State duty for deregistration of a car 2021 in connection with the sale

Why deregister a car?

An appointment with the traffic police to complete the state registration of a car is required if any of the following reasons occur:

  1. Scrapping broken vehicles. Disposal takes place according to the federal program and can be selective (to recycle some parts) or complete (if the car is handed over as a whole).
  2. Vehicle theft. If someone has committed illegal actions in relation to movable property, including theft, the owner must contact the traffic police with a report of the theft and deregister the stolen property. When the loss is found, the vehicle can be returned to State registration.
  3. Export of transport from the territory of the Russian Federation. A driver who intends to leave the state for a long time in his car must deregister it in advance. Upon arrival at the temporary place of residence, the owner goes through the vehicle registration procedure again.
  4. Unregistered car after purchase. After the owner has sold the vehicle, the buyer is obliged to re-register it in his name within 10 days. If this does not happen, the seller has the right to remove it from the register in order not to pay taxes and fines for someone else’s property.

What is needed to deregister a car?

Detailed information about what papers will be needed to terminate the registration of a vehicle can be seen on the portals of the territorial inspection and State Services.

Required documents

To carry out the procedure, you will need to collect the following package of documents:

  • Certificate confirming the identity of a citizen of the Russian Federation;
  • Proof of ownership of the car (purchase and sale agreement) - required only when selling;
  • A hand-filled application to deregister a vehicle;
  • If the applicant is not the owner of the car, then a power of attorney from the owner with consent to represent his interests in the traffic police will be required;
  • Vehicle registration document (STS) and its passport (PTS);
  • Receipt for payment of state duty;
  • Federal registration plates, if available.

It is important! If you plan to leave the territory of the Russian Federation, the applicant will have to pay a fee for the production of transit numbers.

As a rule, when filling out an application, car owners are faced with a lot of questions, so let’s take a closer look at them.

How to submit an application

A blank application form for deregistration of a vehicle can be downloaded on the State Services website, taken on paper from the local MREO, or read it below. For all options, an identical form is used - filling out will differ only in a few points.

Sample application

Before filling out the form, you must prepare documents. So, the statement must indicate:

  1. Full name, information from the passport for individuals or full company details for entrepreneurs.
  2. Required action: deregistration or registration. Identified by underlining.
  3. Details of the official representative, if the package is not submitted personally by the owner. A power of attorney must be attached.
  4. Information about movable property: make, model, number.

The application can be filled out electronically by downloading it in Word format and presenting a printed version to the traffic police. However, the signature at the end of the application must be put manually.

Is it possible to deregister a car without documents?

Situations for car owners may be completely different, and in some cases some of the papers recommended for providing the service may be missing. So, some people inherit a vehicle, the papers for which have long been lost, or they scrap a car without a title.

In this case, the following documents are required for each situation:

  • To submit a vehicle for recycling, you are only allowed to submit an application;
  • If documents are transferred during the sale, then it is enough to present only the purchase and sale agreement;
  • Theft and transportation abroad require mandatory restoration of documents.

If the license plates are lost, but the documents are still there, then you need to fill out an explanatory note. This paper is additionally attached to the application.

How to carry out the procedure without a purchase and sale agreement

Usually, a purchase and sale agreement does not need to be presented when deregistering a vehicle. It is only required when selling.

If it was not possible to save the agreement, you should talk with the current owner of your car and draw up a new agreement, certified by signatures and the number that was in the previous document. You need to go to the traffic police with a new copy.

State duty when deregistering a car 2021

There is no need to provide a receipt for paid state duty. They themselves will be able to check whether the money has arrived in their account. It is recommended to attach it to the set of documents in paper form, since in this way you can immediately confirm the fact of payment and speed up the time for receiving the service. Also, if the MREO does not see the paid fee, it will be possible to prove that the money was transferred to the department’s account.

The receipt itself looks like any receipt for paying a duty. The main thing is to check that it indicates the recipient of the payment, his tax identification number, account number, checkpoint, as well as the purpose of the payment (state duty for registration of foreign transport, for recycling, etc.). If any of this is not indicated, the bank may not process the payment and return the money back to the payer’s account.

