How to issue an electronic MTPL policy via the Internet. Electronic policy E-OSAGO

Types of insurance

Through RSA you can view a list of insurance companies that are currently authorized to conduct such activities. If an organization is deprived of a license, information about it will not be reflected in the databases of the specified organization.

The following types of insurance are provided:
  • car insurance under the CASCO or OSAGO program;
  • taking out an insurance policy for an accident;
  • medical policies providing compensation after an accident.

It is worth noting that different types of insurance are provided not only for individuals, but also for organizations. An important point is that you can only insure your vehicle with an organization that has a license. This act is issued by the Bank of Russia. In addition, the company must be a member of the insurers' union.

All insurers must now provide services online.

  • You can fill out the MTPL policy both in paper and electronic form via the Internet.

After completing all the formalities, the applicant receives:

  • insurance memo and MTPL rules;
  • two copies of accident notifications, if there are not enough of them, you can contact the insurance company for additional copies.

When submitting an application via the Internet, the completed contract is sent by email; you just need to print it out.

Policy price

Registration is also possible through the State Services website. At the same time, the cost of the policy depends on the discretion of the company management. It is necessary to take into account the recommendations developed by the Bank of the Russian Federation. This act indicates that the value of the policy depends on several indicators.

Including, this is a coefficient of territorial significance. In this case, the cost of the policy will increase depending on where the citizen lives. If this is a large populated area, then the amount is higher compared to when a person lives in a small town or village. It is also worth taking into account a coefficient called bonus malus. This indicates how good or bad the rating is for a particular driver.

ATTENTION !!! When a citizen was not the culprit of the accident during the one-year period, the cost for him will be reduced when purchasing the next certificate. This way you can get a discount of five percent per year. If during the specified time period the person became the culprit of the accident, then the value expression of the insured amount for him will occur to a significant extent.

The next indicator is the coefficient, according to driving experience. The determination is based on the date when a person received his first driver's license. You can get insurance for a new car without license plates only during a personal visit to an insurance company branch. If a citizen has not reached 22 years of age and does not have three years of driving experience, he will need to pay a higher price, he will have to pay more than those who have such experience.

ATTENTION !!! The coefficient reflecting the power of the vehicle should also be taken into account. When contacting Alfastrakhovanie or another company, you need to take into account that the more powerful the car, the higher the price of insurance will be. The price under the agreement will also be affected by whether a limited policy is issued or not. Accordingly, the amount increases when several people can drive a car or when their circle is not limited.

If you need to use a car with a trailer, you should understand that this entails an increase in cost. On average, the increase occurs about a quarter of the amount. In SOGAZ, the step-by-step instructions stipulate that the cost also takes into account the seasonality of the machine’s use. This is influenced by how many months of the year the vehicle is used.

It is worth pointing out that the listed indicators should be applied simultaneously when forming a policy.

Advantages of E-OSAGO

The electronic version of insurance gives the policyholder a number of positive advantages:

  • There is no waste of time visiting the office to apply for or renew an MTPL policy.
  • The online form gives the client the opportunity to correct changes in the document online.
  • An electronic copy will be stored in your Personal Account.
  • Open and permanent access to policy data.
  • Minimizing the risk of losing a paper copy of the insurance.
  • Easy document transportation.
  • Registration without intermediaries, without extra interest and services.
  • 100% guarantee of the authenticity of the policy (analogous to a paper copy).
  • Reliable protection of client information and his transactions regarding registration and payment of insurance.
  • Helping the client with questions of interest.

The legislation of the Russian Federation obliges every motorist to take out a policy. Compulsory motor liability insurance gives confidence to the policyholder that if an accident occurs with injured participants, the conflict situation will be resolved legally and in compliance with mutual compensation payments for the damage caused.

Checking and restoring the malus bonus

It is important to consider that all drivers should periodically check the coefficients that are used to calculate the price of the policy. Insurance organizations are entrusted with the responsibility to transmit to the database of all insurers information regarding when and under what circumstances a citizen was involved in an accident. Based on such information, the malus bonus is formed. This indicator is taken into account when calculating the cost of the agreement.

RESO step-by-step instructions provide for situations when this coefficient increases.

Including:
  • the citizen sent information to the insurance company that his driver’s license or passport has changed outside the established time limits;
  • when there is a fake policy;
  • mistakes were made by insurance company employees when entering data into the database.

Situations are allowed when the value in question is restored. To do this, you will need to provide the insurer with information about the amended acts. In particular, this applies to the act by which the identity of the driver or his license, policy, issued earlier is verified. If the increase in the applied coefficients occurred as a result of participation in an accident, then the reduction will only occur over time.

However, in this situation it is necessary that during the annual period the citizen does not become the culprit of the accident. Every citizen has the opportunity to check the coefficients that are taken into account when calculating the cost of the policy.

