How can a carrier protect itself from the Platon system using a tachograph. Expert opinion.

Cost of "Plato" per 1 kilometer in 2021

The Platon system was created for vehicles weighing more than 12 tons. Paying for the kilometers traveled by these cars is compensation for the damage caused to our roads. Accordingly, the “Platon” system stands for “Payment per ton”.

How much does 1 km cost now?

According to the decision of Prime Minister Dmitry Medvedev, after the forum of small and medium-sized businesses - from April 17, 2021, the price per kilometer for a car weighing over 12 tons is 1.90 rubles. from July 1, 2021, the cost of 1 kilometer is 2.04 rubles. From February 1, 2021 - 2.22 rubles. All money received from the Platon system goes to the Russian Road Fund.

You will learn how to check for fines in this article.

Initially, the fee for one kilometer was supposed to be 3.73 rubles. Truck drivers reacted with mass protests and the fee was reduced to 1.53 rubles/km. Accordingly, from 2021 the fee is 1.90 rubles/km. From July 1, 2021 - 2.04 rubles, from February 1, 2020 - 2.22 rubles.

Tariffs of the Platon system in 2021

The tariff for paying for one kilometer traveled is 2.04 rubles/km. Many people ask: does the payment amount depend on the weight of their vehicle? According to Article 31.1 N 257-F3, the fee is the same for everyone. If the weight of the vehicle exceeds 12 tons, then you pay 2.04 rubles/km. The calculation of the total amount is based strictly on kilometers traveled.

True, there are exceptions. Based on Federal Law No. 257 of 02/07/2017, the system does not include equipment of government agencies (Ministry of Emergency Situations, FSB, Ministry of Internal Affairs, etc.), vehicles intended for the transport of passengers and vehicles used by healthcare institutions.

Fines

According to Article 12.21.3 of the Code of Administrative Offenses of the Russian Federation, for driving on federal highways without paying a fee into the Platon system, the following fines are imposed on owners of heavy trucks whose weight exceeds 12 tons:

Movement without paying a fee and subject to a fine is considered to be:

It is also worth considering that the penalty will not depend on the order of the violation. If previously a fine of 5,000 rubles was imposed for the first violation, and for each subsequent violation the amount increased to 10,000 rubles, then soon each new violation will be fined the same amount of 20,000 rubles.

Route cost calculation

There are two ways to calculate kilometers traveled and the amount of payment for them. By the way, read how to check for Plato’s fines here.

You can do this yourself by drawing up a route map, or it will be done by an automated calculation system using an on-board device.

A route map can be generated from information about the length of the route of the upcoming trip. You will also need to provide the following information:

State sign of your transport;

date and time of issue;

also duration of action;

distance and description of federal highways;

and the payment amount.

The route map itself will need to be issued. This can be done in the following places:

in self-service terminals;

at the Platon System User Support Centers.

Tariffs and approximate cost calculation for the route

Until February 29, 2021, tolls on federal highways were based on the following tariffs: 1.53 rubles. for 1 km. ways. But from March 1, 2021 until December 31, 2021, the tariff was increased to 3.06 rubles.

for 1 km. ways. Calculation example: A dairy plant in the Krasnodar Territory supplies milk in tetrapacks to the Pyaterochka chain of stores in Moscow.

Every Wednesday and Saturday, the plant sends its 12-ton truck with goods to Moscow. The travel distance along the federal M highway from Krasnodar to Moscow is 1115 kilometers. Therefore, one trip to Moscow at a rate of 3.06 rubles per kilometer will cost: 1115 * 3.06 = 3,411 rubles 90 kopecks.

It will be necessary to pay 6,823.8 per week, 27,295.2 per month, and 327,542.4 per year. Please note that the calculation only takes into account the trip to Moscow; a return flight without cargo will make the trip 2 times more expensive.

How much does it cost to install Plato?

The on-board unit is a key element of the Platon system. This small device is designed to automatically track the route of a large-capacity vehicle on federal roads. Control over the movement of the vehicle is carried out thanks to satellite navigation GLONASS/GPS or GLONASS.

