A vehicle registration certificate (VRC) is a mandatory accounting document that contains some important information about the vehicle. The certificate looks like a small plastic card, and it is kept by the owner of the car. If a person has changed his registration, he needs to re-register the certificate. Below we will find out how and where you can replace STS.
Why do you need to re-register a car when changing your registration?
- Write an application and pay the fee (you can do this directly at the branch).
- Get in line (if there is one).
- Hand over the documents for the car to the traffic police officers.
- Wait for the documents to be reviewed.
- If everything is fine with the papers, then you will need to wait 1-2 hours for the road inspection staff to make a new document.
- In some cases you may be refused. This happens in the following situations - you have not provided all the documents, you have outstanding fines, and so on. In this case, you need to eliminate the reason for the refusal (for example, pay all fines on the spot) and resubmit the documents. Please note that you do not need to pay the state fee again.
- Sometimes you will also have to provide the vehicle to the traffic police for inspection, but in most cases this is not required (the inspection is usually carried out if theft is suspected).

Do I need to show the car for inspection to restore the STS?
But a fine is not all that driving without a certificate can entail. The car may be taken to the impound lot. This is prescribed by Article 27.13. But in order to pick up your car from the impound lot, you do not have to wait until they issue you a new certificate. You just need to get permission for this as usual (they must give it without an STS, because you can take the car away with a tow truck), after which you simply come to the impound lot and pick up your car.
Violation of the rules of state registration of vehicles of all types (with the exception of ships under construction, sea vessels, mixed (river-sea) navigation vessels, inland navigation vessels, including small vessels), mechanisms and installations if registration is mandatory - entails the imposition of an administrative fine for citizens in the amount of one thousand five hundred to two thousand rubles; for officials - from two thousand to three thousand five hundred rubles; for legal entities - from five thousand to ten thousand rubles.
When should documents be replaced?
In 2021, the legislation does not directly establish a period during which car documents must be replaced if the owner’s data changes.
Let me remind you that if the owner of the car changes (sale or donation of a car, inheritance), then the documents must be replaced within 10 days. I recommend sticking to the same deadline in case of a change of registration.
What documents will be required by the traffic police?
When changing your registration, the traffic police will require the following documents:
- passport of the car owner (with a stamp indicating the new place of registration);
- old vehicle registration certificate ( STS );
- paper vehicle passport ( PTS ). If the car has an electronic PTS, then a paper PTS is not required.
If it is not the registration that has changed, but the last name, first name or patronymic, then you additionally need to take a document from the traffic police confirming the change in personal data. For example, a marriage registration certificate confirms a change of surname.
If you wish, you can additionally take with you:
- receipt of payment of state fees;
- OSAGO insurance policy.
These documents are not mandatory and practice shows that the traffic police do not require them.
What documents are needed to change the legal address in STS
The driver receives a car registration certificate after registering it with the traffic police. The document contains information about the vehicle, owner details, date and place of state registration. If the certificate is lost, it must be restored; for this, the owner of the car should contact the state traffic inspectorate. In what cases is it necessary to replace the STS? Let us examine in more detail the reasons for obtaining a duplicate registration certificate and tell you how to do it. Unlike a technical passport, changes to the STS are not provided - nothing can be entered into this document after it has been completed and received by the traffic police.
Changing the registration address in the PTS
The application must indicate: the full name of the registration institution; reason for replacing the STS; car owner details; main parameters characterizing the car; a list of attached documents that confirm all the facts specified in the application. The application can be submitted in person at the registration office or online. After that, he will issue a receipt for payment. However, the following must be taken into account. If the region code on the license plate does not match the region in which the car owner has registration at the time of contacting the traffic police, then the registration plate will have to be replaced.