OSAGO policy through insurance company websites

How to make an electronic policy via the Internet? As easy as pie. In order to insure a car via the Internet using MTPL, just fill out the online form on this page. There you can also calculate the cost of your insurance from different insurance companies.

So how can you insure your car without leaving your home? To get started, check out the list of insurance companies that issue electronic insurance. All these companies are members of the Russian Union of Auto Insurers, which means they act in accordance with the law and are under the supervision of the state.

Before you apply for compulsory motor liability insurance online, calculate the cost of your insurance. To do this, there is an online calculator on the portal of each insurance company. Enter all the necessary information about your car - make, model, year of manufacture, engine size, etc. Your personal information will also be required, including gender, age and driving experience. If you plan to include other drivers in your insurance, you will also need their data.

After this, the system will give you the approximate cost of insurance calculated for your car. If you are satisfied with it, you can proceed to fill out the application.

Registration on the Internet

Insurance companies, including VSK, step-by-step instructions are reflected on the official portal of the organization. In this case, it is important to take into account that only those citizens whose information is reflected in the RSA data can use this opportunity. This suggests that these persons previously took out policies. It is necessary to contact the insurer's offices.

Including:
  • the document is processed for the first time;
  • a new car was purchased, information about which is not registered in the database;
  • purchasing a used vehicle when the information is registered with the previous owner.

In addition, this applies to situations where issuing a policy in electronic form is not allowed when there have been changes in information about the owner. This includes data from the act through which identity or rights are verified. If the database does not contain information on a valid diagnostic card, then it will also not be possible to issue a report using the specified method.

The same rules apply to cases where the car is registered in another country or the documentation is completed with errors, including in the citizen’s data.

ATTENTION !!! When these situations do not apply to a specific person, this indicates that he has the opportunity to take advantage of electronic policy registration. This can be done at any time, regardless of weekends and holidays. You need to prepare a certain package of documentation.

Including:
  • citizen's identity document;
  • driver's license;
  • paper indicating that the vehicle has been registered;
  • car passport.

Registration on the official website of the insurer is a mandatory requirement. Without this action, you will not be able to use all the features of the portal. In this case, all actions are carried out remotely. There is no need to visit the insurer's office in advance. On the main page you need to open the tab related to purchasing a policy.

The procedure for creating an account in the system requires entering a mobile phone number. In addition, you will need to provide an email address. An alternative is to use a personal account created on the State Services portal. However, registration is also required.

ATTENTION !!! The process involves entering mobile number data as well as email. Using such data, you can log into your personal account and issue a policy. In addition, you need to enter data into your personal account. A form will open in front of the user where you need to enter certain information.

It is necessary to indicate at what address the person is registered. It is reflected in the document by which the identity is verified. When entering information into the form, you can immediately check how reliable it is. To do this, you need to click on the button that allows checking in PCA. When the information matches, a green tick is displayed on the screen.

Instructions for issuing an electronic MTPL policy

Don’t rush to go to the insurance company’s office, try to issue an electronic MTPL policy. It's easier than it seems. The procedure will not take much time, original documents are not required.

Select an insurer.

From January 1, 2021, insurance companies are required to offer clients to issue electronic MTPL policies via the Internet. If you cannot order a policy on the insurer’s website, it violates the current law. Do not trust this site - its owners may be scammers and sell fake insurance.

In order not to suffer from scammers, choose an insurer from those that are in the register on the website of the Russian Union of Auto Insurers. If a company is in the register, it means it has a license for compulsory motor third party liability insurance.

How to change or restore OSAGO?

If your data* specified in the insurance policy has changed (for example, you have changed your last name, first name, patronymic, changed your license, want to include another driver in the policy, etc.), you need to make changes to the MTPL policy. If you have an electronic MTPL policy, most often you can make changes (all or some) in your personal account on the insurance company’s website. If you have a paper policy, you will have to come to the office and write a corresponding application. Please contact your insurer for details. Please remember that the insurer has the right to demand payment of an additional insurance premium in proportion to the increase in the degree of risk based on the insurance rates for compulsory insurance in force on the day of payment of the additional insurance premium.

If you lose a printout of your electronic policy, you can download it from your personal account on the insurance company’s website and print it out again, or save it on your mobile device and present it if necessary. If you have lost or damaged your paper OSAGO policy, you need to contact your insurance company in person. A new policy will be issued free of charge. It will be valid until the end of the validity period of the lost one.

Replacing the vehicle specified in the compulsory insurance policy, changing the insurance period, as well as replacing the policyholder are not allowed.

