Every person who passes the exam at the State Traffic Inspectorate receives a driver's license. But before this, the citizen needs to prepare a package of papers confirming his identity, indicating the absence of serious pathologies or diseases, registration, the fact of listening to lectures and successfully mastering practical driving skills in a specialized institution. To process and review the documents provided, the person is asked to fill out an application for a driver’s license on site. It is a small form with lines for entering personal data. All this usually takes no more than 15 minutes.
Procedure for obtaining a driver's license
A driver's license is obtained after passing the established procedure by capable citizens who have passed a practical and theoretical exam at the State Traffic Safety Inspectorate. In this case, he will need to provide a medical examination, which is issued after visiting all the doctors on the list confirming the absence of contraindications for driving a vehicle. At the same time, for each category there is a minimum age:
- “M”, “A1” - from 16 years old;
- “A”, “B”, “C” - from 18 years of age;

PTS: the front side will be changed
The draft order clarifies the list of information entered into the form of a vehicle registration certificate (VRC) and a vehicle passport (PTS). Thus, it is planned to supplement the information entered into the STS: it will be mandatory to indicate information about the engine power and the period of state registration if the car is registered for a limited period. The list of information entered in the “Special Notes” column of the PTS is being clarified, and the front side of the PTS will now contain more information.
The following information will be added to the document:
- about the identification number of the in-vehicle emergency call device;
- about established customs restrictions;
- about the number of the certificate of conformity of the vehicle with changes made to its design with safety requirements, changes made to the design, as well as all special notes on restriction of use;
- data on the application of additional markings and on inspections previously carried out by internal affairs bodies;
- information about the owner (if the owner of the vehicle is not its owner);
- year of first registration of the vehicle (if the year of manufacture is not established);
- information on engine power, PTS numbers and vehicle type approval - if such information is not indicated in the corresponding lines of the certificate.
The draft order supplements the requirements for a vehicle passport, which come into force on November 1, 2021, with the procedure for issuing a passport to replace a lost one in relation to a vehicle that was not previously registered with the state. At the same time, previously produced forms of vehicle passports and current vehicle registration certificates will be used until their supply runs out.
Why is this necessary?
The document is currently undergoing an assessment procedure on the government portal. According to the explanations to the bill, changes are needed to bring certain norms of regulatory legal acts regulating the requirements for a sample driver's license into compliance with the requirements of Part 2 of Art. 11 of the Law “On State Registration of Vehicles” and the provisions of the Vienna Convention on Road Traffic of 1968. Now certain norms, as well as the type of current Russian rights, do not correspond to these two important documents. This problem, according to the department’s assessment, can only be solved by implementing the proposed changes.
List of all papers required for registration
The department itself will tell you in more detail what documents are needed to obtain a license, but it is advisable to come there with a full package of papers. The list is strictly regulated by law, so employees do not have the right to request additional certificates. You need to take the following with you:
- Application for a driver's license. A sample form is available at the stands or can be found online. Traffic police or MFC employees will help you fill out the paperwork. When entering, you must be as careful as possible to eliminate errors, typos and other errors.
- Identification. Any document issued by an official body and containing complete information about the applicant and his photograph will be suitable. This could be a Russian passport, an international passport, a military or student ID.
- Certificate of registration. In most cases, it is not required, since there is always a passport where it is indicated in the form of a stamp on a certain page. To be sure, you can make a copy and provide it along with the rest of the documents.
- Medical examination issued according to form 003-В/у. The document is obtained after passing a medical examination in a specialized institution, which can be private or public. The certificate must confirm that the person has no contraindications for driving an ATV, car, tractor, loader or other vehicle for which the license is being obtained. The certificate must be certified by the manager of the organization or the head physician.
- A document that confirms that you have attended lectures and completed courses. It is issued by a driving school after a person has attended all classes, completed training and passed a practical driving test at the institution.
- Receipt confirming payment of the fee. The amount is established by the Federal Tax Service. The law is constantly changing, so the size may increase periodically. This fee is required to be paid and without it the document will be refused.
Once you find out what documents are needed to obtain a driver’s license, you should start preparing them in advance so that everything is at hand at a certain moment. Then the registration will not be delayed and it will be easy to obtain your license in a short time. Note! There is no need to take photographs in advance and provide them on the day of application, since the shooting process is carried out by the traffic police department itself directly on the day the plastic is made.

According to Russian legislation, an application for a driver’s license must be submitted to the traffic police at the place of registration of the driver in the following cases:
- when a driver's license is issued for the first time;
- in case of a change of name or surname;
- when the driver's license expires;
- in case of theft or loss of a driver’s license;
- when the period of deprivation of rights expires;
- when the driver opens an additional category.
