Latest news about customs clearance in Armenia in 2021, calculator and rates

Features of customs clearance of cars from Armenia in 2021

The most profitable option for buying cars for Russian citizens is to buy them in the EAEU countries. This is not only a good opportunity not to overpay, but also an opportunity to choose a model that is not available on the secondary car market in the Russian Federation. If we talk about used cars, a buyer from Russia will also be pleasantly surprised by the quality of the product (the road surface in Armenia is many times better than the domestic one). How to buy a car from Armenia? How to formalize it properly and obtain a vehicle passport?

These are the questions that will become the main ones for the buyer.

It’s good that there are companies that can offer services for preparing all the necessary documents.

Brokers act as a customs representative and assist in vehicle registration. This will not take months, on the contrary: it will take only 5 days to resolve all documentary issues.

The cost of services is more than affordable. Do you need customs clearance of a car from Armenia to Russia?

It turns out not always. The procedure for making a purchase can be the most ordinary: you come to the market, choose the model you like, pay and receive documents in your hands in your country.

But there are nuances. When signing the agreement on accession to the EAEU, rules were established between the countries, which clearly defined what kind of car can be transported to Russia without going through customs clearance:

  1. Rule 2: the car was cleared through customs earlier and was in Armenia until 2014.
  2. Rule 1: the car must be manufactured in Armenia;

For those who are determined to buy a car, we suggest that you familiarize yourself with a separate material, which covers all the nuances of purchasing a car without customs clearance. As the practice of importing vehicles shows, the buyer is not interested in cars produced in Armenia, but in foreign-made cars imported into the country before 2014. Independent registration of a car imported from Armenia will require more time and effort on your part.

Often for this reason alone, many people prefer to turn to professionals. When choosing the second option, taxes, duties and documents will become the concern of the chosen customs representative (broker).

No effort is required from the buyer. It is thanks to the professionalism and experience of a specialized company that the registration time can be reduced from several months to several days. The main steps of the buyer after he has paid the seller of the chosen car are only to register and obtain a vehicle passport. After all, there will be no customs clearance procedure as such - Russia and Armenia are part of a single economic space. The same algorithm applies to trucks, motorcycles, and buses.

There will be no additional difficulties. As stated earlier, the price for customs clearance of a car from Armenia to Russia will be minimal, since Armenia joined the EAEU and from the beginning of 2015.

Get your calculator ready: the tax service on tariffs for importing cars from third countries for legal entities

YEREVAN, September 23 – Sputnik.

Customs tariffs for importing cars from third countries for legal entities will change from January 1, 2021. The State Revenue Committee (SRC) explained the formula by which customs clearance of vehicles will be carried out, taking into account the transition to tariffs operating within the framework of the Eurasian Economic Union (EAEU).

© Sputnik / Aram Nersesyan The tariff will be calculated based on the customs value of the car, year of manufacture and engine size.

For example, if in 2021 a legal entity imports a car with a customs value of 7,800 euros, less than three years old and an engine capacity of 2,500 cubic centimeters, then, firstly, a tariff will be calculated at 15% of the cost of the car, that is, 1,170 euros. Then VAT will be added to the duty in the amount of 20% of the sum of the customs value and the amount of duty - 1794 euros ((7800€+1170€) x 20%=1794 euros).

Environmental tax will not be charged since the car is not more than 5 years old.

Thus, the legal entity will pay 2964 euros - customs duty plus VAT. When calculating the customs duty on cars older than three years, the engine displacement is also taken into account.

If a legal entity imports a vehicle with a customs value of 7,800 euros, an engine capacity of 2,500 cubic centimeters and an age of 6 years, then the tariff will be determined according to the following formulas: 7,800 € x 20% = 1,560 euros; 2500 cm3 x 0.44 € = 1100 euros. The customs tariff will be 1560 euros. VAT in this case will be 1872 euros.

And VAT together with duty will amount to 3432 euros. To this is added an environmental tax, which in the case of a 6-year-old car is 2% of the customs value - 156 euros.

As a result, the legal entity will pay 3,588 euros for the car during customs clearance.

© Sputnik / Asatur Yesayants When importing cars older than 7 years, the customs duty is calculated by the derivative of the engine displacement and the established customs rate. For example, if you have an 8-year-old car worth 7800 euros, with a working volume of 2500 cubic centimeters, the duty per 1 centimeter will be 2.2 euros.

