What does an electronic OSAGO policy look like?
Amendments to the law allowing online insurance came into force in 2015. Then it was drawn up according to the old version of the forms. After the changes proposed by RSA in 2021, the appearance of the e-policy has also changed. We'll tell you what an electronic MTPL policy should look like.
Outwardly, it is no different from ordinary insurance. Unless it can be printed on a black and white printer, and then it will not be pink, but gray.
That is, what an online OSAGO policy looks like on paper depends on the printer. The e-policy also contains an individual document number, a QR code, all information about the policyholder, car, company, and so on.
There are no fundamental differences between the policies of different companies. All insurance companies are guided by Federal Law No. 40.
The only difference is that some companies may add the word “electronic” directly to the name and use some special font to fill out the document. In most cases, this is avoided.
For example, this is what a photo of the Alfa Insurance electronic OSAGO policy looks like.
And here’s what the Tinkoff Insurance electronic MTPL policy looks like.
In most cases, insurers indicate that the insurance was issued online. For example, “Alphastrakhovanie” attributes information in the upper right corner. The Tinkoff Insurance form shows that the contract was concluded online, using a qualified electronic signature used by the insurer.

There are no watermarks, metallized stripes or other degrees of protection in the e-OSAGO photo. If you print it out, it will look like a photocopy of a familiar document.
But its authenticity is checked not by protective “barriers”, but on the RSA website in a special section. The database is available to everyone: traffic police officers, insurers, and ordinary users.
Indicate the series of the form and the individual number, the system will check it and show whether the document is genuine.
Important. If you have an electronic MTPL, even if you have not printed it out, the traffic police officer does not have the right to demand the usual paper form. Tell him the form number, he will check the information against the internal database. |
Problems with an old document
The main problem of old policies is the low degree of protection , which is a consequence of the appearance of a large number of counterfeit forms on the insurance market. Not long ago, basic rates for insurance services increased, and this caused motorists to purchase counterfeit policies (according to statistics, in 2015, about 25% of drivers had counterfeits in their hands).
Such a document is very similar to the original, and State Traffic Inspectorate employees could not previously distinguish the original from a fake, but everything changed with the introduction of a unified RSA database. Now every traffic police inspector has access to these databases and can check the authenticity of the policy on the spot by its series and number.
Another problem with old policies is the shortage of such forms . The standard government order for the production of a certain number of policies at the Goznak enterprise did not cover the needs of the market, because of this, ordinary motorists suffered, who had no choice but to purchase fake policies. There were plenty of offers for such documents on the World Wide Web, so finding and buying such a document (albeit a fake one) was not difficult.
Everything changed with the introduction of new models of driver liability insurance forms, as well as a unified database of the Russian Union of Motor Insurers. This will be discussed in more detail later in the article.
New paper OSAGO policies - photo
We have said before that from 2021 until now, auto insurance documents have not undergone major changes. But compared to 2015, they have been seriously updated. For example, new degrees of protection have appeared:
● a metallized strip appeared with the inscription “OSAGO” on the left side, on which, when tilted, you can easily read the “policy”;
● the RSA logo and abbreviation are placed on the sides, they are easy to see if you look at the light;
● another watermark was placed in the center - an image of a car;
● the individual number of the form at the top, by which you can also check the authenticity, has become embossed and tangible if you run your fingers over it;
● at the bottom there is a mark indicating that the form was printed by Goznak;
● space is left at the top for the name of the insurance company and its seal.
In addition, the font has changed, and the graphic design of the form has become more complex. Various graphic figures appeared on the background; the color was uneven—for example, in some places it turned pale yellow. This is an additional security measure: due to the color variation, it has become more difficult to fake OSAGO.
One more change. Now insurers are required to indicate CBM directly in the policy. And publish the formula used to calculate the cost of insurance. Now all calculations are transparent to drivers. |
New samples from 2021 are radically different from the old ones with improved protection and color. The authenticity of updated civil liability insurance documents can be checked both on the RSA website and by external signs.
