Is it possible to ride a scooter with license category B?

Are moped and scooter licenses required in 2021?

A moped is a type of vehicle that is so popular among teenagers and active youth. Its main difference from motorcycles is the engine capacity. A moped's internal combustion engine volume does not exceed 50 cm³. As a rule, its speed is limited to 50 km/h.

Are moped and scooter licenses required in 2021?

A scooter is a type of city motorcycle. They are designed for movement on high-quality road surfaces. Among the technical features, the outboard engine is located directly under the rider’s seat.

Both types of transport have found their target audience. Basically, these are young people who want to quickly move around the city, but cannot afford a car, and teenagers. The latter, when scooters and Japanese mopeds appeared on the market, were immediately noted in the summary of accidents and accidents.

Lack of driving experience, courage and poor knowledge of traffic rules have led to the fact that the statistics of accidents involving minors has risen sharply. Often these road accidents result in serious injury and death, which is why a number of changes were made to the law in 2013.

Back in 2013, mopeds and scooters were included in the list of vehicles that require a driver's license to drive. Moreover, the engine displacement did not matter. This requirement even applied to owners of vehicles with an internal combustion engine volume of less than 50 cubic meters, reaching speeds of up to 50 km/h or equipped with an electric motor with a power of up to 4 kW.

This requirement was enshrined in law on November 5, 2013. But it was implemented in practice only a year later (November 5, 2014). The fact is that during this year new rules for issuing driver’s licenses were developed and adopted. Therefore, it was in 2014 that riders were able to begin undergoing training and passing an exam, after which they received the long-awaited license to drive a moped.

Changes were also made to the traffic rules. Firstly, the very concept of a moped as a mechanical vehicle was enshrined in the set of rules. Secondly, quadricycles were equated to the same category, the drivers of which were also required to have a category “M” driver’s license.

When riding a moped or scooter, it is important to remember safety

Now, according to the new rules, the driver of a moped or scooter, when stopped by a traffic police inspector, was required to present his scooter license or a temporary permit to drive a mechanical vehicle. That is, having a license for a moped in 2021 is a clear requirement, failure to comply with which may result in fines.

Moreover, the traffic rules clearly state that even if the bicycle is equipped with an internal combustion engine, its owner will have to obtain a license, like for an electric scooter.

What are the requirements for driving a scooter?

Like all other types of transport, a moped has age restrictions for the ability to drive. Although they are not strict. According to the same Federal Law, persons at least 16 years of age can obtain a driver’s license for a scooter with an engine capacity of up to 50 cc.

What should be done:

  1. Take a course at a driving school. This can be done even if you are under 16 years of age, but the license will be issued only after reaching the required period.
  2. Go through a medical examination at the clinic and receive an appropriate certificate stating that there are no contraindications to riding a moped. The cost of such a document ranges from 2 to 3.5 thousand rubles, depending on the affiliation of the medical institution and the region of Russia.
  3. Sign up at the State Traffic Inspectorate to take the exam through the State Services website, at the multifunctional center or directly at the traffic police.
  4. Pay a fee of 2,000 rubles for new “crusts”. It is important to remember that when paying on the State Services portal, a 30% discount is provided.
  5. Pass the theoretical part of the exam and practical driving at the State Traffic Inspectorate. The delivery procedure, deadlines and list of tickets are specified in the SDA section 2.
  6. Get a driver's license for a 49cc scooter. cm.

Licenses are valid for 10 years, after which they must be replaced.

Do you need a license for a 50cc moped?

It would seem that vehicles with an internal combustion engine displacement of less than 50 cm³ are characterized by low power, so there is no need to register them, and even more so to obtain a driving license for them. However, in practice it turned out that even with such modest indicators, drivers successfully create emergency situations, the reasons for which are often simple ignorance of traffic rules.

Obtaining a license for a scooter and moped is always accompanied by passing an exam on the theoretical part, which includes not only traffic rules, but also the provision of first aid. That's why legislators included scooters and mopeds with an engine capacity of up to 50 cubic meters in the list of vehicles that require a driver's license of a certain category to drive. In this case, this is the license for a scooter or moped of category “M”.

Legal basis

Before answering the question of whether you can ride a scooter with a Class B driver's license, you should understand some legislative subtleties.

So, based on clause 1.2. According to traffic regulations, a motorcycle is recognized as a vehicle that:

  • has two wheels;
  • with or without a side trailer;
  • engine – more than 50 cubic meters;
  • Max. the speed provided for by the technical characteristics of the vehicle is more than 50 km/h.

Here, in the traffic rules, there is a definition of what a moped is:

  • A vehicle with two or three wheels;
  • technically provided max. speed – no more than 50 km/h;
  • engine – no more than 50 cubic meters (in the case of a fuel-powered engine);
  • or a power of no more than 4 kW (in the case of an electric motor).

There is no definition of what a scooter is in the current legislation. It is believed that a scooter is the same as a moped; accordingly, all legal provisions regarding mopeds also apply to scooters.

This means there is no need to take additional exams for category “M”.

Passing the exam and obtaining a license

Persons over 16 years of age are allowed to take exams for categories “M” and “A1”. To take the exam on a motorcycle over 125 cubic centimeters, the examinee must be 18 years old.

For categories “M”, “A1” and “A2” two exams are held - one in theory, the second - practical. You must have a special medical certificate to be allowed to operate a high-risk vehicle.

The theory exam tests knowledge of traffic rules, mastery of the basic provisions for admitting a vehicle to operation, and the laws of the Russian Federation concerning the driver’s provision of traffic safety and liability for non-compliance with it. It will also be necessary to demonstrate knowledge of first aid.

The theoretical exam is conducted in the form of testing. Each ticket contains 20 questions , to which there are several possible answers. You need to choose the right one. You have 20 minutes to answer. After this time, the exam ends. After the time runs out or all questions are answered, the result is displayed on the computer screen monitor. “Passed” - correct answers were given to more than 18 questions, “failed” - less than 18 correct answers.

When conducting a practical exam, a traffic police officer assesses the examinee’s ability to move away, accelerate, maneuver, use rear-view mirrors and other necessary knowledge of using technical equipment. The set of test exercises consists of 3 parts .

“Passed” is indicated by the examiner when all exercises are completed. “Failed” - for failure to complete two exercises.

Driving a motorcycle in the city is not covered in the exam. Admission to the exams can only be obtained after completing a training course at a licensed driving school. Self-study is not provided. After successfully passing all exams, you can receive a driver's license.