In total - 5500 euros.

VAT will be calculated using the mentioned formula: (7800 euros+5500 euros)x20%=2660 euros. Together with the duty it will amount to 8160 euros. An environmental tax will also be added to this, which in this case will be 156 euros.

As a result, the legal entity will pay 8,316 euros for customs clearance. The State Revenue Committee also reports that if a legal entity imports a car in 2021 and submits a goods declaration rather than a transit declaration by December 31 inclusive, then customs clearance will be carried out according to the old rules.

Earlier, the State Revenue Committee released information on new rules for importing cars for individuals.

Federal Customs Service of Russia: information on the import of vehicles from Armenia

The cost of customs clearance of cars, from the date of production of which no more than three years have passed, is calculated according to the table:

Car costDuty amount 1Duty amount 2
up to 8,500 euros54%2.5 euros per 1 cm 3 engine displacement
from 8,500 to 16,700 euros48%3.5 euros per 1 cm 3 engine displacement

from 84,500 to 169,000 euros48%15 euros per 1 cm 3 engine displacement
from 169,000 euros48%20 euros per 1 cm 3 engine displacement

As such, there is no need to deal with customs clearance in the usual sense - Armenia and Russia are part of a single economic union, and therefore transporting vehicles from Armenia to Russia (and back) is a fairly simple operation. You will need to do the following:

  • The buyer must select a car and negotiate with the owner for assistance in transporting the vehicle across the border;
  • The seller will have to undergo a vehicle inspection, install the ERA - GLONASS system, and also receive a EURO - 5 certificate of conformity;
  • The seller will have to deregister the car in Armenia and receive a document stating that the car was either produced in Armenia or was imported before 2014;
  • Together, the seller and buyer must transport the car across the border. To do this, all documents are submitted to the customs services, duties and other penalties are paid there, as described below;
  • Customs issues documents for the car, after which the buyer can transport the car to the Russian Federation and register it in the region of residence.

Perhaps the most difficult issue when clearing a car from Armenia through customs is the cost of this operation. Let us immediately note that the final amount consists of various factors and may differ even for two identical cars.

The amount of customs duties, as well as taxes, consists of the following parameters:

  • Cost of vehicle registration when crossing customs;
  • VAT and excise taxes for legal entities;
  • Mandatory recycling fees;
  • Duty rates for citizens and customs payments for organizations;
  • Other small expenses.

You should start by calculating customs duties. Their size directly depends on the cost of the car under the purchase and sale agreement, as well as on some of its technical characteristics and engine data. The amount for individuals and legal entities is different: citizens pay from 1.5 to 5.7 euros/cm³ of engine volume, and organizations pay from 1.4 to 3.2 euros/cm³.

The next cost item is recycling fees. Everything is quite simple with it - to calculate the recycling fee, you just need to multiply the base rate (20,000 rubles for cars and 150,000 for trucks) by a certain coefficient. The size of the coefficient depends on the technical characteristics and is different for individuals and legal entities: the civil coefficient is from 0.17 to 0.26, and the coefficient for companies is from 1.42 to 5.3.

The vast majority of Russians prefer cars from foreign manufacturers. In some cases, purchasing such vehicles can be much cheaper if you carry out the purchase and sale transaction yourself, rather than through a car dealer, and bring the car from abroad. The disadvantage of this procedure will be the process of customs clearance of the car.

In this article we will talk about what the procedure for customs clearance of a car from Armenia looks like, what conditions and features must be met during it, what documents will need to be prepared and how much to pay.

According to current legislation, customs clearance of a car must be accompanied by the satisfaction of the following requirements:

  • Any citizen (both an individual and a legal entity) who has reached the age of majority and has Russian citizenship can engage in the procedure for customs clearance of a car on the territory of the Russian Federation;
  • The cost of the procedure is set for each vehicle individually. Thus, for the same vehicle model of a different year of manufacture, the cost of customs clearance will be different;
  • The amount of duty that you will have to pay for a car when crossing the border of the Russian Federation does not depend on the country from which it will be brought;
  • The fee amount is calculated taking into account the current exchange rate in rubles, dollars, euros or other currencies;
  • For vehicles brought from abroad, a declaration is drawn up at customs;

If desired, you can draw up such a document yourself.