For example, if you did not find one of the levels of protection listed above, most likely you are faced with fraud. You can also scan the QR code through any application on your smartphone—the code also encrypts information about the document.
See what an OSAGO policy without restrictions looks like.
A completed MTPL policy with registered drivers allowed to drive looks like this.
Type and content of the new form
The policy has radically changed its colors. Now it has turned pink (it was greenish in color). The content has remained virtually unchanged. For clarity, let's go through the points.
Image 1: Header
Here the insurer puts a stamp with the company name and address. The series and number are indicated.
We recommend that you note that now all forms are issued under the EEE series, but each number is unique and belongs to a specific insurer.
This information is stored in a unified RSA database, where you can use it to check the ownership and authenticity of the insurance.
The validity period (usually 12 months) and the period of use of the car are also noted. Usually the car is used all year round, but you can specify something else (even every other day). If there is not enough space in the insurance, it is supplemented by an application certified by both parties.
Image 2 Information about the policyholder, the owner of the vehicle (vehicle) and the vehicle itself
Anyone can be an insured, not even the owner of the car. But in the column about the owner, it is the owner who is indicated. Information about the car is entered strictly according to the documents. The purpose of using the vehicle is indicated - for personal or educational driving, rental, etc.
Image 3: Driver restrictions
The policy can be limited or unlimited (open). A cross or a tick is placed opposite the desired item. Limited insurance can include as many drivers as you like. If space is limited, the insurer must draw up an annex.
But if there are more than three drivers, we recommend applying for compulsory motor liability insurance without restrictions. This will be beneficial from all sides: both in cost and in operation (any person with a driver’s license can get behind the wheel). What does MTPL look like without restrictions? Also. Only in the column, instead of information about the drivers, a dash is placed (even the owner is not indicated).
Image 4: Data about drivers in OSAGO without restrictions
Image 5: Explanation of sums insured, events and policy area
Image 6: Insurance premium and special notes
The numbers indicate the amount of insurance premium paid. The insurer can enter any important information in the column below. For example: details of a payment receipt, KMB, etc.
Image 7: Final part
The actual date of registration is indicated. It may differ from the start date of the insurance, since a new contract can be concluded 30 days before the expiration of the old one.
Finally, information about the policyholder and the insurer is indicated. The parties sign and the document is sealed with the round seal of the insurance company. Without it, the policy may be considered invalid.
What to show to traffic police inspectors
Car enthusiasts often wonder: what should they show to a traffic police officer? The law establishes fines for the absence of a form in the amount of 500 rubles.
However, when applying for online MTPL, a motorist can:
- show a printed black and white copy
- show photos on your phone or other gadget
The car owner can also verbally state that he has fulfilled his obligations and issued an electronic policy. No matter which method of providing information is chosen, the traffic police officer is obliged to:
- request a document for a car: PTS or STS
- independently check the information using the RSA database
The verification procedure is free and takes a few minutes.
Problems of falsification of insurance documents
Cases of fraud have increased following increases in insurance rates.
Before the formation of the RSA database, it was difficult to identify a fake. After its formation, detecting a surrogate document became much easier.
The previous sample forms had many shortcomings:
- lack of the required number of forms;
- low level of protection against falsification;
- printing without the use of special equipment.
The population was not sufficiently informed about the availability of protective measures and acquired invalid documents. There were even scams developed. After identifying the counterfeit, the owner of the vehicle, filing a claim in court, received monetary compensation. E-OSAGO is the first step towards improving policy protection.
The owner of a digital document has the same rights as the owner of a paper document.
The introduction of electronic policies is an excellent chance to reduce the likelihood of fraud
Advantages
The electronic product immediately became in demand. The demand for the financial product is explained by its many advantages.
