New law on license plates and region codes.

Regulatory acts that began to regulate the new rules for state registration of cars in Russia:

-Federal Law “On State Registration of Vehicles” dated August 3, 2018 N 283-FZ;

-Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for vehicle registration”;

-Resolution of the Government of the Russian Federation dated December 21, 2019 N 1764 “On the state registration of vehicles in the registration departments of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation” - this is where the answers to all questions lie.

Now you should understand the main innovation under the new laws. If previously registration marks were a single term

, then from January 1, 2021 they were divided:

- state number is an intangible set of letters and numbers that is assigned when registering a car by the traffic police department;

- a registration plate is a metal plate itself, which is issued to the owner of the vehicle after assigning a number.

So, is it necessary to change license plates if the region code does not match the registration address of the car owner? It all depends on the specific situation, so let's look at each case separately.

What will be the region when registering a new vehicle without registration?

Typical situation - you purchase a new car at a dealership and want to register it. What if you are registered in Moscow, but apply for a government service, for example, in St. Petersburg?

The answer is contained in paragraph 39 of PPRF No. 1764

. In this case, your car has not yet been assigned a number by the State Traffic Inspectorate. With this assignment procedure, you will be given a license plate with the Moscow code.

clause 39. The state registration number of a vehicle is assigned in accordance with the digital code of the region of the place of registration of the owner of the vehicle.

Thus, for a new car, the region code is issued according to the owner’s registration

Where to go

Purchasing a car in another region, as already mentioned, is carried out on a general basis. What about registering movable property?

First you need to understand where exactly to go for help. For example, you can register a vehicle according to the registration of the previous owner. Or any authorized body.

These include:

  • multifunctional centers;
  • MREO;
  • one-stop services;
  • traffic police;
  • departments of State Traffic Inspectors;
  • organizations like “My Documents”.

It is recommended to choose either an authority at the place of residence, or taking into account the actual place of residence of the owner of the car. The first scenario will make life much easier. For example, if you need to change license plates.

Important: if you wish, you can submit a request to register a vehicle through “GosGosGosRegistration of Vehicles”.

  • Select the reason for your request. For example, “Change registration data” - “Change owner”.
  • Fill out the electronic application following the simple prompts on the screen.
  • Select a place to receive car documents. At this stage, you are often asked to select the date/time of the upcoming visit.
  • Submit the completed application for processing.
  • Pay the registration fee through your “Personal Account”.
  • At the invitation, come to the authorized body and pick up documents for the vehicle.

    I bought a used car with license plates – will I have to change it?

    In paragraph 39 of PPRF No. 1764, we are talking specifically about the mandatory assignment of a number according to the region code of the new owner of the car.

    At the same time, none of the above 3 regulations states that when purchasing a used car, the procedure for replacing state registration plates with new ones according to the region of registration of the new owner is mandatory.

    That is, in this situation the choice is yours

    :

    -you can leave the same numbers already assigned by the state, even if they have a different region code;

    -voluntarily replace the numbers (the state fee for this will be 2,000 rubles, 1,400 through the State Services portal).

    Thus, if you bought a car in another region

    , different from your registration, and driven to your city, then there

    is no
    obligation to change the already assigned license plates
    even after the January 2021 changes .

    However, there are a number of nuances in this issue, which we will consider below.

    The car is deregistered

    If you bought a car that was deregistered by the traffic police by the previous owner, then this is accompanied by the mandatory submission of the license plate number to the MREO department.

    Therefore, the purchased car goes to you without assigned numbers, even if the registration plates are actually on the vehicle.

    Therefore, if you purchased a car in another region, you will be given new state registration plates with the code of your region, republic or region.

    If the seller stops registering

    After the sale of the vehicle, the previous owner has the right to terminate the registration of the vehicle on the 11th day after the date specified in the purchase and sale agreement.

    That is, if you do not register the car with the traffic police within the 10 days allotted by law, and the seller deregisters it, then the plates will be invalidated, and you will have to get new ones with the region code of your registration.

