    The payment receipt is submitted along with the papers and a completed application to make changes to the data of the car passport.

    Payment details can be obtained in advance from the territorially assigned traffic police department.

    The amount of the state fee for an action involving changing the data in the vehicle passport is currently 350 rubles (according to Part 2, Article 333.33, Clause 38 of the Tax Code of the Russian Federation).

    It is worth understanding that if you need to replace your transport passport, you will also have to change your registration certificate. A discount on payment of state duties is provided when paying the fee through the State Services portal.

    To pay the state fee when entering changed data into the car passport, you must fill out the appropriate receipt. A receipt with a special established form (PD-4) is accepted at the bank branch.

    The form of the check is determined directly by the bank or organization accepting payments.

    How and where to pay

    You can pay the state fee charged when making changes to a vehicle document at any Sberbank branch, regardless of its territorial location.

    Payment of the state fee is allowed upon presentation to the bank employee of the civil passport of the car owner, as a result of which the last name, first name and patronymic of the owner of the vehicle are indicated on the receipt.

    3. Heirs can register a car on the basis of a Certificate of Inheritance.

    Application to the traffic police for a change of owner when selling a car

    When a vehicle is sold, there is a need to re-register documents, as well as fill out a tax return and pay the tax and pay the state fee to complete registration actions with the traffic police.

      The first part of the document indicates the name of the traffic police department, and also makes a note about how the vehicle was obtained - whether it is new, purchased in the Russian Federation, or manufactured in the Russian Federation. It is also necessary to indicate that changes to the documentation are required in connection with the change of owner.

    Reasons

    The following facts related to the owner of the car and the car itself may be grounds for making changes to the vehicle passport:

    Last name change

    As a rule, a change of surname occurs through the registration of the marriage of the car owner. Women often take their husband's surname.

    Before contacting the traffic police department to make changes to the vehicle passport, the owner of the car must change the civil passport. The document is submitted to the traffic police in a modified form.

    An additional document certifying the fact of a change of surname is a marriage certificate. If you change your surname for other reasons, you must submit an appropriate document establishing this fact.

    When changing address

    Despite the fact that the owner of the vehicle has changed his registration address information, the vehicle cannot be deregistered. It will be enough to change the relevant documents, including the vehicle passport.

    The owner of the vehicle will receive the same title with the changed data entered in the special field “Special notes”. Can only be completely replaced

    Certificate of registration for the car, but the number and series of the document remain unchanged.

    The document that will confirm the fact of changing the registration address of the car owner is a passport with a stamp affixed to the corresponding page.

    During conversion

    In order to make changes to the vehicle passport related to the conversion of the car, you must first submit a corresponding application to the traffic police department.

    A vehicle that has undergone changes in equipment is immediately inspected, as a result of which the car owner will receive a certificate of compliance of the vehicle’s design with road safety requirements.

    It is this paper that will serve as the basis for making changes to the transport passport.

    During reorganization

    When a legal entity is reorganized, the name of the organization is changed. If the vehicle is registered to a specific organization that has undergone reorganization with a change of name, you should change the information in the vehicle passport.

    When buying or selling a car

    During the process of buying/selling a vehicle, the car owner changes. This action involves performing actions related to the re-registration of the vehicle.

    The basis for registration and entering the relevant data into the car passport is the purchase/sale agreement.

    If there are empty lines in the PTS, then changes are made to the current document, the insurance policy and registration certificate must be replaced. If there are no empty fields, you should change the vehicle passport to a new and clean one.

    The old one, as a rule, remains in the hands of the car owner. The previous document may be useful for the possible sale of the vehicle.

    Application for vehicle registration in 2021

    In order to transport vehicles abroad, in addition to the completed form, you need to submit the following package of documentation to law enforcement agencies:

    • Russian passport;
    • PTS;
    • certificate of ownership;
    • driver's license;
    • green card;
    • certificate of payment of state duty.

    Employees of the State Traffic Inspectorate will inspect the vehicle and make the appropriate marks that will allow the vehicle to be exported outside the country. When crossing the border, customs officers will carefully check the documentation. In the absence of the necessary marks, the carrier faces a fine and a ban on traveling abroad with the specified vehicle.

    For your information: a green card is an international insurance policy that is required to be taken out by every car owner who crosses the border in a personal vehicle. The minimum contract period is 15 days.

    After filling out the form, preparing documentation and passing a technical inspection, the vehicle owner turns to the traffic police inspector.

    A department employee checks the availability of the following documents:

    • car passport;
    • car owner's passport;
    • paid receipt of state duty;
    • paper confirming the purchase of the car;
    • the correctness of the completed application.