  • Vehicles below the Euro-5 environmental class are not subject to customs clearance. However, this ban cannot prevent the import of a vehicle if a car enthusiast purchases it for collecting purposes, i.e. will not ride it;
  • A citizen who is an individual has the right to import into Russia no more than one car purchased abroad;
  • To clear a car through customs, its owner will need to prepare a certain package of documents and pay all mandatory duties.

In order to clear a car from Armenia through customs, the driver will have to go through the following procedures:

  • Initially, you should find a car that is sold in Armenia. To do this, you can use one of the specialized sites, for example list.am.;
  • Contact the seller of the vehicle and agree on its sale;
  • Come to Armenia and meet the seller. Carry out a thorough inspection of the vehicle, check the technical condition of the car, ensure that the mechanisms are in good working order, etc.;
  • Check for fines, debts (for example, taxes) and other financial encumbrances on the vehicle;
  • Organize a technical inspection of the car to identify the consequences of an accident (if there was one), exclude cutting (if the seller did not initially report it), check whether the data specified in the vehicle’s title is true;
  • Remove the car from registration in Armenia;
  • Obtain a certificate confirming the import of a car into Armenia before 2014;
  • Make a payment with the seller, draw up a purchase and sale agreement;
  • Bring a vehicle into Russia without going through customs;
  • Register with the traffic police;
  • Get a new PTS.

Attention

If, after customs clearance, the car owner wants to keep the Armenian license plates, he will need to obtain a temporary registration. With it, he will be able to legally drive the vehicle for 12 months. After this, you will still have to change your number.

The amount of customs duty that will have to be paid when clearing a car at the border of Armenia for individuals and legal entities is calculated taking into account:

  • Single duty rate (for individuals);
  • Aggregate customs payment (for legal entities);
  • Recycling fee in the amount of 2-3 thousand rubles;
  • Cost of vehicle registration at the customs point;
  • Value added tax;
  • Excise tax (for legal entities;
  • The cost of the vehicle;
  • The amount of horsepower of the vehicle;
  • Vehicle engine type;
  • Age of the vehicle.

Important

So, for a car more than 3 years old, an individual will have to pay from 1.5 to 5.7 euros/cm³. And for those that have been in operation for less than 3 years, from 2.5 euros cm³. Legal entities pay from 1.4 to 3.2 euros/cm³.

As for the calculation of the recycling fee, it is made as follows: base rate × coefficient.

The base rate for passenger vehicles for individual (non-commercial) use is 20,000 rubles , for passenger vehicles for commercial use, as well as heavy trucks is 150,000 rubles .

The size of the coefficient depends on the engine size and the age of the car. Thus, for individuals it will range from 0.17 to 0.26, for legal entities - from 1.42 to 5.3.

The amount of customs duty for vehicle registration will directly depend on its value. So:

If the inscription “the car has been cleared by customs” caught your eye, this means that it has been cleared at customs in accordance with the requirements of the law, which means that all duties and taxes have been paid.

This procedure is mandatory for all cars imported into Russia. The method of importation does not matter. If this is not done and you drive on Russian roads without registration, such an act from the point of view of the law is considered as smuggling and faces administrative penalties (Chapter 16 of the Code of Administrative Offenses), and in especially serious cases - criminal punishment (Article 194 of the Criminal Code), up to and including imprisonment. freedom up to three years. The new owner needs to find out whether the car is cleared through customs or not - when buying a car brought from a foreign country, it is worth checking it.

  • study the PTS (columns 16-19. Attention! Carefully review the document - it must be printed, without errors or blots. If for some reason the seller shows a duplicate PTS, and not the original, it is better not to risk it, but to consider another option );
  • punch the VIN code (the service will tell you where the vehicle was manufactured, where and when it underwent customs clearance).

The VIN number is requested from the seller for identification before the transaction. During the inspection, it is better to carefully examine whether it is legible and whether there are any signs of interruption or abrasions.

