Stages of restoring a driver's license if lost

The procedure for obtaining a new driver's license after loss will take several weeks, provided that the traffic cops do not have any additional questions. It consists of the following simple steps:

  • Collection of necessary papers and certificates;
  • Filling out an application;
  • Drawing up an explanatory note regarding the loss of the certificate;
  • Payment of a single state duty.

You must go through all the listed steps to restore lost rights in strict order. Otherwise, the inspector will refuse to issue you a new driving license.

Why is an application for loss of driver's license required?

The need for a motorist to submit an application for the loss of a driver’s license is due to the requirement of paragraphs. “a” clause 30 of the Resolution dated October 24, 2014 No. 1097 “On admission...” (hereinafter referred to as Resolution 1097).

Subparagraph “d” of paragraph 29 of Resolution 1097 states that only upon receipt of a corresponding application by the traffic police will a new driving license be issued in place of the previously issued one.

Any liability for failure to submit an application and for failure to obtain a new driver’s license to replace the lost one is not established by current legislation. But you need to take into account that if you lose your driver’s license and do not receive a new certificate, the following consequences may occur:

  • fine (only if you get behind the wheel);
  • interruption of the period of deprivation of a document (after the corresponding court verdict has entered into force) - in case of untimely submission of an application to the traffic police about loss of rights due to deprivation.

Required documents

Russian legislation clearly defines the minimum list of papers that a motorist needs to restore rights after loss. It consists of the following documents:

  • Passport (if you don’t have one, you can provide a birth certificate);
  • Extract from a driving school (to obtain a new driving license due to theft, loss or delay, the driver does not need to retake the theoretical exam on traffic rules);
  • Two photographs, size 21x35 mm;
  • Duty payment receipt;
  • Application completed by hand.

Traffic police officers do not have the right to demand more information from a citizen. Otherwise, a complaint can be filed against them.

Application Form

When restoring a lost driver's license, a citizen must submit an application noting that the driver's license was stolen or lost. If this is not mentioned, the list of required documents to obtain a new certificate will significantly expand, and along with it, the cost of this service will increase.

Indeed, according to the regulations, the procedure for exchanging the crust after the expiration of the validity period is significantly different from early restoration. This means that filling out an application for new rights in this case should follow a completely different pattern.

Explanatory note on loss

Losing a driver's license is considered a force majeure event. Therefore, legally the document remains in force and MREO employees can restore it if they have a minimum package of papers. In order to start this procedure, the motorist must attach an explanatory letter to his application, which will describe where the incident occurred, under what circumstances, at what time.

Without such a certificate, you will have to register your license from scratch, in the generally accepted manner.

Before you begin to restore your lost driver's license, you must pay the state fee. To do this, you need to contact a traffic police officer for details and complete the transaction through the following channels:

  • Using a mobile terminal.

An application for loss of a driver's license due to deprivation of rights is submitted to the traffic police in free form. It must be submitted to the department at your place of permanent residence.

The application must be drawn up in two copies so that the police officers can mark its acceptance on the second form.

IMPORTANT: Under no circumstances leave without a mark - the human factor has not been canceled, and your application may simply be lost or forgotten to make a mark in the database. You will believe that the period of deprivation is “dripping”, but in reality it will not even begin.

Note: Traffic police departments usually have ready-made application forms to simplify their preparation. However, filling out such a document yourself will not be difficult for the driver.

Restoration cost

We told you what to do if you lost your driver's license. But many car enthusiasts are more interested in the cost of the crust replacement service. You can calculate it yourself based on the following criteria:

  • Method of paying the state fee (each payment system takes its own percentage for the transaction, so the commission must be taken into account);
  • Printing out photographs (in traffic police departments where it is possible to photograph the driver on the spot, this procedure is free of charge. Other government agencies will require ready-made photos, which will cost 100-200 rubles).

The driver is also required to pay a single fee of 2,000 rubles (if the document is replaced through State Services, the amount will be reduced by 30%). As a result, the price for restoring the crust will reach a maximum of 2,500 rubles.

How to fill it out correctly

An application for loss of a driver's license has a specific form; the form can be obtained from the traffic police department.

However, it is allowed to formulate an application in free form.

The document header must contain the following information:

  • the name of the department where the application is being submitted (usually this is the department that is responsible for executing decisions on deprivation of a driver’s license);
  • personal data of the driver, including full name, contact phone number and registration address.
  • In the middle, the name of the document is recorded - a statement.
  • The essence of the problem must be written into the body of the document. The driver must indicate that the license has been lost and ask the authorized body to issue new ones.
  • The following is a list of attached documents.
  • Finally, the applicant puts a date and personal signature.

