How to make changes to a vehicle registration certificate


When is it necessary to change the STS?

Vehicle registration from January 2021 is carried out in a new way in accordance with Federal Law No. 283 of 08/03/2018, Government Decree No. 1764 and Ministry of Internal Affairs Regulation No. 950 of 12/21/2019. The registration certificate is still being changed:

  • if it is lost or damaged;
  • change of vehicle owner;
  • if errors are detected in the documents for the car;
  • when changing any registration data.

The latter includes the owner’s registration using a passport (Article 11 of Federal Law No. 283), and in case of its absence, temporary registration or place of actual permanent residence. This is the information that is indicated on the back of the STS.

How to change STS? Previous rules required applying for re-registration of a car no later than 10 days after the reasons for it appeared. The current law sets exact deadlines only for re-registration in connection with a change in the owner, and not his registration or even full name (clause 4, clause 3, article 8 of Federal Law 283).

Important! It will not be possible to replace the STS at the MFC. Only at the State Traffic Inspectorate, by submitting an application in person or at the EPGU.

Changing the legal address of an LLC: step-by-step instructions

Let us note that the Plenum of the Supreme Arbitration Court of the Russian Federation, in paragraph 4 of Resolution No. 61 dated July 30, 2013, explained that registration of a company at the address of a residential property is possible only if the owner has given consent. By consent it is meant that the address is the address of the place of residence of the founder or a person who has the right to act on behalf of the LLC without a power of attorney.

Before you receive an STS through State Services to replace a lost, damaged one, or after updating your registry. data, the user submits an online application. How to make an application

The service is searched for in the “Popular” section on the main page of the portal or in the “Transport and Driving” category, subcategory “Vehicle Registration”. Not all fields of the electronic application are required to be completed. Also, some of the data has already been entered automatically; it is impossible to replace them directly in the application: to do this, you need to adjust your profile and re-confirm your identity.

The filling algorithm is as follows:

  1. Vehicle type.
  2. Own status: owner or his authorized representative.
  3. Residence address (the system gives you a choice of options: permanent or temporary registration or actual). The registration is filled in automatically from your profile and may be old. In this case, you need to enter the address manually, starting with the index: region, city or other locality, street, house and apartment.
  4. Vehicle data: category, VIN, body and chassis number, make, model, year of manufacture. The user also notes whether he needs new registration plates and PTS.

Important! From January 2021, the state number is again linked to registration. If the driver moves to another region, he receives a new sign with the code of his subject of the Russian Federation.

The service is extraterritorial: you can replace the vehicle registration certificate if you change your name or address through State Services in any traffic police department. The user specifies the place of receipt and selects the required MREO from the drop-down list. Then reserves the date and time of the visit. As a rule, EPGU offers free “windows” on weekdays and no earlier than every other week.

The decision regarding adjustments to the charter is made by a majority of at least 2/3 of the total number of votes of the company's participants, unless a larger number is provided for in the charter (clause 8 of Article 37 of the LLC Law). Why do you need to re-register a car when changing your registration?

The state duty for replacing the STS is 500 rubles, and the payment receipt should be attached to all main documents. What will happen if you fail to update your driver information in a timely manner?

The new legislation obliges the car owner to re-register the car after changing registration, but does not establish an exact time frame for this. In essence, this excludes the possibility of holding him accountable for not rushing to contact the traffic police.

Previously, theoretically, inspectors could impose a fine under Art. 19.22 Code of Administrative Offenses of the Russian Federation (RUB 1,500–2,000). But this was rarely practiced. On the road, it is difficult to check the registration of a stopped driver. In addition, the violation was not considered ongoing, and the statute of limitations quickly expired (unlike the absence of STS in principle or, for example, insurance).

In addition to time, the portal user saves money. These advantages of the online application completely outweigh, perhaps, its only drawback - the 3-step registration at the EPGU.

In what cases is it required

If it is possible and necessary to make changes to the technical passport of a car, then in the case of a certificate this is strictly prohibited. After the STS is registered with the traffic police, nothing is corrected in it and not a single letter is entered.

The first reason when you need to replace it is the loss of a document (stolen, lost). In this case, it is necessary to completely restore the most important document on the car.

The vehicle registration certificate is also subject to replacement if any changes occur in the life of the car owner. This is the second reason. The basis for changes in personal information is:

  • first and last name of the owner of the car (in case of marriage/divorce, etc.);
  • registration addresses at the place of residence of the car owner.

Replacement is mandatory even if the address of the legal entity has changed.


Another reason why a certificate needs to be replaced is a passport change. Any design changes in the technical passport lead to the re-issuance of both documents - PST and STS.

All information contained in the STS must be current. This affects the timely detection of fine notices that arrive at the address specified in the STS (fines will accumulate, and with them penalties will grow). And also for insurance payments in case of an accident.

But, despite the reasons why the relevant documents for the car were not completed in a timely manner, the consequences of this can be more unpleasant than a regular fine. Why re-register documents for a car when changing place of residence?

The STS does not have special columns for making changes, so it will have to be completely replaced, i.e. return the old one and receive a new copy. The reverse side of the certificate, where the MREO stamp is affixed, contains information about the owner of the car, including the permanent registration address, which by law must coincide with the place of actual residence.

When is a power of attorney needed?

This document is required in two cases:

Updating information in documents already received can only be called changes, and although re-registration will not be complete (the owner is the same), it is still required if the region of residence changes.

In general, the entire procedure is performed together with the replacement of the STS. You need to contact the territorial body (branch) of the traffic police at your new place of residence. As in the previous case, a ten-day period is given to enter new data.
