How to submit a car for scrap through State Services - Step-by-step instructions

Services of the State Services portal for motorists

The site has a catalog of services, where in the “Department” section you can select the Ministry of Internal Affairs or in the “Category” section - “Transport driving” and view the entire list of offers related to motorists. Common and popular portal services are:

  • submit an application and make an appointment through State Services to register your car;
  • check fines, accrued transport tax and other auto debts, pay them quickly and without commission;
  • register your car with the State Traffic Safety Inspectorate through State Services;
  • resolve issues regarding the driver's license (receive, replace, extend, restore);
  • pay the state fee with a 30% discount.

In addition, the most frequent requests are displayed on the main page so that the user can find the service he is interested in in a matter of minutes.

Deregistration of a vehicle is not currently the most popular option of State Services. If previously this had to be done before or during the sale, now the buyer, when re-registering the car in his name (registration), automatically terminates the previous registration in the traffic police database.

Benefits of receiving services online

Before the method of submitting an application online was introduced, car owners stood in line for hours. It took several hours to take and fill out the form, then the application had to be submitted to the inspector. With this form of work, vehicle owners did not have a whole day to complete the registration cancellation procedure.

Now motorists can submit documents and make an application at any time convenient for them. A person does not need to leave his workplace or waste personal time standing in queues at government offices.

Deregistering a car due to sale through State Services is quite simple. The site accepts applications around the clock on weekdays and holidays.

The electronic form was compiled so that portal visitors could quickly fill out the application without outside help. The interface and design of the site are clear and convenient for users with different levels of Internet skills.

Grounds for deregistration

First of all, it should be noted that deregistration can be:

  • temporary (suspension of registration when a car is exported abroad or stolen, or when, for example, the car is not planned to be used for a long time and during this period there is no desire to renew car insurance annually) or permanent (in case of theft, if there is no hope of finding it, during sale, disposal) ;
  • executed by both the owner (former or current) and the trustee.

The most common reasons why a person is ready and able to deregister a car are the following:

Hijacking

When the former owner does not know where his car is and is therefore not ready to bear responsibility (including administrative and criminal) for offenses committed on it, he relieves himself of these obligations. In this case, the application indicates the reason “theft, theft”, and attaches a certificate stating that the application for the theft of the vehicle was accepted.

Disposal

When a car can no longer be used for technical reasons, it is scrapped and registration is terminated. In this case, it is not necessary to provide the vehicle to the inspector for inspection and verification of mileage, numbers of components and assemblies. Most often in such cases we are talking about really old cars, inherited, which have not been running for a long time and the documents from them have been lost, or there is no re-registration of the owner

You can recycle part of the car, what can no longer be repaired and is of no value, and put the rest on sale.

Sale

Until 2013, the actual owner had to deregister the car before selling it for his own safety and peace of mind. He could do this in advance, or on the day of the transaction.

Now the new owner, within ten days after signing the purchase and sale agreement, goes to the MREO and registers the car in his name (upon his request, the car is automatically deregistered). If the new owner turned out to be unscrupulous and after the purchase did not visit the traffic police to re-register the car, the previous owner can himself apply for deregistration, choosing the sale as the reason.

Changing of the living place

The certificate that the owner receives when registering the car indicates his registration address. If in the future he moves and receives a new registration, he is obliged to contact the MREO to replace the STS. In this case, you will have to pay a state fee, fill out an application, and make an appointment. The traffic police will issue a new plastic card with a valid registration there.

Vehicle requirements

The state does not agree to pay from the budget for junk cars that have been sitting in a garage or lying around on a personal plot for years. The driver, like the vehicle, must be active.

Machines that meet the following requirements are suitable for recycling:

  • The car must be running. Have a working chassis, engine, wheels, complete electronics, and full working fluids.
  • Have a whole body and an intact interior.
  • Belong to the last owner solely for at least a year. For the Trade-in program, 9 months are enough.
  • Be over 6 years old for complete disposal.
  • For the resale program, on the contrary, you must not reach the age of 6 years.
  • Be registered with the traffic police as a valid vehicle or be deregistered no earlier than 2021.

