You can choose the nearest convenient branch. Thanks to the introduction of a unified electronic database, car owners are no longer required to visit the exact traffic police department where the vehicle was registered.
The user independently selects the appropriate appointment date and time.
Separate application for saving numbers
To save numbers using State Services, you need to fill out another application. They cannot be sent automatically through the portal for safekeeping. In a separate application, indicate the number that the applicant wishes to keep, the make of the car it belongs to and the VIN of the vehicle.
statements
The completed document is printed and taken with you on the appointed day to the traffic police. Some people encounter problems when completing such an application. The header of the application requires information about the head of the State Traffic Safety Inspectorate unit. If the user does not have such data, then this area can be left empty. The necessary information is obtained when visiting the traffic police department and added to the document.
Contact the traffic police
After submitting an application through the State Services portal, the car owner must visit the selected traffic police department. You must take a prepared package of documents with you. It includes the passport and vehicle registration certificate. You also need to have with you a printed application to retain the number, a certificate of registration of the car and a compulsory motor liability insurance policy. Insurance must be genuine and valid.
When the motorist’s application is satisfied, he will not be given a license plate . They will remain in storage at the traffic police until a new car is purchased. This period cannot exceed 12 months.

Visit to MREO
Replacing the state number through State Services and pre-registration allows you to come to the traffic police department at the appointed time with a limited number of documents. The following documentation is provided to the employee of the institution:
- a correctly drawn up application for storage of numbers, which is printed after filling out;
- PTS for cars;
- STS;
- insurance;
- citizen's passport.
Direct state marks are transferred along with the documents.
Attention! Only well-readable license plates that fully meet the requirements of GOST are accepted, so damage or severe abrasions are not allowed.
If signs are damaged, you will have to obtain a duplicate before replacing them. If there are old-style numbers, they cannot be left for storage. After purchasing a new car, you will have to return to the same traffic police department for a sign, so if you plan to move, it is recommended to choose a department that will be convenient for interaction in the future.
Shelf life
Before depositing the license plates with the State Traffic Safety Inspectorate through State Services, it is recommended to study the terms during which representatives of the institution are required to preserve the signs. Previously, it was allowed to leave signs for 180 days, but now this period has been increased to 360 days. Replacing a license plate on a car through State Services is offered on a paid basis, so you have to pay fees:
- when issuing new signs, 2 thousand rubles are paid;
- if adjustments are made to the PTS, then 350 rubles are paid;
- For the production of STS, a fee of 500 rubles is paid.
Attention! If a person purchases a new car, then he has to pay 3 duties, so he spends 2850 rubles.
You can reduce the cost of registration if you pay the fee at State Services, as a 30% discount is offered. The process of saving old numbers is similar to the registration procedure.
Is a technical inspection required when changing license plates?
Many motorists are hesitant to keep their old license plates because they believe that they will have to undergo tedious vehicle inspection procedures. You should not succumb to this misconception, because according to the law, a change of license plates occurs only on the basis of documents, and a vehicle inspection is not required .
Thus, you should not waste time and money on a technical inspection if the license plate is given for storage until you buy a new car. However, you need to pay attention to the collection of documents and the process of submitting the application to the traffic police.
How to transfer to a new vehicle
By replacing car registration numbers through State Services, the cost of paying fees and the time spent on visiting the traffic police department are reduced.
Since the signs are stored in the department for 360 days, you can make an application to receive them again at any time. To do this, follow these steps:
- The vehicle is re-registered to the new owner through the portal according to the standard scheme, for which an electronic application is initially filled out;
- duty is paid at a discount;
- Next, you need to write an application for receipt of old signs, which are stored in a specific traffic police department;
- at the appointed time, the citizen comes to the traffic police to inspect the car, after which he is given an STS, PTS with adjustments, as well as signs.
Attention! By law, every citizen can keep their license plates or choose new ones.
How to correctly transfer license plates from an old car to a new car?
When a new car is purchased, you need to re-register it and assign previously saved numbers to the car. To do this, you need to proceed according to the following scheme:
- Collect a package of documents. You need to have an identity card, PTS, STS, DKP, OSAGO, as well as saved car license plates with you.
- Visit any department of the traffic police MREO. You must have previously prepared documentation with you.
- Write an application requesting to register the car. You can fill it out and pay the State duty with a 30% discount on the State Services website. The form can also be obtained from the MREO. Attention, in the paragraph on assigning new license plates (usually paragraph 6), indicate the information “numbers are not required.” Additionally, the application must reflect a request to assign old license plates to the car; to do this, notify the inspector orally and he will independently put a mark with your saved license plate.
- Pay the state duty. Since new license plates will not be assigned to the vehicle, there is no need to pay for their issuance, as was the case previously.
- Get your car inspected. The procedure is carried out at the State Traffic Inspectorate site.
- Receive a new STS and PTS with changes (if the PTS is electronic, receive no document, printouts or receipts are not issued), then install your license plates on the purchased car.
Can it be transferred to another person?
It is allowed to change state signs for money, but using an unusual method. Therefore, many people sell beautiful numbers for a certain fee. Standard sales are prohibited, so you have to re-register along with the car. To do this, the following scheme is implemented:
- the license plate is transferred for storage to the traffic police;
- according to the documents, a car is purchased that belongs to the purchaser of the signs;
- the citizen registers the car using the existing license plates, which are stored in the traffic police;
- Afterwards, the car with license plates is transferred to a new person.
Attention! There are many intermediary companies in every city that offer re-issuance services for beautiful state signs for a low fee.
What problems arise
There are situations when people lose beautiful state signs, so the following recommendations are taken into account:
- Before handing it over to the traffic police, it is recommended to make sure that the license plate has no serious defects, damage or abrasions, since even if there are rust stains, you will have to get a duplicate;
- it is impossible to preserve signs in the presence of a ban on registration actions that are imposed by bailiffs as part of enforcement proceedings, so debts are initially repaid;
- when seizing a car, you cannot perform any registration actions;
- if there are unpaid traffic fines, then car registration is prohibited;
- a person loses state signs if he does not apply for them within 360 days.
Therefore, before transferring the numbers to the traffic police, it is recommended to make sure that there are no problems or obstacles.
Termination of registration with the traffic police upon refusal of a car
8. Registration of a vehicle is terminated at the request of the owner in the following cases: ... 8.6. Refusal by the owner of the vehicle of the rights to the insured property, or in the case of replacement of a vehicle recognized as a product of inadequate quality.
Termination of registration of a vehicle in connection with the renunciation of the owner of the vehicle from his rights to the insured property in the event of its damage (destruction) in order to receive an insurance payment or in connection with the replacement of a vehicle recognized as a product of inadequate quality is carried out on the basis of a contract (agreement), providing for the waiver of the rights to the insured vehicle by the policyholder in favor of the insurer or the return of the vehicle to the seller.
The registration rules indicate a list of situations in which it is possible to deregister a car.
From October 6, 2021, 2 new situations have been added to this list:
- Refusal of the car in favor of the insurance company. We are talking about a situation where, as a result of an accident, the car was seriously damaged and its restoration is not economically feasible. In this case, the insurance company fully compensates for the cost of the car, and the car itself is taken over.
- Return of a vehicle recognized as a product of inadequate quality. Few car owners know that the Consumer Rights Protection Law allows you to return the car to the seller, just like many other goods. This case is discussed in a separate article on pddmaster.ru.
Note. From January 1, 2020, you can stop registering a car simply at the request (upon application) of its owner; no additional reasons are required for this.
