Who can enter information about the new owner into the PTS?

The law does not have clear instructions about who exactly should enter information about the new owner of the vehicle. Ownership passes to the buyer upon signing the purchase and sale agreement. If the documents are signed, the seller may not deregister the car at all. The obligation for such actions occurs in cases of sale of the vehicle abroad or during disposal.


After signing the contract, the buyer of the car becomes its owner, which means that the next step is making changes to the traffic police (GAI). Motorists are given 10 days to do this. After this period, the new owner will be put on the wanted list, so you should not delay in informing the relevant services.

At the moment when a car changes owner, any of the parties to the transaction can enter information about the change of owner in the title, but practice shows that more often the buyer does this.

Paragraphs 21 and 22 of the joint order of the Ministry of Internal Affairs No. 496, the Ministry of Industry No. 192 and the Ministry of Economic Development No. 134 indicate the general requirements for filling out the lines and fields of the vehicle passport. You can enter information about the new owner yourself or using a printer in the traffic police.

The only requirement for filling out the fields in writing is that the entered text must be easy to read, and the names of individuals and legal entities must not have abbreviations other than generally accepted ones.

Both methods are correct, but it is worth considering that when entering information “by hand,” there is a risk of making a mistake or blot. If an error is detected, the vehicle passport must be replaced.

Another equally important point is the presence of signatures of the parties to the transaction , and in the case of relations involving legal entities, also seals.

How to correctly replace information about the old owner?

Despite the fact that all fields and columns of the corresponding section of the passport have informative signatures about what information should be contained in each of them, you should provide instructions for filling out the PTS and talk about the features.

So, how to correctly enter the new owner into the PTS.

  1. The first entry point is the column “Name (full name) of the owner.”
    It contains information about the new owner of the car. The surname, first name and patronymic, as well as the name of the organization in the case of a purchase by a legal entity, must be indicated in the same way as in an identification document (passport of a citizen of the Russian Federation or another one provided for by law) or company papers. Problems may arise for people who fill out the PTS with their own hands. Make sure that there are no blots or errors in the document.
  2. In the “Address” line, information about the registration address of the new owner or the legal address of the LLC is entered.
  3. In the “Date of sale” field, enter the day, month and year of the transaction under the purchase and sale agreement. This is an important point, therefore, at the stage of preparing transaction documents, it is recommended to leave the date open in order to fit it into the day of the transaction itself.
  4. The item “Document of ownership” must contain information about the agreement that confirms the transaction (purchase and sale agreement, gift agreement or other papers). It often happens that this line has the entry “Other documents”. This is not an error, but it is best to indicate in the PTS all information related to the transaction.

There are situations when the PTS does not have room for information about the new owner. The problem can be solved simply - at the re-registration stage, the document is replaced with a duplicate with a note about the last owner.

Filling out a passport for a transaction regarding a used car between citizens

When purchasing a used motor vehicle, the above fields are filled in as follows:

  • in the “Name (full name)” field the surname, first name and patronymic of the acquirer are written;
  • in the “Address” column the place of permanent registration of the acquirer is entered according to the Russian civil passport or other personal identification document;
  • in the “Date of sale” field when purchasing a car, write the day, month and year of the civil transaction for the alienation of the vehicle (the date must be exactly the same as in the written agreement of the counterparties);
  • in the “Document of right” column, you need to write down the name of the document by virtue of which the transaction took place (DPA, gift agreement, etc.), its number (if any) and the specific date of registration;
  • in the lines “Signature of the previous” and “Signature of the present” the signatures of the seller and the acquirer are affixed, respectively (without decoding).

If you need to fill out a PTS for legal entities or individual entrepreneurs, then in the columns “M. P." it is also necessary to affix a stamp (if the enterprise or individual entrepreneur has one). The stamp is not affixed if the counterparties in the sale transaction are individuals.

How to fill out a vehicle passport

When registering a PTS, it is important to follow the rules for filling it out, some of which are specified in clause 20, clause 22 of Order No. 496.

To correctly fill out the title when selling a car, you will need:

  • make all entries legibly;
  • do not use abbreviations of surnames, first names, patronymics, addresses and other details (well-known abbreviations are allowed, for example, “ul.” - street, “d.” - house);
  • entries in the PTS should be made without erasures, crossed out details and corrections (if this does happen, you will have to go to the traffic police to have the corrections certified);
  • It is prohibited to enter into the PTS when selling notes that are not regulated by law (dashes, etc.).