Procedure for registration of compulsory motor liability insurance for the car owner

In order to obtain car insurance online, you must submit the following documents:

  1. First, the owner of the vehicle must register on one of the websites of the company that deals with insurance.
  2. Next will be a request to enter data regarding yourself and your car, which is requested by the company management.
  3. After this, the system will determine what the final cost of the purchased policy will be. In this case, all coefficients are taken into account, such as region, etc.
  4. After the completed actions, the most difficult and crucial moment comes - the data entered on the site is verified with those available in the RSA database. This stage is considered the most problematic, since the information provided on the RSA website is not always true.
  5. If all the above steps are successfully completed and the reconciliation is successful, the future owner of the insurance policy will need to make a payment. This can be done in different ways, for example, using a bank card or the payment system webmoney, qiwi, yandex and others.
  6. After the specified amount has been paid, the company management will send an insurance policy form to the registered person’s email address or personal account. And to become the full owner of the document, you just need to print it.

How to save money

To do this, you need to understand how the policy is calculated. To do this, companies use the standard formula: OSAGO = TB × CT × KMB × KVS × KO × KM × KS × KN .

  • TB – basic tariff regulated by the Central Bank of the Russian Federation;
  • CT – trajectory coefficient, the further you are from the capital, the cheaper the registration;
  • KMB - coefficient for safe long driving without accidents. You can check your KBM here;
  • KVS – age. If you are under 22 years old or have less than 3 years of experience, the coefficient increases to 1.8;
  • KO - restrictions. For unlimited insurance, the coefficient increases to 1.8. In limited, everything depends on the age and experience of the added drivers (PIC);
  • KM – power. If the power is high, the price of the MTPL insurance policy and transport tax increases;
  • KS – period of use. You can take out insurance not for a year, but less if you do not use the car all year round. This reduces the final price;
  • CN – violations. Rarely used, since only the most serious violations are taken into account.

You can also take advantage of “100% discounts”. Many companies cooperate with cashback services, for example, LetiShops.

Conclusion: Registration of an MTPL policy for a car via the Internet is a simple procedure accessible to everyone. Use it, because it saves time and money.

Law on electronic compulsory motor liability insurance

Below will be presented parts of the texts of official laws on the introduction of electronic compulsory motor liability insurance. There will also be links to the laws themselves.

Federal Law of April 25, 2002 No. 40 FZ (as amended on November 4, 2014)

If there is information in the information system about the conclusion of such an agreement, exclude bringing the driver to administrative liability under Part 2 of Article 12.3 of the Code of Administrative Offenses of the Russian Federation.

Regulation of the Central Bank of the Russian Federation No. 431-P dated September 19, 2014

On the rules of compulsory civil liability insurance for vehicle owners

1.1. A compulsory insurance contract can be concluded either by drawing up and issuing a compulsory insurance policy to the policyholder on paper, or by drawing up and sending him a compulsory insurance policy in the form of an electronic document in the cases and in the manner provided for by these Rules. 1.3. When performing registration actions in relation to a vehicle, the fulfillment of the owner’s obligation to insure his civil liability is confirmed by presenting to an employee of the registration authority a compulsory insurance policy or information printed on paper about the conclusion of a compulsory insurance agreement in the form of an electronic document.

Is a special program required?

Since E-OSAGO is an exclusively electronic document, and all actions are as automated as possible, there are no programs for filling out and cannot exist. Each policyholder receives an already completed insurance sheet by email and can print out any number of copies of the “automobile citizenship” on a regular printer (is this necessary and why?).

To summarize, I would like to note that registering and filling out E-OSAGO is a simple procedure , but it has a number of nuances that the policyholder will still have to get used to. We wrote about what problems may arise when applying for a policy via the Internet in our article. But in the first years of its existence, the traditional “autocitizen” was not without similar problems, so debugging the process is only a matter of time.

Possible difficulties and problems

The transition to issuing electronic car policies via the Internet involves transferring information about them to a single electronic database. To check if you have insurance, just enter the car number. This innovation is designed to relieve drivers of the need to carry an insurance policy with them. However, the system is not yet perfectly debugged in all regions, so it is still recommended that you print out the policy and have it with you.

Among other difficulties that car owners face when insuring themselves via the Internet in 2021, the following can be noted:

  • lack of confirmation of driver data in the AIS system;
  • discrepancy between the entered data and those available in the system;
  • technical failures, etc.

However, these are temporary difficulties that will be eliminated in the future. But there are other problems associated with the peculiarity of issuing an electronic policy:

  • only the owner can register it; this cannot be done by power of attorney;
  • the data of the new car is not in the AIS database before registration with the traffic police, therefore the first policy will have to be issued at the insurer’s office;
  • Cases of fraud under the guise of intermediation in the issuance of a policy with access to bank card data have become more frequent.

Registration of an MTPL policy online eliminates the need for car owners to personally visit the office of the insurance company.