In 2021, most cars have paper PTS, so the most common duty option is 350 + 245 = 595 rubles .
Documents and replacement procedure
The first option to replace the registration certificate is to directly visit the traffic police. Algorithm of actions:
- write a statement according to the sample;
- pay the receipt;
- wait in line to see the inspector and provide him with a package of documents, along with a payment receipt and an application;
- wait for review and receive a new STS.
Provided that everything is in order with the documents, the waiting time will be no more than 2 hours. You need to be prepared for the fact that the inspector will ask you to visually inspect the vehicle.
If you submit an application through the MFC, the procedure for replacing the vehicle registration certificate will change slightly - you will have to:
- fill out the fields of the electronic application and receive its paper version;
- pay the fee and keep the receipt;
- select the state inspection department, time and date of visit.
This concludes the role of the MFC. Next, you should visit the selected traffic police department and bring documents, along with an application and a receipt.
Important! The cost of replacement will not change depending on the method and design. No other payments other than state duty are required.
The convenience of the second method is that you can choose a time and date for visiting the state inspection that is convenient for the car owner. You can also pay the fee on the spot at the traffic police department.
Required documents:
- passport indicating the changes (new name or registration address);
- PTS;
- STS;
- insurance (MTPL or CASCO).
This package will be required both at the MFC and at the traffic police.
How to make an application
An application to replace an old vehicle registration certificate with a new document is drawn up on a special form at the State Traffic Safety Inspectorate (or at the MFC). There is also a sample to fill out. The application must include the following information:
- the name of the state inspection department and the full name of its head;
- Full name of the car owner;
- residential address;
- request for replacement;
- cause;
- car details – number, make;
- a record that the vehicle is not stolen;
- date, signature.
Important! If the application is printed on a PC and then printed independently, the printout must be on one sheet on both sides.
Both the owner and his representative by proxy can fill out the application.
State duty for replacing a vehicle registration certificate
Re-issuance of any documents requires payment of state tax. The cost of the state fee to replace the vehicle registration certificate depends on the method of filing the application:
- through the MFC and the traffic police – 500 rubles;
- through State Services – 350 rub.
In the latter case, a 30% discount applies, provided that payment is made by bank transfer.
Last name change
Most often, a citizen/citizen's surname is changed upon marriage. In this case, additional documents will be required - the original marriage certificate and its copy.
Otherwise, the algorithm of actions is similar to that described above. It’s even a little simplified, since it absolutely does not require inspection of the car.
Changing of the living place
In case of a change in civil registration, a Russian must, in addition to insurance and other documents, replace the vehicle registration certificate, since it becomes invalid (after 10 days).
Such re-registration does not require any nuances or certificates. A note in the passport about the change of registration is enough.
Important! After the new document is issued, the old STS remains with the traffic police.
If lost
If the registration certificate is lost or stolen, it is possible to restore the STS for the car if you have a technical passport for the car. The rest of the procedure corresponds step by step to the one described above.
If the PTS is also lost, you will first need to recreate it. And only then STS, since when replacing a certificate, a passport is required. The cost of the duty will also not change - 350 or 500 rubles.
In case of errors
Cases of entering erroneous information into the certificate cannot be excluded. The time it takes to detect the error is important here:
- before registration;
- after, when the STS is in the hands of the car owner.
In both options, the only way to fix it is to completely replace the STS, and then there are a number of differences.
In the first case, you need to point it out to the inspector. They have no right to apply any sanctions to the car owner. The traffic police officer will have to pay the state duty for replacing the STS. It is possible that he will receive disciplinary action.
Important! Before signing to receive the certificate, the citizen must carefully check personal information. Immediately after signing the protocol for issuing the STS, it is considered valid.
If the document is issued, and only after that an error is noticed, then all expenses fall on the shoulders of the owner. The replacement procedure will have to be repeated, and the price of the issue will double.

What is STS, SRTS vehicle or SOP?
This is the short name for vehicle registration certificates. Where is the STS number? The series and number are located on the reverse side of the SOP at the very top next to the hologram, which is found on all STS of the new model. The series consists of four characters: 2 numbers - space - 2 letters. For example, "11 AA". Next comes the certificate number, consisting of 6 digits. That is, in the end, we will be able to see the following entry: “11 AA 112233”.
PTS and STS numbers match or not
The series and number of the PTS (transport passport) and the SOP do not match. But the information about the car must be the same. In addition, other specified technical data of the vehicle (VIN, vehicle make and model, body, engine number, etc.) are identical. The passport contains all the data about the previous owners, the dates of re-examination, purchase and sale, who issued the SRTS, the code of the traffic police department, the registration number, the previous numbers of state signs. Based on this information, you can trace the entire history of the car from the moment of its first sale in Russia to the present.

How to check availability of free time in a department?
However, before moving on to filling out the main part of the application, I recommend checking whether the traffic police has free places at the time that suits you. Otherwise, filling out the application is pointless.

Note. If the page does not load within a few minutes (the hexagon continues to rotate), then most likely there are no available seats for the selected date. In this case, it makes sense to choose a different date for recording.

How to fill out an application for State Services?
Step 11. Fill out the “Vehicle” section:
In subsection 1 for a passenger car, select the “Car or bus” item.
As for subsection 2, it must indicate who exactly is applying to the traffic police: the owner of the car or his representative acting by proxy.
Step 12. The “Your data” section is filled in automatically based on the data contained in your government services portal account. The information in this section should be verified.
If the car owner’s data has changed (for example, when changing the last name), you should click on the “Change profile data” button and update the corresponding fields:
Step 13. In subsection 5 you need to indicate the address of your place of residence. In the event of a change of registration, we are talking about a new place of registration:

In subsection 6, the value “Required” must be specified only if you want (or are required) to obtain a new number from the traffic police. When you select this value, a state fee for issuing license plates will be automatically added to your application.

Restoration of STS for legal entities
There is no penalty for the very fact of losing a car registration certificate (as well as for a lost license, MTPL policy, PTS and similar documents). And you will only have to pay for restoration - more precisely, the issuance of a new certificate in the form of two state fees.
Through MFC
As already mentioned, only the owner of the vehicle can restore the certificate. He must go to the traffic police department with his documents and write an application for the issuance of a duplicate STS.
- Details of the car owner: full name, date of birth, passport details, registration. If the car owner is a legal entity, the name, legal address and other details of the organization will be required.
- Data of the authorized person: full name, date of birth, passport details, registration.
- Vehicle data: make, model, color, year of manufacture, VIN number, body and engine number, license plates.
- The list of powers in the traffic police that the owner entrusts to the representative: register the car, be a representative in the event of controversial situations.
- Date and place of document preparation.
- Signature of the principal.

Is the ERA-GLONASS system necessary? The ERA-GLONASS system has been installed on new cars at Russian factories since 2017.
