Regulatory documents governing the carriage of passengers

Current legislation requires that such a responsible matter as the mass transportation of passengers by bus be approached in compliance with all established rules and regulations.

This means that regardless of the type of transportation - urban or intercity - the bus is intended for, the established rules apply equally to both drivers and passengers.

Attention! The current rules for the carriage of passengers and luggage on buses consist of the following regulatory documents:

  • Federal Law No. 220, adopted on July 13, 2015. It concerns the regulation of the procedure for transporting people by buses running on regular routes,
  • Decree of the Government of the Russian Federation dated February 14, 2002 No. 112 with amendments and additions dated April 28, 2015, which approved the Rules for the carriage of passengers and luggage in bus transport (hereinafter referred to as the Rules),
  • Federal Law Charter of motor transport and urban ground electric transport dated November 8, 2007 N 259-FZ (hereinafter referred to as the Charter).

Rostransnadzor can additionally issue orders, approve instructions, and send letters to carriers to regulate the activities of transport companies.

Since life does not stand still, these regulations are constantly changing, amendments and additions are made to them. In addition, each region of the country has the right to adopt its own regulations in addition to existing laws at the Federal level.

For example, the State Duma is considering bill No. 985164-6, which concerns changes to the content of Article 3.1 of the Charter.

Current regulations

The requirements for passenger transportation by bus in 2021 are established by the following regulations:

  • Federal Law No. 220-FZ of July 13, 2015;
  • Charter of motor transport and urban ground electric transport;
  • Resolutions, orders, instructions and letters of Rostransnadzor.

The rules for the carriage of passengers are mandatory for all legal entities operating in this area. There are also certain requirements for the driver.

In addition to the listed regulations, each region of the Russian Federation has the right to adopt its own legislative documents in addition to them. Adjustments and additions may be made to existing standards, which are a consequence of the analysis of statistics of all road accidents involving buses. The wishes of passenger transport drivers are also taken into account. To eliminate the possibility of violations due to ignorance, it is recommended to carefully monitor all changes made.

Requirements for passenger transportation by bus:

  • availability of a package of documents necessary for the transportation of passengers;
  • compliance by the driver with all his professional duties;
  • compliance of the passenger bus with all technical characteristics established by current regulations.

Compliance with established standards ensures the safety of not only the life and health of citizens, but also their property. Violation of the rules for transporting passengers entails administrative liability, according to the Arbitration Procedure Code of the Russian Federation.

Bus requirements

In order for a bus to be approved for passenger transportation, it must meet the following requirements:

  • be in the property of the carrier or other legal possession, as required by paragraph 2 of Article 34.1. Federal Law No. 220,
  • according to paragraph 29 of the Rules, a route indicator must be placed on the windshield, on the rear window and on the right side of the bus body, which can be read at a certain distance,
  • the sign placed on the windshield must contain the name of both the point of departure and the destination,
  • the sign, which is located on the right side of the body, must indicate the name of the starting point, the main intermediate stopping points, the final destination,
  • according to paragraph 31 of the Rules, the pointer placed on the windshield must be no higher than 14 cm,
  • According to paragraph 36 of the Rules, brief or complete information about the carrier is placed on the windshield or on the right side of the bus body.

Important! The following information must be placed in the bus interior, as provided for in paragraph 37 of the Rules:

  • full name, location address, contact phone numbers of the carrier,
  • last name, first name, patronymic of the driver and conductor. If there are several drivers, information about each person driving the vehicle is indicated.
  • name, location address, contact numbers of the government body that exercises control over this transportation route,
  • in a place accessible to passengers - numbers indicating seating areas. This requirement does not apply to buses that do not have specific seating numbers for passengers,
  • the cost of travel to the final and intermediate destinations and the price of baggage transportation,
  • signs with places intended for people with children, as well as people with disabilities or limited physical capabilities,
  • signs where fire extinguishers are located, buttons for emergency bus stops, emergency exit locations,
  • A separate sign with an extract or the full text of the Rules for using the vehicle must be located in an accessible place.

Before departure, the bus must be inspected by the carrier’s specialists for compliance with its safety requirements, which are provided for by the Federal Law of December 10, 1995 “On Safety...”.

In addition, the vehicle, as required by subparagraph “b” of paragraph 1 of part 1 of Article 15 of Federal Law No. 170 of 06/01/11 “On Technical...”, must have a valid inspection period, which is carried out every six months.

