Traffic police fines are prescribed in Chapter 12 of the Code of Administrative Offenses of the Russian Federation. At the end of last year, there were active rumors among motorists that fines for violations on the road would increase several times. The fears were not justified: from January 1, 2021, fines were left at the same amount and no new ones were introduced.

Amendments to the traffic rules concern the system for tracking violations. Now traffic police officers will be able to issue fines based on video recordings, not only from surveillance cameras located on the road, but also based on materials provided by third parties. True, there is one thing: video materials will have to be provided from devices on which the official program must be installed in advance. Carrying out an upgrade will be in the interests of the car owners themselves, because this will make it easier for drivers to prove their rights in controversial cases on the road.

Changes to fines related to traffic violations were last carried out last year, but in 2021, parliamentarians still have a number of issues left for consideration. They are associated with the concept of “dangerous driving”, as well as with punishment for repeated offenses. The first question has nuances related to the development of collection schemes, because the boundaries of that very “dangerous driving” have not yet been determined at the official level.

With the second question the situation is simpler. In essence, the deputies propose returning to the system that was in effect in the USSR. Today, rights are deprived for one serious violation, but parliamentarians propose to return the concept of “set of violations.” Drivers who make four or more minor mistakes in a year can have their license revoked.

Driving buses without a tachograph is prohibited

In November, the amount of fines for public transport entering a route without tachographs will increase:

  1. The highest fines apply to managers and owners of transport enterprises.
  2. Officials will pay 7-10 thousand rubles for a bus to go on a flight without a device.
  3. Individual entrepreneurs will be punished with a fine of 15-25 thousand, and legal entities up to 50,000 rubles.

Traffic police fines

In 2021, traffic police fines for common violations of traffic rules (exceeding speed, violating the requirements of signs and markings, stopping and parking in prohibited places, etc.) did not change.
As for the fines given in the table above, they relate to fairly rare situations. For example, penalties have been seriously increased for drivers who, while intoxicated, caused accidents in which people died. For such a crime you can get up to 15 years in prison.

Winter tire law

Changing summer tires to winter tires meets safety requirements in the autumn and winter. From November 1, 2021, laws will be in force that determine the technical condition of cars and tires before the onset of the winter season.

The law includes the following points:

  • description of the term “winter tires”, its characteristics;
  • A traffic police officer can punish a driver for not having tires that match the season;

  • for “bald” tires the fine is 500 rubles;
  • Winter tires must be used from December 1 to March 1.

A proposal to confiscate cars from drunk drivers came from the Ministry of Internal Affairs. The relevant documents for amending legislative acts were sent to the Government in May of this year.

According to the law, this cannot be done officially via the Internet, although the traffic police website accepts complaints as a gesture of goodwill, but some are refused and asked to be addressed officially. Therefore, you should always remember that according to the law you are given 10 days to file a complaint, the period for consideration of electronic appeals is 30 days (plus 3 days for receiving appeals). This means that if the traffic police refuses to consider your complaint (and does so on a legal basis), then the period for the general appeal procedure will have already passed.

Tougher penalties for not allowing an ambulance to pass from August 6, 2021

In accordance with the amendments to the Administrative Code, for refusal to give way to an ambulance, the fine will be from 3 to 5 thousand rubles. The violator may also be deprived of his driver's license for a period of 3 months to 1 year.

For obstructing the activities of medical workers, if such actions do not contain criminal charges, the fine will be from 4 to 5 thousand rubles. Now the minimum penalty is only 500 rubles.

In accordance with the amendments to the Criminal Code of the Russian Federation, if, as a result of obstructing the lawful actions of doctors, the patient’s health was caused serious harm, criminal liability will arise - up to imprisonment for up to 2 years. In the event of the patient's death, the perpetrator may be sentenced to imprisonment for up to 4 years.

According to the Chairman of the State Duma, Vyacheslav Volodin, the amendments were developed by parliamentarians after several tragic incidents, including a situation where a patient died because an ambulance was not allowed through.
