From November 1, electronic notification of an accident can be issued in any region, no matter where the accident occurred. To do this, it is necessary that both participants are registered on the government services portal, and at least one of them has the “MTPL Assistant” application installed. Until now, it was possible to file minor road accidents this way only in Moscow, the Moscow region, St. Petersburg, the Leningrad region and Tatarstan. Registration of an accident through the application

The mobile application OSAGO Assistant is another something new in the traffic rules from November 1, 2021. It is ready for launch in Russia and should make life easier for drivers. What will change in November

For drivers, some things will change in terms of penalties starting in November. Article 11.23 of the Administrative Code is introduced in a different wording. The essence of the innovation is the establishment of penalties for drivers who have not installed a tachograph in their car or operate it incorrectly.

Penalties are established in the following amounts:

  • From 3 to 5 thousand rubles, if the driver drives without a tachograph, or does not comply with the rules for using the device, in cases where its presence is required by law.
  • From 7 to 10 thousand rubles for officials, from 15 to 25 thousand for individual entrepreneurs. Also from 25 to 50 thousand for enterprises that produced a car without a tachograph.
  • 1.5-2 thousand rubles for drivers, 7-10 thousand for business managers, 15-20 thousand for entrepreneurs, and 20-50 thousand for company managers who violated the driver’s rest and work schedule according to information from the tachograph.

In addition, from November 1, some amendments to the laws will come into effect:

  1. Order 267 of the Ministry of Internal Affairs of the Russian Federation dated April 23, 2021, which specifies new forms of PTS and STS, as well as the conditions for filling out documents.
  2. The Order of the Ministry of Internal Affairs, which approved the forms of passports for chassis and PTS, is cancelled. For example, the obligation to store the title only with the owner of the car will not apply. This means that the vehicle title can now be kept in the bank if the car was purchased on credit. This is possible if the Ministry of Internal Affairs does not issue a new law or establish a new fine for such actions. Even if there are such provisions, it will happen next year.

Tire labeling becomes mandatory

From November 1, tire labeling becomes mandatory for manufacturers and importers. According to the Center for the Development of Advanced Technologies (CRPT) as of October 23, more than 13.5 million tires have been labeled, of which more than 4 million are already in circulation. Tire markings

entails the imposition of an administrative fine on citizens in the amount of one thousand to three thousand rubles; for officials - from five thousand to ten thousand rubles.

1. Driving a vehicle without a tachograph if its installation on the vehicle is provided for by the legislation of the Russian Federation, or in violation of the requirements established by regulatory legal acts of the Russian Federation for the use of a tachograph, with the exception of the case of a breakdown of the tachograph after the vehicle is put on line, or driving a vehicle, belonging to a foreign carrier, without maintaining daily registration sheets of the work and rest regime, applied in cases established by the legislation of the Russian Federation -

entails the imposition of an administrative fine on the driver in the amount of three thousand to five thousand rubles.

Both the minimum and maximum fines for the driver have been increased by 2,000 rubles.

The deadline for filing applications for tax deferment is ending

On November 30, the deadline for submitting applications for deferment or installment payment of taxes, advance payments of taxes and insurance premiums for small and medium-sized businesses and individual entrepreneurs will end. The reliefs were provided as part of the support for businesses most affected by the pandemic. shall entail the imposition of an administrative fine on officials in the amount of seven thousand to ten thousand rubles; for individual entrepreneurs - from fifteen thousand to twenty-five thousand rubles; for legal entities - from twenty thousand to fifty thousand rubles.
