What is e-OSAGO?

Many car owners do not fully understand what e-services for motor vehicle insurance are, especially what legal status these documents have. Does this type of insurance work?

For the first time, the opportunity to issue an MTPL policy via the Internet appeared in July 2015, but it only concerned the renewal of existing insurance. However, starting from October 2015, insurance organizations were legally required to provide the client with the opportunity to purchase an electronic policy if he so desires.

Today, online insurance has gained very great popularity. At the same time, despite the fact that a fairly decent mass of the population has not yet switched to this method of purchasing compulsory motor liability insurance, many car owners have already managed to appreciate the true advantages of this option.

Attention! Application cannot be made online. This is clearly stated in the penultimate paragraph of Part 1 of Art. 12 Federal Law No. 40. That is, the application and documents can still be submitted electronically, but solely for the purpose of checking the completeness (and not to receive a payment). But you can notify the RGS about an insured event under MTPL online (just notify, nothing more).

Thus, the application and documents are needed:

Despite the many obvious advantages of an electronic policy, sometimes when taking out this insurance, a car owner may still encounter a number of problems. In particular, the difficulties that arise when applying for compulsory motor liability insurance are primarily due to the fact that this system is still very young and has not been fully established.

Mostly, malfunctions that occur are associated with technical imperfections of the system , as well as errors made by the policyholders themselves.

The issuance of the policy is dictated by law. Every year the Government of the Russian Federation reviews the current tariffs. The established prices are mandatory for all insurers, regardless of the region of actual location.

It is impossible to get a discount when purchasing a policy

Important: there are no discounts on policies. Insurance does not provide for the participation of policyholders in promotions and bonus programs. If a car owner is offered to take out a policy at a discount or at other, non-state rates, then these are the actions of scammers. Insurers are prohibited from pursuing their own internal pricing policy in the direction of issuing OSAGO and eOSAGO policies.

The only exception is the reduction factor for accident-free driving (abbreviation - KBM). Having driven with insurance for a year without an accident, the car owner expects a reduction factor to apply when paying for the next (new) policy. KBM is not the prerogative of Rosgosstrakh. It is prescribed by the Insurance Rules and is mandatory for all companies without exception.

Companies are allowed to set their own base tariff, which is applied when calculating coefficients in relation to each policyholder and his vehicle. The base tariff is also set in accordance with the recommendations of the Government of the Russian Federation.

In one region of a particular car owner and vehicle, the price for eOSAGO is the same for all insurance companies. To confirm this point, the tariff schedules of several insurers are compared simultaneously.

A legal price reduction is provided by reducing the terms of the insurance policy. The shorter the insurance period, the lower the cost of the insurance policy. If there is not enough money to purchase a policy for a year, motorists reduce the time frame, thereby reducing their expenses.

Documents for issuing an MTPL policy

  • Application for concluding an agreement in the prescribed form.
  • Certificate of state registration of a legal entity (for legal entities) or identity document (for individuals).
  • Documents for the car (passport, registration certificate, vehicle registration certificate, technical certificate).
  • Licenses of drivers authorized to drive a vehicle (if specified in the MTPL policy).
  • Diagnostic card, maintenance or state inspection certificate (in accordance with the Federal Law of the Russian Federation No. 170 of January 1, 2012).

The main page of the official website of the selected insurance company most often does not load towards the end of the year. During this period, many car owners' MTPL agreement expires, and they all try to urgently renew their insurance. At the same time, the load on the system increases and it fails.

If the vehicle for which a compulsory car insurance policy is supposed to be issued belongs to a legal entity, then the required package of documents includes:

  • company representative passport
  • power of attorney for registration of compulsory motor liability insurance issued by the head of the organization
  • copy of the legal entity registration certificate
  • documents for the car. When insuring passenger vehicles, a title, registration certificate (if available) and a diagnostic card are required. When insuring freight vehicles, an additional document is provided that serves as the basis for the emergence of ownership rights

To apply for a vehicle title online, you must:

  1. Log in to the official website of the insurer (lately you can log in to the site through the State Services portal). If access to your personal account is not previously opened, then at the first stage a new user is registered. To do this, indicate in a special form:
  • email address
  • mobile phone
  • User's full name and date of birth
  • details (series and number) of a civil passport
  • consent to the processing of personal data
  • To identify a new user, you are additionally required to attach a scanned copy of your ID card

Unfortunately, the system for issuing a compulsory car insurance policy currently remains far from perfect, which leads to errors.