Transparent terms | The client can visually see all the coefficients that were used to calculate the premium. Thanks to this, you can check the correctness of the applied KBM and other indicators. |
Choice | The car owner himself decides for what period to buy protection, when to extend it and who to allow to drive. |
No additional services | For most drivers, this is a major plus. It is no secret that it is personally difficult to buy compulsory motor liability insurance without additional life and health insurance. Its cost is several thousand rubles. |
Save time | There is no need to adapt to the financial company’s work schedule and wait for your turn. When ordering online, you are always the first and only client. |
Flaws
Despite all the advantages, an electronic document has a number of disadvantages. It is better to study them before purchasing.
Technical inspection | You cannot buy MTPL for vehicles that have not passed technical inspection. In the office, insurers offer their services for inspection. |
Changes | Not all insurers offer online changes. |
Termination | You can get your money back only after contacting the office in person and providing a package of documents. |
Payment | Available only with a bank card. Only a few accept Yandex for payment. Money. |
Possible problems
There may be some difficulties when purchasing a policy online. We’ll highlight them especially for you:
- Redirection to another company's website. A very common problem is when the client enters all the data, receives a calculation and an offer to go to the PCA website to select another company. At the same time, it is impossible to obtain a motor vehicle permit from the selected organization.
- Technical inspection or discount is not verified. Often sites freeze and do not provide the necessary information to generate a calculation. Without appropriate verification, you will not be able to complete your purchase.
- The message does not arrive. The agreement is signed with an electronic signature. This means that the car owner receives a message with a secret code on the mobile phone that was specified in the electronic application. The received code will remain in the section that opens on the site. But the code does not always arrive.

The MTPL policy is designed to ensure driver liability by shifting it onto the shoulders of insurance companies. Simply put, you caused damage to other road users through negligence, and your insurer specified in the policy will compensate for it.
After all, even experienced drivers sometimes fall under the “lunar” influence and forget to slow down in time. And what can we say about the newcomers who literally hit the road yesterday?
At the same time, not everyone is willing to trust the capabilities of the World Wide Web. There are still people who do not recognize convenient online stores.
Therefore, many are interested in what an electronic MTPL insurance policy looks like and what protection it has. Another question that worries users is where and how it can be purchased and how the payment amount is calculated.
Purchasing an MTPL policy online: features of registration and calculation
You can purchase a policy online on our company’s website.
Just sit in a comfortable chair at the computer, having prepared some documents:
- vehicle registration certificate;
- technical inspection certificate, which will be valid for another 6 months;
- the rights of drivers who will drive the car;
- civil passport of the vehicle owner or power of attorney to dispose of the vehicle with the right to enter into contracts of this type;
- previous policy that lost its relevance no more than a year ago.
On our portal you can see what an electronic MTPL policy looks like, the photo of which is located here. You will also be offered a list of leading insurers on the Russian market.
You can choose anyone by previewing their offers. The fact is that the base rate established by the state can be changed by the insurer within a strict corridor.
Using the right to choose, you can insure yourself with the company whose conditions suit you best. Some focus on low cost, others on the speed and quality of the claims settlement procedure, and others on the reputation, stability and financial strength of the company.
You can calculate the preliminary cost of payment using an online calculator.
He will make the calculation based on the specified base rate and adjustment factors, which depend on a number of factors, in particular such as:
- territory of primary use of the vehicle: in megacities the payment will be higher than in provincial cities;
- availability of payments under policies earlier: culpability in an accident increases the cost, accident-free status implies a 5% discount;
- driving experience and age: driving experience up to 1-3 years and age up to 22 years will significantly increase the cost of the policy;
- engine power: powerful motor over 150 hp the payment will increase in price by 1.6 times, while a 50-horsepower one will reduce its cost by 40%;
- period of use of the vehicle;
- validity period of the policy.
Having decided with the insurance company and calculated the preliminary payment amount, you can purchase a policy. To do this, fill out the online application offered on our company’s website.
Having carefully indicated all the data taken from your documents, double-check and confirm them. You can pay for your MTPL policy online with a bank card.