The State Traffic Inspectorate will refuse to provide the service on the grounds that the fee has not been paid, because the required document has not been provided, and the required amount has not been credited to the institution’s account.

Today, the requirements for the procedure for re-registering cars from the seller to the buyer have been significantly simplified. To save time and finances, an agreement for the sale of a car can be drawn up at the place where it is transferred to the future owner. Responsibilities for deregistration of the purchased car under the purchase and sale agreement rest with the new owner.

However, situations often arise when the former owner of the car has to exclude it from the traffic police database himself. If the car is sold and the buyer has not completed all the necessary formalities, the seller can cancel the registration of the vehicle after 10 days after the transaction . Otherwise, all fines and obligatory payments will be paid by the previous car owner.

The car is excluded from the database by employees of the traffic police department where the car was registered. The algorithm for deregistrating a car is as follows:

  1. The new owner collects and submits the necessary package of documents for registration.
  2. When submitting documents to register a car, the owner fills out a formalized application indicating the reason for deregistration: “To terminate the registration of the vehicle in connection with the sale (transfer) to another person.”
  3. Next, an employee of the registration service of the territorial branch of the State Traffic Inspectorate checks the car in various databases to identify facts of theft and other offenses, arrest, and encumbrances.
  4. After all procedures, the car is deregistered.

In accordance with current legislation, actions of the authorized body to deregister a car are not subject to state duty. The procedure for canceling registration is carried out free of charge. However, depending on the circumstances, the new owner of the vehicle will still have to contribute some amount to the state budget.

The cost of deregistering a car directly depends on the amount of the state duty established for the corresponding year. In 2021, the mandatory registration fee is:

  • upon deregistration and subsequent disposal of a vehicle - 350 rubles;
  • registration of a vehicle certificate for the new owner - 500 rubles;
  • when making changes and clarifications to the vehicle passport - 350 rubles;
  • when changing your residential address: 200 rubles for paper transit numbers and 1,600 rubles for metal ones.

Payment of the state duty must be confirmed by a payment slip with a bank stamp.

To ensure that the entire procedure for deregistering a car in 2021 takes no more than a couple of hours, experts recommend carefully approaching the process of preparing documentation. It is important to correctly prepare the package of documents, as well as prepare the vehicle for inspection (if necessary). The inspection is carried out when the car is exported outside the Russian Federation, as well as if the owner decides to partially dispose of it. A specialist inspects the car and rewrites the body and engine numbers for partial disposal. Then he draws up an act that reflects all the necessary information. This allows you to deregister these units and make changes to the current database. The deregistration procedure may be somewhat delayed, since inspecting the vehicle and drawing up an inspection report requires some time.

The need to recycle vehicles according to one of the government programs. If a motorist decides to get rid of his car in this way, he must write an application to deregister the car and pay the appropriate state fee.

The most reliable option for paying the state fee for registering a car in 2021 is the State Services portal. This is an electronic tool for providing services to the public. Its use is recommended on the State Traffic Inspectorate website.

  • for performing operations a commission of up to 10% of the paid amount is usually charged;
  • To confirm payment on third-party sites or payment terminals, a receipt will be required. If the payment was made electronically, then you need to send the receipt to your email address and print it out;
  • when presenting such a check to the traffic police, it may not pass verification - in this case, you will have to go to the branch of the bank through which the payment is made and certify the payment document with a seal;
  • There may be delays in the receipt of the amount to the recipient. This may be due to technical glitches or peculiarities of the bank's operation.

What is the price

The cost of the service may vary depending on the reason for deregistration.

The inspector deregisters the car

The previous owner can deregister the vehicle if the new owner has not registered the vehicle within 10 days from the date of signing the contract

When deregistering, you must pay a state fee for the procedure or for issuing transit stickers. Depending on the purpose, the price may be as follows:

  • Free: when stolen, sold or sent to scrap car;
  • RUB 350: for partial recycling (fee for issuing a certificate for remaining spare parts);
  • 800 rubles: when exporting a motorcycle, trailer or tractor from Russia (a fee is paid for printing the transit number for the listed types of transport);
  • 1600 rubles: when transporting a passenger car from the Russian Federation (for issuing a “transit” number for the transported vehicle).