How to correctly replace data about the old owner

A sample of filling out the title when selling a car will help you carry out the transaction correctly (see below in the article).
It is important to only use a pen with black or blue ink tint. Attention! There is no need to write any information in the “Vehicle Registration Certificate” block - this will be done by traffic police officials at the time the vehicle is registered.

Do the previous and current car owners need to sign and where should the signature be affixed?

Yes - both the old and the new car owner must sign. Signatures are affixed upon sale in strictly designated fields (see picture below).


It is important that the signature is the same as the one that is present in the contract or other document indicating the fact of transfer of the motor vehicle.

If the name is indicated, but there is no traffic police stamp (traffic police)

Due to the fact that citizens have the opportunity to independently enter data into the PTS, situations where the document does not have a traffic police seal are not uncommon. In simple words, such cases indicate one thing - the car is not registered with the traffic police and is not assigned to this person, although the owner’s full name is entered. In accordance with clause 33 of Order of the Ministry of Internal Affairs No. 1001 of November 24, 2008 (as amended on February 13, 2015) “On the procedure for registering a vehicle,” the new owner is allocated 10 days for this procedure.

The first step is to ask the seller about the reasons for this action. This happens if the vehicle is purchased for subsequent resale. By and large, this does not matter, since when deregistering a sold car, the former owner provided a written document containing the details of the new owner. This means that the relevant authorities already have information about who currently owns the car.

However, in various regions of Russia there are still cases when a buyer experiences difficulties in registering a vehicle due to the fact that the previous owner did not perform such an action. This procedure on the part of the traffic police is not justified in the form of laws or regulations.

The purchase and sale agreement is a legal confirmation of the transaction. The most important thing is that the car is not on the list of stolen or pledged vehicles.

Is it necessary to have the previous owner’s signature on the registration certificate?


There are legal regulations that must be observed when concluding a purchase and sale agreement. One of the mandatory items is to affix the signature of the previous owner to the PTS. The second column must be signed by the buyer - the new owner of the car. If one of the parties is a legal entity, then an additional seal is affixed.

The absence of a signature from the seller will not allow the registration procedure to be carried out. The traffic police will definitely check the document and, of course, find that an important field has not been filled in. Registration on this basis will be refused with the advice to find the former owner and ask him to sign. This requirement is justified by the fact that PTS is issued if there are sufficient grounds. These are considered:

  1. Ownership. The seller must be the owner of the vehicle, which is confirmed by his entry into the title and the presence of his signature. Only this will allow, in the event of a dispute, to prove that the specified person was really involved in the transaction.
  2. Commission agreement. The seller is not included in the vehicle passport, but certifies the specified field with a seal. The signature itself can be affixed by any employee of the selling company who has such authority.

The seller’s signature is a guarantee that the buyer did not appropriate the car himself, but was actually a participant in a legal transaction.

Who can sign

Only the former owner of the vehicle can sign in the “Signature of the previous owner” column. That is why it is extremely important not to forget to pay attention at this point and ask the seller to fill out this line.

When purchasing a car from a person who is its official owner, under a sales contract, it is important that it be included in the title. This fact will confirm that the transaction was carried out legally with the owner himself.

The presence of an agreement signed by both parties simplifies the registration procedure with the MREO even in the absence of a signature in the vehicle passport. But to avoid problems, it is important that all documents are completed correctly.

If the buyer missed the moment and did not follow the signature, there is still a way out. It is important to choose the right approach to solving the problem without resorting to illegal methods, which can lead to a number of troubles.

How much will you have to pay?


In 2017, the amount of state duty when entering data about the new owner and registering a vehicle remained at the level of last year:

  • Certificate of registration – 500 rubles.
  • Registration of PTS – 350 rubles.
  • Obtaining new license plates – 2000 rubles.

The last point can be neglected if the previous owner did not deregister the car, and the buyer expressed a desire to keep the old license plates. To do this, at the stage of registration, you must fill out the appropriate application, the form of which you can receive on the spot.

Deadline for entering data

If the owner is included in the title of a new car, we can say that the vehicle is registered with the traffic police. But as a rule, citizens have to independently contact the registration authorities to make adjustments to the paper being studied.

Application for registration of a car with the State Traffic Inspectorate

When changing ownership, how quickly does a person need to indicate the new owner of the car? 10 days are allotted for this operation without any consequences from the moment of conclusion of a particular transaction. During this time, the vehicle buyer has the right to drive his new car without registration, license plates or title.

If the specified time has passed, you will have to register the car first. Only after this will the owner be able to drive his movable property without any problems.
