The closer the beginning of November, the more often numerous messages and even analytical articles appear on the Internet on the topic of the upcoming increase in fines for violating traffic rules. Not a single source can claim objectivity, and the number of versions exceeds reasonable limits. Some claim that fines will increase several times as early as November 1, 2021, others call the date November 20. The most revolutionary news is that changes are being prepared to the traffic rules and the Code of Administrative Offences. The trouble is that almost all sources of information do not have legal competence. We will try to correct this gap, carefully study the regulatory legal acts in the field of traffic management and, together with professional lawyers, we will tell you about the upcoming changes. What new fines appear from November 20? Last news
So, according to information disseminated on the Internet, starting from November 2021, penalties for the most common as well as gross violations of traffic rules will be tightened. We are talking about the amounts of fines for speeding, tinting, driving without MTPL insurance, drunk driving and transporting children without a car seat.
At the same time, the Internet usually writes about what penalties are being tightened, in 3 different forms of amendments to the legislation:
- supposedly new fines will increase from November 1, 2021 along with changes to traffic rules,
- other sources indicate the date - the 20th day of the month,
- still others write about the introduction of a fundamentally new, reformed Code of Administrative Offenses of the Russian Federation, in which all punishments take on a completely different form and composition.

Please note that even the sanctions before the changes in this list are not entirely correct. Thus, the period of deprivation of rights for driving while intoxicated is not exactly 2 years, but from 1.5 to 2 years. And for transporting children without a seat, drivers were fined not 500 rubles, but 3 thousand - that is, here we are allegedly not talking about an increase, but even a mitigation of the punishment!
2021: Drivers can expect a return of technical inspection and a new table of fines
Chapter 21. Administrative offenses in the field of traffic
There are many changes to the Code of Administrative Offenses; for example, the section of the Code of Administrative Offenses about fines for speeding will look like this. In the draft Code of Administrative Offences, the number of the corresponding chapter has changed, now it is chapter 21, in the current Code of Administrative Offenses it is chapter 12.
For the first time, the Code of Administrative Offenses introduces a “cumulative” system for persistent traffic rule violators.
“Violations of the rules of operation, use of a vehicle and driving a vehicle of the corresponding type, provided for in parts 3 and 4 of Article 21.9, parts 2 and 3 of Article 21.10, parts 1 and 3 of Article 21.12, part 2 of Article 21.13, parts 3 and 4 of Article 21.14, parts 5 and 6 of Article 21.15, Part 2 of Article 21.16, Article 21.18 of this Code, by a person who has been subjected to administrative punishment three or more times for committing the specified administrative offenses, with the exception of cases of recording administrative offenses by special technical means operating automatically, having photo and filming, video recording, or by means of photography, filming, video recording, –
entails deprivation of the right to engage in activities related to driving vehicles for a period of one to one and a half years or the imposition of an administrative fine on persons who do not have the right to engage in activities related to driving vehicles in the amount of ten thousand to thirty thousand rubles.”
The set of articles is a bit strange, as Article 21.30 Dangerous driving is not included.

This is not the first time that many car owners have opposed such changes regarding penalties for non-compliance with traffic rules.
It is worth canceling that the current fine for driving in the oncoming lane is 5 thousand rubles, and in some serious cases that have consequences, the driver may be deprived of the right to drive a vehicle.
One of the biggest penalties is expected to be imposed when driving a vehicle without insurance. If you believe the new tariffs, then a fine of about 5 thousand rubles can be imposed for this violation. At a time when speeding will be assessed at 10 thousand rubles.
To date, the legislation of the Russian Federation does not contain information about increasing fines, as well as the corresponding amendments to the Code of Administrative Offenses of the Russian Federation. Moreover, no changes are expected in the coming future.
An increase in fines for violating traffic rules is predicted every year, but there are never any supporting documents. Every year, drivers are misled, which is characterized by numerous disturbances.
To date, there is no information about who is promoting this information. But the fact that every year social networks, information sites and other virtual platforms are full of supposedly sudden and serious increases in traffic police fines is real.
The following are usually discussed:
- new tariffs increased many times over for traffic violations from the 20th;
- The Code of the Russian Federation on Administrative Offenses is actively introducing appropriate amendments.
You can believe in such rumors, or you can simply understand the situation and prove the veracity of what was said.
To verify the reality of the information being disseminated, it is important to understand the algorithm for the official entry into force of legislative amendments to the Code of Administrative Offenses of the Russian Federation, because this code regulates the procedure for penalties for violating traffic rules.
Amendments to the Administrative Code occur as follows:
- a legislative draft is formed and discussed at a meeting of deputies;
- the bill passes three readings with a temporary interval in the State Duma, where arguments are made about the effectiveness of the proposal;
- if the bill is supported by all deputies, the innovation is adopted;
- approval of a law with an assigned number by the President of the country;
- published on the official portal of legislative documents;
- after 10 days or after the time period specified in the law, the act comes into force along with new fines.
It is worth noting that at present there are no corresponding legislative changes either on the official website of legal documents or on the portal of the Government of the Russian Federation.
Are these amendments true?
No. This is all fake and is being spread in various ways. But none of the recent news about increased fines is true. And below we will confirm this with official data.