When a car is exported from the territory of the Russian Federation, a note is placed on the vehicle registration certificate. If there is no STS, then it is necessary to issue it. The traffic police will charge a state duty of 500 rubles.

It is important! According to the Tax Code, the amount of federal duties is the same throughout the Russian Federation. However, those who are going to pay the State Duty through the State Services portal will be given a 30% discount.

State fee amount

You can pay the fee in any convenient way - at the bank’s cash desk, through terminals located in traffic police departments, through online services. In the first case, the car owner will need a receipt for payment; in all others, you can get by with the details. Since payment details will be different for each region of the Russian Federation, you should find them out directly at the State Traffic Inspectorate office or on the official website of the State Traffic Safety Inspectorate. But they must necessarily include the purpose of the payment, the payer’s passport information, information about the recipient and the BCC. It is worth deciding in advance what government fee you will need to pay. The legislation does not clearly define the amount for deregistration of a car, so you will have to pay for specific changes, such as:

  • Making changes to a vehicle passport - 350 rubles;
  • Issuance of a certificate for a license plate for partial disposal of a car - 350 rubles;
  • Issuing transit numbers costs 1,600 rubles (or 200 rubles for paper versions).

Since situations are always different, the amount of the fee will also be different in each case. It depends on specific factors. In order to save on paying state fees, you can use the service on the State Services portal. When carrying out the procedure through this service, a 30% discount will be provided. It is worth remembering that it is not always necessary to deregister a car. A purchase and sale agreement or transfer of a vehicle under a deed of gift does not require deregistration, and therefore there is no need to pay any government fee.

How to deregister a car without a car

The law strictly sets out a list of situations in which this is permissible without providing a vehicle:

  1. Hijacking. Situations where the search for vehicles did not bring results are taken into account. In this case, it is necessary to remove the vehicle from the registered database and return it to the owner after returning it.
  2. A sale after which the new owner does not register the vehicle. The former owner is interested in re-registration, since taxes and fines will come to his name.
  3. A major accident or breakdown resulting in the vehicle being unable to be used.

Sequencing

The legislation establishes the following procedure:

  1. Submitting documentation to the city branch of the State Traffic Inspectorate, where the vehicle was registered in the past.
  2. Inspection of the car by an expert and its analysis in accordance with the database, during which the presence of arrests and liens is clarified. If a loan was issued for the purchase of transport, receipts will be requested to prove that the amount was paid.
  3. License plates are checked by traffic police inspectors for compliance with the documents, after which the current owner is given a registration card and PTS.

If the vehicle is not available due to the fact that the real owner could not be identified, then deregistration is carried out without inspection.

Disposal

Auto recycling

Deregistration due to disposal can be carried out using only one document - a certificate of disposal

The process of sending a car for recycling is provided for by the current legislation of the Russian Federation and has strict regulations. First you need to collect a complete package of papers, after which the order will be as follows:

  1. The applicant makes an appointment with the traffic police and comes with documents at strictly designated hours.
  2. An application is drawn up, during the consideration of which the inspector must check the state numbers, as well as all numbers of spare parts and body components, with the database. If the vehicle cannot be operated, then a specialist will visit the site and, after inspection, issue a documentary report.
  3. If the faulty vehicle is only partially recycled, the inspector issues a certificate for the spare parts remaining from the seller.

Hijacking

The situation must be resolved immediately after the car is stolen. The owner files a statement of theft, after which a criminal case is initiated. Then the search begins for the vehicle and the person responsible for the theft. You can begin the process of deregistering a vehicle only after the theft case is closed.

When the applicant receives notification of the closure or suspension of a criminal case, he has the right to appear at the traffic police with documentation.

Car theft

In case of theft, you must contact the police to initiate a criminal case under Art. 166 of the Criminal Code of the Russian Federation

New rules for deregistering cars for recycling in 2021

When deregistering a car, car owners need to know how much it will cost. The procedure itself for removing a vehicle from state registration due to disposal is free. Payment will only be required if the disposal is not complete. The tax here is taken not for disposal, but for the certificate issued for the released vehicle unit. The cost of such a certificate is 350 rubles.

There is no fee for deregistration of a vehicle after its sale, theft, loss or disposal. This service is provided free of charge.