The program does not limit the type of vehicle, but prohibits the exchange of a truck for a passenger vehicle or vice versa. The limit for freight transport is set at 3.5 tons.

Deregistration procedure

The essence of deregistration of a vehicle is that the car, both according to documents and in reality, ceases to be the property of a certain citizen. He does not pay taxes or fines for it, does not take out insurance, the car no longer has anything to do with him.

The procedure itself is not done online; you just submit an application through the website, pay the state fee, find out the details and make an appointment.

Drivers are often perplexed by the problem of living in another city, when the vehicle is registered in one city, for example, in Arkhangelsk or Nakhodka, and the owner is in Novokuznetsk or Omsk. The traffic police explain that since 2013, both registration and deregistration can be done at any nearest MREO, without paying attention to registration.

Documentation

When visiting MREO you must have with you:

  • an application filled out in the prescribed form; if the procedure is completed through State Services, then the application (application for a service) is written on the portal and automatically transmitted to the required authority;
  • identification;
  • power of attorney, if the owner himself, for some reason, cannot be present and asks to replace him;
  • PTS - a registration certificate for a car, which contains the vehicle data and previous owners;
  • STS – plastic with a pink form, a certificate of ownership, which is issued when registering a car;
  • GRZ - they should be unscrewed, cleaned of dirt and handed over.

In some cases, additional documents may be needed, for example, a copy of the application and a certificate stating that the car was stolen.

Procedure step by step

To deregister a car through State Services, the owner must:

  • register on the portal in advance in order to receive a special confirmation of your status: log into the application or gosuslugi.ru website using your SNILS number, mail or mobile phone number;
  • select vehicle registration services by category or department;
  • click on “Deregistration”;
  • write a statement, indicate the reason, choose a convenient time for visiting and a branch of the MREO;
  • send an application and wait for a response on acceptance and consideration;
  • come to the MREO at the chosen and approved time, bring original documents and stand in line from those who were registered through the portal.

Perhaps, to a person far from a computer, the procedure will seem long and complicated, but these are only initial impressions.

Firstly, if you correctly and carefully fill out your profile on the State Services, enter all the data about the car, then the process of receiving the service (writing an application) will go quickly, a lot of information (especially of a technical nature) will appear in the necessary boxes.

Secondly, when working with the portal, you don’t need detailed instructions, everything comes with hints, intuitively, step by step, often the owner must simply select his option from several items, rather than enter his thoughts.

So, at some stages it will be necessary to note the type of vehicle (trailer or car), indicate the address, add whether it coincides with the place of temporary registration (for example, registration in Penza, Simferopol or Ryazan, but lives in Sarov, Ulyanovsk or Perm - on State Services you need to enter both options). Thirdly, after confirmation of your appointment arrives, you do not need to print out a ticket at the MREO or take a place in the general queue. For those who signed up for State Services, there is a separate list where all visitors are included.

But if there are concerns that working with the portal is difficult, you can ask the MFC operator to do the same.

How to send an application to the traffic police

The page that opens provides a brief description of the process of how to dispose of a car through “Government Services”. After reading the information, you should “Get the service.”

An electronic application will open in which you need to fill out all the fields. Some data is entered automatically from the user profile. The more information your account contains, the less information you will have to enter manually. If the applicant is the owner of a vehicle, the application consists of 13 sections.

In the first section, the type of transport to be scrapped is selected. In the second - the category of the applicant. You just need to check the boxes next to the correct options.

Information about the owner of the vehicle

The following three sections (3, 4, 5) contain information about the applicant-owner of the vehicle:

  • personal information (full name, gender, date of birth, TIN, contacts);
  • passport;
  • residential address.

Healthy! User data is filled in automatically. To make adjustments to them, you need to change the profile.

In the fifth section - “Residence address”, information is manually entered when the owner is temporarily registered or if the place of residence does not coincide with the place of registration.

Vehicle data

The following parts of the application - paragraphs 6, 7, 8, 9 - are intended for entering information about the vehicle being disposed of. They must be filled out on the basis of PTS or STS. Machine data can be entered into the user profile. In this case, they will be filled in automatically.