After some time, an electronic policy will be sent to your email, which you will need to print out and always take with you.
What does an electronic OSAGO policy look like?
After the notification arrives by email, you will be able to see what the electronic MTPL policy looks like and print it out. This document comes in pdf format.
The electronic policy is made in color and has almost the same design as the paper sample. Still the same green shade, only there are no micropatterns on it and it has a different series - XXX.
Below is the usual insurer's seal. If you print the policy on a color printer, the difference with the form will not be that big.
This is not necessary; a black and white version is sufficient. For traffic police officers this is not important.
They check the authenticity of the policy by querying a special database, which is formed on the basis of data transmitted by the insurance company.

In large cities, the inspector gains access to the database through a tablet equipped with his car. If there is no tablet, the request is made by radio through the dispatcher.
The inspector does not necessarily need to know what compulsory motor liability insurance looks like in electronic form, since he can verify that the car is covered by insurance by its registration number. However, this does not relieve you of the obligation to have a printed copy with you.
Why is it worth applying for compulsory motor liability insurance online in our company? Our advantages
By using the services of our company, you will receive a number of advantages:
- Choose among the leading insurance companies on the Russian market that is right for you.
- Choosing a company that has offices in your region. If an insured event occurs, you will not have to leave the city to write a statement.
- You don't have to copy, scan, or send various documents.
- You do not need to use a courier or go anywhere to get the policy. It will be sent to your email.
Purchasing an MTPL policy from our company means protecting your driving liability without additional intrusive services and extra costs.
Step-by-step design algorithm
This process will not take much time. Key points to pay attention to:
- Data is entered on the company website.
- When the contract is extended, a control code is sent to your email inbox.
- After verification of the replacement of the MTPL policy, a new insurance form is sent by mail.
The entered information is synchronized with the SAR database. A representative of the traffic police has the right to check the legitimacy of the document at any time.
Image of the electronic policy
Step 1. Preparing documents
The package of required papers is the same as for the paper version:
- identification document;
- vehicle passport;
- driving licenses of all drivers;
- diagnostic card.
The last document is proof that the car has passed inspection.
The diagnostic card is issued by the operator who performed the inspection. Information about companies accredited in this area is available on the RCA website.
Appearance of the diagnostic card
Step 2. Finding an insurance company
It is more advisable to choose web resources published in the RSA register. The provided links are instantly redirected to the required sections.
Step 3. Profile registration
When registering, provide the following information:
- contact phone number;
- email address.
If the information is entered incorrectly, you will not be able to issue an MTPL policy.
After confirming your personal data, you are given the opportunity to use your personal account. If necessary, you can print it.
Step 4. Filling out the application
Features of entering information:
- Each field must be filled out. If you plan to provide access to the vehicle to several drivers, you should specify all of them.
- Information is entered exactly as it is presented in the documents, copying them without changes.
- All information will be checked in the RSA database and compared with the previous policy. If discrepancies are detected, the calculation option will be blocked.
- If the check was successful, the system will calculate the bonus-malus coefficient and the cost of e-OSAGO.
If the document has not yet been completed, this issue should be addressed as soon as possible. In the future, the paper accounting system will be abolished.
Sample of a completed application
In case of an unsuccessful scenario, scanned copies of the following documents should be sent to the insurance company:
- all completed pages of the policyholder’s passport;
- vehicle registration certificate;
- diagnostic card;
- driver's licenses.
Insurance organizations require you to download copies in your personal account or offer to send them by email.
It takes from half an hour to several days to verify the information. Then a payment link is sent by email.
Step 5. Payment for the policy
Features of price formation:
- The cost of e-OSAGO does not differ from the price of the paper version. The same coefficients and tariffs are used for calculation.
- The final prices are influenced by many factors, ranging from driving experience to age.
- Some insurers offer to purchase, simultaneously with the policy, a number of additional options that do not have to be purchased. This will not affect the registration procedure. To refuse these services, you should uncheck the required fields.
