What is required to sign up for registration through the State Register?

Something that cannot be done online. This is a small list of procedures, one of which is quite expensive:

  • collect the necessary package of documents,
  • take out MTPL insurance - this can be done after signing up for re-registration through State Services, most importantly - before visiting the traffic police at the chosen time,
  • prepare bank card or electronic money details to pay the state fee.

Below we will look at how to register a car through the State Services, both new and used, purchased second-hand, without sharing the subtleties of the registration, but citing differences where necessary, and there will be few such differences.

What documents will be required?

To register with the State Traffic Safety Inspectorate for State Services, you will only need document data: PTS, registration certificate (STS) and your passport. Everything else will need to be presented to the traffic police MREO upon visiting. The list of such documents is below.

Remember, you will still have to visit the traffic police - you won’t be able to fully register your car online through the State Administration - in 2021, you can only register for a visit to the registration department without a queue.

So, let's begin the simple procedure of registering a car through the State Register and step by step we will go through the online registration procedure together.

Step No. 1: Registration on the site

It happens in 3 stages. To do this, at the first stage you will need to indicate your full name, phone number and e-mail address.

  1. Go to the account creation page on State Services and enter the required data.

  2. It is the specified email address or phone number of your choice that will be used as a login the next time you log into the site. You will receive information with confirmation of registration both by phone and by email, where you will need to follow the link to confirm.
  3. Now you need to go to your personal account and indicate other data: SNILS and passport data.
  4. After this, there will be a wait for verification of the specified details and after confirmation, another – the most labor-intensive – process awaits: to undergo verification. This can be done by: applying in person with your passport to the service center, addresses can be found on State Services,
  5. online through Tinkof Bank or Post Bank, if you are their client,
  6. via regular mail by ordering a confirmation code in your personal account.

Step #2: Finding the right service

Step No. 3: Filling out an application and registering with the traffic police

Click on the “Get service” button on the page. As a result, after some waiting, the registration form will open.

And then, in order, the application fields for recording will be presented, some of them are not required to be filled out, others are important to fill out correctly.

  1. Type of vehicle – everything is clear here; if you register a car, then check the very first box.
  2. Next, you need to choose who you will be in relation to the car that you are registering with the MREO traffic police. Most often, owners register, but if you are a trusted representative, you will need a notarized power of attorney with the right of registration stated in it.
  3. Next you will be asked to enter your personal data. But if you have already entered them in your profile, then your full name, passport and other data from the profile will be automatically entered. Please note that some fields of the application are optional.

  4. Next, you need to indicate your place of residence or simply note that it coincides with your registration address.
  5. Now we proceed to filling out information about the car on the State Service for registration. And the first field awaits us here with the question whether we require license plates for the registered car. If you bought a used car, you can choose: either keep the numbers of the previous owner or replace them with new ones. Please note that to obtain new numbers you will have to pay an additional state fee of 2,000 rubles (1,400 when paying through State Services). When registering a new car, license plates will be required in any case.
  6. PTS - both in the case of a used car and a new one, you only need to make changes to the current car passport, except in the situation when the space for recording the new owners of the car in the PTS has run out.   7. There shouldn't be any problems with the car category.
  8. Next, you need to enter the VIN code and vehicle unit numbers - nothing complicated here either. The VIN code and body number are most often the same.
  9. Then we enter the characteristics of the car. Many of them are optional. All points, including the manufacturer and color, need to be looked at as written in the PTS, and also written in the application.
  10. The following fields: registration document and MTPL insurance data are not required to be entered (but it will be necessary to show them to the traffic police).
  11. Next, the most important point awaits us - the choice of the traffic police department and the time of visit to register the car. Your actual address entered above will be entered into the search field for nearby MREO departments. All you have to do is choose the one that is convenient for you on the map.

  14. We recommend printing out the application and receipt for payment of state fees, despite the fact that the system will say that this is not necessary - let them do so.

Step No. 4: Payment of state fees

There should be no difficulties here either. The only subtlety is that a little time must pass before this opportunity appears.

Please note that when paying fees online through State Services there is a 30% discount. But this does not mean that when submitting an application through the State Register, you are required to pay state fees only online - you can pay in the usual way at a bank.

In general cases, when paying through the GI portal, the total amount of state fees will be 595 rubles (850 without a discount) for making changes to the PTS and obtaining a new STS. If you want to replace the license plate or register a new car rather than a used one, then the total amount of fees will be 1,995 rubles (2,850 without a discount).