Technical requirements for buses for transporting passengers in 2021

  • Compliance of the type, brand, design and power of the vehicle with the type of bus intended for the transport of passengers.
  • The parameters of the vehicle must ensure its free passage on Russian roads.
  • Light bulbs in the bus interior must be kept in working order for comfortable transportation of passengers in the evening.
  • The presence of speakers in the cabin for the driver to address passengers if necessary.
  • Keeping door and window mechanisms in working order.
  • Availability of a working heating system for traveling in winter.

You must have:

  • certificate of compliance with environmental standards;
  • first aid kit;
  • two fire extinguishers: one next to the driver’s seat, the second in the cabin;
  • a wheel chock and a device that provides access to an emergency exit;
  • warning triangle;
  • compartments for large luggage;
  • navigator and video recorder in the driver's cabin;
  • indication of the route on the outside of the bus;
  • a sign indicating that passenger transportation is taking place.

Driver's rights and responsibilities

Clause 1 of Part 1 of Article 34.1. Federal Law No. 220 requires that only a driver who has an employment relationship with the carrier as a legal entity or individual entrepreneur be allowed to drive a bus.

In this case, information about such a driver must be contained in the register of passenger transportation routes. During the period of preparation for the route and departure for the flight, the driver must comply with the duties that are regulated by the instructions of the specific carrier.

Please note! They are as follows:

  • undergo a pre-trip medical examination,
  • check the external and internal condition of the bus,
  • Is the bus fueled, what condition are the tires in,
  • presence and serviceability of rear view mirrors,
  • operability of emergency exits,
  • while driving, adhere to the established schedule of arrival at destinations,
  • have identification documents with you, as well as a driver’s license, which must be presented at the request of the traffic police,
  • while driving, wear a driver's uniform, if provided by the carrier,
  • When the bus stops for more than 5 minutes, turn off the engine,
  • choose the driving speed depending on the state of the roadway and weather conditions in order to ensure traffic safety,
  • carry other responsibilities.

Required Documentation

Drivers who work on passenger buses on city routes must have with them:

  • information about whether the carrier company has the appropriate license,
  • driving license with the appropriate category, for example D, D, DE, D1,
  • open MTPL insurance policy with unlimited validity period,
  • waybill for passenger transportation on a specific city route during the day,
  • a note confirming that you have undergone a medical examination before leaving for the route,
  • diagnostic card on daily technical inspection of the bus before departure on the route,
  • original vehicle registration certificate indicating the assigned license plates,
  • technical passport for the bus.

If during the check it is revealed that the driver does not have any documents, then the traffic police officer can draw up a report on an administrative offense, based on the results of which a substantial fine will be applied to the driver or carrier.

To prevent this from happening, the driver must have the entire set of documents.

Driver examination.

On international routes

The transportation of passengers between countries always involves crossing borders, and therefore the requirements for such routes will be somewhat different from the requirements for urban or intercity transport.

The same applies to the requirements for drivers, the documentation they must have and their verification and registration procedures at customs.

The technical condition of such buses must meet increased safety and comfort requirements for passengers.

Documentation

All documentation must be valid, without any delays in its validity.

Papers must be properly completed through government and other services authorized to issue permits to transport workers:

  • license to transport people on foreign routes;
  • waybills;
  • Green Card policy, which serves as compulsory motor insurance for civil liability of drivers;
  • a valid driver's license of the required category, group D;
  • a certificate of timely completion of a medical examination, which drivers employed in transport companies are required to undergo at least once every 2 years;
  • documents confirming the completion of technical inspection in due time;
  • the driver’s civil passport, international passport, and when crossing borders with a visa regime, an appropriate visa must additionally be issued;
  • vehicle registration certificate;
  • technical documentation for this bus model - technical passport.

If necessary, you must have a copy of a printed international agreement with a particular country where the Russian bus is entering, regarding the conditions of auto insurance for civil liability of drivers moving from Russia to other countries.

Drivers

Regardless of whether the trip is carried out on a regular international route, a special one (custom-made), or an irregular one, carried out occasionally, all drivers must meet the requirements that apply to them as employees of a transport company carrying out long-distance transportation of people.

It should be immediately noted that the transportation of passengers abroad is extremely rarely carried out by one driver. Most often, there should be at least two drivers who would replace each other on the way.