Using the on-board vehicle is much easier than using a route map. Money is debited from your account automatically for each kilometer traveled; there is no need to strictly follow the route. To date, almost 350 thousand such devices have already been issued. At the same time, more than 6.5 million route cards have been issued. The reason for the insufficient distribution of on-board cards is that many companies are dissatisfied with the complexity of the procedure for obtaining it.

Plato system: one-time trip

As already noted, the amount of payment to the Plato system depends on how many kilometers the truck has traveled along federal highways. And in order to reliably determine the mileage, you need to know the route of transport.

In this regard, truck owners have 2 options:

  1. or issue a one-time route card. In this case, the fee is paid for one route ();
  2. or use the on-board device. Then the money for the Platonov payment is automatically debited from the personal account of the car owner. If there is an on-board unit on the truck, you cannot use a one-time route map (,).

Obtaining a tracking device in the Platon system: procedure

To receive a tracking and payment device for installation in a truck, you need to register in the system registry. This is not difficult and, moreover, completely free, can be done via the Internet at www.platon.ru or at customer support centers. You must provide:

  • ID card, or power of attorney from the owner, or constituent documents of the company (attach scans when registering online);
  • documents for the car - a certificate of state registration, a technical passport (in the online application you also need to indicate the VIN, maximum weight, model and make of the vehicle, license plate number);
  • contact details – email, telephone.

Verification takes from 15 to 20 days, after which access to your personal account on the website opens. After this, registration is completed and the client switches to the status of an authorized user.

You can start receiving the on-board unit. An unpleasant surprise awaits here - you won’t be able to do this online; you will have to make a personal visit to the company center (138 such institutions have already been opened). At the center, a contract is concluded with the user for the free use of the on-board device, for which you need to provide copies of the following documents:

  • for individuals – passport or other identification document (also the original);
  • additionally for resident legal entities – certificates of registration and registration with the tax authorities of the Russian Federation;
  • additionally for legal entities non-residents of the Russian Federation - provisions on a representative office or branch (all documents must have a notarized translation into Russian).

If an authorized representative of the truck owner applies for an opinion, it is necessary to provide a certified copy of all documents by the owner. There must be the inscription “True”, a signature with a transcript, a seal, a date, information about where the original of the certified copy is located. Now you can receive an on-board device (type BU 1201) and consult the center’s specialists about installation and use.

Description of BU "Plato"

The control unit has built-in satellite navigation system modules and tracks vehicle movements. Location data is transmitted via the cellular network to the payment system information processing center. The BU kit includes:

  • the device itself;
  • cigarette lighter cable;
  • suction cups for fastening;
  • instructions and device passport.

A special bracket or double-sided tape (not included) can be used for mounting. The control unit is installed on the windshield, in a part that does not interfere with the driver’s view.

  1. Degrease the glass area;
  2. Attach pre-moistened suction cups to the device body or bracket;
  3. Attach the CU (bracket) to the selected area and press lightly;
  4. If you choose the mounting method using a bracket, secure the device in the holder;
  5. When using adhesive tape, remove the protective film from it, stick it on the body of the device and attach the device to the glass;
  6. Connect the device to the cigarette lighter.

Where and how to get the Plato on-board device

Installing the control unit greatly simplifies the use of the Platon system.
Funds from the car owner's account are automatically debited for the actual distance traveled. This does not require prior entry of the route into the system. To receive the device, first of all, you need to complete a free registration on the Platon system website by filling out the appropriate form. You can also perform these actions by visiting the Support Center, providing the following documents and information:

  • vehicle owner's passport;
  • vehicle registration certificate;
  • contact information (phone number, email).

Within 10 days from the date of registration, the user gets the opportunity to access his personal online account. Here you can submit a request to receive an on-board unit. For further actions, you must visit the Support Center in person to the vehicle owner or his representative, with originals and copies of documents:

  • passport or other identification document (copy and original);
  • for individual entrepreneurs and legal entities registered in the Russian Federation - a certificate of registration of the form of activity and tax registration (copy);
  • for legal entities registered in a country other than those listed above - a document certifying the powers of the executive body and the regulations on the representative office in the Russian Federation (copy).

If the application is made by a representative of the vehicle owner, then copies of all papers must be certified by the signature of the owner, indicating the date and information about the location of the original. After submitting the necessary documents, an agreement on the use of the equipment free of charge is concluded.