The sixth point is “TRANSIT registration plate.” By default, the “not required” checkbox is checked. There is no need to change anything.

In the seventh section, a car category is selected from the list provided by the service.

The eighth paragraph is “Description of the vehicle.” You need to enter:

  • VIN twice;
  • body number;
  • chassis number.

State duty: size and how to pay

When deregistering a car, you will have to pay a state fee - the standard approach of the state for any registration actions.

In 2021, the amount of the duty is 1050 rubles, its validity and amount are determined by the Tax Inspectorate.

You can pay in any convenient way, starting from the website of the State Services and the State Traffic Safety Inspectorate and ending with mobile applications of banks, cash desks and terminals.

There are three main points you need to know:

  • payment of state duty through State Services comes with a 30% discount and is not 1050 rubles, but only 735 rubles;
  • when disposing of a car, no state duty is paid;
  • The amount of duty in the Russian Federation is equal, but the details vary by region.

The last fact is especially worth noting. Thus, a resident of Omsk will indicate completely different details than a resident of Tyumen - different subjects of the Russian Federation, in Lobnya, Moscow region - different from the capital. That is why it is convenient to pay the fee through State Services - all receipt data will be generated automatically at the place of registration.

Normative base

The procedure for deregistration in 2021 is regulated by a number of legislative documents in force in the Russian Federation:

  • Order of the Ministry of Internal Affairs No. 605. It was published on August 7, 2013 and regulates regulations relating to registration.
  • Order of the Ministry of Internal Affairs No. 399, issued on June 26, 2018. It regulates the procedure for vehicle registration.
  • Order of the Ministry of Internal Affairs No. 139, issued on March 20, 2021.
  • NK FZ-117 as amended on October 11, 2018. It indicates the amount of government fees.

Having carefully studied the regulatory documentation, the owner can easily find answers to his questions regarding deregistration of the car in 2021.

How much time is needed

One of the priority areas in the work of the State Services portal is the ability to quickly receive a service, regardless of where the request comes from: the district center of Bezhetsk, where the MREO can be reached in 5 minutes from anywhere, or Rostov, a city famous for its long traffic jams.

In order to deregister a car, it will take at least two days:

  1. go to State Services, select the desired service, address, date and time of visiting the registration office, submit an application and wait for a response (usually a positive response comes within an hour) - it will take from 15 minutes to one hour;
  2. come to the MREO at the appointed time, submit documents to the window, show the car for inspection, complete the matter - from 40 minutes to several hours.

Total, just a few hours: from two to five, directly for the process itself.

Of course, the place of registration of the vehicle plays a big role.

For example, there is a high probability that in the small towns of Abakan, Belovo, Oskol, Lukoyanov, Armavir, Rybinsk, Safonovo, Prokopyevsk, Uzhur, deregistration of the car will take place very quickly, because there is not a large flow of visitors, most likely, the observation deck is close and the inspector will be able to return to the main building in a few minutes.

In large cities, the Russian metropolises of Moscow, Yekaterinburg, Krasnoyarsk, Krasnodar, Chelyabinsk, Nizhny Novgorod, St. Petersburg, the registration will be even faster - they have a clearly established electronic queue (everyone will go through their ticket at the appointed time without failures), there are many employees , but most of the time will be taken by the road to the MREO.

The situation is difficult in cities with the status of a regional capital and a population of 300 to 700 thousand inhabitants: Barnaul, Belgorod, Voronezh, Gelendzhik, Ivanovo, Kazan, Kemerovo, Kirov, Kursk, Tver, Tomsk, Khabarovsk, Cheboksary, Yaroslavl, Vladivostok and the like. There are quite a large number of motorists here who, for one reason or another, need to deregister their vehicle, but the mechanism is poorly developed, there are not enough inspectors, and the electronic queue is faulty. As a result, people spend several hours of tedious waiting at the traffic police station.

However, using the State Services portal significantly reduces the time for deregistration of a car:

  • no need to come in advance to get a ticket or try your luck in the live queue;
  • MREO is already ready to accept your application and can plan actions rationally;
  • It is customary to leave a review on the portal about the service received (a reminder is sent), each negative experience is processed and checked.