The most typical ones are:

  • no discount for accident-free driving (the bonus-malus coefficient is not confirmed). If there are no accidents in the previous insurance period that occurred through the fault of the policyholder, then a discount on compulsory motor liability insurance is provided annually in the amount of 5% of the cost. Data about all drivers is in the RSA database. If, when applying for a policy, the BMR is determined incorrectly, then you can conclude an insurance contract and correct the data in the database only by personally contacting the office of the insurance company. Previous insurance policies will be required for proof;
  • the diagnostic card does not pass. As a rule, such problems arise when taking out car insurance for vehicles over 3 years old. Delays in the database may be due to human factor or maintenance in a company that does not have a license to carry out this type of activity;
  • The site is not working. To ensure correct operation, technical work is carried out weekly on the official website of the insurance company. You can start applying for a policy later or contact the insurer’s office in person;
  • Applications for insurance of a new car that is not registered will not be accepted. The cause of the failure is technical problems in the system. To resolve the problem, you can issue a policy at a later time or contact the insurer’s office.

Very often, drivers are afraid that if there is a technical error in the MTPL policy, the insurance company may refuse to pay compensation. In fact, this is false information.

According to the unified 40 Federal Law “On Compulsory Motor Liability Insurance”, the insurer is obliged to transfer funds to the victim, even if the insurance policy contains inaccuracies in the data. In this case, it does not matter at all how the motor vehicle liability form was purchased.

Attention! If you misspelled a number or letter, the insurance company cannot refuse payment. Otherwise, you should receive an official refusal and go to court.

However, if, when filling out an electronic contract, you deliberately underestimated the power or indicated your regional registration in order to save money, then you will not be able to avoid liability. In this case, the organization:

  • refuses payment;
  • can prepare a statement to the police against the policyholder, in fact fraud.

In this case, no one will figure out whether false information was provided intentionally or through negligence.

There may also be problems with the traffic police officer. According to the law, employees verify the data in the policy with the original documents. If discrepancies are identified, a fine may be issued. Of course, you can always try to appeal it, but this will involve additional expenses and time. As practice shows, the amount of the fine does not exceed 500 rubles.

In what cases can you not get electronic insurance?

There are some restrictions that do not allow a car owner to use electronic insurance services:

  1. The car and its owner did not enter into an MTPL insurance contract during the past year. As a result, you will not be able to buy a policy for a new car, as well as a used one purchased from another owner.
  2. The car has not undergone a service inspection; information about this is not available in the EAISTO database.
  3. The car owner replaced the documents:
      driver's license;
  4. personal passport of a citizen of the Russian Federation;
  5. changed permanent registration;
  6. changed the license plate number on the car;
  7. passport or vehicle certificate.

Why is it still impossible to buy an OSAGO policy online:

  • the elementary reason is the driver’s lack of access to the Internet;
  • the name of the car owner is blacklisted by the insurer; he is listed as an unscrupulous client;
  • the applicant cannot make payment using a bank card or electronic payment system;
  • the previous contract continues to be valid, its validity has not yet expired, a replacement can be carried out a month before the end of the already issued insurance.

But usually what prevents a car owner from insuring his car online is an error on the insurer’s website due to incorrectly entered data or a malfunction in the insurance company’s system. To resolve the issue, you can go to the website of another insurance company or report the problem to the manager.

While the online insurance system is developing, various problems with the websites may occur. There are still small organizations that have not had time to prepare and create a modern system for issuing policies on the Internet.

If you can’t insure your car on one platform, try doing it on the resource of another insurance company. When the system is debugged, drivers will receive significant advantages compared to the standard method of concluding a contract at the insurer’s office. It will be possible to obtain an MTPL policy without leaving your office or home.

Cause of "errors"

An expert and lawyer in the field of auto insurance, Sergei Belyakov, in a conversation with Izvestia, expressed the opinion that the overwhelming majority of errors associated with the termination of contracts arise due to the deliberate actions of policyholders. At the same time, Belyakov believes that some drivers have to take such steps, because otherwise insurance companies simply refuse them - first of all, this applies to taxi drivers and residents of problem regions.

“Taxis are an unprofitable segment; many simply do not insure them,” explains Belyakov. — There are also problem regions, for example Ulyanovsk, Ingushetia, Vladivostok - there insurers do not want to work in any way and are trying to cancel contracts in the hope that they will not be dealt with for a long time or sued. But mostly drivers really try to lower the premium consciously, and the easiest way is to reduce the amount of horsepower. They round them down rather than up in the hope that this will not be noticed. Another common mistake is changing the registration address. For example, a driver took out a policy in Kostroma, got insured and moved to Moscow, where he registered. Of course, in Kostroma the coefficient will be lower, but the insurance works at the registration address of the policyholder, not the car.”