    In 2021, most cars have paper PTS, so the most common duty option is 350 + 245 = 595 rubles .

    Is it possible to put numbers that are stored in the traffic police?

    In this situation, bad news for you - if the region code is different from your registration

    the license plate data will not be given to you
    due to the difference in addresses.

    This is stated in paragraph 43 of the Government Decree:

    clause 43. Based on the corresponding expression of will of the owner of the vehicle contained in the application for the registration action, the vehicle being registered or previously registered for it may be assigned a state registration number reserved for the given owner of the vehicle, subject to the requirements provided for in clause 39 of these Rules.

    Returning to paragraph 39, we see that here the region of the number and the registration of the owner must match. Here we are talking about assigning an existing combination of letters and numbers to a car on which they were not previously installed.

    In what cases does the traffic police issue plates with numbers?

    42. Based on the will of the owner of the vehicle contained in the application for registration, the registration unit issues state registration plates corresponding to the assigned state registration number, provided that the region of the place of registration of the owner of the vehicle and the subject of the Russian Federation in which the registration unit is located coincide.

    If the region of the place of registration of the owner of the vehicle does not coincide with the subject of the Russian Federation in which the registration unit is located, or if there is an expression of will of the owner of the vehicle to register the vehicle without issuing a state registration plate, a state registration number is assigned.

    The traffic police issues license plates to the car owner only if the following two conditions are simultaneously met :

    1. The car owner applies to the traffic police in the region where he is registered (registered).
    2. The car owner expressed a desire to obtain a license plate from the State Traffic Safety Inspectorate (in the application for registration he entered the phrase “with the issuance of a state license”).

    If a car owner applies to the traffic police in another region (where he is not registered), then the traffic police will not issue license plates with the code of his “home” region. To do this, you will need to contact a specialized organization and have the numbers produced there.

    For example, Alexander is registered in the Tula region, but lives and works in Moscow. Alexander bought a car and contacted the Moscow State Traffic Safety Inspectorate to register the car.

    In this case, the car will be assigned numbers with region code 71 (Tula region). To produce plates with numbers, Alexander will need to contact a specialized organization.

    If the car owner does not put the phrase “with the issuance of a license plate” in the application on his own initiative, then he will not be given a license plate either. They will need to be manufactured in a specialized organization.

    For example, Boris is registered in the Vladimir region and lives there. He bought a car and contacted the Vladimir traffic police to register this car.

    Boris does not want to receive plates with numbers from the traffic police, so he does not include the phrase “with the issuance of a state license” in the application. In this case, the traffic police assigns a number to the car and issues Boris a registration certificate. Based on this certificate, Boris buys numbers from a specialized organization.

    In practice, it makes no sense to buy numbers from a specialized organization :

    • Firstly, issuing license plates at the State Traffic Safety Inspectorate is cheaper (2,000 is the full state fee, 1,400 is the state fee with a discount when processing documents through State Services). In specialized organizations, prices start from 2,000 rubles.
    • Secondly, it’s faster to get license plates from the traffic police, because... they are issued directly at the registration point.

    So if you register a car in “your” region, then immediately receive plates with numbers. If you have to apply to a department in another region, then all you have to do is go to a specialized organization to get the numbers.

    Attention! You need to go to get the license plates by public transport, because... After registration with the traffic police, driving a car without license plates is prohibited. The fine for driving without license plates is 5,000 rubles or deprivation of rights for a period of 1 to 3 months.

    The traffic police illegally refuse to leave my number - what should I do?

    Do not forget that not all traffic police departments have employees who know about all the intricacies associated with replacing license plates. Thus, you may be refused to leave your number.

    If it's illegal

    , then the algorithm of actions is as follows:

    -First of all, require a written refusal. In response to your written application (about re-registration or other actions), you must be given a written, reasoned response to such an application;

    -Further you have the right to appeal this refusal to court. And later, if the decision is positive, the court will force the traffic police MREO to carry out the registration action precisely while maintaining your number with a different region code, if it recognizes that you were indeed denied illegally.