Important: cars that are not cleared through customs are usually lower in price. When studying offers, you need to at least approximately know the price range for specific foreign cars. If the seller quotes an unexpectedly low price, you should definitely make sure that the car is cleared through customs. Otherwise you will have to do this yourself. There is a risk that the desire to save will cost even more than when buying a customs cleared car.

The second most important question is whether the procedure will be expensive. It is impossible to answer this question unequivocally: despite the fact that the tariffs are the same in all regions, the final amount depends on the age of the car, the type of engine, and its volume.

You will have to pay the following fees:

  • Registration fee (depends only on the price of the car)

Operation “Drive a car through Armenia.” A new way to save on customs duties?

Recently, messages appeared on one of the forums about a new method of bringing cars to Belarus through Armenia.

We decided to look into the situation - and this is what we found out. From October Square in Minsk to Yerevan Republic Square is 2800 kilometers. This is very far away, but we know that at least one car came to Belarus from Armenia.

Today the old customs clearance with low tariffs still operates there. Is there any benefit in buying a car in Armenia? How does it work? About a year ago we published the capital of Kyrgyzstan, where customs duties were reduced, and we came to the conclusion that there is no point in driving cars from there: our customs will require you to pay the difference in the cost of customs clearance. What about in Armenia? After Armenia joined the Eurasian Economic Union in January 2015, it became possible to travel without any restrictions in cars with Armenian license plates throughout the EAEU countries.

Let us remind you that the EAEU also includes Russia, Belarus, Kazakhstan and Kyrgyzstan.

Russians took advantage of this, especially residents of the southern regions of the country - there gradually became more and more cars with Armenian license plates. At first, only cars that arrived in Armenia before October 2014 could be imported into Russia without customs clearance, but now this restriction has also been lifted.

Belarus is also part of the EAEU, so in fact you can drive such cars here too. The State Customs Committee confirmed to us verbally that cars with Armenian registration can be driven around Belarus.

It is theoretically possible to register these cars, for example, by paying the difference in customs duties. That is, the same as with Kyrgyzstan. There are also two more methods on the Internet, but how real they are is still unknown.

The first is to wait until 2023, when the car becomes a product of the EAEU, and change accounting.

The second is if the car was imported into the territory of Armenia before October 10, 2014. But no one has really done this yet, so it’s too early to talk about anything. What could theoretically be the benefit? Now the old tariffs for customs clearance of cars are in force in Armenia, they are much lower than ours. And there are no restrictions on the year of release.

But agreements have been made that starting from 2021 Armenia will bring its tariff schedule in line with the technical regulations of the EAEU, that is, this is the last year with low duties in Armenia. And it’s already August, so whether it’s possible to bring the car in time is a big question.

We recommend reading: Otherwise, disciplinary action will be taken

In any case, prices for cars in some segments are lower than ours. “They also buy cars from us from Belarus, but not enough.” On one of the forums there is a message from an unknown author that in May of this year he drove a Volkswagen from Armenia.

I bought cars in Georgia, since they are even cheaper there. Another resident of Belarus, but a citizen of Russia, wrote to us in a personal message that he drove a Toyota from Japan to Armenia, registered it there in his name, and drives Armenian “license plates” around Belarus. As it turned out, in order to register a car in Armenia, a Russian or Belarusian needs to register.

There are organizations in this country that quickly help in this matter.

How to clear customs a car from Abkhazia

Abkhazia is not part of the Customs Union and the car will have to be cleared according to all customs clearance rules, and due to the still unclear legal status of the country, delays may arise.

It is profitable to buy cars from this country, since customs rates are low here - only three rubles for each cubic centimeter of the engine, which allows the owner to painlessly clear the car through customs.

In this country you can buy a vehicle - not only a car from Abkhazia, there are passenger cars from Germany, as well as Japanese right-hand drive cars that will not need to be converted at the border. But to do this, you need to apply for temporary import (and it is valid for a maximum of twelve months) and visit Abkhazia every year to renew. On the one hand, this is convenient due to the proximity of the country and is even cheaper than buying a car from Armenia or Kazakhstan. But on the other hand, you have to take into account a number of the following nuances:

  • all procedures are possible through an intermediary, not all of whom are bona fide;
  • An Armenian car cannot be sold in Russia and it will not be possible to pawn such a car.

In addition, Abkhazian license plates will remain on the vehicle.