How to replace the control unit

The service life of the CU is 3 years, after which it requires replacement.
For this procedure, you must contact the Support Center three weeks before the expiration of the established time. If the user did not have time to do this, then he has no more than three more days from the end of the device’s service life. You can contact any Center, either by appointment or on a first-come, first-served basis.

To replace it, you need to hand over the old used unit with all components, in general and in good condition. It is also necessary to present a passport and, if the person applying is not the owner, a power of attorney in the recommended form. To obtain a new BU, you will need copies of the individual entrepreneur registration certificate and tax registration certificate. For legal entities, in addition, confirmation of the powers of the executive body of the organization will be required.

Upon expiration of the service life of the CU, the agreement on its use expires. Further driving is considered equivalent to driving without a control device and will result in a fine. In this case, it is recommended to resort to drawing up a route map.

Request from Deputy Obukhov on “Plato”

It is known that a deputy of the State Duma of the Russian Federation (together with other deputies) sent a request to the Prosecutor General's Office of the Russian Federation in order to verify the legality of granting operator rights to receive payments to RT-Invest Transport Systems without holding an appropriate competition.

A response to the request from the Prosecutor General's Office has not yet been received.

The article was compiled taking into account the information data of the Draft Law “On Amendments to the Budget Code of the Russian Federation and certain legislative acts of the Russian Federation” and the explanatory note to it. This draft law was introduced by deputies of the State Duma of the Russian Federation, including deputy S.P. Obukhov.

The article also uses open data from the Unified State. register of legal entities.

How does the Plato system work?

Road charges for transporting goods exceeding 12 tons apply only to commercial vehicles.

Based on Federal Law No. 257 dated February 7, 2017, the following types of vehicles are not covered by Plato:

  • specialized equipment of government agencies (Ministry of Emergency Situations, Ministry of Defense, Ministry of Internal Affairs, FSB, etc.), functioning for the purpose of national defense;
  • transport carrying passengers;
  • machines used by healthcare institutions.

The owner(s) of vehicles with a permissible weight of more than 12 tons are required to pay a fee, regardless of the actual weight of the cargo being transported (Article 31.1 N 257-FZ).

The legislation does not provide for the transfer of the obligation to pay this toll to other persons, for example, tenants.
At the same time, Article 421 of the Civil Code of the Russian Federation allows for the principle of freedom of contract, the terms of which are determined at the discretion of the parties. The owner-lessor has the right:

  • include the Platon toll in the rent;
  • include in the contract the lessee’s obligation to reimburse the owner of the car for the costs of paying for Platon.

How to calculate the cost?

The cost of a trip can be calculated in 2 ways:

  • drawing up route maps;
  • automated calculation system by on-board device.

The on-board unit operates in automatic mode:

  • calculates the mileage traveled;
  • calculate the cost;
  • will automatically debit your account.

The device is issued free of charge at Rosavtodor departments . It works from the cigarette lighter, and funds are debited automatically while driving through the Platon system.

The route map is formed from information about the upcoming route and includes the following information:

  • serial number;
  • State heavy-duty sign;
  • date and time of issue;
  • validity;
  • length of sections and description of federal roads;
  • amount of payment.

You can issue a card in several ways:

  • in self-service terminals;
  • in the Platon system user support centers;
  • in your personal account on the website https://platon.ru/ru/ ;
  • in the mobile application.

Its validity period is limited to 30 days. You can use it immediately after payment. An unused card can be returned until its expiration date.

Most Russian freight carriers have equipped their vehicles with on-board devices, and only 13% of drivers registered in the system use route cards.

Payment Methods

To make a payment, the driver must register in the register of the fee collection system.
Payment must be made before departure, otherwise the driver will be fined.

For the first violation, the penalty amount will be RUB 5,000. For the second - twice as much. Violators are detected using video recording.

For convenience, the creators of the Platon system have provided several payment methods . Let's consider them further.

Bank transfer

This standard method is suitable for those who do not actively use the Internet. To make a payment, you need to write out your bank details, go with them to the bank branch and make the payment.

Payment is processed within 5 working days . The bank operator will most likely charge another transfer fee.