However, if the car is exported outside of Russia, you will need to pay a fee for transit plates. Its amount is 1,120 rubles when paying through government services and 1,600 rubles when paying in the standard manner.

And if there was no registration certificate, then the owner needs to obtain one, and the cost of the state duty for the STS is 500 rubles .

The deregistration of the car itself remains free.

After the car is sold, it is necessary to prepare the following documentation:

  • passport of the former owner;
  • STS;
  • PTS;
  • contract of sale;
  • receipt of payment of state duty, if it is necessary to issue STS or transit numbers;
  • a notarized power of attorney, if a third party acts on behalf of the owner;
  • a notarized copy of the general power of attorney, if the driver disposed of the car under this document.

If a car is deregistered during a trade-in sale, you must have an agreement with you from the car dealership or dealer confirming the transaction.

If the application is submitted through government services, of all the documents, only the purchase and sale agreement will be required. A scanned copy or photograph of it must be uploaded to the service along with the completed form.

An MTPL policy is not required to deregister a car.

At the traffic police you will need to fill out an application in the established form; you can fill it out at home. You should have personal and transport documents with you, as well as car license plates. After a successful operation to terminate registration, traffic police officers will call you back and you will be able to receive an extract from the register.

Important! The procedure for deregistering a car in the absence of documents (due to an accident or fire, etc.) involves writing an explanatory note about the reasons for the loss.

In order to revoke the registration of a car, or, more simply put, to deregister it, you need to provide the following to the traffic police department:

  1. Personal passport;
  2. Car passport;
  3. Registration certificate;
  4. Vehicle numbers;
  5. Application completed in person;
  6. Receipt of payment of state duty for license plates.

Expert opinion

Sokolov Sergey Igorevich

Legal consultant with 6 years of experience. Specialization: family law. Extensive experience in defense in court.

Scrapping a car costs an average of 3-4 thousand rubles, but the service for cars with a title issued after September 1, 2012, which contains a note indicating payment of the recycling fee, is free.

The exception is the presence in the PTS of a mark about the unpaid fee, then payment is made to the Federal Tax Service of the Russian Federation.

Services for car owners are also subject to a recycling fee:

  • purchased in other countries and imported into the territory of the Russian Federation;
  • purchased from owners who were previously exempt from paying the recycling duty.

In addition to paying the recycling fee, each car owner is required to pay a state duty of 1,600 rubles.

You can fill out the application yourself calmly at home, without queuing. Visit the traffic police with a fully prepared package of documents. Filling out the application form is simple; first indicate the reason for deregistration, for example, “in connection with disposal under the state program.”

If the vehicle is being scrapped completely, then indicate that the license plates are included, and a certificate for the released components is not required. When partial disposal is completed, you must indicate the unit for which a release certificate will be required.

The legislation provides for the possibility of a car owner either handing over the car for recycling independently or through a dealer by proxy (how to fill out a sample application to the traffic police and a power of attorney, see below).

You can independently submit an application for car recycling at both public collection points and private ones. The main condition is the possibility of obtaining a certificate of the procedure performed. Without it, it will be impossible to deregister the car. You can deliver the vehicle to the desired location on your own, in tow, or with the help of a tow truck.

How to deregister a car through State Services

Thanks to modern technologies, you can apply for suspension of registration if you have access to the Internet. The procedure is carried out through the portal https://www.gosuslugi.ru/. If the applicant does not have a personal account, then you must register on the site. The account is then confirmed through a government office or through a letter with a code that will be sent in an envelope to the post office.

How to rent a car through government services

On the State Services website it is also possible to pay traffic fines and apply for vehicle registration

To undergo the procedure, you need:

  1. Go to the State Services website and in the “Transport and Driving” category click the “Vehicle Registration” button.
  2. Select and mark the reason for completing State Registration among the proposed options.
  3. Fill out the electronic application form, where you will need to provide information about the car and personal data of its owner.
  4. At the last stage, you will have to choose a convenient branch of the traffic police and the date and time when it will be convenient for you to show up with documents.

The system will accept and forward the application to the authorized bodies. If all fields of the application are filled out correctly, the State Agency will send a positive response approving the time of the visit. You no longer need to fill out an application at the office. If the decision is negative, you will receive a rationale and an algorithm with further actions by email.

