Drivers authorized to drive the insured vehicle are not included in the MTPL policy for legal entities. KBM is the bonus-malus coefficient, which is responsible for accident-free driving. To obtain an MTPL policy for legal entities, the following documents are required:

  • 1. Certificate of registration of a legal entity
  • 2. Card for recording basic information about the organization (contains basic information about the organization)
  • 3. Certificate of registration with the tax authorities of a legal entity
  • 4. STS (vehicle registration certificate) or PTS (vehicle passport) for the vehicle
  • 5. Diagnostic vehicle inspection card contained in the EAISTO RSA database: EAISTO - Unified Automated Information System for Technical Inspection; RSA – Russian Union of Auto Insurers
  • 6. The MTPL policy for legal entities is issued for an unlimited number of persons admitted to transport management. The organization itself decides which employee will be allowed to drive a truck. It is only necessary for an employee authorized to drive a vehicle to have not only a driver’s license, but also the corresponding category in the driver’s license.
  • 7. When applying for a compulsory motor liability insurance policy for a legal entity, the presence of a trailer on the vehicle must be specified. The presence of a cargo trailer increases the cost of the MTPL policy by 25%. Separate MTPL for a cargo trailer is not issued.

Tariff increase

The most significant change was, of course, the expansion of the base rate corridor, which came into force in August 2021. The average price of compulsory motor insurance increased by 4.9%, reaching almost 6 thousand.

The largest increase (in rubles) is observed in:

  • Moscow – 9198;
  • Moscow region - 9119;
  • Republic of Tatarstan – 8953.

In the Kirov region, the amount changed significantly - the rate increased by 51%, which is 2,494 rubles.

The following regions were lucky - the payment amount there remained almost unchanged:

  • Tyva - 3582 rubles;
  • Jewish Autonomous Region - 3617 rubles;
  • Karelia – 4014 rub.

It should be noted that the Federal Law fixes the maximum and minimum payment limits.

Basic OSAGO rate for individuals

It is important to know the changes that affect motor vehicle citizenship for individuals. After all, not every car owner has an idea about changes in base rates.

For those who are familiar with such changes, the increase in the price of an insurance policy in the new year will not be news.

Changes were made to the basic rates of motor vehicle citizenship twice: in 2014 and 2017. And this is for the entire existence of the program.

So, until 2014. for individuals, the base rate indicator was 1980 rubles. Moreover, due to the use of various coefficients (for example, regional, etc.), the final price of the MTPL policy was much more than this amount. The most significant factor in determining the final cost of a vehicle license is the accident rate of driving (for a specific region). For reference: this figure is highest in Moscow, and lowest in Volgograd.

So it turns out that the MTPL agreement will cost car owners more in those regions where the regional coefficient is the highest.

Since October 2014 the value of the base tariff corridor was increased and amounted to 2440-2574 rubles.

It should be noted that the overwhelming majority of insurance companies chose the maximum value of the legally established corridor as the base tariff, which led to an increase in the cost of policies (nationwide by an average of 30%).

Another significant increase in the rate for individuals was carried out in 2021. So the base tariff for calculating the cost of compulsory motor liability insurance from this moment began to be accepted in the range of 3432-4118 rubles. However, such an increase in the price of a motor vehicle contract had quite compelling reasons.

Considering that the maximum limit on payments due to the occurrence of an insured event was increased from 120,000 to 400,000 rubles, then the innovations seem completely justified.

What forms the cost

The price of compulsory motor liability insurance is the amount that includes coefficients and the standard tariff established by the Central Bank. The amount is influenced by various parameters:

  • type of transport;
  • age, driving experience;
  • the locality in which the vehicle was registered;
  • owner status: individual or legal entity;
  • engine power;
  • number of accidents and responsibility for them;
  • the period for which the document is drawn up.

For individuals, the maximum rate is limited: for motorcyclists - 625-1548 rubles, for motorists - 2471-5436 rubles.

A well-coordinated system allows you to assess the risk of an emergency and set an adequate price for a specific owner.

