the lost (stolen), with the exception of vehicles with changed markings of vehicles and numbered units as a result of natural wear and tear, corrosion, repairs or returned to the owners or holders after theft, subject to their identification;.”
We emphasize that we are talking about checking and registering one car, because... for a group inspection (this often happens when a legal entity purchases a fleet of cars), the procedure is somewhat different - the inspection is carried out at the location of the vehicles, there is a specific document flow (an inspection report for a group of vehicles), but in general the inspection process for each unit will be the same.
What is checked when registering a car?
For possible additional examinations, separate amounts are charged, depending on the complexity and speed of the procedure. Moreover, if the initiator of the inspection is the traffic police, and its result did not reveal any violations, it is possible to sue for the money spent.
How much does a check cost?
Vehicle inspection is not charged . However, there are other costs associated with the procedure for registering a car, including for a license plate - 2000 rubles, for an STS - 500 rubles, and for issuing an electronic PTS - 600 rubles.
Obviously, all of the above matters in the context of just replacing the engine. And here we have good news for you. Starting from October 7, 2021, legislators directly prescribed 2 important subtleties in Order No. 399:
- On July 10, 2021, with the introduction of a new edition of Order No. 1001 on the procedure for vehicle registration, in paragraph 3 the engine indicated that registration data is not produced if there is a discrepancy between the numbers of the license units presented in the documents; at the same time, the motor was listed as such;
- On October 7, 2021, the above document lost force and was replaced by a new one - Order No. 399, where a new clause appeared where the engine was no longer listed in the list of numbered units.
What has changed regarding the issue of number plates in the law?
Quite a few new things have appeared, but all this has a very significant impact on whether the engine is currently a registered unit. It’s as if legislators want to confuse us even more, or perhaps they themselves are confused, and the latter seems most likely to us, because there are a number of contradictions in the regulations in force for 2021.
In June 2021, changes were again made to the Order of the Ministry of Internal Affairs No. 1001, according to which from 2021 the engine number will again be checked, and if it turns out that the engine number has been subject to changes or there are traces of mechanical impact, this will become the basis for refusal of registration or cancellation of the current registration. If the engine has been replaced with a similar one in type and size, then special re-registration with the traffic police is not required. Also, documents confirming ownership of the engine are not needed; the new engine number will simply be added to the Vehicle Passport in special notes, for example, when making a purchase or sale of a car.

Then a funny situation happened in this story. Probably only the lazy have not heard about the problems when registering a car in the Podolsk State Traffic Inspectorate. In this case, problems also arose during the inspection of the vehicle by the inspector at the site. Everything was in order with the documents and VIN number of the car. And then the inspector began to check the engine number. The area with the engine number turned out to be very dirty and unreadable.
Now let's return to our Chevrolet Cruze car. The owner of the car came to the car service to clean and make the engine number readable. It’s good that the guys at the car service center were normal and refused to perform any mechanical impact on the license plate. Otherwise, this could lead to a legal refusal to register the vehicle.
If the owner of the car changes the power unit to a similar one, then the question of how to register an engine replacement with the traffic police should not bother him. Starting from 2021, there is no need to urgently report its replacement to the MREO. This applies both to cases of installation of a new unit, and if the engine has been replaced with a contract one. The main thing is that the model, power and volume match. However, you still need to have the basic documents for the new engine. This is a Cargo Customs Declaration (CCD) and a sales contract. Today, they are not required to be submitted to the traffic police. But no one can guarantee that the requirements of the law will not change over time, and that the customs declaration and the purchase and sale agreement will not be requested again. These documents can be transferred to the new owner of the car.
What are the changes?
We are talking about a list of conditions on the basis of which a car cannot be registered with the traffic police. If previously the main requirements were the coincidence of the VIN numbers on the body and units, where such a number was stamped during registration of the car, and those indicated in the documents, today they are checked with the numbers of the engine, body, frame and cabin included in the documents.

Thus, the engine for 2021 is not a numbered unit, but when registering a car, the engine number must be checked against those indicated in the documents.
Is the engine number verified when registering 2021?
However, until now, some traffic police departments have not always correctly understood how to coordinate the registration and maintenance procedure. The collected package of documents is submitted to the MREO branch closest to your place of residence. Additionally, the car owner draws up an application to change the engine number in the registration certificate. If the engine number does not match the number in the PTS

What to do if you need to replace the engine
The questions described above apply only to replacing the power unit. There are some good innovations in this regard. In October 2021, Order 399 describes two important points:
- Paragraph 17, paragraph 2 states that the traffic police inspector, when registering a car, should not require documents from the driver for the power unit if a similar model and type of engine is installed instead.
- In paragraphs 14 to 17 of this Order it is written that the engine number does not relate to the registration information of the car. Therefore, now there is no need to make changes to the PTS when replacing the motor. The MREO employee only indicates the new engine number in the database. Re-registration of a car with a replaced engine is also not necessary.
But if you replace the motor and replace the factory one with a more powerful one, which has different parameters or model, then nothing good will come of it. In this case, it is necessary to make changes to the design of the machine. This is especially true if the new engine has not been tested with your vehicle and was not installed by the manufacturer. This procedure is quite lengthy, and you will have to pay a lot for it.
Normative base
Compared to the situation of installing a motor with similar characteristics, in this case the number of actions of the car owner when registering an engine replacement at the State Traffic Safety Inspectorate increases noticeably in accordance with Federal Law dated 03.08.2018 N 283-FZ Art. 10.
Necessary documents for registration of engine replacement in the traffic police

Replacing an engine on a car - do you need to register it in 2020-2021?
The motor has its own unique number. It is prohibited to damage or alter it. Failure to comply with this rule is punishable under Article No. 326 of the Criminal Code of the Russian Federation. For damage or removal of the engine number, you will need to pay a fine of 80,000 rubles.

Registration plates that comply with the requirements of the legislation of the Russian Federation are subject to storage. The storage period for registration plates should not exceed 180 days. Engine numbered unit - what the law says
It is not, as can be seen from the text of Order 399. But nowhere in the legislation is it written that the motor is not considered a numbered unit. In the above Order, only three elements are considered numbered:
In all texts of laws, only these three concepts appear, which are classified as numbered elements. The very name “numbered unit” arose from a now defunct legal act. These were previously considered car mechanisms that had a vehicle identification number and must be registered when they were replaced.
After recycling or deregistration of a car, it was necessary to obtain a document for the unit that was removed from the car in order to install it on another car. Now such a procedure, as well as the numbered unit itself, simply does not exist.
There is another important point in this matter. The Technical Regulations on Vehicle Safety indicate how and where identification numbers are applied. But the car engine is not included in this list.
Therefore, we can conclude that in 2021 the car engine is no longer a numbered unit . It is not listed in the lists of such units in the Technical Regulations and in Order 399, and is also not mentioned in other documents.
Do they look at the engine when registering in 2021?
Until 2011, the issue of checking the same type of old and new engines was not thought through. And even verification of unit numbers during registration was not expected. As a result, replacing the engine with any engine suitable for a given car model began to become widespread, and car owners hardly thought that these changes probably needed to be registered in the MREO.

The document, the first version of which was reported at the end of last year, contains a number of innovations. The first is related to electronic passports of EPTS vehicles.