    The employee is required to check the vehicle for encumbrances and state the reasons for refusal. If the car is pawned or listed as stolen, it will not be deregistered. Further investigations will be carried out. If the car was purchased on credit, the owner is required to submit a certificate from the bank confirming the repayment of the debt and the removal of the encumbrance.

    After verification, the citizen will be given a new set of documents:

    • registration certificate;
    • car registration card;
    • receipt of payment of state fees;
    • transit numbers.

    A change of ownership occurs during the sale of the car. There are also cases when a car is given as a gift to a loved one. In such cases, the car does not have to be deregistered; you just need to go through the re-registration procedure. This is stated in clause 15.5 of Order of the Ministry of Internal Affairs of Russia N 605. This action can be carried out in two ways: with the former owner and without him.

    You can draw up a gift or sale agreement. Then the procedure follows a standard procedure based on the presented contract. If the former owner is unable to participate in the procedure, it is possible to issue a power of attorney to an authorized person through a notary.

    If a person's car is stolen, the first thing you need to do is notify law enforcement agencies. At the police center, the citizen writes a statement, and the officers conduct a search.

    Practice shows that the return of stolen cars has low rates and if it is not found in hot pursuit, it is worth deregistering the vehicle from the traffic police. Otherwise, the vehicle will incur additional costs.

    The driver must provide the following documents to the State Traffic Inspectorate:

    1. statement;
    2. passport of a citizen of the Russian Federation;
    3. certificate of theft;
    4. vehicle registration documents;
    5. vehicle passport.

    The last two documents may not be available, because sometimes they are stored in a stolen car. A certificate provided by the police officer who accepts the theft report will indicate to the traffic police inspector the reason for the absence. In turn, the State Traffic Inspectorate is obliged to notify the tax authorities that the car has been deregistered and charges are suspended.

    The concept of “state duty for deregistration of a car” does not exist, but the procedure provides for the participation of government employees receiving salaries in the process. They check documents, and issuing new papers involves certain costs.

    List of state fees payable:

    1. Adjustment in PTS – price 350 rubles.
    2. Additional costs for disposal - 350 rubles.
    3. If a citizen rents a car due to a change of residence - from 1600 to 2100 rubles. This includes the cost of transit rooms.
    4. For a certificate for license plates of units, if the disposal of the vehicle is partial - 350 rubles.
    5. If a citizen does not change license plates when purchasing a vehicle, then 850 rubles are paid, and for obtaining new license plates you need to pay an additional 2000 rubles.

    Registration of a vehicle upon change of owner through the public service portal

    • Russian Federation passport;
    • PTS and STS (if any), documents for numbered units (if available);
    • purchase and sale agreement (or other document on the basis of which ownership of the vehicle arose);
    • application for vehicle registration (print through State Services after submitting an electronic application).

    As was said earlier, the MTPL policy must be completed before registering the car, and point 13 should be filling out the data from your insurance policy. 14. At this point, you need to select the place of registration of your car through the government services portal. In this case, you can take your actual residential address as a basis, and choose the appropriate one from the proposed options for the State Traffic Inspectorate departments, or choose another arbitrary address and visit the most convenient place for you. This completes the filling out of the electronic application for car registration through government services. Click familiarize and submit an application, and then the rest is small - we are waiting for an answer. After some time, a response will come, which you will see in the notification feed.

    First you need to collect a complete package of documentation:

    • Car passport. This is an A4 format form that has special characters in pink, yellow and blue shades. This is one of the main documents, which contains information about the vehicle on one side, and information about the owner on the other. When purchasing a car from a dealership, the owner indicates the dealer;
    • A government form containing confirmation of ownership of the vehicle. This could be a power of attorney, a certificate from a dealership or a purchase and sale agreement;
    • Original Ukrainian passport and identification number;
    • An active insurance policy that contains information about the owner. The owner independently enters the vehicle number into the document;
    • An application on an official form, which the owner independently fills out and signs;
    • If the vehicle was imported into the country, then transit numbers must be indicated.

    So, after filling out all the necessary papers, you should receive the final documents: two registration numbers and the original documents with which you came to the traffic police. After this, the procedure is complete and you can officially drive your new car. You can write an application for vehicle registration using an example to avoid mistakes.

    It is important to check that the vehicle's passport contains the correct information about the owner. If you do not have time for this procedure, then you can entrust it to a trusted person. This is not prohibited by law. To do this, issue a general power of attorney and have it notarized. You can easily study a sample application for vehicle registration with the traffic police on our portal.

    How to replace a driver's license through the State Services website (EPGU)

    Almost every driver thinks about how to replace a driver’s license without spending a lot of time and money. The solution to this problem lies on the surface. You can replace your driver’s license quite quickly by logging into the single portal of State Services, filling out the required forms there and submitting documents online.