So, to deregister a car through State Services, you need to:

  • be registered on the portal;
  • select the desired service from the list;
  • enter information correctly (personal and car related);
  • fill out an application (apply for a service);
  • make an appointment online;
  • pay the state fee on the portal with a discount and without commission.

How to deregister a non-driving car after an accident?

An accident is always associated with significant financial expenses. But if the incident was especially serious, then the car is not always recoverable. In this case, experts recommend not to delay and contact the MREO department with a request to remove it from registration due to disposal.

Not every car owner knows that in 2021 there are two solutions to the problem:

  • Complete car recycling.
  • Partial recycling, which involves the owner keeping some of the units. For example, an engine, a body or its part, etc. in this case, the owner can benefit materially from the sale of the units and partially compensate for his losses.

The procedure for deregistering a car in 2021 is regulated by Law of the Ministry of Internal Affairs No. 605 of August 7, 2013 and includes the following stages:

  • Receiving an application to remove a car from the owner. It must be filled out in accordance with all requirements. The required package of documents must be attached to the application.
  • Certificate of recycling.
  • Making a decision on deregistration.
  • Preparation of papers confirming the fact of deregistration of the vehicle.

If the vehicle is stolen

Sometimes the question arises: is it possible to deregister a car without the car itself? As an exception, this is possible:

  • When a car is stolen (when the search remains unsuccessful)
  • If the machine has not been used for a long time due to a malfunction.

These recommendations will help the car owner solve the problem quickly and without hassle.

If your car is stolen, you must file a police report as soon as possible. If the search does not produce results (you will receive a corresponding notification that the case is closed), you must contact the traffic police with this letter in hand to deregister the vehicle.

Relevant documents in this case:

  • Car owner's passport
  • Vehicle passport
  • Report of theft

As such, this procedure itself does not cost money. You will need to pay for paperwork when deregistering.

  • Changes occur in the technical equipment passport, therefore, in order to make amendments you need to pay. Cost – 350 rubles.
  • If the reason for deregistration is the disposal of the car, then you will need to pay an additional 350 rubles.
  • If the reason for deregistering a car is a move, then you will need to pay from 1,600 rubles. up to 2100 rub.

However, when selling a car, payment for these operations belongs to the buyer. If the new owner keeps the same license plates, he must pay 850 rubles. If he wants to get new numbers, he will have to pay 2000 rubles.

Another option is to deregister the car using the Internet, through the State Services website.

New technologies in our smart world never cease to amaze all people living on earth. Now it has become possible to do many things via the Internet: make purchases, make payments and transfers, apply for a foreign passport, and you can also deregister a car and much more.

All of the above actions, in most cases, can be further simplified, made more convenient, faster and even cheaper by 30% through the State Services website.

  • If you have access to the Internet and know how to use it, feel free to register on the site, having first completed a simple registration (registration is required on any site).
  • Then, through your personal account (PA), follow the desired path, that is, go to the “Transport and Driving” column.
  • Select the line “Deregistration of a vehicle” (click on the service you are interested in).
  • Fill out an electronic application indicating all the necessary information about the car and the owner of this car.

I repeat once again that this is not only more convenient and faster, but also 30% cheaper than if you paid all payments through a bank. Whatever manipulations you do with the car, buying, selling or writing it off for scrap, the main thing is to collect the documents . It’s better to play it safe and grab additional certificates than to come back later and run through the authorities again.

You can find out whether a car is registered, pay fines and much more through the State. There are cases when the car has already been deregistered, but taxes are due for it. Then you should contact the tax office to clarify the circumstances.

How to deregister a car that has been traded in?

Many owners are interested in the question of whether it is necessary to deregister a vehicle if the owner plans to return it under the trade-in program. In this case, there is no reason for anyone to visit the MREO in 2021.

The fact is that while the vehicle is in the dealership, it is registered with the previous owner. After the sale and the conclusion of the purchase and sale agreement, the responsibility to complete all registration actions in a timely manner falls on the new owner. The processing time remains the same and is 10 days. This item is regulated by Order of the Ministry of Internal Affairs No. 399 of June 26, 2018, clause 8.2.