So, the benefits of purchasing a foreign car abroad are questionable. If you manage to save money, it will be a little; too low a price should be alarming. In many cases, you can buy a car that has already been brought to Russia and not be afraid of long paperwork and financial costs.

Car customs clearance calculator

  1. From September 1, 2021, zero duties on the import of electric vehicles have been abolished.
  2. From January 1, 2021, new excise tax rates will apply. New rates are given in.
  3. On April 1, 2021, recycling collection rates were increased. New coefficients are given in.

So, what duties and taxes do you need to pay when clearing a car through customs?

We are talking about cars with gasoline, diesel and hybrid engines. There are separate rules for customs clearance of electric vehicles, which are described below.

  • .
  • Recycling collection. Both individuals and legal entities pay. The calculation is described.
  • Customs clearance fee. The fee amounts are given.
  • VAT. Only legal entities pay. VAT (18%) is calculated from the amount: cost of the car + customs duty + excise tax.
  • Excise tax Only legal entities pay. Excise tax rates are given.

Starting from 2014, the import of cars with only EURO-5 environmental class is allowed.

The taxes payable on customs clearance of electric vehicles are slightly different from the taxes payable on petrol and diesel cars.

From September 1, 2021, zero duties on the import of electric vehicles have been abolished. So, when clearing electric vehicles through customs, you must pay the following taxes:

  • Single tax for individuals when importing new electric vehicles (less than 3 years old). Electric vehicles under 3 years old, imported by individuals, costing less than 8,500 euros. Flat rate 54% Electric vehicles under 3 years old, imported by individuals, costing more than 8,500 euros. Flat rate 48% Legal entities, as well as individuals (when importing electric vehicles over 3 years old) do not pay this tax, but instead pay VAT and excise tax.
  • VAT. Legal entities (always) pay, as well as individuals (only when importing electric vehicles older than 3 years). VAT is 18% of the amount: catalog value of the car + customs duty + excise tax.
  • Customs clearance fee. The fee amounts are given.
  • Customs duty of 15% of the cost of the car. Individuals do not pay duty when importing cars less than 3 years old. Instead, they pay a single tax for individuals.
  • Recycling collection. For all cars, including cars with electric motors, it is calculated at uniform rates. The calculation of the recycling fee is described.
  • Excise tax Legal entities (always) pay, as well as individuals (only when importing electric vehicles older than 3 years). Excise tax rates are given.

The amount of the fee depends only on the cost of the car.

The whole truth about Armenian accounting for tax evasion and customs clearance

Lately, a lot of information has been published about how you can legally import a car from abroad, but without paying huge duties and taxes. As a result, you can get a good used car from Japan or the USA for money that is ridiculous by the standards of the new Solaris.

Basically everyone writes about Abkhazian registration, but there you cannot become the owner of a car, but you can only be its driver with a power of attorney and a waybill from some organization, and at least once a year you will need to visit Abkhazia, pay a small fine for late payment and renew the waybill sheet. Of course, if you live in Sochi, the question is quite feasible, but if, for example, in Moscow? Armenia is part of the customs union, which gives the main advantage - the owner of the car is the buyer, and the buyer can be a citizen of the Russian Federation, together with the seller at the local traffic police you need to register the car, and receive a card like our STS and license plates.

A nice bonus is that you can choose the rooms on the spot, according to your taste, they don’t ask for much money for this. But there is a nuance, before this you need to get temporary registration, but this is not a problem, there are organizations that help you do this quickly.

So, the car will be your property, there is absolutely no need to return to Armenia for renewal, you can drive safely, but with Armenian license plates, + compulsory motor liability insurance will be a little more expensive. There are fines/taxes, the tax is not as high as ours, about 2 -3 times less, you can pay via the Internet, that is, you don’t have to travel.

Fines have not yet arrived, but cameras detect Armenian license plates and record violations in the database. The problem is that there is nowhere to send the fines, at most to the address of your temporary registration, which was at the time of purchasing the car, but you need to be prepared for the fact that sooner or later you will have to pay the fines, for example, when selling the car. How to sell? You can sell only on the territory of Armenia, you need to be present in person, or issue a general power of attorney for the person who will do it for you. Where can you drive a car to Armenia?

