As for the rule changes themselves, it cannot be said that the changes in 2021 were significant. The core rules remained the same, with only minor updates being made to the document.

The traffic inspectorate is not at all aware of the new fines, which are supposed to come into force on November 20, 2021. Employees denied rumors and information posted on the Internet. The ministry noted that Russians should write complaints against inspectors who issue increased fines.
Citizens noted that they have more than once encountered the fact that they were fined a larger amount than established in the traffic rules. Experts said that the issue of fines has not been raised by officials recently. If fines had really been introduced in November, people would have known about them at the beginning of this year. Development and implementation of a project into the system is a long process, so officials are not able to increase fines in 1-2 months.
However, a number of other changes are envisaged from November: from the 11th, some categories of transport must travel on winter tires; From December 21, it is worth opening amendments to the Law “On Road Safety” (the changes will affect the maintenance of commercial vehicles).

The most important innovation in this group is the new rules for vehicle registration, effective from October 6, 2018. For example, legislators have provided for the registration of vehicles owned simultaneously by several owners (upon inheritance). The storage period for license plates in the traffic police has also been extended to 360 days.
Reflective vests from March 18, 2021
From March 18, 2021, drivers will be required to wear a reflective vest when leaving the car. Let us recall, as the Avtospravochnaya.com portal previously reported, on December 16, 2017, Decree No. 1524 dated December 12, 2021, signed by the Chairman of the Government Dmitry Medvedev, was published on the website of the Government of the Russian Federation. According to the document, drivers were required to have a reflective vest in their car. On December 18, 2017, the document was published on the official Internet portal of legal information. Now the traffic rules have been officially supplemented with a new paragraph 2.3.4, according to which the driver of a vehicle is obliged, in the event of a forced stop of the vehicle or an accident outside populated areas, to be on the roadway or side of the road in the dark or in conditions of limited visibility, wearing a jacket, vest or vest - a cape with stripes of reflective material that meets the requirements of GOST. These amendments to the traffic rules come into force after 90 days from the date of official publication of the resolution of the Government of the Russian Federation, that is, March 18, 2021.

New changes in traffic rules state the presence of a reflective vest
With the arrival of March, or rather, from the 18th, the driver must have a reflective vest in the car. It must be worn outside the city in the dark when going out on a road that is not illuminated.
The vest should be worn in conditions of insufficient visibility, that is, in fog, rain or interference due to terrain.
It is not necessary to carry a vest with you, provided that you do not leave the city limits. The rules do not specify the constant presence of a vest in comparison with a first aid kit or warning triangle.
If you travel outside the city, you must have a reflective vest with you, which will comply with GOST 12.4.281-2014 with the marking - this is high-visibility workwear. A tag indicating the manufacturer, GOST, size and level of protection must also be sewn in.

New road signs

The code includes all the necessary information about the driver, his insurance company and the vehicle he is using.
Now, using a QR code, a traffic police inspector using a special application for a mobile phone can check the authenticity of an MTPL insurance policy online. If the policy is not fake, then the employee is provided with the following information:

Should we expect new traffic rules: serious discrepancies with the laws cannot be eliminated by amendments alone
Various amendments are regularly made to traffic rules, some of which the public agrees with, while others cause misunderstanding. In addition, when it comes to road safety, the experience of European countries is cited as an example. Why is it not always applicable in Russia? What's wrong with the new maintenance rules? And what items on the list of car faults do experts have the most doubt about? These questions were answered by auto experts during a press conference of the Patriot Media Group.
There is no doubt that the current traffic rules need amendments: cars have become technically more complex, plus it is necessary to somehow introduce alternative means of transportation, such as electric scooters, into the legal field. But due to a legal incident, amendments to the traffic rules could be made until January 1, 2021. Now the document cannot be changed; the regulations will have to be completely rewritten, said auto expert Dmitry Popov. In his opinion, it is quite possible that the result of this work will be new traffic rules. This will also need to be done because the existing traffic rules have serious discrepancies with both federal legislation and the Technical Regulations of the Customs Union, which all members of the alliance must adhere to.
“The Ministry of Internal Affairs was pushing for the repeal of Government Resolution No. 2467 in order to be able to continue making small amendments to the traffic rules. But in this case we will get an inconsistent monster. Experts note that there are already severe discrepancies in traffic rules and regulations. For example, the rules differ from Federal Law 196 in vehicle qualification, and this is very serious,” explained the auto expert.
He also criticized some of the changes that the Ministry of Internal Affairs proposes to make to the list of vehicle faults that prohibit its operation. In particular, this list prohibited the operation of cars on summer tires in December, January, and February and the operation of cars with studded tires in June, July, and August. According to Popov, such proposals are not very reasonable, even taking into account the fact that each region can adjust these deadlines.
“Thank you to the weather, which makes it clear: everything related to winter wheels in our country is nonsense. In the summer - yes, it needs to be cancelled. The braking distance of a studded wheel on asphalt is longer than on ice. The second problem is that thorns are one of the main causes of traffic jams, and scientific tests confirm this. But the list of faults stipulates the mandatory use of studded wheels from December 1 to March 1. Here I pose a huge question. The Ministry of Internal Affairs assumes in the future that this will be a regional norm. But what should I do if I cross the border of the Rostov and Voronezh regions, where, for example, the deadlines will be different?” - said Popov.

Considering the size of our country and the number of climate zones in which it is located, such rules cannot be introduced in Russia, the expert is sure. He suggested abstracting from the European experience. It would be more correct to introduce the concept of “using a wheel that does not correspond to meteorological conditions.”

Dmitry Popov also criticized the technical inspection procedure. If desired, any technically literate person will be able to bypass the innovation in the form of geolocation, which is designed to make the procedure more transparent. And changing the inspection intervals does not make sense at all because in the same period one driver can drive 200 thousand km, and the other 50. The technical condition of the cars in this case will be very different, so it would be wiser to start with from the car's mileage.
During the press conference, the auto expert gave some advice to people who want to buy a car. According to Popov, he himself uses the “American style” formula. This is when a new car is bought, and five years after the loan is paid off, they sell it, add money and buy a new one again. But a loan is a responsibility, so it is important to objectively assess your financial capabilities, he believes.

A more budget-friendly option is to take a closer look at two- to three-year-old cars. By this time, they have already “rolled out” all factory defects and will serve faithfully for a long time. For novice drivers, it’s also better to take a more budget-friendly car, “so that you don’t mind hitting,” as the expert put it. And don’t forget that even a new car is a bad investment: after leaving the showroom, it loses in value by 10%, and then you will need money to maintain it.
However, Russians, especially young people, are not very willing to buy budget domestic cars. And one of the reasons is their outdated design. According to auto designer and journalist Alexander Storm, AvtoVAZ is actually owned by Renault and the French do not see any benefit in developing a new design.
“The main share of the art belongs to Renault. They make strategic decisions - this plays a big role. Most of the shares belong to them. Niva has not been updated for 45 years. There is a conflict between shareholders. After all, if you released a Niva that was not only visually beautiful, but also comfortable and reliable, fewer consumers would buy the Renault Duster. According to TASS, AvtoVAZ will switch to a modular platform by 2025. This will actually be a Renault under the Lada brand,” Storm explained.
The speaker expressed regret that, with a large number of talented Russian specialists, the domestic auto industry is unable to catch up with the West due to artificially created barriers.
