When and who needs to register a motorcycle with the traffic police
The new owner or his representative must register the two-wheeled vehicle with a power of attorney certified by a notary.
The countdown of the registration period does not depend on the place where the bike was purchased:
- In Russia – 10 days from the moment of concluding the contract or receiving a receipt from the store.
- Brought from abroad - 10 days from the date of receipt of customs documents.
All models of motor vehicles with a power exceeding 50 horsepower are subject to mandatory registration.
Pit bikes and motocross motorcycles do not require registration. They are not adapted to traffic conditions on public roads due to the lack of rear-view mirrors and turning lights. Having spotted such a vehicle in the city, traffic police officers can seize it and send it to the impound lot.
The exception is certain types of crossbikes, which can still be registered and ridden on public roads. These are supermoto and enduro motorcycles.

Who needs to register a motorcycle?
When purchasing a motorcycle, the new owner must register it. It is important to do this within the time frame set by the state.
Some sellers, to simplify the process for the buyer, deregister the motorcycle in advance upon sale. For the new owner of a vehicle, this is a big plus, because then only registration hassle is ahead. The main proof of legal ownership is the purchase and sale agreement.
Motor vehicle registration is carried out at the place where the owner is registered. The registration period varies depending on where the bike was purchased:
- If the purchase was in the Russian Federation, 10 days are given from the date of purchase. This amount of time is enough to slowly collect the necessary papers and go through all the necessary stages;
- If the purchase was outside Russia, 5 days are allotted from the day of crossing the border and the issuance of all customs certificates.
Motorcycle enthusiasts are often interested in which motorcycles do not require registration with the traffic police. The answer is that all motorcycles, officially called sports equipment, do not require registration. This group includes:
- Pitbikes;
- Cross motorcycles.
They do not have lighting devices or turn signals. Of course, driving such vehicles in the city is prohibited. Transportation of such motor vehicles on public roads is carried out only in the back or trailer of the vehicle. If the driver drives such a vehicle under his own power, he will not be able to avoid a fine, and the vehicle itself will be sent to the penalty area.
The ban on driving such vehicles on the highway is justified by the fact that the structure of their tires does not correspond to the asphalt surface. However, there are versions of crossbikes that can be registered with the traffic police like regular motorcycles. Registration allows them to be used in the future for driving on public roads. The group of exceptions includes:
- Enduro;
- Supermoto.
There were times when registering a scooter was not a mandatory procedure. But from now on, this type of transport also needs to be registered.
Where can I register a motorcycle?
To register a bike with the traffic police, as mentioned above, 10 days are allotted after purchase, regardless of which motorcycle was purchased - used or new. Failure to meet this deadline may result in the following sanctions:
- A fine of up to 2,000 rubles for riding an unregistered motorcycle.
- A fine of 5,000 rubles or deprivation of a driver’s license for three months if the violation is repeatedly recorded by the inspector. To restore your rights, you will need to undergo a medical examination and retake a theoretical exam.
- Motorcycle confiscation. The vehicle will be sent to the impound lot until the reasons for the seizure are eliminated. To pick up a motor vehicle, you need to contact the traffic police (have the owner’s passport, purchase and sale agreement with you) and write an application for registration of the vehicle, pay the fee, receive a PTS and STS. You will also have to pay for parking services if the bike stays there for more than 24 hours. The tariff is the same throughout the Russian Federation - 500 rubles for every day.
Two-wheeled vehicles can be registered at any traffic police department, regardless of the owner’s registration address. You can find the nearest branch and check reception hours on the State Traffic Inspectorate website.

An MTPL policy can be issued at any insurance company. Documents needed:
- owner's passport, Russian;

The procedure for registering a motorcycle with the traffic police
Those who plan to register a motorcycle with the traffic police first need to understand all the stages of this process. If you have this information and do everything correctly, you can complete the procedure very quickly. Otherwise, running around and paperwork cannot be avoided.
So, the law provides for the following procedure for registering a motorcycle with the traffic police in 2021:
- Technical inspection – 200 rubles;
- OSAGO insurance;

Obtaining an insurance policy and a technical inspection are mandatory steps that are important to go through before registering a motorcycle with the traffic police.
If the motorcycle was purchased in a showroom, then you can transport it to the observation deck using the services of a tow truck or with the help of transportation. If you drive the purchased vehicle under your own power, you will be fined.
At the observation deck you need to assess the condition of the motorcycle:
- See if the turn signals are working (whether they turn on or off)
- Check the serviceability of the brakes.
Insurance is issued very quickly. What is needed for this? Go to the insurance company with the following packages of documents:
- Driving license category A;
- Document confirming the technical inspection.
How much does it cost to register a motorcycle?
The amount of state fees for vehicle registration is the same throughout Russia. The total cost can reach 10 thousand rubles, including payment for tow truck services.
An approximate list of basic costs:
- new license plates – 1,500 rubles;
- issuance of a registration certificate – 500 rubles;
- adding a new owner to the PTS – 350 rubles;
- issuance of a vehicle passport – 800 rubles.
When paying the state fee on the State Services portal, a 30% discount is provided. You will be able to save almost a thousand rubles: instead of 3,150 rubles, you will spend 2,205 rubles.
On the appointed day, the vehicle must be delivered to the traffic police department for inspection by an inspector. Transportation is carried out independently in a trailer or with the help of a tow truck. The cost of tow truck services depends on the region of residence and the distance to the destination.
Follow the instructions indicated in the electronic coupon on the State Services portal to hand over the bike to an inspector for inspection.
When inspecting a vehicle, the inspector will check:
- VIN number and PTS details. If there is a discrepancy, registration will be denied.