Sizes and types of odds

A detailed list of coefficients that affect the final amount:

  1. Territorial (CT). Associated with the locality to which the vehicle is attached. The more crowded the city, the more cars there are and the higher the chance of being involved in an accident. Thus, in cities with a population of over a million, the rate will be highest.
  2. Restrictive (KO). Everyone who uses the car must be included in the policy, in which case the CO will be 1. If it is not possible to include all drivers in the document, the indicator increases to 1.94.
  3. Bonus-malus (CBM). Depends on the careful driving of the vehicle owner. In the absence of accidents, discounts are provided; three or more accidents per year increase the BMR to 2.45. Also, the KBM rises to the limit if several people are included in the document.
  4. Age and length of service (PIC). There are almost 60 categories, with the help of which the FAC is calculated. In general, the higher the experience and age, the lower the coefficient will be. Experience is accrued from the date of receipt of rights.
  5. Seasonality (KS). Allows you to reduce the amount by driving during a certain period. For example, if a person uses a car exclusively in winter, the CS will fall.
  6. Engine power (KM). Valid for passenger cars: the more powerful the engine, the higher the coefficient.

What happens if I refuse to buy compulsory motor insurance?

If you just bought a car and no longer want to spend extra money on a policy, then you will be a little disappointed. You will have to buy an MTPL policy in any case; without it, the car will not be registered.

If you take out a policy only for car registration, then in the future you will not receive benefits, but only problems and expenses. First, for fines, because driving a vehicle without an MTPL policy is punishable under Article 12.37 of the Code of Administrative Offenses, and then, in the event of an accident through your fault, for compensation for damage to the victim.

At the same time, the legislator wants to significantly increase the amount of fines for the lack of compulsory motor liability insurance, and also plans to introduce automatic recording from cameras for this offense.

A fake policy, which usually costs much less than a real policy, will not save you from fines or compensation for damage, so we will immediately warn you about the senseless waste of money on this. At the same time, you can still find yourself under the article if you purchase or use an obviously counterfeit policy.

But scammers, knowing all this, can sell you a “left” OSAGO policy at full price, so that you have fewer questions. To avoid this, we advise you to check its validity on the RSA website after concluding a contract.

Features of service provision in 2021

Recently, serious innovations have appeared, which were also influenced by the coronavirus epidemic:

  • the owner of a car involved in an accident is obliged to inform the insurance service of the location of the technical examination if he plans to do the examination himself;
  • calculators have appeared on the websites of insurance companies that allow you to calculate the cost;
  • from March 1 to September 30, 2021, it was possible to obtain compulsory motor liability insurance without issuing a diagnostic card (DC) confirming the completion of a technical inspection. Now you need to diagnose the car and do a diagnostic test before October 31st.

Despite rumors about increasing fines for driving without compulsory motor insurance, the latter remain the same - from 500 to 800 rubles. With a discount for quick payment within 20 days, the fine will be 250 rubles, but you should understand that a frivolous attitude to the issue of insurance can lead to significant losses.

What could be the reasons for the rise in insurance prices in 2021?

If the cost of policies changes for all motorists, this means that the Central Bank has changed one of two factors influencing the pricing of compulsory motor insurance:

  • basic tariffs as the basis for increasing the price of the policy when they change by law,
  • coefficients - here OSAGO may cost more next year if the data or conditions of the driver or the car have changed.

Yes, it is the Bank of Russia that is involved in changing the cost of compulsory motor liability insurance; it, as the regulator of the compulsory motor liability insurance market, sets tariffs and monitors insurance companies.

The changes were last adopted at the end of this summer. Instructions of the Bank of Russia No. 5000-U were replaced by Instructions of the Central Bank of the Russian Federation dated July 28, 2020 No. 5515-U. It is this document that determines what the cost of the policy should be, what it depends on and how it changes.

Why change is needed

An insurance policy is one of the most frequently issued documents in the country, but the calculation system did not suit either buyers or suppliers. The changes introduced are an attempt to please both parties.

Before this, insurance companies complained about risks and losses, and people complained about fraud and poor quality services. Now supervision of compliance with the rules will become more closely, and conscientious clients will pay less for the policy, which is an undoubted positive change.