All requirements for the driver’s duties must be observed by him in the same way as when transporting people in city or intercity transport, but only he must also know the procedure for passing a check at customs, when it is necessary to disembark passengers for inspection with dogs, how to fill out papers, etc.

Technical condition of transport

Since international transportation of people by bus is often carried out over quite long distances, the requirements for such buses must be met in an enhanced manner.

These include the following technical and design standards:

  1. Power, type, brand - everything must correspond to the category of vehicles transporting a large number of people and luggage on long-distance flights.
  2. The weight of the bus, as well as its dimensions, must correspond to the parameters of not only roads in Russia, but also highways, overpasses, underbridge passages, tunnels and other features of the road infrastructure of foreign countries.
  3. Typically, such buses can be equipped with increased comfort elements, such as a toilet.
  4. All windows, doors, handrails, seat and hatch mechanisms must be in good condition.
  5. All seat numbers must be clearly written.
  6. Lighting must be operational throughout the cabin, as well as the heating system for passenger transport in the cold season.

The presence of passengers in a certain number should not exceed the standards established in the technical passport of the vehicle.

Otherwise, already at the border, for exceeding the number of people on board the bus, the transport company on whose behalf people are transported abroad may be fined.

Passenger rights and obligations

As for passengers who use public transport, they have the following rights:

  • without restrictions, purchase tickets for a trip on any regular route, regardless of the carrier,
  • get acquainted with the bus schedule not only at any stopping point, but also from the driver carrying out transportation along the route (clause 7 of the Rules),
  • board and disembark the bus at any stop point provided for by the schedule (clause 11 of the Rules),
  • demand to stop the bus on any part of the route, having previously notified the driver or conductor (clause 12 of the Rules),
  • if you have a travel ticket, use waiting rooms and toilets, which are located inside bus terminal buildings or bus stations, free of charge (clause 21 of the Rules),
  • carry hand luggage regardless of the type of packaging (clause 54 of the Rules),
  • hand over luggage to the driver to place it in a special compartment of the bus,
  • carry children under 7 years of age on city and suburban buses without purchasing a separate ticket (clause 1, part 1, article 21 of the Charter),
  • carry children under 5 years of age on intercity buses without purchasing a separate ticket (clause 1, part 1, article 21 of the Charter).

Remember! The passenger is obliged:

  • purchase a ticket at the ticket office of a bus station or bus station for travel along the route, which should be kept with you until the end of the trip,
  • present the ticket for inspection at the request of the conductor or controller,
  • when traveling with a child who has the right to free travel, have with you a document that certifies his age (Part 3 of Article 21 of the Charter),
  • During the trip, follow the internal rules established by the carrier.

Passenger travel in public transport – how is it regulated?

Every person at least once in his life traveled by trolleybus or tram, or, in extreme cases, called a taxi. Sometimes we encounter non-standard and sometimes unpleasant situations on the road: speeding, rudeness of the driver, violation of basic traffic rules. The Russian Federation Traffic Regulations provide for a separate clause 22 “Transportation of people”.

According to traffic rules clause 22.3, in buses operating on intercity, tourist, and mountain routes, the number of seats and the number of passengers must be the same.

So you can safely ask the driver to save you from overhanging bellies and not always pleasantly smelling armpits.

I would like to pay special attention to the rules for disembarking and embarking passengers. Until the driver has completely stopped the vehicle, passengers are prohibited from boarding or disembarking.

Although in real life we ​​constantly witness repeated disregard for traffic rules. The number of people transported in city regular buses should not exceed the number specified in the technical documentation of the vehicle (clause 22.8 of the Russian Traffic Regulations).

All about tickets

According to paragraph 42 of the Rules, passengers travel on the basis of purchased tickets. It must contain the mandatory details that are specified in Appendix No. 1 to the Rules.

Tickets sold at the box office can be either personalized or non-registered. Personal ones are used in cases where it is required to transfer data about passengers to the AIS of personal data (clause 47 of the Rules).

Personalized tickets are sold to passengers on the basis of a document that can be used to identify their identity.

Points for selling bus tickets depend on the type of service:

In certain cases, a passenger may be denied a ticket.

Attention! These are the following cases:

  • all tickets for seated seats have been sold, and according to the conditions of transportation, only seated passengers can be transported,
  • the number of tickets sold exceeded the design capacity of the bus.