The long practice of using electronic compulsory motor liability insurance in Russia has made it possible to identify a list of the most pressing problems that accompany the online procedure.

  1. The first problem is related to the inability to buy an electronic policy due to an error that appears on the site. If you cannot insure your car online, then first you need to make sure that you have correctly filled out the basic fields as required by the site. If you made a mistake, the site will most likely prohibit you from making a purchase without correction. Usually, well-functioning sites mark in red the fields where errors were made. If the data was entered correctly, but payment is still not made, this means that the problem is in the electronic resource.
  2. The second problem is related to the company’s clients’ fear of having their bank card hacked after paying for the policy.
    Unfortunately, the risk of disclosing your data when purchasing MTPL is exactly the same as in any online store. If a virus application was launched into the program, then it will be able to read information from your account, and your card will no longer belong to you. You also need to carefully study the IC website so as not to fall into the hands of scammers who create phishing pages. Check URLs, company information, phone numbers, etc. You can use the insurers' database on the RSA website.
  3. The next problem is related to the fact that the electronic MTPL policy does not arrive by mail after payment. This unpleasant error is often due to the fact that the resource needs some time to enter new data into its database, and then send the finished form by mail. Sometimes the letter goes to the spam folder, so you need to check it too.
  4. Sometimes traffic police officers refuse to accept the electronic MTPL policy you purchased, which citizens undertake to submit for verification in accordance with Article 2, clause 1.1 of the Traffic Regulations. Although, according to the law, it is enough just to print this document and carry it with you in the car (clause 2, part 7, article 15 of Federal Law No. 40). Traffic police officers may require the appropriate seal and letterhead of the insurance company in its original form (find out how to use the document and what to present to the traffic police inspector for inspection here).
  5. Another problem is related to the fact that the website does not have a menu item “buy electronic compulsory motor liability insurance”.
    Unfortunately, not all insurance companies take advantage of the opportunity to sell electronic MTPL documents, although the Federal Law on MTPL obliges all companies to add such a service to the main list. About 50% of insurers sell policies via the Internet. Therefore, even on the website of fairly popular insurance companies there may not be a function for purchasing an electronic document. In this case, the citizen has no choice but to come to the company’s office independently and purchase an MTPL policy in person.
  6. Not everyone is satisfied with being redirected to a replacement insurance company; if, for technical reasons, it is not possible to issue a compulsory motor liability insurance policy, the policyholder is first transferred to the RSA website, and then a replacement company is selected using the PTS number. In this case, the insurer no longer has the right to refuse to issue e-MTPL.
  7. Refusal based on the absence of an insurance representative in the region. This action is illegal because each insurance company must have representative offices throughout the Russian Federation or a partnership agreement with another company; this is regulated by Part 1 of Article 21 of Federal Law -40.
  8. Limitation when choosing payment - this problem is created by unscrupulous insurers. Not every person has a Qiwi wallet, WebMoney, and so on.

How to solve a problem

Naturally, car owners are interested in what to do if they have not passed the PCA test and the site displays the corresponding error.

Let us consider separately several of the most likely scenarios, which will largely allow us to get an answer to a question that is so pressing for many motorists.

The most common scenario is when the user simply incorrectly enters information into the online application to be filled out in order to obtain an MTPL policy.

If, when visiting your personal account and after sending a request, you see an error warning on the screen, you need to follow these steps:

  • First, carefully review all the information you filled out. There is a high probability of errors, blots, and corrections. If inaccuracies are still found, correct them and resubmit the review request;
  • Errors on the part of the insurance company also cannot be ruled out, since people also work there. When there are deliberately incorrect parameters in the database, then when a new policy is issued, they will not be able to match. Here it is better to contact technical support, find the error in the database and fix it;
  • In theory, you can leave everything unchanged and fill out the policy with the same errors that are present in the general database. But this is a potential risk, since during verification the fact of the presence of an inaccuracy may emerge, and the policy will be declared invalid. This is possible during proceedings after an accident.

If no problems were found with filling out the form, you can move on to the next potential causes of the error.

Incorrect information about experience

The policy must include information about your driving experience. And its incorrect indication quite often becomes the cause of an error in the PCA.

The advantage is that such a blot is simple, and it is quite easy to eliminate it. You will need to consider the following points:

  • Try to indicate not the actual driving experience, but the date of issue of your current driver’s license. Often such a measure helps solve the problem;
  • If the previous method did not produce results, use the selection method. That is, alternately enter different years from the moment you received your driver’s license. The role only plays for a year. The month doesn't really matter here.

