Preparation of medical certificates
A medical certificate of health is required for students upon admission to colleges and universities, and is required to be provided by various contingents of workers during employment and by drivers for traffic police. In addition, certificates are also needed in most other cases that require a medical examination.
The procedure for obtaining and issuing medical certificates and opinions is regulated by the regulatory framework of the Russian Federation. State and territorial departments approve these documents, make changes to their registration processes and generally regulate a large number of issues, including even tax refunds, using special medical certificate codes.
How to obtain a medical certificate for your license
To obtain a medical certificate, you can contact either the public clinic at your place of residence or any private medical center. At the registry office or document issuing point, you must provide the documents necessary to obtain the certificate. When visiting the medical center, you must have with you:
- Passport;
- Driver's license (if available);
- Military ID.
A medical certificate is included in the list of required documents to obtain a driver's license. It is included in the list of what will need to be provided to the traffic police to obtain or replace a license.
The official name of the document is a medical report on the presence (absence) of vehicle drivers (candidate vehicle drivers) of medical contraindications, medical indications or medical restrictions to driving vehicles. In simple terms, it is a document stating that a person is allowed to drive for medical reasons.
The two most common options when you need a certificate are obtaining and replacing a driver's license .
The first time this document is received, as a rule, is during training at a driving school. During the courses, they either organize a special day when all the necessary doctors come and the conclusion, as they say, is issued on the spot. Or the driving school provides a list of recommended institutions where you can pass the transport examination.
Then a driver's license is obtained when replacing a license. If you already had a license, then the exam at the traffic police will not be retaken, but your health status must be reconfirmed.
Another option is to open a new category in rights. If you already have a license to drive a passenger car, then to obtain A, C, D, Tm and Tb you will also have to obtain a doctor’s opinion, since each category has its own health requirements.
Also, the commission must be passed if there was a deprivation of rights due to alcohol intoxication.
Previously, a certificate was obtained to obtain international rights, but now this is not required.
In some sources you can find information that a whole list of documents is required - a passport, registration, military ID or registration certificate, as well as a driver’s license (if you had one before).
In fact, to obtain a driver's license, you only need a passport . The medical center does not care at all whether you have permanent or temporary registration in your region or not - this does not affect your health status. Another thing is that registration is required to submit documents to the traffic police, but it is not required to undergo medical examinations.
A military ID and other documents are not needed for the same reasons.
So, you have decided to obtain a medical certificate to obtain a driver's license. To pass a medical examination for license C (trucks), D (buses), Tm (trams), Tb (trolleybuses) and their subcategories, you additionally need:
- neurologist
- otolaryngologist
- electroencephalography
Based on the results of the entire commission, the therapist makes a final decision and draws up a medical report.
Types of medical certificates
The list of medical documentation is quite large. There are various forms of medical certificates. Some medical certificates are more in demand, others less so. But in any case, a valid medical certificate must have a certain appearance, content corresponding to the type, and must be certified by the seals of the doctor and the medical institution. The absence of these attributes makes the certificate invalid.
The type of medical certificate determines how long it is valid and how much it costs. Also, for any type of medical certificate, it is officially established what documents must be provided in order to obtain it.
New medical certificate 003-В/у in 2021
Regarding the validity period of the certificate, it must be said that the form itself does not indicate the validity date. The date of issue of the certificate is written, from which the countdown is carried out.
Drivers who have driving categories A, B, C, D, E know that a medical certificate is valid for two years. Motorists who carry out professional transportation, as well as those who have certain diseases and those whose age exceeds 50 years, receive a certificate that is valid for one year.
An established sample of a medical certificate can be purchased at any medical institution licensed to issue such documents.
The exception is those that are already considered invalid by law (for example, expiration date).
What information is included in the new certificate?
In accordance with the regulations, a new driver’s medical certificate in 2021 must contain the following information (special fields are provided):
- last name, first name and patronymic of the citizen (full name);
- date of birth according to passport data;
- residential address (registration, which is indicated in the passport);
- date of issue of the driver's license certificate;
- restrictions and contraindications that should be taken into account when allowing a driver to drive a vehicle (options are listed, the necessary ones should be underlined);
- admission to certain categories of vehicles (the doctor must indicate in the table which categories the person is admitted to);
- restrictions for certain categories of vehicles;
- additional medical clarifications (for example, that a person is allowed to drive a car only with an automatic transmission);
- information about the doctor who issued the certificate (full name), as well as signature and wet seal.
Please pay attention! Most of the information is filled in in accordance with the person’s passport data. You need to make sure in advance that you have it with you when visiting a medical facility.
The main change that appeared in the form of a new type of certificate for the traffic police is the absence of a citizen’s photograph. Indeed, in old-style documents, a mandatory condition was the presence of a photograph of the person in whose name the certificate was issued. Now there is no such condition, and the information about the certificate holder can only be verified with the passport information.
Also, the new medical certificate for the traffic police now does not indicate a specific date upon which the validity period will expire.
