How much will OSAGO prices rise in 2021?

From the beginning of 2021, the MTPL policy will become more expensive than last year. And from September 1, 2021, insurance companies will have the opportunity to increase the initial and final rates of the base tariff by 30% .

The maximum rates, coefficients, as well as the procedure for their use by insurance companies are approved in the Directive of the Central Bank of Russia dated December 4, 2021 No. 5000-U. Formally, from January 1, 2021, OSAGO will become more expensive, but according to paragraph 2 of Directive No. 5000-U dated December 29, 2018, the changes will officially come into force on January 9, 2021. The increase in MTPL tariffs from 2021 is caused by a change in the base tariff and the introduction of new coefficients based on the age and length of service of the car owner.

According to official data, the innovations will also affect the CBM, which is used to calculate the cost of the insurance document. A driver who has never caused an accident receives a discount. A person who has repeatedly been involved in accidents pays for insurance at a higher rate.

Now the final price of the MTPL policy will be determined by the severity of the accident, as well as the total number of accidents that occurred. At the same time, the cost of the insurance service will also be influenced by the usual factors: age, gender, driving experience of the policyholder, the region of registration of his vehicle (in the capital, the insurance service costs several times more), engine power, the number of drivers with access to the vehicle, the duration of the contract , duration of operation of the car, driver class, etc.

Changes in compulsory insurance rates: who is at risk

In May of this year, the Central Bank changed the OSAGO coefficients: now the price of the policy is calculated based on the age and driving experience of a particular car owner.

Drivers aged from 22 to 24 years old, with 5-6 years of experience behind them, now pay 55% more for compulsory motor liability insurance than before the introduction of the new law. The price of the policy for 25-29 year old drivers with the same experience increased by 31%, and for those with 7-9 years of driving experience - by 22%. The legislation has not spared older drivers either: now car owners over 49 years of age with at least 14 years of driving experience receive a 34% discount on the purchase of an MTPL policy. The issue of increasing the cost of compulsory insurance for drivers purchasing an open policy, which assumes that the vehicle can be driven by an unlimited number of drivers, is being considered.

Insurance companies claim that compulsory motor liability insurance rates should be increased in at least 10 regions of the country, and the cost of a standard policy should be increased by approximately 2-6 times. Insurance companies in Volgograd are suffering particular losses. That is why the coefficient in this region will increase by approximately 6.5 times.

The deputy chairman of the Central Bank also said that tariffs will change not only up, but also down. However, you should not expect that the cost of compulsory motor liability insurance will become less than the existing one, because insurance companies, already dissatisfied with the state of affairs on the market, clearly will not allow this.

According to experts, it is worth counting on an increase in the cost of compulsory motor insurance, and with a high probability that this will happen in the near future. Experts add that by the end of next year the cost of compulsory and voluntary insurance services will be equal.

Perhaps some innovations will come into force at the very beginning of 2021:

  • direct compensation for damages for road accidents involving more than two drivers will be expanded;
  • The limit under the Europrotocol will double.

Using a personal KBM

Each MTPL owner has his own KBM, which includes the concept of driver class. The changes will affect him. It is known that 1st class will be assigned under one of the following conditions:

  • the vehicle was registered outside the Russian Federation;
  • the car has not yet been registered.

Please note that the driver's class is calculated based on the compensation that was paid as a result of the accidents that occurred.

The specific type of car does not matter. The driver's class is also not affected by information on:

  • short-term contracts;
  • invalid contracts;
  • contracts that include a large number of drivers.

If several people were indicated in the previous policy, their KBM are not taken into account. The new calculation is made based on the vehicle owner’s data.

If the policy holder has driven a vehicle for less than a year, the BMR for him is calculated based on certain factors:

  • presence or absence of emergency situations;
  • the number of insurance payments made by the insurer as a result of road accidents.

If a citizen has already taken out a policy before, his new class fully corresponds to what was stated in the last document. If he purchases insurance for the first time, he is awarded class 3. When new drivers are added to the insurance policy, a new calculation is made.

The basic tariff will change the width of the corridor

The corridor of the basic tariff for compulsory motor liability insurance will expand down and up by 20%. This change will affect all vehicles without exception, not counting two categories that stand out especially: cars of legal entities and motorcycles. For the latter, the changes will be as follows: for vehicles owned by legal entities, the base tariff will increase by 5.7%, and for motorcycles - by 10.9%.