Payment online

Internet banking is the most profitable payment method with instant depositing of the deposit. This can be done, for example, through the Sberbank website https://www.sberbank.ru .
To do this, you need to have a Sberbank plastic card and an account in the system. The algorithm of actions for paying for Platon through the Sberbank website is as follows:

  1. Log in to your personal account at this bank.
  2. Find the Platon system in the Payments and Transfers window.
  3. Enter your details into the form.
  4. Confirm payment.
  5. Save your payment details and in the future you will be able to make payments very quickly, in just a couple of clicks.

Website of the Plato system

Payment directly on the website, as well as in the mobile application, is made in the same way as payment through Internet banking, with the only difference being that you will have to link the card to your account and top it up in a timely manner.

Payment via terminal

If you want to pay the toll in cash, and very quickly, then you should focus on the terminals. However, for now you can not pay for Platon in every terminal.

You will need payment details and a payment terminal, for example, QIWI. Find the type of payment you need, enter the details and make the payment. Keep in mind that QIWI charges a 4% commission.

In conclusion, it is worth adding that the Platon system is planned to be modernized. The Government's plans also indicate a gradual increase in tariffs. "Platon" may soon become part of the motor insurance system.

What will be the economic effect of the Plato system?

According to the Ministry of Economic Development of the Russian Federation, the rise in price of goods can be 2 - 5%. Some transport companies, retailers and logistics companies predict an increase in prices for various groups of goods up to 15-20%

Thus, the effect of the introduction of the PLATO system can be expressed in a significant increase in the cost of consumer goods. Taking into account, in addition to this, the constant increase in prices for fuels and lubricants, the risk of receiving a significant administrative penalty for failure to pay fees for the use of federal roads by owners of heavy vehicles, consequences in the form of social upheavals may arise.

And the fact is that the owners of the company with which a concession agreement was concluded for the right to collect tolls for the use of roads is the son of Arkady Rotenberg , a deputy from United Russia (Agafonov V.E.) and the former development director of OJSC Russian Venture Company ( Shipelov A.E.), only irritates society.

System Features

According to Federal Law 257, adopted in the winter of 2021, the following list of vehicles does NOT fall under the influence of Plato:

  • passenger transport;
  • transport of healthcare organizations;
  • special transport of government agencies, the purpose of which is to use it for the defense of the Russian Federation.

Art. 31.1. No. 257-FZ states that every owner of a vehicle with a permissible weight of 12 tons or more must pay tax, regardless of the weight of the cargo he transports.

Transfer of tax obligations is not permitted. However, Art. 421 of the Civil Code of the Russian Federation establishes the principle of freedom of agreement, the conditions under which participants set at their own discretion.

The vehicle owner has the right to include “Platon” in the rent, as well as to include in the agreement the tenant’s obligation to reimburse the vehicle owner for the cost of paying this tax.

The website platon.ru has a charging system . It is possible to carry out all the necessary calculations, for which you need to perform the following actions:

  • register for the service;
  • create a route map;
  • receive a completed contract;
  • buy a drilling device that operates on the basis of GPS or GLONASS (designed to track vehicle traffic).

The tax amount is set automatically.

Operating principle of the system

The road tax for transporting goods over 12 tons applies exclusively to commercial vehicles. According to Federal Law 257-FZ, which came into force in February 2021, the following types of vehicles may not pay for cargo:

  • Medical cars.
  • Special equipment of government organizations - the Ministry of Emergency Situations, the FSB, the Ministry of Internal Affairs, the Ministry of Defense, which perform tasks of national importance.
  • Passenger vehicles.

Owners of cars with a permissible weight of over 12 tons must contribute money. In this case, the actual weight does not matter.

Tariffs "Plato"

How much does Plato cost for 1 km ? Initially, the authorities planned to set a tariff of 3.73 rubles. for 1 kilometer traveled. After the protests of truckers began, the tax was reduced, and then it became 1.53 rubles. for 1 km.

Since April 2021, there has been an increase, as a result of which 1 km began to cost 1.9 rubles.

Prime Minister D. Medvedev explained his decision by saying that there was a need to optimize and improve the road network. Cash injections into the budget would help repair old roads, build new ones, build bridges, overpasses, and road junctions.

