The application form for a replacement driver’s license was approved by Order of the Ministry of Internal Affairs of the Russian Federation dated July 20, 2000 N 782, which contains:

  • Information about the authority where the driver is submitting the application.
  • Applicant details: last name, first name, patronymic.
  • Calendar date and place of birth (according to passport).
  • Information about the registration address at the place of residence.
  • Data from the passport of a citizen of the Russian Federation, or other identification document.
  • Reasons for replacing a car license.

Reasons for replacing rights

  7. A certificate from the traffic police stating that the driver is not deprived of the right to drive. It is not always required. Typically, this data is taken from a single database.
  8. Photos. In some cases, three 3x4 matte photos will be needed. More often they are done on site.
  9. Receipt for payment of state duty. Payment details can be found on the traffic police website. Payment is possible on the State Services portal, at Sberbank or through a terminal. Payment information automatically appears in a single database, but when visiting the traffic police department, it is better to play it safe and take the receipt with you.