The new tariffs will be as follows:

  • Passenger cars for individuals: 2746-4942 rubles.
  • Passenger cars of legal entities: 2058-2911 rubles.
  • Motorcycles and scooters: 649-1407 rubles.

Information that the price of the MTPL policy will change in 2021 has been confirmed. The cost of compulsory insurance services will increase as follows:

  • by 55% for persons from 22 to 24 years old with a driving experience of 5 to 6 years;
  • by 31% for persons aged 25 to 29 years with 5 to 6 years of experience;
  • by 22% for persons of the same age whose experience does not exceed 9 years.

Drivers over 49 years of age who drive vehicles 14 years and older can count on a discount of up to 34%.

Please note that the price of the policy will vary depending on the tariffs established in each region separately. The driver's accuracy and driving experience (presence or absence of accidents in the past) will continue to play a key role in determining the cost. For example, if a driver with extensive driving experience decides to add an inexperienced person who has previously been involved in an accident to his insurance policy, the discount will not apply. This is all due to the fact that tariffs apply to specific individuals, not cars.

When and how much will the MTPL policy increase in price in 2021?

The Central Bank reported that at the insistence of insurance companies and due to other factors, an increase in the price of compulsory motor liability insurance in 2021 may take place before the end of summer.

The approximate date for the price increase is August 31. Odds and base rates will be changed.

If in the first half of 2021 the basic tariff was calculated based on a range of prices from 3,431 to 4,119 rubles, and the coefficients were based on driving experience, the age of the owner, the engine power of the car and the region of its registration, then in the second half of the year the prices will change for all components of the cost of the policy.

Insurance companies expect the Central Bank to announce their long-awaited liberalization. However, for sure, no official source has yet undertaken to confirm that at the end of August the state will stop regulating pricing in the field of compulsory motor liability insurance. Therefore, both the Central Bank and the Russian Union of Auto Insurers state that the event should not be treated as an increase in prices. Rather, this phenomenon can be described as the establishment of a more fair tariff for policies than now.

Drivers who were insured and were involved in an accident where they were found to be the guilty party can be advised to apply for compulsory motor liability insurance before the end of the summer. For them the situation is clear.

“A rule-breaker or a novice driver will receive a tariff higher than now. And a careful driver with extensive experience is less likely to do so. Fresh changes, expected in January 2021, will affect legal entities and organizations such as vehicle fleets. For them, the average coefficient will be used, which is why the cost of the policy will increase. The more cars are insured, the higher the likelihood of an insured event occurring. This will play a role in determining the cost of compulsory motor liability insurance.

The coefficient will also be increased for irresponsible drivers: starting from 1.86 for 5-9 violations and ending with a triple increase for more than 35 violations.

New MTPL policy forms

The changes will also affect the MTPL forms themselves. From January 1, 2021, they will begin to have a special QR code in the upper right corner. With its help, you can easily get acquainted with the data of the compulsory motor liability insurance contract: the name of the insurance company, number, date of issue of the document and its validity period, VIN code and license plate number of the car, information about the insured and the owner of the car, as well as a list of persons authorized to drive. A driver who does not have an insurance policy is required to pay a fine. This year, drivers will be fined 800 rubles for not having compulsory motor insurance. In this case, the amount of the sanction can be increased to 8,000 rubles (for a serious offense). If the policy holder simply forgot the insurance document at home, he pays 500 rubles. The same thing happens when presenting an expired policy. A fine of up to 5,000 rubles is possible (depending on the nature of the violation). The alternative to either of these options is a warning. All these norms are introduced in order to accustom drivers to discipline and reduce the number of unpaid compensations.

If a person pays the fine within 20 days from the date of its imposition, he receives a 50% discount. The issue of repealing this rule has not yet been decided for sure.   • many owners of electronic policies forget to print their documents, which is why they are punished with penalties;
  • in case of an accident, its participants cannot exchange data about their insurance policies (in case one of them forgot to print the document).