- After entering the data and calculating the cost, the site redirects to the payment page. The most popular form of payment is by bank card. Some companies provide an alternative option - electronic money.
Before entering personal data, it is important to make sure that there is a lock image in the address bar. This is the security identifier. Without this security protocol, it is not recommended to enter information on the card.
Step 6. Obtaining a policy
After the calculation is completed, an e-OSAGO in PDF format is sent to your email. It is located in your personal account on the insurance company’s website.
One of the main visual differences between the electronic version and the old version is the absence of protective components. There is no need to establish protection measures for an e-policy. The color of the printed document is also not important. A black and white printer will do.
Main points of the structure:
- 1 and 2 marker. These fields represent the header of the document. Compared to the paper version, the name of the form has changed. In the updated version, it is called “Electronic Insurance Policy” .
- The changes also affected the serial number. Instead of the usual “EEE” or “CCC”, the marking “ХХХ” appeared. This is the main letter identifier. The likelihood of purchasing a form with an already issued serial number is zero. The computer system will instantly detect falsification.
- 3 and 4 markers. Everything in this section remains unchanged. If compulsory motor liability insurance is not temporary, then the car is insured for 1 year. All dates are entered in the same way as in the previous version.
- 5 and 6 markers. Data about the owner of the car is entered.
- Points 7 and 8. These fields contain information about drivers permitted to drive vehicles, namely, full name and driver’s license information. The following items must be completed:
- car model and make;
- state numbers;
- body number;
- vehicle passport details.
- Markers 9 and 10. In these blocks you enter the insurance premium, place of registration of the document, and online order number.
- 11 and 13 positions. 2 dates are entered - issue and conclusion. The full name of the insurance employee is also indicated.
- The company's signature and seal are a facsimile. The signature of the car owner is replaced by authorization in your personal account.
An electronic policy is legitimate without a signature
What is E-OSAGO, what does it look like and how to present it to the traffic police and traffic police
The MTPL policy is issued not only at the office of the insurance company, but also at home in your free time. Simplification of the procedure for obtaining compulsory car insurance has entailed many questions from motorists.
What does an electronic MTPL policy look like? Is it necessary to additionally obtain the original document? How can I prove to the inspector that the insurance is real? We will consider and answer these and other questions below.

- Conclusion
Validity period of the old policy this year
Since insurance companies were allowed to use old samples until the 4th quarter of 2021, their validity will expire in the 4th quarter of 2021. Since the contract is concluded for a year. Those people who still drive with green agreements do not need to worry about replacing them. Since they have the same legal force as new samples. In a few months, the old OSAGOs will completely fall out of use.
Vehicle owners are recommended to take out insurance directly at the offices of insurance companies. It is necessary to distinguish between official representative offices and points of sale. Although insurance companies may also have their own outlets where they sell insurance. If the representative office or point is official, then the office must have constituent documents and a license to carry out this type of activity.
Due to the fact that cases of counterfeiting have become more frequent, a measure was taken such as the introduction of new OSAGO forms. New samples have more protection than old ones. It consists of coloring, supplementing it with introductory signs, and the presence of a metal strip.
We should not exclude the possibility that after a certain time, fraudsters will learn to forge this version of the document. And the current protection will not save you from counterfeits. But a new option was needed to provide protection against counterfeiting for a while.
Differences between e-OSAGO and paper
The paper medium has a living signature. If it is drawn up at the office of the insurance company, the policyholder signs the contract and the policy. After payment, the policyholder receives the documents. With the paper version, the procedure is extremely simple and clear. What is an electronic insurance policy and how does it differ from the original?
E-OSAGO is identical in form to paper records. It has the same chapters and sections. The only difference is the presence of an electronic signature of the document, as well as a note in the upper right corner about the conclusion of the agreement in electronic format.
How to distinguish from a fake?
- Firstly, all unique forms of motor vehicle liability agreements are strict reporting forms and such papers are printed in the printing house of GOSZNAK, by the way, there is always a note about this in the form in its lower right corner.