- This picture is also being distributed on the social network VKontakte in groups on traffic regulations and thematic automotive communities,
- In addition, there is a distribution on Telegram, Instagram and other social networks, while it is not always indicated what specific new traffic police fines drivers face.
Okay, we write that this is not true. But suddenly we also write a fake or simply incompetently do not have reliable information about it! After all, on your part, you are reading just another resource, not official and in no way connected with data sources.

How can you prove it?
Everything is very simple. The most useful knowledge that can be obtained about traffic police fines is how to correctly check the information and where to look for it. And you can check which new and old fines are in effect today in the following most reliable way (you will understand why “the most reliable” below). Although, this is not the easiest way.
- All fines, as well as terms of deprivation of rights, administrative arrests and other punishments and security measures for drivers and others are contained in the Code of Administrative Offences. Yes, there are also regional Codes of Administrative Offences, but we will not consider them here, simply because the vast majority of sanctions are contained in the Federal Code.
- If we are talking about new traffic police fines and changes to current ones, then they, accordingly, should be made by appropriate amendments to our Code of Administrative Offenses. The Code itself was introduced by the relevant law more than 18 years ago. And it is precisely its Article 1.1 that indicates that all changes to this legal act are made by federal laws.
- What is federal law? First, its draft is developed by some deputy or group of deputies. For example, once the LDPR proposed in a bill to abolish the fine for tinting completely.
- Then the project is registered in the State Duma and submitted for discussion.
- Then there are 3 readings by other deputies and, accordingly, voting for or against its adoption. If at least one of the readings the majority of votes are against, then the project will be rejected, and the new fine will never come into force.
- If the draft is approved in all readings, then several more formal stages will pass before the new law comes into force. We are interested in one of them. According to Article 6 of Federal Law No. 5, the entry into force of changes occurs after some official publication.
- We go to Article 4 of the same Federal Law and see that such publication is considered to be the placement of a new law on official legal information portals, including Pravo.gov.ru.
And it's all! Now we just have to try to find the relevant law on changes to the Code of Administrative Offenses of the Russian Federation on this portal. And you will not find a single one that would introduce new traffic police fines either from November 1 or from November 20, 2021. That is why all these new punishment tables are nothing more than fakes.
Yes, this is not the easiest way to verify the veracity of information about the November sanctions. There are also simpler ones, but conditionally less reliable.

Of course, there are legal resources that promptly update databases in accordance with incoming changes in legal acts or the entry into force of new laws.
But they also have some problems. So, you can look at the current penalties, but knowing when any penalty will come into effect in the future (even tomorrow) can be a challenge. In addition, there were cases when information was not updated in a timely manner, although the delay was only a couple of days.

In particular, here is an example of the official interpretation of the punishment for exceeding the speed limit by 20-40 km/h:
Article 12.9, part 2. Exceeding the established speed of a vehicle by more than 20 but not more than 40 kilometers per hour entails an administrative fine of five hundred rubles.
As we see, in November there was no increase in the sanction to 3 thousand. Well, here's the fine for driving while drunk:
Article 12.8, part 1. Driving a vehicle while a driver is intoxicated, if such actions do not constitute a criminal offense, entails an administrative fine in the amount of thirty thousand rubles with deprivation of the right to drive vehicles for a period of one and a half to two years.
And finally, here is a complete list of all fines on the official website of the traffic police. And again, you can make sure that neither from November 1, nor from the 20th of the month in 2021, not a single sanction changes.

What adjustments have been made to regulations?
Additionally, journalists were able to obtain information about changes in regulations. As of November 1, 2021, a new form of vehicle passport has been approved, and new requirements for filling out this document also begin to apply. You can view the regulatory document here.
Additionally, experts draw attention to the fact that the previously existing provision on PTS, as well as registration certificates on the chassis, loses its legal force. Before the introduction of the adjustments, the vehicle passport could only be in the possession of the owner. What about traffic rules?
No amendments to the traffic rules are expected from November 1 and November 20, 2021. But here, unlike the Administrative Code, changes are made in a slightly different way. Since the Rules are formally a Decree of the Government of the Russian Federation, they are updated by the same PPRF. You can also try looking for them on the official website of the Russian Government, and you will not find any innovations in November.