Such actions usually allow you to correct the error and receive your electronic policy.

Registration problems

In this regard, drivers and representatives of insurance companies give the following recommendations:

  • carefully check the entered data in the form of login and password;
  • re-login from the main page of the site;
  • if necessary, use the password recovery form;
  • if the information is correct, you have probably been blocked from accessing the site.

In the latter situation there is only one way out. You need to contact representatives of the insurance company, find out the reasons for the blocking and look for ways to solve the problem together with the organization’s employees.

Make and model are not verified

There is a possibility that the general database does not contain information about the make and model of the car that you own. The following procedures are performed here:

  • Take the policy for the previous year, check the information with the current parameters being filled out;
  • Often, it is according to the policy issued earlier that it is possible to correctly enter the name of the make and model of the vehicle;
  • Take a look at PTS and STS. It is possible that there is an error in the car model index itself.

Usually nothing scary or complicated. Letters or symbols are simply entered incorrectly and do not correspond to the information that is present in the RSA database.

STS and PTS numbers

Here the reason is rather the inattention of the user who fills out the form through the site. The problem is that the fields for filling out information from the PTS and STS are located nearby. The names themselves are consonant and very similar. Therefore, a person simply enters information from the STS in place of the PTS, and vice versa.

This error occurs unconsciously. But it's very easy to fix. Just swap the parameters and submit the form again for review.

What to do if the site does not work: is it possible to complain to the insurance company?

To begin with, you should refer to the Bank of Russia Instructions No. 4191-U dated November 14, 2016, which describe the responsibilities of the insurance company to ensure the uninterrupted and uninterrupted functioning of official websites.

  • The total duration of interruptions in the operation of the site is not allowed to exceed 30 minutes per day. If the limit is exceeded, a notice must be posted on the main page at least one day before the start of work, indicating the date and time of its start and end. Work can be carried out from 22.00 to 08.00 Moscow time no more than once a calendar month.
  • The maximum recovery time is eight hours from the moment the outage is detected.

The main bodies for complaints are the Central Bank and the RSA , both organizations have electronic and paper appeal capabilities.

  • The first thing to do in case of prolonged interruptions on the site is to screenshot the monitor screen indicating the date and time (you can take several images to prove a long-term technical failure or the impossibility of any of the operations).
  • Next, go to the website of the Central Bank of the Russian Federation or RSA and describe in detail the essence of the problem and attach the photos you took.
  • The last step will be to submit a complaint and wait for the results of the verification.

eOSAGO tariffs and bonus-malus coefficient (BMC)

Before submitting an application, most drivers try to independently calculate the cost of MTPL. It is extremely difficult to do this manually and correctly. When determining the tariff, the following indicators are taken into account:

  • Total driving experience of all admitted persons.
  • The age of all drivers included in the policy.
  • Bonus-malus coefficient.
  • Accident-free driving record for all permitted persons.
  • Number of drivers included in the policy.
  • The class of each driver - there are 15 driving classes in total.
  • Vehicle registration region.
  • Make and year of manufacture of the vehicle.

Bonus-malus (abbreviated as BBM) is a coefficient that affects the cost of an insurance policy. A coefficient is assigned to each driver. It reflects the driver's level of accident-free driving or experience. The CBM includes all payments under compulsory motor liability insurance that occurred before the client applied for a new policy.

When determining the cost of a policy, insurance companies are required to look at the MTPL history - information about the policyholder’s previous policies. This data is contained in the AIS RSA. Information is requested online when calculating the cost of an insurance policy.

The KBM includes information about insured events that occurred due to the driver’s fault. The information is retained after changing the insurance company for the entire driving experience. It is possible to improve the KBM only by accident-free driving for several insurance periods - it depends on the current indicator at the time of contacting the company.

Alternative options

As an alternative, you should try accessing the website of the desired insurance company from another computer, tablet or smartphone. It is quite possible that technical problems were the result of poor-quality communication between the insurer’s website and the user’s Internet provider.

Or let’s say an option where the insurance company selects clients, cutting off users from certain regions, for example, in which it suffers losses on auto insurance.

In this case, the user will have to disguise himself, that is, change the IP address. Search engines have detailed instructions on using proxy servers and other online camouflage methods.

But the smartest option would be to take out insurance in advance. Today, you can issue a new MTPL policy at the earliest one month before the end of the current contract. A month before the expiration of insurance coverage, you should start trying to purchase a policy from the right company.