The current grace period is currently in effect indefinitely.

In addition, D. Medvedev instructed the Ministry of Transport to draw up a system of discounts in this taxation system. The amount of discounts is determined depending on the mileage.

It must be taken into account that carriers who are registered in the system may not pay transport tax. They are subject to tax deduction rights. To do this, a person will need to go to the tax office and provide the employee with the following package of documentation:

  • application to exercise the right of tax deduction;
  • report on payment for damage caused to federal roads;
  • a report containing data on vehicles with a permissible weight of 12 tons or more;
  • a document that establishes the fact of ownership of the vehicle.

Rates

Plato tariffs 2021 determine the cost of one kilometer of travel on public roads of federal significance.

According to the decree of the Government of the Russian Federation, from April 15, 2021, 1 kilometer of travel for owners of vehicles weighing more than 12 tons will cost 1.90 rubles. This tax is also relevant at the beginning of 2021.

Tariffs of the Platon system do not apply to:

  • vehicles that transport people, excluding cargo-passenger vehicles;
  • special transport equipment that is used for fire protection, police, medical ambulance, emergency rescue services, military traffic police;
  • special transport means for transporting weapons and military equipment.

Cost calculation

There are two options for calculating costs - generating route maps and using an on-board automatic calculation system.

Formation of maps

To generate a map, you will need data about the future route.

The map includes the following information:

  • duration of action;
  • date/time of its issue;
  • State sign of large cargo;
  • serial number;
  • distance, description of federal roads;
  • price.

To create a map, you can use a special application for a smartphone or your personal account of the platon.ru service. There are Customer Support Centers. In addition, you can use self-service terminals.

Terms of use of the card:

  • the maximum validity period is 1 month;
  • immediately after payment the card is ready for use;
  • You can return an unused card before its expiration date.

Application of on-board devices

According to statistics, only 13% of drivers registered in the system use route cards. Most often, cargo carriers purchase on-board devices, the installation of which is simple.

Calculation of distance between cities

Additional calculations for the route you will create will also be displayed here!

Enter the name of the points in the fields and set the route parameters, i.e. first you need to create a route, and then click Calculate route. If a route from point to point exists, it will appear on the map, and you will also see a navigator (description of the route). The description needs to be scrolled down, you can click on it and the location on the map will be selected.

By hovering the cursor and scrolling with the mouse wheel, it will be described in detail how to get from and to, and you can also see it on the map. When you plot a route from a point to a point in the upper right corner of the navigator, you will also see the distance in km and travel time from the Point of Origin to the Point of Destination. At the output you will receive:— measure the distance from point to point by clicking on the ruler,— the distance between sections of the path and the full route,— the distance between cities,— travel time + taking into account Yandex traffic jams,— fuel consumption and cost, expenses for hotels, food, conversion of expenses into other currencies, - weather on the road (place of arrival), - route from and to by car between cities, - route from and to by public transport, - print the route on the map, - on foot for a distance of up to 15 km in large cities of Russia, Ukraine, Kazakhstan, Belarus - detailed road map of Russia with cities 2018Calculate and build a route from point A to point B.

Also, by clicking on Multiroutes, you can build, create a route on Foot, By Car, By Public Transport.

Online Navigator will calculate the car's fuel consumption in foreign currency. The navigator uses Google API, Yandex. The navigator will display the weather at your destination.

You can print the map and description.

How to pay tax

To pay the tax, you need to register in the contribution collection system. In order not to “run into” penalties, you should make the payment before the vehicle sets off.

  • if the driver is fined for the first time, he will have to pay 5 thousand rubles;
  • repeat offenders will face a fine of 10 thousand;
  • Video recording is used to find drivers breaking the law.

Payment via bank transfer

To use this method you need to do the following:

  • write down the relevant details;
  • visit the nearest bank branch;
  • pay tax and commission for the transfer.

Payment will be credited within 5 days.

Payment via the Internet

In this case, you will need to use the personal account of the banking organization. So, Sberbank clients must go to the payments and transfers tab, then find the Platon system, enter the necessary data and pay the tax.

Using the Plato web service

To use this method, you must link your card to your account. The account will need to be replenished regularly with a set amount of money.
