Expiration date for driver's medical certificate 2021

Medical certificates for drivers were introduced in 2010 - now the certificate is the most important document, without which it will not be possible to pass a vehicle inspection, replace an expired license, and generally enroll in a driving school.

Innovations in the issuance of driver's licenses that have occurred recently have also affected such a nuance as the expiration date of the medical certificate issued to the driver by the medical commission. The certificate has its own validity period.

The document confirms the motorist’s health fitness to drive a vehicle of one category or another.

The medical examination notes the condition of the most significant systems and organs of the human body for driving a car.

What specialists does a driver need to undergo?

For all types of categories, the conclusion of the following specialists is required:
  • therapist,
  • psychiatrist
  • ophthalmologist,
  • narcologist.

IMPORTANT !!! A visit to a neurologist for categories “A”, “B” or “M” is made when there is an appropriate referral from a therapist. For “C” or “D”, the passage of such a specialist is mandatory. In addition, you will need to provide the results of an examination by an otolaryngologist and the electroencephalography procedure.

Tests to detect the presence of psychoactive drugs in the urine and carbohydrate-deficient transferrin in the blood are taken only when directed by a narcologist.

A visit to a psychiatrist or narcologist can only be done at a government institution at your place of residence. Some medical clinics offer these specialists to study with them, but this violates the requirements of current legislation, so a certificate obtained in this way will not be considered valid. Female drivers are also required to undergo a gynecological examination.

Help 003 V/u. Where can I get the document?

To undergo a medical examination, you can choose either a public or private clinic. The main thing is that the selected institution has a license to conduct medical examinations for drivers, otherwise the issued certificate will not be valid. An organization that issues certificates 003-В/у without a license is subject to administrative or criminal liability. The driver can find out whether the selected institution has a license on the company’s official website.

In a state clinic, although a medical examination is free, you still have to pay for the services of a psychiatrist and narcologist. Also, if the therapist considers it appropriate to prescribe tests (for example, a general blood and urine test, fluorography or cardiogram), then you will also have to pay for them. And, of course, queues at the clinic can extend the medical examination for 3-4 days, and if the specialist accepts by appointment or has gone on vacation, then for 1-2 months.

In a private medical institution, you can complete the entire medical examination procedure in half a day, without standing in lines, but you will have to pay a tidy sum for such a service. And according to the new rules, the conclusion of both a narcologist and a psychiatrist can only be obtained in a state hospital. If the services of a narcologist or psychiatrist are offered privately, then you should not agree to them - this is a violation of the law and fraud.

Subtleties of obtaining a medical certificate

To obtain a medical certificate to replace your license, you will need to follow several steps in succession:
  1. Visit to the medical center to undergo a commission.
  2. Registration of a medical card.
  3. If you want to open more than one category, you must inform the doctor about this in advance. The list of specialists required to pass will directly depend on the category for which the driver is applying.
  4. Go through all the specialists listed in the list and get the results of the examination.
  5. Carry out a visit to the narcological and psychoneurological state dispensary, about which you will receive a corresponding entry in the medical record.
  6. They will return to the therapist and wait to receive a medical certificate.
  7. Provide a medical certificate to the Traffic Inspectorate.

The validity of this document is limited and equal to one year. It will be valid throughout the year, even if the driver applied to the Traffic Inspectorate on the last day. If previously such a document had a longer validity period, then from this year it has lost its validity. The driver will have to undergo a medical examination again. The price of a medical certificate may vary significantly in each region, but usually up to 3,000 rubles are required to obtain it.

Patrol officers do not have the right to demand a certificate in the cases discussed below:
  • passing a technical inspection,
  • replacing an ID when changing personal data,
  • when stopping and checking documents along the route,
  • recovery of documents that were lost or stolen,

The fine for driving with an expired license will be up to 15,000 rubles. In this case, the car may be taken to a fine yard. When a car owner transfers control to a driver with an expired or invalid license, the fine will be significantly less. It is equal to 3,000 rubles.

The document is drawn up according to the new form 003-В/у (previously form No. 083/U-99 was used), to obtain it you need to take tests and undergo a medical examination. The certificate is filled out by a general practitioner.

  • to obtain a driver's license for the first time;
  • when an experienced driver wants to open a new category of license;
  • to replace expired rights (the procedure takes place once a decade);

  • for driving a car, if the license contains a note indicating the mandatory availability of a medical certificate;
  • in cases where the driver wishes to replace his existing license ahead of schedule and receive a new document for the full term (10 years).

In 2021, a certificate is not required to pass a technical inspection or obtain an international driver’s license.

When should you contact the State Traffic Inspectorate to replace your license?

Every motorist must know when it is time to change his license:
  • upon expiration of the validity period,
  • if the text is lost or unreadable,
  • when your health condition deteriorates sharply,
  • when there are changes in personal data,
  • to open a new or additional category,
  • if a motorist wishes to change his license without specifying the reasons.

The last point became possible only this year. Many drivers took advantage of this with a poorly taken photo, unattractive license numbers, and poor quality printing on the plastic. When replacing your license, a medical certificate is very important. Without it, obtaining a new certificate is impossible. The replacement of rights is carried out at the State Traffic Safety Inspectorate after submitting the required set of documents.

You can apply for a replacement license:
  • in person at the traffic police department,
  • online through the State Services portal,
  • at the MFC office.

Providing a package of documents to the traffic police will take about an hour, while submitting an application and making an appointment through State Services will allow you to immediately pay the state fee. The time frame for replacing your license at the MFC office will be about a week. The package of documents submitted by the driver must be sent to the traffic police.