Boarding and disembarking

When boarding and disembarking passengers from the bus, only service doors are used. In addition to them, the vehicle must be equipped with an emergency exit and emergency hatches. They are intended for use only if, while driving or parking, there is a danger to the life and health of passengers, such as a fire.

Every door on a vehicle must be easy to open from the inside. The location of the emergency exit must be indicated by the inscription “Emergency Exit”, and the location of the emergency exit – “Emergency Exit”.

Small buses must have at least two doors. On buses with a large capacity, the number of exit doors should be greater. Their specific number depends on the availability of passenger seats with which the vehicle is equipped.

Control over payment of fares during the route is carried out by the conductor or driver. If this is entrusted to the driver, then boarding and disembarking of passengers is carried out through the front door and only after the bus has completely stopped moving.

RULES for the transportation of passengers and luggage by road and urban ground electric transport

I. General provisions

1. These Rules establish the procedure for organizing various types of transportation of passengers and baggage, provided for by the Federal Law “Charter of Road Transport and Urban Ground Electric Transport”, including requirements for carriers, charterers and owners of transport infrastructure, conditions for such transportation, as well as conditions for providing vehicles for such transportation.

2. The terms used in these Rules mean the following:

“bus station” is a transport infrastructure facility that includes a complex of buildings and structures located on a specially designated area designed to provide services to passengers and carriers during the transportation of passengers and baggage, providing the possibility of departure of more than 1000 people per day; (As amended by Decree of the Government of the Russian Federation dated November 26, 2013 No. 1073)

“bus station” is a transport infrastructure facility that includes a complex of buildings and structures located on a specially designated territory designed to provide services to passengers and carriers during the transportation of passengers and luggage, providing the possibility of departure from 250 to 1000 people per day; (Added by Decree of the Government of the Russian Federation dated November 26, 2013 No. 1073)

“luggage vehicle” is a vehicle that transports luggage separately from passengers;

“commercial act” - a document certifying the shortage, damage or deterioration of baggage;

“conductor” - an official who sells tickets in a vehicle;

“passenger taxi” is a vehicle of category “M1” used for the transportation of passengers and luggage in accordance with a public charter agreement;

“taximeter” - equipment designed to calculate the cost of transporting passengers and luggage by passenger taxi based on established tariffs per unit of mileage and (or) unit of time for using the vehicle;

“vehicle of category “M1” - a vehicle that is used to transport passengers and has, in addition to the driver’s seat, no more than 8 seats;

“vehicle of category “M2” - a vehicle that is used to transport passengers, has, in addition to the driver’s seat, more than 8 seats and whose maximum weight does not exceed 5 tons;

“vehicle of category “M3” is a vehicle that is used to transport passengers, has more than 8 seats in addition to the driver’s seat and whose maximum weight exceeds 5 tons.

II. Regular transportation

3. Regular transportation of passengers and luggage is carried out according to schedules.

4. A schedule for regular transportation of passengers and baggage (hereinafter referred to as the schedule) is drawn up for each stopping point on the regular transportation route, which provides for a mandatory stop of the vehicle.

5. The schedule contains departure intervals for vehicles, including by time periods of the day, or a time schedule for the departure of vehicles from a stopping point.

6. The schedule regarding intercity transportation, in addition to the information specified in paragraph 5 of these Rules, contains a time schedule for the arrival of vehicles at the stopping point.

7. The schedule is posted at all stopping points on the regular transportation route, where a mandatory stop for the vehicle is provided.

8. If the need for regular transportation of passengers and baggage significantly depends on the time of year or days of the week, the schedule can be drawn up for the summer and autumn-winter periods of the year and (or) separately for working days, weekends and holidays.

9. Changes made to the schedule are brought to the attention of the population no later than 10 days before the start of regular transportation of passengers and baggage according to the changed schedule.

10. Schedules indicate local time.

11. Stopping of vehicles for boarding (disembarking) passengers is carried out at all stopping points on the route of regular transportation, with the exception of stopping points at which boarding (disembarking) passengers is carried out at their request.

12. Stopping of vehicles for boarding (disembarking) passengers at their request is carried out if:

a) the passenger in the vehicle will notify the conductor or driver in advance of the need to stop the vehicle at the appropriate stopping point;

b) there are people at the stopping point waiting for the vehicle to arrive.