What documents are needed for a motorcycle? | Abmoto Blog
When asking this question, many people mean the documents required to register a motorcycle with the traffic police, to pass a technical inspection, and those that must be carried with you on the road.

- Pass a technical inspection and receive a diagnostic card;
- Present the MTPL policy to the MREO;
- Application for registration/deregistration - obtain on site (at MREO);

The law does not stipulate the driver’s obligation to carry a medical certificate with him at all times, but it may be useful in the event of an accident. Everyone decides on their own whether it is advisable to obtain a medical certificate in a timely manner and include it in the list of required documents.
How to check documents when buying a used motorcycle
Checking the documents that are the basis for acquiring the seller’s ownership of the motorcycle, as well as checking compliance with the norms of the Family Code of the Russian Federation. Checking these documents is very important, because if the seller’s ownership of the motorcycle is challenged, then the possibility of challenging the transaction you are making to purchase the motorcycle cannot be ruled out. It is necessary to check the documents on the basis of which the seller of the motorcycle acquired ownership of it (sale/donation/exchange agreement, certificate of inheritance, etc.). If the motorcycle was purchased by the seller under a consideration transaction, then it is necessary to check whether it was paid for or whether the corresponding compensation for its price under this transaction was transferred. It is also necessary to check whether the seller was in a registered marriage at the time of purchasing the motorcycle and whether the motorcycle is the joint property of the spouses. If the motorcycle is the joint property of the spouses, then it is necessary to obtain the consent of the spouse to sell the motorcycle. A complete list of documents for verification is available on the website of the expert system for identifying legal risks when purchasing a Riskover motorcycle (link to this list). There are also a lot of nuances when conducting a check, and therefore it is recommended to use the Rickover Internet service when carrying out such a check. /url] Checking the external parts and engine of the motorcycle According to clause 11 of the Basic Provisions for the admission of vehicles to operation, approved by Resolution of the Council of Ministers - Government of the Russian Federation of October 23, 1993 N 1090, operation of a vehicle that has hidden, counterfeit, altered component numbers or units or registration plates are not allowed. A motorcycle that is listed as stolen, as well as in which the numbers of components/or assemblies have been changed, must be returned to the owner. What should you do when buying a motorcycle to protect yourself from a situation in which you could lose it because it was stolen? Inspecting your motorcycle is definitely important. But only an examination can determine the broken body and engine numbers. It is necessary to inspect the engine numbers to identify the presence of paint particles, welding, and uneven thickness of the marks. Even a minimal discrepancy raises doubts about the advisability of purchasing a motorcycle. Of course, you need to compare these numbers with the numbers in the PTS, certificate and service book (if available). If the seller does not have a PTS or only has a duplicate PTS, this should alert you, because According to the practice of banks, PTS is often transferred to them for storage upon collateral. Thus, if the PTS is missing or a duplicate is presented, then there is a high probability that the motorcycle is pledged. If there is a duplicate PTS, then it is possible that the motorcycle is pledged to the bank, the PTS is in the bank’s storage, and the seller received a duplicate PTS by filing an application for the loss of the PTS. Check to see if information about the motorcycle pledge is available in the movable property pledge registry. If you are purchasing a motorcycle that is pledged, you must obtain the written consent of the pledge holder to sell the motorcycle to you. Check the PTS to see if it is counterfeit. You can read how to do this on the website of the expert system for identifying legal risks Riskover (link here). Motorcycle documents and seller's identification documents It is imperative to check the seller's identification documents (usually a passport). Take a written statement from the seller confirming that the motorcycle is not mortgaged, under arrest and not encumbered by the rights of third parties (or, if there are encumbrances on the motorcycle, have the seller indicate in this statement all the existing encumbrances). Ask the seller if the motorcycle was purchased using credit/loan. If the motorcycle was purchased on credit, check which bank and ask the seller to present a certificate from this bank confirming full repayment of the loan debt. Ask the seller for an MTPL policy. Compare the information in the PTS and certificate with the MTPL policy: - VIN; — state registration plate; — series and number of PTS; — series and number of the driver’s license of a person who is allowed to drive a vehicle. A careful inspection can help identify inconsistencies in the documents and understand that a different motorcycle is being sold than what is indicated in the documents. Check the motorcycle for theft in the traffic police database. Invite the seller to go to the nearest traffic police post to check the motorcycle for theft. In addition, theft check is carried out by an expert bureau. The cost of such a service is from 2500 rubles. The result of the work of such a bureau is a forensic examination report that confirms or refutes the fact of theft. This check is useful because it uses data not only from the Russian database (available from the State Traffic Safety Inspectorate), but also from international databases. On the official website of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia there is a special service for checking whether a vehicle is wanted by its vehicle identification number (VIN).