- The auto liability policy form has many levels of protection, just like the currency notes of the Central Bank of the Russian Federation.
- The upper left corner of the form must be stamped by the insurance company that sells these forms.
- The paper on which the contract form is printed must be of the highest quality.
- The size of the motor vehicle liability form exceeds the size of an A4 sheet by 1 cm in height.
- The front side of the document is covered with a micromesh having a greenish-blue tint. This microgrid is placed over the entire area of the form, not counting the white fields located on the edge.
- The original form has a metallized strip that is sewn inside the form itself.
- The middle of the form on the outside of the original has a more yellow tint than the right and left sides. This color difference can be seen with the naked eye.
- Watermarks containing the RSA logo should be visible if the document is held up to the light.
- The OSAGO form number must be unique, since this number is assigned to this document when it is produced. This number should be embossed to the touch.
- As on currency notes, the OSAGO form must have red and green fluff. Green fibers can be seen using ultraviolet light.
- In the contract form, microtext should be visible in the columns “Date of conclusion of the contract” and “signature”.
How to use and show to traffic police inspectors
According to the law, if a traffic police or traffic police representative demands to stop a vehicle, the driver must obey. The document verification procedure is carried out to ensure road safety.
If a traffic police officer stops a driver on the road, he is obliged to request to show him the following documents:
- rights;
- documents for the car (PTS);
- OSAGO policy.
Not everyone knows how to present an electronic MTPL policy. The insurance must be legible and the number must be visible. If, due to poor quality, the inspector cannot see the numbers, then he has the right to issue a fine to the driver.
Why has the MTPL insurance form changed?
Individual calculation of the amount of insurance has long been introduced in many countries. This is great news for those who drive their vehicles well and do not create accidents. If the driver drives without accidents, he is given a discount on payment, bonuses and roadside assistance. And for those who constantly violate or are caught by the police, more expensive policies are offered - on average, 30% more expensive and for several years.
The same mechanism will now work in Russia. Online calculators will appear on each insurer's website, with the help of which you can quickly understand the cost of a future policy. There will be information about the cost of the entire contract, the agent’s insurance premium, as well as what services the driver pays for.
From March 1, 2021, drivers who took out a policy without a vehicle inspection card will be required to provide it later to the insurance company. If this is not done, the insurer will have the right to recover the entire amount of damage from the at-fault driver in the event of an accident.
The main reason why some forms were replaced by others was to minimize fraud and the ability to combine two documents in one.
How to check for authenticity
We figured out how to use the electronic MTPL policy. Copies of policies on paper have provoked an increase in the number of counterfeits.
Fraudsters use a computer to enter false information and print it out. Since the paper medium is not protected by anything, for example, a signature, seal or hologram, counterfeiters make “fake” papers.
How can you verify their authenticity?
All policy numbers are entered into the electronic database, which is located on the RSA website. You can only check the authenticity using the e-OSAGO number. The verification result is sent by email. You won't be able to find a policy by license number or last name.
Is it possible to fill out the OSAGO form by hand?
Until recently, there were several options for filling out an insurance policy:
- manual filling;
- computer data entry into a template followed by printing on the original form;
- use of a specially developed computer program for filling out MTPL policies.
Using a computer typesetting, you can double-check the correctness of the entered data, and only after correcting all inaccuracies can you print it. To do this, a full-size sample form is downloaded to the computer and a template is created, in the fields of which all the necessary data is entered. After filling out and double-checking, all entered information is printed on a serial form. A policy filled out on a computer in compliance with all requirements and duly certified is a valid document.
Due to the fact that with the modern development of technology there is a high probability of forgery of expensive forms and the issuance of fictitious documents, there is a gradual transition to an electronic version of the MTPL insurance policy. In this case, all data is entered into a special program that is connected to a common database. The policyholder is issued a policy printed on a serial form, and information about the insurance contract is stored in the electronic database of the insurance company.