    Please note that in some regions of the country, the unified portal of State Services demonstrates work inconsistent with the traffic police, which leads to the need to fill out the required documents for submitting an application again (this time manually) directly at the traffic police department.

    Is it possible to do this through State Services?

    In order to use the Gosuslugi website, you must have confirmed registration on the gosuslugi ru website.

    To do this, you need to fill out a registration form on the site itself and confirm your identity with the help of relevant organizations (for example, Russian Post). Registration on the State Services website is considered completely free.

    When entering changed information into a car passport through the State Services portal, you can only fill out an application, make an appointment at the traffic police department and pay the state fee provided for this action.

    When making an appointment at the traffic police department, you should select the most suitable institution, convenient date and time. The changes themselves are not made on the State Services website.

    The portal helps to avoid long queues at the traffic police department, at the bank when paying the state fee. Making changes occurs much faster, since before the car owner is received at the traffic police department, the documentation and information presented on the website is processed.

    After submitting the application on the State Services website, it is reviewed. Upon completion of processing the application, the car owner receives a notification with the indicated opportunity to pay the state fee in this service.

    It should be noted that when paying the state fee on the State Services website, the car owner receives a 30 percent discount.

    Moreover, a printout of the receipt will not be required; payment of the fee will appear in the submitted documents at the traffic police department. However, in some cases (loss of documents by inspectors, confusion, etc.), you will still need to provide a receipt.

    Therefore, you should protect yourself and print out a paper approving payment of the state fee.

    What a duplicate PTS looks like is presented in the article: duplicate PTS.

    How to fill out an application to register a car with the traffic police: sample

    • Do not confuse the applicant’s full name and the owner’s initials (separate columns are indicated in the form for filling out these parameters);
    • Indicate the required type of registration action (registration or change of registration data);
    • Completely list in writing all the documents that you will provide (receipt for payment of state duty, vehicle passport, power of attorney, etc.).
    • Provide genuine passport information about the owner of the vehicle;
    • Enter information about the car in accordance with the title (make, model, VIN, year of manufacture, etc.);
    • Fill in the “Data of the owner’s representative” field only if the car is registered by power of attorney;
    • The completed data is supported by the signature of the applicant (or the owner’s representative).

    A correctly completed application to register a car with the traffic police is the key to quickly registering the car. Often car owners make gross mistakes when filling out the form or provide the wrong document to the authorized bodies. We tell you where to download the application for car registration and how to fill it out correctly.

    Procedure

    Before making changes to the car passport, you should change the information in other personal papers of the car owner, for example, in the passport. Only after this should you contact the traffic police department.

    The car owner’s procedure for entering changed information into the car’s passport will be as follows:

    1. Contact the traffic police department and provide the necessary package of documents (papers + completed application + receipt for payment of state duty).
    2. Receive a transport passport with the changes made to it within the appointed time.

    When changing the design of a vehicle, the car owner must independently conduct a preliminary technical examination, using the services of an appropriate organization with existing accreditation.

    After the examination, a technical report is issued, which must be submitted to the traffic police department with a full package of documents for the car.

    The car owner will also have to submit his vehicle for inspection through the appropriate traffic police officer.

    Application to the traffic police for change of owner

    In a similar way, an appointment to re-register a car through State Services for another owner in 2021 takes place. To do this, you need to follow the link “Registration of motor vehicles and trailers for them” - “Changing registration data” - “Changing data of the owner of the vehicle.” Re-registration of a car to a new owner through State Services requires entering information (or providing it in person to the traffic police) from the following documents:

    In April 2021, changes to the Rules for registering motor vehicles and their trailers with the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation came into force. In particular, it has become possible to sell a car without deregistering it and maintaining license plates if the new owner lives in the same region as the seller. In words, everything seems to be clear. How does it actually happen?

    When not required

    The procedure for making changes to a vehicle passport is considered optional if there is only one field in the document to indicate this information.

    Making changes to the vehicle passport is not considered mandatory if there are changes in the data about the owner of the vehicle. However, this action will help to avoid unnecessary problems and inconsistencies in the documents available to the car owner.

    It is not always necessary to replace the document itself. You can enter the changed data in the fields in the “Special notes” column without changing the passport itself, its series and number.

    Filling out an electronic application

    Having this set of documents, you can begin filling out an electronic application to register a vehicle through government services. By clicking the “get service” button you will see the following view:

    The next step is to fill in the data on the car’s title (the series is the first 4 digits, and the number is the next 6 digits). A document confirming ownership can be a purchase and sale agreement, a lease agreement or any other document that serves as the basis for the transfer of ownership to you.