13. The driver or conductor is obliged to warn passengers in the vehicle in advance about stopping points at which passengers can be picked up or dropped off at their request.

14. Stopping points are equipped with signs indicating where the vehicle stops for boarding (disembarking) passengers.

15. The following information is placed on signs (with the exception of signs at stopping points located on the territory of bus stations and bus stations): (As amended by Decree of the Government of the Russian Federation dated November 26, 2013 No. 1073)

a) symbol of the vehicle (bus, trolleybus, tram) used for regular transportation of passengers and luggage;

b) name of the stopping point;

c) numbers of regular transportation routes that include a stopping point;

d) the name of the final stopping point of each regular transportation route;

e) schedule for all regular transportation routes that include a stopping point, with the exception of stopping points at which passengers are boarded (disembarked) at their request;

f) the inscription “On request” at stopping points where passengers are boarded (disembarked) at their request;

g) name, address and contact telephone numbers of the body providing control over the transportation of passengers and baggage.

16. In addition to the information provided for in paragraph 15 of these Rules, the signs may contain other information related to the regular transportation of passengers and luggage.

17. The final stopping points of regular transport routes at which vehicles arrive and which do not coincide with the points of departure are equipped with “No boarding” signs.

18. Stopping points from which more than 100 passengers depart per day, with the exception of stopping points located on the territory of bus terminals and bus stations, are equipped with protective equipment against precipitation, if land plots adjacent to the stopping point allow this. 19. A stopping point is located on the territory of a bus station or bus station, if the total number of passengers departing from the stopping point according to the general schedule for all regular transportation routes that include this stopping point is from 250 to 1000 people and more than 1000 people per day, respectively, and the maximum departure interval for vehicles on one or more regular transportation routes exceeds 2 hours. 20. Minimum requirements for the equipment of bus terminals and bus stations are established by the Ministry of Transport of the Russian Federation. (As amended by Decree of the Government of the Russian Federation dated November 26, 2013 No. 1073)

21. A passenger has the right to free use of waiting rooms and toilets located in the buildings of a bus station, bus station, if he has a ticket confirming the right to travel along a regular transport route, which includes a stopping point located on the territory of this bus station or bus station:

within the time established by the owner of the bus station, bus station, but not less than 2 hours from the actual time of arrival of the vehicle - for a stopping point that is the destination;

during the validity period of the ticket (taking into account the actual delay in departure and (or) late arrival of the vehicle) - for other stopping points.

22. The operating hours of the bus station must correspond to the schedule of arrival and departure of vehicles. (As amended by Decree of the Government of the Russian Federation dated November 26, 2013 No. 1073)

23. On the front side of the main building of the bus station, bus station with non-24-hour operation, a general schedule for all regular transportation routes must be posted, which includes a stopping point located on the territory of the bus station, bus station, or an information terminal for providing information about the arrival and departure of vehicles . 24. The following information should be posted in the main building of the bus station:

a) a general schedule for all regular transportation routes, which include a stopping point located on the territory of a bus station or bus station;

b) a diagram of the location and numbering of seats in vehicles that depart from a stopping point located on the territory of a bus station or bus station;

c) a diagram of regular transportation routes, which includes a stopping point located on the territory of a bus station or bus station;

d) rules for using the services of a bus station or bus station.

25. The information provided for in paragraph 24 of these Rules is posted in a convenient place for familiarization with it in the ticket office, waiting room of a bus station or bus station, as well as in other places at the discretion of the owner of the bus station or bus station. 26. The general schedule for all regular transportation routes, which include a stopping point located on the territory of a bus station, must contain information about the arrival and departure of vehicles on each regular transportation route, including days of the week and time (in hours and minutes):

a) arrival of the vehicle at the stopping point;

b) departure of the vehicle from the stopping point;

c) arrival of the vehicle at the final points of the regular transportation route.

27. The scheme of regular transportation routes is presented in the form of a conventional graphic image of the route of vehicles from the stopping point of the bus station, bus station to the final points of the regular transportation routes. The specified diagram is posted in the waiting room or ticket office of a bus station or bus station. The following information is written on the diagram using symbols:

a) populated areas where stopping points are located on regular transportation routes;

b) numbers of regular transportation routes passing through the settlements indicated on the diagram.

