When do you need to register a driver for compulsory motor liability insurance?

According to Article 1079 of the Civil Code of the Russian Federation, responsibility for the vehicle falls on its owner. The insurance company, concluding a compulsory motor liability insurance agreement with it, undertakes to compensate for the damage that may be caused by this vehicle to other road users. At the same time, the insurance company must be aware of possible risks (this is what determines the cost of insurance). If an accident occurs, and the driver who was driving at that moment was not noted in the MTPL agreement, the insurer has the right to refuse compensation for material damage.

Thus, if in 2021 the car owner plans to allow another driver to drive the vehicle, it is necessary to enter information into the insurance. Compliance with this condition is mandatory. However, there is an exception to the rule. So, if the contract initially did not contain restrictions on the number of persons admitted to the vehicle, then there is no need to include anyone in the insurance.

How will the cost change?

Insurance companies cannot take money if the owner signs up additional drivers who are allowed to drive. However, insurers are trying to partially compensate for their losses by raising the cost of the policy itself.

For those who are unfamiliar with the mechanism of car insurance, we note that compulsory motor liability insurance is issued in accordance with the provisions of Federal Law No. 40-FZ, which regulates not only insurance rules, but also prices.

In particular, Article 9 of the law in question indicates that the cost of the policy consists of the base rate and applied coefficients.

The base rate is set by the state, and insurance companies cannot change it at their discretion. Therefore, the cost is increased through the use of certain coefficients.

There are only 8 of them:

  1. Territorial.
  2. Accident-free driving (ACD).
  3. Correlation between driver age and experience.
  4. Number of persons admitted to management.
  5. Car power.
  6. Insurance period.

Only the KBM and the age-experience ratio are guaranteed to increase. The coefficient for the number of persons allowed to drive increases automatically, regardless of whether one person is included in the insurance, or an unlimited number of drivers is specified.

Insurance price in 2021

The cost of registering a driver for compulsory motor liability insurance in 2021 consists of several parameters. One of the changes made in 2021 concerns the base rate.

The base rate is the initial amount from which the insurance company bases its calculations. It may vary for each company. However, price corridors are set by the Central Bank. In 2021, MTPL tariffs have changed significantly. Thus, for motor vehicles (categories A and M) the base rate varies between 694-1407 rubles. For passenger cars the price should be 2746-4942 rubles. Insurance of a truck weighing up to 16 tons will cost the owner 2807-5053 rubles, and over 16 tons – 4227-7609 rubles.

For passenger cars owned by legal entities, as well as those used as taxis, separate base rates apply. In the first case, it is 2058-2911 rubles, and in the second – 4110-7399 rubles.

The changes also apply to the KBM. However, here they only touched on the paperwork. The coefficients themselves remained the same as before.

  2. territorial coefficient (CT);
  3. age-experience coefficient (AIC);
  4. restricted use coefficient (CR);

Since the calculation procedure has changed in 2021, the cost of insurance has also changed. If other drivers are included, the policyholder may be required to pay the missing amount (Article 15 of Federal Law No. 40).

How much does it cost to include a driver without experience in the insurance?