Is it possible to deregister a car on the State Services website?

In the modern world, when comfort is so important and time is valued, you cannot do without the Internet. But is it possible to deregister a car online? The answer is clear - yes, such a possibility exists. To do this, on the official web portal of government services you need to:

  • Indicate the exact purpose for which the request is being created;
  • Choose a time, date and address that is convenient for you;
  • After entering the relevant information, the system will send a request to the competent authorities.
  • If the data has been filled out correctly, you will receive a positive response. Using the contact information you left, authorized specialists will contact you and provide information on subsequent actions. Even if you are refused, the reasons for this decision will also be communicated.

Are there any differences in the procedure for removing a car in the usual way and through government services? Applying through the government services web resource provides a number of important advantages:

  • All stages are not carried out on a first-come, first-served basis, but in a mode that is comfortable for you, within the time frame that was specified during user registration;
  • The procedure takes place very quickly, so no energy, time or nerves are lost;
  • The site provides the possibility of consultations. The whole procedure is described very precisely. As a rule, no difficulties arise.

Using the traditional method, applicants are sure to encounter:

  • With huge queues;
  • With the fact that it is simply unrealistic to complete the procedure in one day.

Of course, you won’t be able to complete everything just from home, but thanks to the government services website, the procedure is greatly simplified.

How to find out if a car is deregistered

You can check your car registration using several methods. The longest one is through the traffic police department, and the fastest one is through the Internet.

Check through the traffic police

The algorithm is as follows:

  1. 10 days after the sale of the vehicle, you must go to the city branch of the State Traffic Inspectorate and submit an application, which is issued in the name of the head of the traffic police department.
  2. The application must be accompanied by documents for the vehicle.
  3. Within a month, the applicant will receive a response from the traffic police, which will indicate whether the car is registered or not.

Checking via the Internet

You can remotely check whether a car is registered using several services:

  1. State Services Portal. Convenient for those who travel by car by proxy. To check the status of the vehicle, you need to log in, then find the “Registration of Vehicles and Trailers” section, fill out an application and wait for a response from the system.
  2. Service Autocode (https://avtokod.mos.ru). To check the status of the vehicle, you will need a VIN number and a certificate of state registration. At the moment, only cars of residents of Moscow and the Moscow region are registered in the directory, but soon the site will be used throughout the Russian Federation.
  3. Official resource of the State Traffic Inspectorate (https://tt.gibdd.ru). To use the system, you need to go to the resource and find the “Services” section. Next, select the “Vehicle check” item, where you need to enter the VIN number of the car, as well as the body or chassis number. You should confirm your intention by entering a verification number. Feedback will come in about a minute. On the website you can see when the re-registration took place and whether the vehicle is registered.

Deregistration of a car is a fairly simple procedure, which in a number of situations can be carried out without most of the documentation and without an “iron horse”. A technical inspection is only necessary in a situation where the car is planned to be transported abroad, or if the owner intends to partially recycle his iron vehicle. In other cases, it is enough to fill out an application at the State Traffic Safety Inspectorate or on the State Services portal.

If the car is not running

How to deregister a car that is not running for further disposal? First of all, you will need to revoke the registration of the vehicle, and also prepare a whole list of documents:

  • Vehicle technical passport;
  • Driver's passport;
  • Certificate confirming the registration of the car;
  • Vehicle license plates;
  • A statement of a certain sample confirming the desire to dispose of the car;
  • A receipt confirming payment of the state fee for the license plate.

When deregistering a car for the purpose of disposal, it is very important to adhere to certain actions:

  1. To completely dispose of a car, you need to provide a whole package of documents. Only after this can you obtain the appropriate certificate from the traffic inspector.
  2. When writing off a car without recycling the units (for subsequent sale of the engine or other components), you must obtain a certificate for the released motor. If the car cannot move independently, you need to call an expert to your home, he will inspect the car and provide an appropriate conclusion.
  3. Pay a duty for the power unit that remains in operation when disposing of the car.
  4. Give the collected documents to the inspector. In this case, the inspector will provide a certificate of the released engine.

Please note: the state fee for removing a car from state registration, which must be paid upon disposal, is 200 rubles.
