STS is issued at the registration offices of the state traffic police (State Traffic Police MOTOTRER of Moscow, district offices of the State Traffic Safety Inspectorate of the Moscow region) and after registration of the vehicle (car, motorcycle, trailer, etc.) The data in the vehicle registration certificate duplicates the data in the PTS (vehicle passport facilities). The STS contains basic information about the vehicle, namely: - registration plate, in “people” license plates or simply numbers, consist of three letters, three numbers and a regional code. On registration plates, 12 letters of the Russian alphabet are used, corresponding in writing to the letters of the Latin alphabet. - The identification number (VIN) consists of 17 letters and numbers. This is the individual serial number of the car.

What information is contained in the STS?

The STS contains a significant list of data, thanks to which you can learn about the individual characteristics of vehicles, such as color, power, etc. This document also contains information about the owner and his residential address.

The list of such information includes:

  1. Owner's full name and residential address.
  2. Series and number.
  3. Car make and model.
  4. State car license plate.
  5. Identification number (VIN).
  6. The category to which this vehicle is classified.
  7. Year of manufacture of the car.
  8. Chassis and body license plate (if any).
  9. Car color.
  10. Engine power and displacement.
  11. Permitted maximum and dry weight of the vehicle.
  12. Special marks (if available).
  13. Information about the traffic police department that issued the document.
  14. Date of issue.
  15. Signature of the official who issued it.

Simply put, this is a confirmation of a specific person’s right to drive a vehicle. The document is issued for a person, and not for a car, therefore, when a car is resold, the STS is handed over to the traffic police and does not pass on to the new owner.