What changes are true?
And we repeat once again that in November there is not a single new traffic police fine introduced - neither for speeding, nor for tinting, driving without compulsory motor insurance, drunk driving, red traffic lights and others. But Russian car enthusiasts can expect changes a little later. Here are the main ones.
- In fact, the amounts of fines in the table above are not taken from the head, although they are not true. The fact is that the authorities have long been preparing an adjustment to the Code of Administrative Offenses in the form of its complete reform - most penalties will change upward. However, this innovation has not yet come into force and is still in the draft stage. - The Ministry of Health also came up with an idea to increase the cost of a medical certificate for drivers by increasing the number of tests for fitness to drive. This is also still a project and it will definitely not come into force in November 2021 - most likely, closer to the second half of 2021.
- But what will definitely come into force are amendments to increase the fine for lack of technical inspection and recourse from the insurance company for compulsory motor liability insurance in the event of an accident without a valid diagnostic card. The effective date is March 1, 2021.
- From the same date, the rules for passing technical inspection change.
The terrible fines that have been introduced in Russia since November 20 have scared drivers
It is not true. Neither type of penalty changes the amount of the fine in November. These are the fantasies of journalists, fake news and deception. There are also no amendments to the traffic rules; minor updates will only be made in December 2021.
If at least one type of punishment actually changed, then our portal would already have an analysis of it for our visitors. We study changes in laws every day, and similar news will not pass by. Therefore, the information in the table is incorrect.
All new fines for drivers listed above are included in the Administrative Code. This is the only law that establishes the type of violations and penalties. The latest current editions and older versions can be read on the following sites:
- On the official portal "Consultant Plus". There is data there that all existing fines have not changed since the beginning of 2021. New species will not be introduced in November. Information regarding traffic rules is noted in Chapter 12 of the Administrative Code.
- The current text of the Rules, which has not changed since last year.
- On the Garant website, as well as other official portals.
- There is also no data on the changes under consideration on the website of the State Traffic Safety Inspectorate of the Russian Federation.
None of these places have new types of punishments, which are indicated in the table above. Also, any change in laws that are introduced in the Russian Federation, including the Administrative Code, requires official publication. Only 10 days after publication the law comes into force. This is stated in Federal legislation.
Government authorities publish changes to laws on the legal information portal. On it you will not find data on the amendment of laws in November 2021. Another source that can be used to prove fraud in new fines is the official website of the traffic police. It contains data on the amounts of all fines that are valid today. There are no changes indicated there. The same website publishes data on changes in laws for drivers and violations of the Rules. Open the traffic police website and read it carefully.
For drivers, some things will change in terms of penalties starting in November. Article 11.23 of the Administrative Code is introduced in a different wording. The essence of the innovation is the establishment of penalties for drivers who have not installed a tachograph in their car or operate it incorrectly.
Penalties are established in the following amounts:
- From 3 to 5 thousand rubles, if the driver drives without a tachograph, or does not comply with the rules for using the device, in cases where its presence is required by law.
- From 7 to 10 thousand rubles for officials, from 15 to 25 thousand for individual entrepreneurs. Also from 25 to 50 thousand for enterprises that produced a car without a tachograph.
- 1.5-2 thousand rubles for drivers, 7-10 thousand for business managers, 15-20 thousand for entrepreneurs, and 20-50 thousand for company managers who violated the driver’s rest and work schedule according to information from the tachograph.
In addition, from November 1, some amendments to the laws will come into effect:
- Order 267 of the Ministry of Internal Affairs of the Russian Federation dated April 23, 2021, which specifies new forms of PTS and STS, as well as the conditions for filling out documents.
- The Order of the Ministry of Internal Affairs, which approved the forms of passports for chassis and PTS, is cancelled. For example, the obligation to store the title only with the owner of the car will not apply. This means that the vehicle title can now be kept in the bank if the car was purchased on credit. This is possible if the Ministry of Internal Affairs does not issue a new law or establish a new fine for such actions. Even if there are such provisions, it will happen next year.
To find out true information, use official sources on the Internet, and do not believe unverified rumors from neighbors and acquaintances. The state will definitely notify the population about possible changes in laws and new fines.
The draft already provides for a fine for a law that has not yet entered into force. We are talking about changes to the law “On Technical Inspection of Vehicles,” which will stipulate that a valid diagnostic card is required to drive a vehicle.
Currently, a diagnostic card is only required to obtain an MTPL insurance policy; its validity period does not affect admission to driving.
The planned fine for lack of technical inspection is 2000 rubles.