Here, without question, any popular auctions from Japan, the USA, Korea, everything successfully arrives in Georgia, where right-hand drive cars will need to be converted to left-hand drive (after the scandalous ban in April 18), then the car is imported and released on the territory of Armenia.

Duties are calculated according to catalogs, a percentage of the base/catalog price is taken, the catalog itself is available on the website of the Armenian customs. The advantage of such cars is that they have not driven on our roads, sometimes the interior of a car with a mileage of more than 150 thousand looks like no one is in it I didn’t drive it, but the car was increasing its mileage on the test bench. Of course, there are pitfalls, especially when ordering a car from auctions yourself, especially after a minor accident. Often small nuances are beautifully hidden in photographs and the final restoration can cost completely different money.

If you buy a car on the market in Yerevan, you need to be prepared for the local trick, there are no prices anywhere, the price is named based on who is suitable, the local price will always be lower.

How to clear a car through customs in Russia in 2021

From January 1, 2021, in accordance with the technical regulations of the Customs Union “On the safety of wheeled vehicles”, adopted by , the requirement to equip released vehicles of categories M and N with a device for calling emergency services has come into force.

The issuance by the customs authorities of the Russian Federation of vehicle passports (hereinafter referred to as PTS) for imported single vehicles not equipped with an emergency call device is carried out after customs operations are completed with the simultaneous submission to the customs authority of a certificate of safety of the design of the vehicle and an agreement for the purchase of the device, concluded by a person importing a single vehicle for the purchase of an emergency call device.

Recommendations and comments from customs authorities on registration of “ERA-GLONASS” can be read. With a number of changes that occurred in 2021 in the issue of importing imported cars, car enthusiasts have more and more new questions. Let's look at the intricacies: what costs fall on the payer and how to calculate customs clearance of a car in a new way?

Have you decided to become the owner of an imported car? Be prepared for the fact that first of all you will have to prove your solvency by depositing the guarantee amount. If you don’t know how to calculate the cost of customs clearance of a car, you can deposit an approximate amount into your account.

In any case, unused funds will be returned by customs after complete border control.

Confirmation that you have deposited funds will be a receipt and certificate issued by the Federal Customs Service. With these documents it is much easier to travel abroad.

You should also pay attention to how you will import the car: drive it yourself, sitting behind the wheel, or use container transportation. This determines whether you need to fill out the TD-6 declaration.

From January 2021, a mandatory condition for importing a car across the EAEU border is the installation of the ERA-GLONASS system on it.

It must be purchased from JSC GLONASS, installed in a certified center, enter information about the VIN number and body number and obtain a vehicle design safety certificate from a special laboratory.

When entering the territory of Russia, you must present a considerable package of documents:

  1. car insurance contract;
  2. GLONASS security certificate;
  3. customs receipt with a certificate issued before departure abroad;
  4. customs declaration, which can be prepared in advance using the online pre-form
  5. original documents for the car and their copies (it is important that the data in the passport and on the body, engine, etc. completely match);

Insurance is important. The lack of compulsory insurance can be a significant argument for refusal to cross the border, and in some cases even threatens with a fine.

Are there any benefits to buying a car in Armenia?

How it works? About a year ago, we published the capital of Kyrgyzstan, where customs duties were reduced, and we came to the conclusion that there was no point in driving cars from there: our customs office will require you to pay the difference in the cost of customs clearance.

Now in Armenia there are old tariffs for customs clearance of cars, they are much lower than ours.

In any case, prices for cars in some segments are lower than ours. “They also buy cars from us from Belarus, but not enough.” On one of the forums there is a message from an unknown author that in May of this year he brought a Volkswagen from Armenia.

How to clear customs a car from Germany

A car from Germany is cleared through customs in the standard way:

  • The new owner fills out a declaration and submits it with a package of accompanying documentation for verification;
  • The inspector checks the set of papers and decides either to continue the procedure or whether additional copies need to be provided.
  • Technical verification of the purchase for compliance with Euro-5 and other standards;
  • Formation of an invoice for payment;
  • Registration of a customs clearance certificate in two copies (one in the hands of the owner, the second remains at customs).

It will not be possible to avoid duties, but buying a car in this country is more profitable because they treat cars and their maintenance more carefully, as well as the roads, and carefully follow driving rules.
