  • In 2021, technical inspections are carried out by inspection operators accredited by the Russian Union of Auto Insurers (RUA). All inspection stations will receive accreditation.

Control over technical inspection in 2021 has decreased significantly. In the first half of the year, many motorists simply stopped undergoing technical inspection, because... insurance companies often sold MTPL policies without monitoring the presence of a maintenance coupon. Recent changes to the Law have also left loopholes for those who cannot (or do not want) to undergo an inspection. As a result, in the 1st half of 2021, the number of accidents due to the technical condition of cars in Russia increased sharply - by almost 30% compared to the 1st half of 2021. The number of deaths in such accidents has increased by 53 people!

The cost of passing a technical inspection will increase from January 2021. The Federal Law “On Technical Inspection of Vehicles...” comes into force.

Now the inspection coupon becomes a mandatory document when purchasing an MTPL policy, but this rule does not apply to cars that are not yet 3 years old, in which case the car does not need to have this coupon.

For cars older than 3 years, from January 1, 2021, it is possible to purchase a new OSAGO policy only if you have a technical inspection coupon, which, as you know, expires no more than 6 months before the expiration of the insurance policy.

Also, from January 1, 2018, State Traffic Inspectorate employees will not check whether the driver has State Traffic Safety Inspectorate tickets during traffic supervision.

In accordance with the law, it is quite enough for DSP employees to check only the presence of an MTPL insurance policy, which indicates that the car is not only insured, but also technically sound.

Valid technical inspection coupons issued before August 1, 2018 (new and old) can be accepted by insurance companies for concluding MTPL contracts until August 1, 2018.

According to the traffic police, Belarusians now have about 3 million passenger cars. And almost a third of them go out on the roads... without a technical inspection! The reason is simple - car owners do not want to pay the so-called “road tax”, without which you will not pass the technical inspection, says Beltechosmotr press secretary Tatyana Stepanova.

Let's see: if the weight of your car (and the majority of them in the country) does not exceed two tons, then the amount of “road tax” for you will be 138 rubles. Add here the fee for passing the technical inspection and you get a sum of approximately 210 rubles. Agree, today not everyone can easily take and pay such an amount. This is more than the average pension!

The collection of “road tax” began in 2014. The inadequacy of the amount that must be paid outraged even members of parliament. Finally they were heard.

“There is a proposal to “get rid of” both the technical inspection and everything, and make it a regular fee that the driver pays before going on the road. For example, if some conditional car owner did not drive in the winter and plans to go on the road in April, then he can go and pay this fee for a month, two, three or five and go quietly,” says the chairman of the commission on industry, fuel and energy complex, transport and communications of the House of Representatives Andrey Rybak.

The amount does not depend on which roads you plan to drive on, so there will be no toll roads for Belarusians. But what will technical control over the payment of “road toll” then look like?

“Technical implementation options are still being worked out,” admits the deputy. - I think this will be the usual payment. And then control will be either through the traffic police, or through photographic recording, or through both at the same time... Well, it’s like today: you paid for car insurance, and don’t put any special stickers on the windshield - a traffic police officer stopped you and checked you.”

Maybe if they decided to meet people’s demands, then the amount of this fee will be reduced?

Andrey Rybak: “The amounts will remain the same. This money is actually the only source for the road fund. Today we are faced with the task of not reducing costs on republican roads and repairing local roads. The goal is to make this fee more flexible and increase collections.”

If in the 2017 budget it was planned to collect 322 million 750 thousand rubles in “road tax”, then in the draft budget for 2021 it is almost 3 million less.

In any case, the fact that you can pay the “road toll” monthly is already a relief. But you can’t expect changes to happen quickly. These are just new taxes being introduced quickly.

“Now proposals have actually been prepared for consideration by the president. If all goes well, a decree will be prepared to initiate this process. Next, it will be necessary to make certain changes to the Code of Administrative Offenses and to the Procedural and Administrative Code. It will take some time to bring the legislation into compliance,” says Euroradio’s interlocutor.

Let me remind you that the idea of ​​a “road toll” was generated several years ago by the deputies of the House of Representatives themselves. Another thing is that its size, according to their proposal, should not exceed two basic ones.

The technical inspection operator and the expert bear full responsibility for issuing a diagnostic card, as well as for compliance with other requirements established by federal legislation.

The diagnostic card is drawn up in writing in duplicate and in the form of an electronic document. The recreation center is assigned a unique number by which it can be identified. One copy of the diagnostic card, drawn up in writing, is issued to the owner of the vehicle (or his representative), the other is kept by the technical inspection operator for at least 3 years. the diagnostic card, compiled in the form of an electronic document, is sent to the unified automated information system for technical inspection (UAISTO) and is stored there for 5 years. The diagnostic card is a document of strict reporting.

If during the validity period of a diagnostic card containing information about the vehicle’s compliance with mandatory safety requirements, the owner of the vehicle has changed (purchase of ownership, receipt of economic or operational management, etc.), this diagnostic card is considered valid until the expiration of the specified there is a deadline in it.

The form of the diagnostic card is approved by the government of the Russian Federation, the rules for filling out the diagnostic card are approved by the authorized federal executive body.

In case of damage or loss of the diagnostic card during its validity period, a corresponding duplicate is issued by any inspection operator upon application of the vehicle owner (or his representative) based on the information contained in the EAISTO. A duplicate is issued to the applicant on the day of application. Issuance of a diagnostic card, and replacement of a lost or unusable one, is subject to a state fee of 300 rubles.

The diagnostic card does not need to be constantly carried with you in the car. The traffic police inspector does not have the right to demand it from the car owner, it is only needed to conclude a compulsory motor liability insurance agreement. a diagnostic card confirms the vehicle’s admission to participate in road traffic not only on the territory of the Russian Federation, but also beyond its borders, in accordance with international treaties of the Russian Federation.

How much to pay?

In general, car owners' expenses will decrease. On average, tax rates for individuals will decrease by 25%, for organizations - by 15%. For example, now the state duty for admission to participation in road traffic for a car weighing 1.6 tons, owned by an individual, is 6 basic units, or 162 rubles; in the future, the transport tax for the same car will be 81 rubles. per year, that is, half as much.

The owner of a car weighing 1.9 tons pays the same 162 rubles today, but will pay 102 rubles. (see table).

Legislators have provided for differentiation of rates for individuals in relation to cars with a permissible maximum weight of 1.5 to 2.5 tons.