How to get a car checked?

Registration of a car is not complete without a preliminary inspection procedure. If the car is not running and it is not possible to deliver it to the department, you need to contact the State Traffic Inspectorate office or order an independent on-site inspection from an expert.

A standard inspection includes a general drive of the car through the database to determine violations of the law, such as theft, arrest. As a result, all data is entered into the report: date, place, position of the person who conducted the inspection. The act is valid for 30 days.

Where does the test take place?

The inspection is carried out at the traffic police registration office on the observation deck. It is possible to undergo an on-site inspection. When inspecting a vehicle before registering it, an employee checks the ownership documents and the vehicle. They pay attention not only to the technical condition, but also to the owner’s details and details.

The examination, in turn, is carried out by any certified institution. You can contact independent experts or staff criminologists of the Ministry of Internal Affairs. A car enthusiast can choose any establishment based on the objectives. If the car was involved in crimes, the examination is carried out at the Internal Affairs Directorate. How to submit documents to the traffic police?

According to the law, you need to register a car within ten days. The new owner must come to the registration authorities and present the vehicle for inspection. It is impossible to register a car without inspection, so you need to collect a package of documents and prepare an application. This can be done in person at the department or make an appointment through the official website of the State Traffic Safety Inspectorate or State Services.

When will the vehicle condition inspection certificate be issued and what is its validity period?

After the car has been inspected, a special report is drawn up. It indicates that an inspection of the technical condition of the car was carried out. The act records not only the fact of the examination itself, but also information about the results. Information about the condition of the car is recorded, and based on this data, a decision is made whether the car can be used. The report must be signed by everyone who conducted the inspection. The document is valid for 30 days and must be served upon completion of the inspection.

More precisely, in practice it will be like this: you wedge into the queue next after the person who is already receiving the service at the window. You will need the following documents:

  • an application printed from the State Services and a receipt for payment of state fees (they are not required by law, but in some MREO traffic police departments they are required),
  • registration certificate,
  • PTS,
  • purchase and sale agreement (or any other document that confirms the transfer of ownership of the car to you),
  • Your passport,
  • power of attorney, if the owner of the car you are registering is not you,
  • OSAGO policy, where the owner must be the one in whose name the car is registered.

Next you will be sent for examination. In some MREO traffic police departments, it is better to go for an inspection immediately before you approach the registration window - on the site in front of the building, as a rule, you will see a large area with cars with open hoods and inspectors with the owners of these cars scurrying around them. During the inspection, they check the engine number, the car’s compliance with the technical requirements in the Basic Provisions of Traffic Regulations and give a conclusion, with which you are sent back to the window at the State Services.

Please note that in general, the inspection service at the vehicle site is free - the traffic police do not have the right to charge for it. But you may be offered the service not of the inspection itself, but of “preparing the readability of license plate units,” and accordingly, you will have to pay for it. This is already legal in principle, but you can refuse this service. No one can oblige you to pay, since this is not a state duty.

Next, submit all the necessary documents from the list above into the window and receive, after some waiting time (most likely, in another window) a brand new registration certificate (before lamination, they will check the correctness of the data in it), a changed title and license plates, if you changed them or received new ones.

What documents are required to register a vehicle?

It must be said that if the owner has not registered his vehicle, then he will face penalties, at first this amount will be approximately 500-800 rubles, but if the violation is repeated, the fine will increase to five thousand rubles. At the same time, the owner faces deprivation of his driver's license for up to three months.

  1. PTS. This is the main document containing all the information about the car and its history.   2. A purchase and sale agreement confirming ownership of the car. Ownership can be confirmed by a gift agreement, when receiving a car as a gift, or by a photocopy of a will, when entering into an inheritance.
  3. Citizen's passport.
  4. Compulsory civil liability insurance policy. According to the legislation of the Russian Federation, before registration you must have a policy in which the new owner will be entered or the previous document must be issued without a validity limit. If a change of registration plates is planned, then the column in the insurance document must be left blank and the new numbers must be entered after registration. According to the administrative regulations on the procedure for providing car registration services, the absence of a policy serves as grounds for refusal to provide it.
  5. Receipt for payment of state duty.
  6. If it is not the owner of the car who is registering the car, then it is required to present a general power of attorney, certified by a notary, which defines the right to register and receive registration plates.