Repair and insurance payments: fresh changes and surprises in 2018

Previously, policyholders relied on extremely limited compensation when insurance claims occurred. The payment limit was 160,000 rubles. In 2021 the situation will change. As the price of the MTPL policy increases, the compensation limit will also increase. It is officially known that the maximum amount that policyholders can count on will reach 1.5 million rubles. However, it is important to remember that this will only affect particularly severe injuries, as well as fatal accidents. On average, policy owners can count on an insured amount of 400,000 rubles. The rules regarding payments in 2021 will become stricter:

  • the insurance company will be obliged to cover all damage within 20 days from the date of receipt of all necessary documents from the policyholder;
  • if the obligation is not fulfilled on time, the amount of insurance compensation will increase by 0.5%;

How will basic MTPL tariffs change in 2021?

The document released yesterday by the Central Bank is not yet the instruction itself on tariff rates for compulsory motor liability insurance, but only its draft. It is theoretically possible that the changes described below in their final form, after their adoption, will look slightly different, although, most likely, by the fall of 2021, MTPL tariffs will look exactly the same as was proposed the day before by the Central Bank.

One of the main changes for motorists is the expansion of the base rate corridor. If currently the base rate ranges from 3,432 rubles to 4,118 rubles, then soon the boundaries of the corridor will range from 2,746 to 4,942 rubles.

Although not only the upper, but also the lower limit of the corridor has formally increased, it is clear that in practice this means an increase in the base MTPL rate in 2021 from 4,118 to 4,942 rubles, or exactly 20 percent.

All insurance companies in Russia focus only on the upper limit of the base rate corridor, so we can confidently say that soon the MTPL policy will rise in price for motorists by 20% following an increase in the base rate.

Oddly enough, OSAGO insurance policies for motorcycle and moped drivers will become cheaper by almost 11 percent. The upper limit of the base rate corridor for them will now be 1,407 rubles.

At the same time, lovers of two-wheeled vehicles should prepare for the fact that compulsory motor liability insurance will simply become even more inaccessible to them than it is now. Insurance companies, under any pretext, deny motorcyclists insurance policies, since insurance for this category of drivers is even more unprofitable than compulsory motor liability insurance in general. With a reduction in tariffs, insurers will completely lose interest in compulsory motor vehicle liability insurance for motorcyclists.

Changes to the inspection procedure in 2021

There are no fundamental changes in technical inspection issues. The cost of such a service (today a technical inspection costs from 800 to 1,500 rubles) will increase. The legislation provides for the installation of cameras to monitor the quality of technical inspections.

There are no changes regarding technical inspection for pensioners. This is due to the fact that older people in Russia rarely drive. If a pensioner does not have enough funds to conduct a technical inspection, such a service will be provided to him free of charge. Official dealers are still responsible for its implementation.

From the first day of autumn, cameras on the roads will begin to monitor the presence of an MTPL policy. For driving without a policy, you will be fined 800 rubles; you can be punished once a day.

The OSAGO policy itself will also become more expensive. The Central Bank has made adjustments to the calculations, and now the minimum price will be about 7,000 rubles instead of the current 5,800 rubles.

What to do in case of an accident in 2021

The algorithm of actions in case of an accident is standard:

  • if there are victims, you must immediately call an ambulance;
  • call the traffic police;
  • notify the insurance company about the accident and follow its instructions.

The situation can be resolved without the involvement of authorized bodies. To do this, at least one of the following conditions must be met:

  • no one was injured as a result of the accident;
  • both sides agree on who exactly is responsible for what happened;
  • both parties do not want to document the accident.

At the same time, they can draw up a European protocol. This is done in the following cases:

  • no more than 2 parties were involved in the accident;
  • each of the participants in the accident has an insurance document;
  • there is no disagreement between them;
  • no one was killed, and no one else's property was damaged.

There are several rules for filling out such a protocol:

  • a ballpoint pen is used;
  • All necessary information about the participants is entered into the document;
  • the front part is filled out by each of the parties, after which it is certified with signatures (2 from each);
  • the reverse side does not remain blank;
  • if changes are subsequently made to the document, they are confirmed by signatures;
  • completed copies are separated.

The document, drawn up in accordance with all the rules, is submitted to the insurer within 5 days after the accident occurred. It must be accompanied by all required documents, the list of which is determined by the insurance company itself.

What other changes are being prepared in the formula for calculating the cost of compulsory motor liability insurance?