Attention: the application must be completed in two copies. One document will remain with the authorized body, and the second with the appropriate registration mark will be handed over to the driver. The driver's copy will serve as a guarantee in case traffic police officers lose the application.

Where to apply

Previously, applications were submitted exclusively to the traffic police department at the place of registration or residence of car owners.

Today, to replace a driver’s license if lost, you can contact any traffic police department. Moreover, you can send a package of documentation through the State Services portal in electronic form.

However, this operation can be performed only after registration and receipt of account confirmation from the MFC. Otherwise, the service will not be available to the user.

Additionally, you can submit a package of documents through the Multifunctional Center.

Reasons for refusal

In accordance with the legislation of the Russian Federation, traffic police officers can refuse to issue new licenses only in the following situations:

  • Absence of one or more documents from the mandatory list;
  • The applicant is wanted (for car theft, debt evasion or other serious violations);
  • The provided papers and certificates do not meet generally accepted requirements or contain mechanical damage (scuffs), due to which the information becomes unreadable;
  • The person was previously deprived of the right to drive a vehicle and the period of this punishment has not yet expired.

In other cases, traffic cops are required to change the driver’s license, even if he has unpaid fines. Otherwise, the refusal should be perceived as a direct violation of the law.

Recovery not at your place of residence

Today, it is not uncommon for a citizen to live far from his official place of residence. What to do if he lost his driver's license far from home? After all, according to the regulations, the crust needs to be restored only at the local traffic police department, at your residence address.

And indeed it is. The motorist will not receive a new license in any other MREO structure. But he can submit all the necessary certificates and papers for verification at the nearest multifunctional center.

Unlike the traffic police, it does not have a territorial connection to the driver, although otherwise the entire procedure for restoring rights through the MFC occurs the same way. The only disadvantage of this option is that you will still have to go to the traffic police department located at your place of registration to get a new license. Therefore, it is better not to lose your rights far from home.

Why do you need an application for loss of driver's license?

An application for loss of a driver’s license must be submitted to the traffic police in order for the period of deprivation to begin calculating.

Many drivers make mistakes in similar situations. A person believes that if he has lost his license, then there is no need to contact the traffic police; the period of deprivation will begin without this. However, when trying to pick up a license after the expiration of the period of deprivation, the driver learns that the period has not yet begun. So, instead of one term of imprisonment, the driver “walks” twice as long.

Please note that the second copy of the application (with a receipt stamp) must be kept at least until you are issued a new driver's license. It is your “insurance” in case the traffic police accidentally or intentionally loses the loss statement.

In this case, the driver will simply show his copy, after which he will be able to obtain a new driver’s license.

Receipt time

We looked at how to restore a driver's license, following a certain sequence. Finally, it is worth mentioning the timing of the procedure. In accordance with the internal regulations of the State Traffic Safety Inspectorate, the registration of a new document due to loss occurs within a period of 1 to 2 months. But if shortcomings are found in the provided papers, the specified period will be extended for another 20-30 days. Therefore, you need to approach this process with special care.

The crust itself, received in exchange for a lost holder of the certificate, is considered a full duplicate, which means all data (including the validity period) will be transferred to it. It turns out that having lost your rights, you can restore them as an old ID, and not as a new document. And there is a big difference in this, which all car enthusiasts, without exception, should understand.

Filling out an application for lost driver's license

1. In the header of the document, you must indicate to which department the specified application is being submitted. Typically, the application is submitted to the department that is responsible for executing the decision on deprivation of rights. However, in practice, you can submit a document to any other department. The main thing is that the traffic police be notified that the driver’s license has been lost.

2. In the header of the document you also need to indicate the driver’s details (last name, first name, patronymic, registration address).

3. The text of the application must state its essence. Those. indicate that the driver is asking to begin calculating the period of deprivation of rights without handing over the license, because the certificate is lost. In principle, this phrase will be enough. However, I recommend supplementing the application with information about the court ruling, which is indicated in brackets on the sample. This will help traffic police officers understand what case the statement relates to.

4. Place the current date and signature at the bottom of the document.

Important note . The application must be completed in two copies. The traffic police will take one copy for themselves, and on the second they will put a mark on the delivery of the document. The driver will take a copy with the mark for himself and this will be his guarantee in case the traffic police loses the application.