28. On the territory and in the main building of the bus terminal, bus station, information about the location of the main services and premises of the bus station, bus station intended to serve passengers and carriers, including waiting rooms, ticket offices, mother’s rooms and child (if available), food stations (if available), first aid station (if available), storage room (if available), toilets, and also indicates the direction of movement to them and to vehicles on the corresponding routes. (As amended by Decrees of the Government of the Russian Federation dated November 26, 2013 No. 1073; dated November 10, 2018 No. 1342)

29. Vehicles used for regular transportation of passengers and luggage are equipped with regular transportation route indicators, which are located:

a) above the windshield of the vehicle and (or) in the upper part of the windshield;

b) on the right side of the body along the direction of the vehicle;

c) on the rear window of the vehicle.

30. The names of the starting and final stopping points and the number of the regular transportation route are indicated on the regular transportation route indicator, placed above the windshield of the vehicle and (or) in the upper part of the windshield.

31. The height of the regular transport route indicator placed on the windshield must not exceed 140 mm, and the height of the regular transport route indicator placed on the windshield of vehicles of category "M3" - the minimum distance between the upper edge of the windshield and the upper boundary of its zone cleaning with a glass cleaner.

32. The regular transport route indicator, placed on the right side of the body along the vehicle’s path, contains the number of the regular transport route, as well as the names of the starting, final and main intermediate stopping points.

33. The regular transportation route indicator placed on the rear window of the vehicle is marked with the regular transportation route number.

34. It is allowed to use an electronic information board as an indicator of the route of regular transportation.

35. In a vehicle with 2 or more doors through which passengers enter, with the exception of vehicles of category “M2”, a sign with the inscription “Entrance” is fixed above each door on the outside or the inscription “Entrance” is applied.

36. The full or short name of the carrier is indicated above the windshield and (or) on the right side of the body along the direction of the vehicle.

37. The following information is placed inside a vehicle used for regular transportation of passengers and luggage:

a) the name, address and telephone number of the carrier, the surname of the driver, and if there is a conductor, also the surname of the conductor;

b) name, address and contact telephone numbers of the body providing control over the transportation of passengers and baggage;

c) seat numbers, except for cases when the vehicle is used for regular transportation on tickets that do not indicate the seat number;

d) the cost of travel, hand luggage and baggage transportation;

e) signs of seats for passengers with children and people with disabilities, except for cases when the vehicle is used for regular transportation on tickets that indicate the seat number;

f) indicators of fire extinguisher locations;

g) indicators of the location of the vehicle stop buttons;

h) emergency exit signs and rules for using such exits;

i) rules for using a vehicle or an extract from such rules.

38. In a vehicle with 2 or more doors through which passengers exit, with the exception of vehicles of category “M2”, a sign with the inscription “Exit” is fixed above each door on the inside or the inscription “Exit” is applied.

Intercity communication

Intercity transportation is regulated by the Charter. Thus, according to Part 4 of Article 4 of this regulatory act, intercity transportation includes transportation that is carried out between populated areas, the distance between which is more than 50 km.

To operate on such routes, buses must have soft suspension and be equipped with soft seats and climate control systems.

Important! Intercity transportation of passengers is carried out:

  • without transfers to another bus (end-to-end method),
  • with transfers to another bus (sectional method).

Buses on request

Part 2 of Article 27 of the Charter provides for the possibility of transporting passengers under a charter agreement. These are the so-called “irregular shipments”.

The route of movement on the basis of such an agreement is determined by the customer. If the carrier does not provide the bus at the time and place specified in the contract, then he is obliged to pay penalties.

Their size is determined by part 2 of Article 34 of the Charter and is calculated based on payment for the cost of a passenger seat. In absolute terms it is 20 percent of the contract amount.

Excursion buses

The carrier can use the buses in the fleet not only for regular and irregular passenger transportation, but also for excursions. In this case, no structural changes are required to the vehicle.

The driver must meet the same requirements as when using it to transport passengers along the route. Moreover, the passengers of the excursion bus are represented by an organized group of citizens.

All conditions and features of the excursion trip are stipulated in the contract concluded in writing.

Please note! It should contain information:

  • about the final destination,
  • about the travel route,
  • about the time and place of stops,
  • about the number of tourists who will take part in the trip,
  • about the person responsible for the transportation of passengers,
  • about the time of use of the bus on an excursion trip.

If a bus is provided for excursion trips on a regular basis, then this circumstance must be reflected in the contract. In addition, some features of the terms of the contract must also be reflected.