One of the most noticeable changes is the reform of the system for calculating the coefficient based on the driver’s age and experience. If now there is a fairly simple line of coefficients, consisting of only four steps, then the new scale will already include 50 points.

The coefficient, depending on age and length of service, will range from 0.96 to 1.87.

The highest coefficient will be given to drivers under 21 years of age with less than three years of experience, the lowest - to drivers over 40 years of age with more than three years of experience, drivers over 35 years of age with five years of experience and drivers over 30 years of age with 10 years or more experience.

The grid of coefficients for accident-free driving and the KBM indicator are also being reformed. For some drivers, it is important that now the insurance history will be assigned only to the driver (now a person can have different CBM as a driver and as an insured).

The insurance history will also not be reset if a person has not been insured as a driver for some time. Resetting your insurance history to zero in such cases is especially absurd if a person has used compulsory motor liability insurance for an unlimited number of drivers.

Legal entities, according to the new insurance rules, will receive a single CBM for their entire fleet, which will also simplify for them the insurance of the organization’s cars.

Thus, the changes will affect the following components of the policy cost:

  • in 2021, the base rate will rise in price (in fact, the rate corridor allowed for use by insurers is increasing),
  • the territorial coefficient changes (most likely upward),
  • change (most likely, also become more expensive) depending on the driving experience and age of the drivers included in the policy.

As you can see, the price range for the base rate was simply increased. It should be taken into account that with today's price range, almost all insurance companies apply the maximum rate. Therefore, a similar situation is expected after the price change.

But the most important point is that all coefficients are applied to the base rate by multiplication - that is, even if the base rate of a particular insurance company rises in price by 10%, then the final cost of the MTPL policy can increase by 100% with the same coefficients.

The authorities themselves say that compulsory motor insurance will become more expensive. Thus, the Central Bank has even already calculated how much the increased price of the MTPL policy will cost on average - 7 thousand rubles instead of the old 5800 rubles.

Special attention should be paid to how the driving experience of the driver included in the MTPL policy and how old he or she is affects the final price.

As you can see, for drivers with minimal experience and age, the policy will still become slightly more expensive, but for drivers over 35 years old with at least 3 years of experience, on the contrary, it will become cheaper.

Minimum and maximum

At the same time, the Central Bank currently sets only the minimum final cost of compulsory motor liability insurance. It is 1,500 rubles (in fact, at this price it is almost impossible to purchase a policy). After the innovation, this cost will also be increased - up to 1,700 rubles.

And the good news is that, perhaps, a maximum limit will be set for the final amount that the driver will have to pay in the form of an insurance premium. It has not yet been announced, but they promise that it will be.

Another “planted pig” may be the dependence of the final cost of the policy on the mileage of the car for which it is issued. Thus, a new mileage coefficient can be introduced.

But this is not an officially upcoming change. These are comments from one of the government officials who influences the dynamics of the rise in price of the policy. According to him, among cars with a mileage of more than 30 thousand kilometers per year, accidents occur more often - 2.2 times more often than among cars with a mileage of less than 5 thousand km per year. And this is the reason for introducing a new OSAGO coefficient.

The position of insurers regarding the increase in the price of compulsory motor liability insurance in 2018

Insurance companies, at the first opportunity, point out that compulsory motor liability insurance today is unprofitable for the vast majority of companies, and the situation can only be corrected by abandoning fixed tariffs.

Market representatives complain that pricing will be regulated solely by the market, and competition between participants will not allow prices to rise to sky-high limits. This will also force them to fulfill their obligations better in order to retain clients in their hands.

The Central Bank is not yet ready to immediately agree to the terms of the RSA and its participants, but in general they understand the insurers and are ready to make concessions, but consistently, promising a soft transition to the new system. It is possible that the first price increase will occur in 2018. Let us recall that today Russian legislation allows for an increase in compulsory motor liability insurance tariffs no more than once a year.

Travel benefits for pensioners and students

They decided to provide new benefits to residents of the Moscow region. Now all pensioners in the region over the age of 60 will travel in the capital’s public transport for free. Metro and trains are among them. The innovation will affect 1.4 million people.

Travel fees will also be subsidized for students. They will pay 50% of the cost of the travel document. Graduate students, residents, schoolchildren and students who study in the capital can count on a discount. The benefit will be valid from September 1 to June 15.