For example:

  • the bus must be ready for tourists to board no later than 15 minutes before the start of the trip along the agreed route,
  • start of movement - no earlier than 6 o'clock in the morning,
  • end of movement – ​​no later than 22 pm,
  • The guide or accompanying person must have a list of names of all participants in the excursion.

How to file a complaint against a bus driver?

Transportation in winter

If passengers are transported in winter, then turning off the heating of the bus interior is completely prohibited. If the heating system is faulty, the bus cannot be released. If the glass of the bus windows becomes icy, this may be the basis for passengers to file complaints against the carrier.

To prevent road accidents, the bus must be equipped with studded tires. Summer tires must be removed. Failure to comply with this requirement will result in the driver being fined.

Before driving, the driver must check the technical condition of the bus, as well as how tightly the doors and windows are closed. The heating device with which the bus is equipped must not emit toxic substances. And its location should prevent contact with vehicle passengers.

Shift transportation

Passenger transportation can be carried out on a rotational basis, which is used:

  • for the delivery of workers and employees of an enterprise, organization or institution from their place of residence to their place of work and back. At the same time, in free time, the bus can be used for business trips during working hours. A striking example is a school bus that collects students at their place of residence and takes them to the school building, or the use of a bus in rural areas where there is a long traffic gap,
  • for delivering shifts of workers to construction sites, mines, and oil developments.

The shift bus must have enough space to accommodate luggage, as well as tools necessary for work, and have folding stairs for boarding and disembarking workers.

Remember! According to its design features, a rotational bus should be able to:

  • overcome difficult-to-reach traffic areas,
  • install professional equipment.

This is important for workers in the oil and energy industries. As practice shows, rotational buses are cheap and irreplaceable transport.

Service transport

Any legal entity or individual entrepreneur has the right to buy a bus for their business use. The owner will dispose of this transport independently.

According to the owner's instructions, documented, the bus can be used:

  • for employee business trips,
  • for business trips,
  • for the delivery of workers and employees from their place of residence to work and back,
  • for going to corporate events.

Despite the fact that the bus is used for official purposes, its operation must ensure safety during transportation.

Obtaining a license

To obtain a permit, first of all, it is necessary to register and obtain the appropriate legal status. Private carriers usually register as individual entrepreneurs, but when opening a transport company, registration as a legal entity is required.

Registration steps:

  1. Determination of the company name and registration address.
  2. Selection of codes from OKVED.
  3. Filling out an application according to form P21001.
  4. Payment of duty.
  5. Choice of taxation system.
  6. Receipt and registration of documents.

Obtaining a license
In the future, you will need to obtain a license. To do this, you must provide constituent documents.

Among them:

  • registration certificate;
  • extract from the register of individual entrepreneurs or legal entities;
  • documents for a garage or parking place;
  • passport and TIN of the founder.

To obtain a license, you will also need a vehicle inspection certificate, an MTPL insurance policy, and a vehicle technical passport. If the bus was purchased recently, then before obtaining a permit it must be registered with the traffic police. A certificate of production is also included with the application package when applying for a license.

An application for a permit is processed within 20 days. Subsequently, the founder is either provided with a license or refused with the obligatory indication of reasons.

Possible fines for violations

Each bus that is used to transport passengers must be equipped with a tachograph. In case of absence of a device, illegal correction of its readings, or non-compliance of the device with the guilty official, in accordance with Article 11.23 of the Administrative Code, a fine of 5,000 to 10,000 rubles is applied.

If the driver’s work and rest regime is violated, the punishment will range from 1,000 to 3,000 rubles. For gross violations of the rules for transporting passengers, the carrier may be deprived of a license for this type of activity.

Transportation violations

Unlawful actions committed during the transportation of passengers, as well as punishments for them, are described in the Code of Administrative Offenses, Art. 12.23. In accordance with this regulatory act, violation of transportation rules faces a fine of 500 rubles. When committing actions that resulted in an emergency situation with victims, the culprit faces not only administrative, but also criminal liability. This emphasizes the need to comply with transportation rules, traffic rules and road safety regulations.

Possible violations
A minibus is a vehicle that is used to transport passengers. Transportation must be carried out in accordance with legal requirements. A license is required to conduct this type of activity. To obtain it, you must submit an application, attaching constituent documents.
